MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON THE 7th
DAY OF YEBRUARY,A.D.1936 AT THE HOUR
OF 8:00 P.M.
CALL TO ORDER: The meeting was called to order
by Mayor George W.Kinder presiding, with Aldermen Ahbe,
Carroll, l'ulle, bishop, MacLuckie, Frederick, Lemke, Schwan-
beck and Campagna responding to the roll call._ Alderman
Pflughaupt was absent during the first part of the meeting
but arrived later during the evening.
READING THE CALL: The Clerk then read the
following call for a special meeting, as well as the accom-
panying waiver:

NOTICE PF SPECIAL MEETING -
Upon call of Mayor George W.Kinder there will be a
special meeting of the City Council of the City of
Des Plaines at the City Hall, on Friday, February?
1936 at 8:00 P.M.
The primary purpose of the meeting is to consider
construction estimates for work completed on P.W.A.
Project i0270 by B -W Construction Company and
Charles M.Porter Company and to determine the procedure
to be employed in the future in making disbursements
for P.W.A.Project if7270; also to consider such other
matters as may need attention.

WAIVER OF NOTICE AND CONSENT TO mRTITING
We, the undersigned, being all of the members of the
City Council of the City of Des Plaines, County of Cook,
Illinois, do hereby jointly and severly waive notice
of the time, place, date and purpose of a special meeting
of the Mayor and City Council of said City, to be Held
the 7th day of February,1936 at 8:00 P.M. at the City
Hall, in said City of Des Plaines, and consent to the
holding of such meeting and to the transaction of any
and all business that may come before such meeting.

The motion was made by Alderman MacLuckie and seconded by
Bishop to adopt this proposed resolution. The Mayor put the
question and the Clerk called the roll withthe following
result: Ayes; Aldermen Ahbe, Carroll, Fulie, Bishop, MacLuckie,
Frederick, Lemke, Schwanbeck and Campagna. Nays; None. _The
Cayor thereupon declared the motion carried, and the resolution
adopted.
The Clerk then read the following letter:

Gentlemen:
Charles M.Porter & Company, contractors
for Section F, has completed labor and material
on their contract to date in the amount of 46251.45
less previous payment 1491.55
Due this day $ 4759.90
I therefore recommend payment by the City
to Charles M.Porter and Company in the amountof
four thousand seven hundred and fifty-nine dollars and
ninety cents.

The motion was made by Alderman Ahbe and seconded by Lemke
to concur in the above recommendation and to instruct the Mayor
and City Clerk to draw the proper vouchers in the total sum of
44,7.59.90 subject to approval of the P.w.A.resident engineer.
The Mayor put the question and the Clerk called the roll with
the following result: Ayes; Aldermen Ahbe, Carroll, Fulle,
Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried.
NOTICE TO CONTRACTOR'S SURETY: The motion was
made by Alderman Ahbe and seconded by Frederick to instruct
Kenneth G.Meyer to prepare a letter informing the surety of
the B-W.Construction Co. that the city has paid the B -W Construct-
ion Company $1,073.55 arid that the City expects the JJ-W.Construct-
tion Company to proceed with its contract. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion carried.
(NOTE; at this point Alderman Pflughaupt arrived and re-
ported his presence.)
DISBURSEMENT FOR P.W.A.PROJECT #7270: The motion
was made by Alderman Frederick and seconded by Yulle that
the same procedure be used in disbursing funds for P.W.A.
Project #7270 as is being followed in making other City_
disbursements. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
SNOW ON EAST MINER STREET: The motion was
made by Alderman Ahbe and seconded by Fulle to instruct
the Clerk to write the State Highway Department calling
attention to the hazard created as a result of the
Highway Department's plowing snow off of the street and
piling it upon the sidewalk. The motion was voted
upon by acclamation, whereupon the Mayor declared the
motion carried.

HOUR OF 8:00 P.M.
CALL TO ORDER: The meeting was called to
order by Mayor George W.Kinder presiding, with Aldermen
Ahbe, Carroll, Pflughaupt, Fulle, Bishop, MacLuckie,
Frederick, Lemke, Schwanbeck and Campagna responding to
the roll call. The Clerk reported all members of the
Council present.
THE JUDICI.RY AND ASSESSMENT CUEITTEE had no
report to offer.
THE POLICE AND LICENSE C01ITTEE through its chair-
man, Alderman Carroll, called up the following proposed ordi-
nance for second reading:
AN ORDINANCE AMMWING SECTION 288
ENTITLED "PERMITS - ANNUAL FEES"
OF ARTICLE 1T ENTITLED "SIGNS OVER
SIDEWALKS" OF CHAPTER NINE OF THE
MUNICIPAL CODE OF THE CITY OF DES
PLAIT ES OF 1928.
Inasmuch as this proposed ordinance had been referred to
the RiLice and License Committee at a previous meeting the
said committee submitted the following report which was
read by the Clerk.
