04/06/1936EINUTES OF THE REGULAR MELTING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL C-IAI NL'R 3 ON THE 6th DAY OF A'RIL,A.D.1936 AT THE HOUR OF 8:C0 P.M. CALL TO ORDER: The meeting was called to order by M.I.yor George W.Kinder, presiding, with Aldermen Ahbe, Carroll, Pflughaupt, Bishop, MacLuckie, Frederick, Lemke and Campagna responding to the roll call. Aldermen ifulle and Schwanbeck were absent during the entire meeting. REPORTS OF OFFICERS: 'were read by the Clerk as follows: 1.The report of H.A.Becker,captain of Police for March 1936, as well as his report on the Governor's Crime Prevention Conference. 2.The report for March 1936 of E.J.Friedrich,City Clerk. Mayor Kinder ordered these reports placed on file. THE JUDICIARY AND A33SESSIt NT COLIIITTP.T1 had no report to offer. THE POLICE AND LICENSE COMMITTFF had no report to offer. THE STREETS AND SIDEWALKS COMMITTEE: The C1 erk then read the following: Hon..Mayor & C..ty Council Gentlemen: A recent request was made of your honorable body by the Streets and Sidewalks Committee for permission to purchase a Barko Portable Gasoline Hammer" a practical piece of machinery which can be used for concrete breaking, back fill tamping, digging frozen ground etc, the cost of which is to be 1350.00 not including the working tools which can be purchased at a very nominal cost. This request was referred to a committee consisting of E.A. Frederick, John Lemke and Marvin Wells who after making an investigation have reported favorable on this machine and the investment. However, a motion was made by Alderman Frederick and seconded by Ahbe to rever this letter back to the special committee with instructions to submit to the council a definite quotation from the company wishing to sell this piece of equipment. " " Keeney Ave Rand Rd 30 15.Miner St(Dempster St) Busse Highway Rand Rd 25 1.The speed of 35 miles per hour suggested is excessive for the condition of the highway at this point because of the hazard (1) the "S" curve, and (2) the supports for the viaduct in the center of the Highway, and road narrored through the viaduct, we believe a 25 mile- per hour rate a safer speed 3.Section #15. Permitting a speed of 45 miles per hour in the 715 section encourage speeding and more or less reckless driving for the high school &udents as well as considering the fact that Rand Park will be opened this summer, we believe a speed of not over 30 miles per hour should be rigidly enforced. 4.This section is still in the residentialsection and we feel no speeding should be encouraged in any residential part of this city. 6.It would seem that a 25 mile per hour limit should be carried out to the egst limits, because of the added pedestrian as well as motor vehicle traffic during summer months to and from the swimming pool, and the Methodist Camp Grounds. 8.With an "S" curve a speed of 45 miles per hour is dangerous from a safety standpoint;we feel a limit of 30 miles per hour would be more practical. 10.We believe the speed of 25 miles per hour should be continued to Perry Street. 12.Forty-five miles per hour in our opinion is excessive and will encourage faster driving; continuing north 35 miles should be a safe speed in this section. 13.Same as #12 except speed should be reduced to 30 miles per hour. Respectfully submitted DES PLAINES SAFETY COUNCIL A.C.Kadlec-President. 97 The motion was made by Alderman Frederick and seconded by Ahbe to amend the orignal resolution submitted by the State Highway Department so as to conform with the recom- mendations contained in the foregoing letter from the Des Plaines Safety Council. The motion was then made by Llderman MacLuckie and seconded by Lemke to amend this amendment so as to set the maximum speed on all streets in the City of Des Plaines at 25 miles per hour. The amend- ment setting a maximum speed of 25 miles per hour on all streets was voted upon by acclamation whereupon the I;«yor declared this amendment lost. The main motion to amend the original resolution to conform with the recommendations of the Des Plaines Safety Council was then voted upon by acclamation, whereupon the Mayor declared the motion carried and the original resolution so amended. The motion was then made by Alderman Frederick and seconded by Carroll to adopt the resolution submitted by the State Highway Department as amended and reading as follows: RESOLUTION FOR THE ESTABLISHi:E T OF S1EED ZONES ALONG STATE HIGHWAYS IN MUNICIPALITIES. . WHEREAS, there are certain streets or highways within the limits of the City of Des Plaines,lliinois, which are designated as State I-Iighways and which are under the juris- diction uris- diction of the State of Illinois, Department of Public Works and Buildings, Division of Highways, and WHEREAS, the Department of Public Works and Buildings, Division of Highways, in accordance with the provisions_ of Article 111, Section 29 of an Act in Relation to the Regulation of Traffic, Approved J41y 9,1935, is empowered to place and main- tain such traffic