DISBURSEMENT FOR P.W.A.PROJECT #7270: The motion
was made by Alderman Frederick and seconded by Tulle that
the same procedure be used in disbursing funds for P.W.A.
Project #7270 as is being followed in making other City_
disbursements. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
SNOW ON EAST MINER STREET: The motion was
made by Alderman Ahbe and seconded by Fulle to instruct
the Clerk to write the State Highway Department calling
attention to the hazard created as a result of the
Highway Departmentts plowing snow off of the street and
piling it upon the sidewalk. The motion was voted
upon by acclamation, whereupon the Mayor declared the
motion carried.

CALL TO ORDER: The meeting was called to
order by Mayor George W.Kinder presiding, with Aldermen
Ahbe, Carroll, Pflughaupt, Fulle, Bishop, MacLuckie,
Frederick, Lemke, Schwanbeck and Campagna responding to
the roll call. The Clerk reported all members of the
Council present.
THE JUDICI."RY AND ASSESSMENT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE COMMITTEE through its chair-
man, Alderman Carroll, called up the following proposed ordi-
nance for second reading:

ENTITLED "PERMITS - ANNUAL FEES"
OF ARTICLE 1V ENTITLED "SIGNS OVER
SIDEQtiALKS"' OF CHAPTER NINE OF THE
MUNICIPAL CODE OF THE CITY OF DES
PLAINEES OF 1928.
Inasmuch as this proposed ordinance had been referred to
the dice and License Committee at a previous meeting the
said committee submitted the following report which was
read by the Clerk.
To the chairman of Police & License Committee, Alderman
Carroll, at the meeting of the City Council, held February
3,1936 the following matter was referred to your committee:
The Ordinance seeking to set a rate of 45.00 for a sign
over public sidewalk, was referred to your committee on
Sept. 3 1935 and recommitted to your committee by Mayor
Kinder February 3 1936.
The proposed ordinance, copy of which is attached hereto,
was given first reading on Sept 3 1936.

Your committee on Police and License has investigated the
above and has found: That the attached ordinance covering
license fees on signs, be changed.
We therefore recommend: That the annual fee be changed

are less than 15 square feet in total area, and tiv5.00 for
such signs that extend more than 5 feet over a street,

The motion was made by Alderman Carroll and seconded by Bishop
to concur in the report of the Police and License Committee and
alter the original draft as recommended in the said report. The
motion was however made by Alderman Ahbe and seconded by Schwan-
beck to re -commit this proposed ordinance together with the
committee report to the Police and License Committee for proper
re -drafting and report. The motion to re-co,.mit was voted upon
by acclamation, whereupon. the Mayor declared the motion to re-
cormitt carried.
The motion was made by Alderman Carroll and seconded
by Pflughaupt to instruct the City Attorney to prepare an
ordinance creating an Accident prevention Bureau similar to that
in operation in Evanston, Illinois. The Mayor put the question
and the Clerk called the roll with the following result: Ayes;
Aldermen Ahbe, Carroll, Pflughaupt, Pulle, Bishop, Frederick,
Lemke, Schwanbeck and Campagna. :Nays; Alderman MacLuckie . The

THE FIRE COMMITTEE: reported through its chairman,
Alderman Campagna, that the question of giving the present
volunteer firemen some preference or extra points toward a
regular fireman's position will be given consideration by the
Board of Police and Fire Commissioners before the next examination
for firemen.

The motion was made by Alderman Carroll and seconded by Frederick
to _refer the proposed ordinance to the City Attorney with instruct -
tions to re -draft the same and include the following:
SECTION . OWNER PRIMA FACIE RESPONSIBLE FOR ILLEGAL
PARK_IuG. If any vehicle is found upon a street or highway_
in violation of any provision of this ordinance regulating
the stopping, standing or parking of vehicles and the
identity of the operator cannot be determined, the owner
or person in whose name such vehicle is registered, shall
be held prima facie responsible for such violation.
The motion was voted upon by acclamation whereupon the .Mayor declared
the motion carried.
The motion was then made by Alderman Frederick and
seconded by Pflughaupt to further instruct the City Attorney to
include in the re -draft of the proposed "One Hour parking ordinance"
a provision permitting parallel -to -curb parking on the East side
of Lee Street from Praitie Avenue to nark 4?lace. The motion was
voted upon by acclamation, whereupon the Mayor declared the motion
carried.
The motion was made by Alderman MacLuckie and seconded
by Carroll. that while re -drafting the proposed ordinance the City
Attorney be. instructed to change the draft so as• to limit one
hour parking to the period from 7:00 A.M. to 7:00 P.M. The Mayor

Public Service Company of northern .111inois for Street lighting,
the proposed onctract being a renewal of the contract in force

r:cLuckie and seconded by Frederick to approve the contract as
proposed and to instruct the Mayor and City Clerk to execute
the same for and in the name of the City of Des Plaines. The

