05/04/1936123 APPROVAL OF MINUTES: The motion was made by Alder- man Pflughaupt and seconded by .nishop that the Council approve as written, the minutes of the regular Council meeting of April 6,1936 as well as the minutes of the adjourned meetings of April 13th and 14th,1936 and of the Special Council meeting held April 15,1936. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried and the said minutes approved as written. CAMERA FOR ACCIDENT PR IOM BUREAU: The motion was made by Alderman lishop and seconded by Pflughaupt to authorize the Accident prevention Bureau of the Police Department to purchase a camera the total cost ofwwhich is $90.00; $60.00 of which will be paid by the First National Bank and the remaining $30.00 to be paid by the city. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt, .'ulle, Bishop, macLuckie, Frederick, Lemke, Schwanbeck and Campagna. DETOUR SIGN AT TF1 STREET AND FIRST AVENUE: Mayor Kinder referred the matter of arranging for the proper location of a "detour' sign at Lee Street and First Avenue to the Streets and Sidewalks Committee. DESIGNATING CLERK PRO -TEM: in the absence of Edgar T.Friedridh, City G'lerk, who was called out of town be- cause of his mother's illness, Mayor Hinder, with the consent of the Council, designated City Attorney nenneth G.Meyer as Clerk Fro -Tem. ROLL CALL: The Clerk Pro -tem then called the roll with Aldermen Ahbe, Carroll, Pflughaupt, F'ulle, kacLuckie, Frederick, Lemke, Schwanbeck and Campagna responding thereto. Alderman Bishop was absent because of illness. REPORTS OF OFFICERS: The report for April 1936 of I.A.Becker, Captain of Police was then read and ordered placed on file by the Mayor. The presentation of the April 1936 reports of the City Clerk, and the City Treasurer was deferred to the next regular meeting of the Council. 124 THE JUDICIARY AND ASSESSMENT COMMITTEE had no re- port to offer. THE POLICE AND LICENSE COMMITTEE through its chairman, Alderman Carroll, requested further time to pre- pare a report regarding the parking ordinance. THE STREETS AND SIDEWALKS COMMITTEE through its chairman Alderman Frederick reported that. matter of arrang- ing to haul crushed stone from the Lee Street paving pro- j,edt to streets in Riverview, which was referred to the said committee, has been taken care of, and that 148 loads of crushed stone have been hauled to the streets of River- view. Alderman Frederick, chairman of the Streets and Sidewalks Committee,then submitted the following list of recommendations which was read by the Clerk pro -tem: Ron.Mayor and City Council. Gentlemen: We, the members of Streets and Sidewalks Committee herewith submit the following recommendations for your consideration: 1.It shall be unlawful for any one to park their a automobiles overnight on any business or residential street. a.It shall be unlawful for motorists to make MU* turns in the loop business area at any time--Grace- land to Pearson; Miner to Prairie. 3.Add the following paragraph-Sec.1083 -SCHOOLS: It shall be unlawful for any motorists to_ park on any street in front of entances to any rublic or parochial s chools between the hours of 8:30 AM and 4:30 PIE week days. Edgar J.Friedrich Your committee on Public Works,Bldgs & Plats has investi- gated and finds: that owing to a severe illness of the chairman of the above committee, your committee must ask for further time on this project. Edgar J.Priedrich Your Committee on Public Works, Buildings & Plats has in- vestigated the above and has found: That above permit to Mr.Ihssen will be perfectly in order. We, your committee, met with the trustees of the foundry and Mr.lhssen and went over the matter of a permit for this business, finding the conditions satisfactory. We your committee on Public Works,Bldgs, & Plats therefore recommend: That this permit be granted and continued in force as long as the premises above are kept in orderly condition. Locally we have many organizations which must find lodgment in our City Hall; such as the City Council, the Park Commission, the City Magistrate's and similar offices, the Safety Council, and many other meritorious organizations -civic and public, but of a non-political nature. We recall with humiliation, recently, when the City Council was sent out of the City Hall, to find a place across the street, and in the rain with a group of distinguished public guests in attendance, while the City Hall had been given over to the meeting of a political party. That the City Hall be used only for meetings as scheduled above and similar ones. We recommend further that the City Hall from henceforth be used only for meetings of the nature set forth above, and not for political and other partisan gatherings. We recommend that the custodianship of the City Hall be placed in the hands of the Mayor and the Committee on Public works, Bldgs., Plats,etc." and that requests for the use of this building be made to the City Clerk, who in turn will notify the Mayor and the above committee for action and decision. Des Plaines, Illinois Dear Sirs: Inasmuch as the collections from the lot owners has practically $topped, this Corporation will be unable to properly take care of all the maintenance work in this subdivision. 'therefore, the Board of Directors of this corporation res- pe:etlully requests that you instruct the Streets & Sidewalks committee to arrange for the mowing of the parkways in front of the vacant lots in this subdivision.