control devices as it shall deem necessary to regulate traffic on such highways, and WHEREAS, the Act in Relation to the provides for certain speed restrictions as Article V1,Section 49, of said Act and for such speed restrictions upon such highways the provisions of paragraph (d) of Article said Act, therefore, regulation of traffic prescribed ii the adjustment of in accordance with V1, Section 49, of BE IT RESOLVED, by the City Council and the Mayor of the City of Des Plaines,Illinois, that such State Highways located within the municipality be zoned for speeds as hereinafter described and as further indicated on the attached map of the municipality in -accordance with the provisions of Act in relation to the Regulation of i5affic approved July 9,1935. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried and the said minutes approved. following: LEE AND THACIER UNDERPASS : The Clerk' then read the G.H.Allen Consulting Engineer Ayril 6 1936 To the Mayor and City Council of Des Plaines, Des Plaines,Iliinois Gentlemen: In Accordance with your instructions I have made a survey of the conditions at the intersection of Thacker Street and Lee Street and have considered the recommendations of the Safety Council of this City and submit herewith an estimate of the cost of constructing a Pedestrian Subway from the lvorth west and South West corners of this intersection to the South East corner thereof. I also submit a sketch shoving the construction which is proposed to comply with your recommendations. On thissketch the existing conditions are shown in black, considering the Lee Street widening as an accepted fact, and have shown new work in red and existing structures to be abandoned in red cross -hatching. The Subway to be constructed rill run North and South on the West side of Lee Street with stairways leading both North and South on Lee Street and West on both sides of Thacker Street and a subway leading East on the South side of Thacker street. It will be necessary to re-route the Thacker Street sewer taking it around to the South side of the intersection and bring it back on the East side of Lee street and also to cut in the private sewer on the West side of Lee street and the main. sewer on the center line of Lee street into the Thacker street sewer on the East line of Lee Street. It will also be necessary to re -connect the existing catch basins on the west side of Lee Street into the manhole in the center of the intersection. It will be necessary to secure two small parcels on the corners and to secure an easement from the School Board as shown on the sketch. Some new sidewalk must be constructed. It will also be necessary to install two valves in the existing water mains and to laver all the water mains within the intersection so that they may pass below the subway. The Subway as contemplated will be seven feet by nine feet and properly lighted and wall be constructed of re -enforced concrete with the inside finished. Stairways rillbe provided with hand rails and guard rails. I estimate the cost as follows: considering that all this work must be hand. work as it is confined to such close quarters that very little machine work can be done. EXCAVATION: 920 cu.yds. About 25% of the Pedestrian Traffic uses the subway across North Avenue in Elmhurst, Illinois and about 12% of the Pedestrian Traffic uses the subway across Michigan Avenue on Randolph Street in Chicago,Illinois. So that if full use is to be obtained it will be nec- essary for the Police to enforce its use. Respectfully submitted W.H.ALLEN City Engineer The motion was made by Alderman Carroll and seconded by MacLuckie to reject the plans and estimate of W.H.Allen outlined in the foregoing letter and to refer the entire matter of the proposed Lee and Thacker Street underpass to the Streets and Sidewalks Committee to the Council as a committee of the whole. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The motion was made by Alderman Ahbe and seconded by MacLuckie to instruct the Streets and Sidewalks Committee to get estimates and information for the installation of "Stop and Go" lights at the inter -section of Lee Street and Thacker Street. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Bishop, Lemke and Campagna. Nays; Aldermen MacLuckie and Frederick. The Mayor thereupon declared the motion carried. 11 F;TING OF COUNCIL AS CQM ITTFE OF THE JH0LE: The motion vias made by Alderman Carroll and seconded by Frederick that the Council meet as a committee of the whole tonight, immediately after the close of this session, in order to discuss the Lee and Thacker underpass. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. CLEANING UP LOT: The motion was made by Alderman Pflughaupt and seconded by Frederick to instruct the Clerk to write the owner of the property located at the Northeast corner of Oakwood, and Graceland Avenues instructing such owner to clean up these premises. The motion was voted upon by accla- mation whereupon the Mayor declared the motion carried.