SAFETY COUNCIL RECOMMENDATIONS: The Clerk then

Dear Mayor Kinder:
Whenever double parking is permitted
on the streets of any city or on the highways of any
county, the life of the individual involved is at stake.
If buses are permitted to double park for the purpose of
taking on or letting off passengers, then the passengers
are subjected to the hazard of being run down by on-
coming traffic. In our city we have had the sad experi-
ence in allowing the motor buses to double park on Miner
Street to take on passengers at discharge passengers and
has caused one fatality and one serious injury which is
o.f record.
In our meetings heretofore this matter has been
brought up time and again; however, since it is an
outstanding hazard, it was the feeling of your safety
council that it was of such importance that this
council resolved, to refer the matter to the Alderman
on Streets and Sidewalks, Mr. E.A.Frederick, who by
the way is also a member of this Council, for your
kind consideration and action, in asmuch as the
motion was lost at your City Council Meeting on
February 3,1936, we again beg of your Honorable Body
further consideration be given the matter.
The Motor Coach Company encourages, in its adver-
tising, that the safety of its passengers are their
primary consideration. Each bus displays a poster
which covers the fact that children can safely travel
by bus because of the ability for the bus to pull up
to the curb to discharge its passengers.
Since no space is provided allowing the bus to pull
up to the curb, the double parking of buses in front of
1494 , 96 and98 Miner Street creates further hazards to
the general public as follows:
1. Being a through state highway and
carries considerable traffic not for
local business tends to retard traffic.
2. motorists will in passing the standing
bus jeopardize the motorist traveling
east by crowding him,kaking a narrow
lane for either car passing.
3. Pedestrians are blocked off at the
walkway.
4. The most serious is the fact that passengers
alighting will invariably walk around the
front or rear end of the bus; not being
an intersection the motorist not award
of the bus stand (no signs or other means
cautioning the motorist) will travel
10 to 20 miles an hour and cannot stop
in time to avoid a collision with the
pedestrian, should they start out to cross
the street from behind the parked bus.
5. When further considering the figures fur-
nished by the United States Bureau of
Standards, that the average motorist
traveling at 20 miles an hour needs
48.8 ft. before coming to a stop. This
covers the total distance traveled (in
feet) from the moment the driver reacts
to apply brakes to full stop and would
probably need more distance when he is
conftaed or undecided. The motorist
has very little chance in avoiding an
accident.
In view of the above; therefore, outlining the
hazardous conditions existing, we, the Des Plaines
Safety Council, have caused to pass the foregoing
as a resolution and request that no double parking
be permitted on any of our streets by any one at any
time and pray that your Honorable Body will give it
favorable consideration and pass the necessary order
to dispense with this practice in the interest of
our citizens and preventing the recurrence of accidents
attributable to this cause.

to the double parking practice by buses on Miner
Street, in this connection the Greyhound Bus Company
also is involved and it is the unanimous opinion of
this body that the preventive measure in so far as
this Company is concerned cane asily be remedied.
The following resolution was passed by this Council
on February 6,193 6, and is submitted for your con-
sideration:
Resolved: That the double parking practice of
the Greyhound Bus Company at their bus station
at 1494 Miner Street, for north bound buses,
be discontinued and it is further recommended
that the City of Des Plaines,Illinois, re-
quest the Greyhound bus Company to re-route
their buses through our city to eliminate
the double parking hazard in f ront of 149405
Miner Street as follows:
1. South Bound. Southeast on miner Street - Park
at south curb (bus stand) in front of 1494,
continue southeast on miner to rearson (right
turn) south on Pearson to Ellinwood (right turn)
northwest on Ellinwood to Lee Street (left turn)
and south on Lee Street (Manheim Road.)
S. North Bound. North on Lee Street to i,iinerStreet
(right turn) southeast on Miner to Park space at
south curb across from 1494, continue southeast
to Pearson Street (left turn), north on Pearson
Street to Des Plaines Avenue (left turn)north
west on Des Plaines Avenue to Rand Road (left
turn), northwest on Rand Road to Golf Road
(left turn), west on Golf Road to Northwest
Highway (right turn) thence northwest on the
Northwest Highway.

1936 TAX LEVY ORDINANCE: The Clerk then read
for first reading the proposed 1936 Tax Levy Ordinance
entitled:
an ORDINANCE PROVIDING FOR THE LEVYING OF AN
ASSESSMENT OF TAXES FOR THE FISCAL YEAR OF THE
CITY OF DES PLAINES, COOK COUNTY, ILLINOIS
COIFMr VCING JANUARY 1,1936 AND ENDING DECEfJ3ER
31,1936.
The Mayor ordered this proposed ordinance filed for second
reading.
OFFICE SPACE FOR RECREATION PROJECT: The Clerk
then orally transmitted to the Council a request from those
in charge of a Recreation Project sponsored by the City under
the Works Progress Administration (W.P.A.), requesting that
the City arrange office space in the present Council Chamber
by erecting a temporary partition across the room about 15
feet from the north wall of the chamber. The motion was
made by Alderman Lemke and seconded by Ahbe to refer this
matter to the committee on Public Works, Buildings and
Plats with power to act. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried.
CLEARING STREETS OF SNOW: Mayor minder then
introduced Mr. Walter Dopheide who represented a delegation
from Des'Plaines Villas, and asked the Council to take steps
toward removing the snow from the streets in Des Plaines
Villas, and thus enable the residents of the said subdivi-
sion to get to and from their homes. The motion was made
by Alderman MacLuckie and seconded by Lemke that the
City put forth every effort to clear the snow as requested
by Er. Dopheidd,but not to consider the purchase of a snow
plow at this time. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
APPROVAL OF MINUTES: The motion was made by
Alderman Pflughaupt and seconded by Fulle to approve the
minutes of the regular Council meeting held February 3,
1936 as well as the minutes of the special Council meeting
held February 7 1936 as written. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion
carried and the said minutes approved.
