CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON THE 3rd
DAY OF FEBRUARY,A.D.1936 AT THE HOUR OF
8:00 P.M.
CALL TO ORDER: The meet:i.ng was called to order by
Mayor George_W.Minder, presiding with Aldermen Ahbe, Carroll,
Pflughaupt, 'ulle, Bishop, MacLuckie, Frederick, Lemke, Schwan-
beck and Campagna responding to the roll call. The Clerk re-
ported all members of the Council present.
REPORTS OF OFFICERS: The Clerk then read the follow-
ing reports:

THE JUDICIARY AND ASSESSMENT COMMITTEE: had no re-
port to offer.
THE POLICE MTD LICENSE COMMITTEE had no report to
offer.
THE STREETS AND SIDEWALKS COMMITTEE: ITTEE: The Clerk then
read the following proposed ordinance for first.reading:
AN ORDINANCE AMENDING AN ORDINANCE
ENTITLED " AN ORDINANCE PRESCRIBING
PARKING REGULATIONS ON CERTAIN STREETS
WITHIN THE CITY OF DES PLAINES AND
PROVIDING PENALTIES FOR THE VIOLATION
THEREOF.
The motion was made by Alderman Frederick and seconded by Cam-
pagna to suspend the rules of the Council and put this proposed
ordinance on passage. The Mayor put the question and the
Clerk called the roil with the following result: Ahbe, Pflug-
haupt, Fulle, Bishop, MacLuekie, Frederick, Lemke, Schwanbeck,
and Campagna. Nays; Alderman Carroll. The mayor thereupon
declared the motion to put on passage defeated, and ordered
the proposed ordinance filed for second reading.
Alderman Frederick, chairman of the Streets and
Sidewalks Committee then moved that the Clerk be instructed
to write the United Motor Coach Company requesting tat in the
future, busses be not permitted to stop in the middle of the
block on Miner Street between Lee Street and Pearson Street
for the purpose of unloading passengers. There was no second
to this motion however, and the Mayor declared the motion
lost for want of a second.
THE COMMITTEE ON PUBLIC WORKS, BUILDINGS AND PLATS
had no report to offer.
THE FIRE COMMITTEE HAD NO REPORT TO 0.F'F.ER.
THE WATER COMMITTEE: Alderman Bishop, chairman of
the Water Committee reported that 104,458 gallons of water hap'e
been delivered to the skating pond at Cumberland with fair
results from a skating viewpoint.
He further reported that owing to the freezing of a
number of service leads it was necessary to borrow thawing
equipment from Barrington. The motion was made by Alderman
Bishop and seconded by MacLuckie to instruct the Clerk to write

a letter of thanks to Barrington for the use of this equip-
ment. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried.
RABIES UARRAYTINE RELEASE: The Clerk then read
the following letter;

following recommendation pertaining to the petition for re-
zoning of the property lying at the intersection of Des Plaines
Avenue and Keeney Avenue filed by yrs. Anna L.Seng and others:
RECOMMENDATION
The ZONING BOARD OF APPEALS OF THE CITY OF
DES.PLAINES ILLINOIS at a regularly held meeting
after due notice of re -hearing thereof given according
to law re -considered the request of certain property
owners to re -zone and re-classify the premises des-
cribed in the attached petition and have concluded
we have exhausted our authority in recommending on
October 8 1935 that the PETITION NOT BE GRANTED and
therefore return the petition to the City Council
without further comment for whatever action they
see fit to take.

It will be satisfactory with this Depart-
ment for you to commence work as soon as possible
on this contract providing the work is carried on
in accordance with the letter of award, plans speci-
fications, Special Provisions, and the Government
regulations.
Ir. T.D.Holloway, 1148 14.yfield Avenue,
Chicago, Columbus 9493, will be the Resident Engineer,
and you are instructed to take up all matters pertain-
ing to this job directly with him.
It will be necessary for you to keep in
contact with the representatives of the Village of
Des Plaines, also representatives of -the different
City Utilities and Public Utilities that might be
involved. Lou are instructed not to injur or damage
in any way any of the quipment belonging to these
different parties and you are instructed to not inter-
fere or hinder them in any way on work which they are
to perform. This Department is asking for your coop-
eration with these different representatives and l
am certain you will receive cooperation in return.
Our engineering forces are now lying out
the work so that it will be possible for all of the
utility work to be done during the winter months
and 1 am under the impression that this work can all
be done prior to April 1, 1936 which will then give
you the opportunity to conduct your work without inter-
ference from the utility companies.
You must realize that your contract is set
up to be done in seventy (70) working days and this
Department will expect the work to be finished within
that limit as the Government is very strict on insist-
ing that this work be done within the time limit.

a very small amount of tree removal and this Depart-
ment will insist that this tree removal be finished
before excavation operation will commence.
I wish to call to your attention the Special
Provision which does not permit the use of calcium
chloride in curing the pavement. xou will notice
that the Special Provision #17 tells you what methods.
of curing will be satisfactory.
I also wish to call to your attention the
Special Provision in connection with maintaining traffic.
I wish to call to your attention that there
are'several Government Regulations attached to your con-
tract which we will expect you to carry out to the letter.

A few years ago, at my request, a portion of the
street on which 1 live, was given the name of South
Laurel Avenue.
I wish to thank the Council for granting my
request.
I find that strangers in this locality often
get confused by the street signs or lack of diem.
The names of the streets in this subdivision
are stamped in the cement walks. That will have to
stand, but two signs would help very much, reading
South Laurel Avenue.
Another thing that confuses people is the fact
that the house next to me, facing Laurel is designated
as 1252 Prairie Avenue.
The owner, Theodore Martin, now in St. Benito,
Texas, probably is not interested. 1 would suggest
that the house number be changed at the expense of
the city and the proper street name be printed in the
next telephone directory.

1936 Appropriation ORDINANCE: The Clerk then dis-

FIREMEN'S QUALIFICATIONS: Alderman Campagna,
chairman of the Fire Committee, inquired whether some arrange-
ments could be made under the Civil Service Law so that volun-
teer firemen who have served for many years, but who are above
the age -limit could be given some preference in case additional
full-time firemen are employed. The motion was made by Alder-
man MacLuckie and seconded by Frederick to refer this matter
to the Fire Committee to take the matter under advisement and
submit its recommendation to the Council at its next regular
meeting. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried.

fund, Our Secretary and Treasurer will be plased to have
your Committee audit this fund whenever they so desire.

TO THE CHIEF AND MEMBERS OF THE DES PLAINES FIRE DEPARTMENT.
Following to the best of my knowledge, is a true and correct
report for the fiscal year of 1935, commencing on December
1,1934, and ending to date. Because of motions passed at
our first meeting of the year, Dec.11,1934, changing the
beginning of the fiscal year from December 1, to January 1,
this report will contain a summary of thirteen months.
This coincides with the period used by the City and its
other various departments. Election of officers is to
be held on the first meeting of the year, officers are to
present their yearly report, not later than the second
meeting. At the next meeting, held December 11,1934,
our personel consisted of sixteen members, namely:

Chief Petterson officiated at the first meeting, appointing
a'i,.H.Kuhlman as his assistant. W.L.Kinder and 'V..L.Spiegler
were again re-elected to their respective offices of Treasurer
and Secretary. The name of Carl Manz was presented for member-
ship and he was accepted at the following meeting, bringing
the membership to the present number of seventeen.
Seventeen out of a possible 26 meetings were held on the second
or fourth Tuesday of the month. to meetings were held during
July and August and three others eliminated because they
fell on evenings prior to holidays. Total attendance, 195,
an average of over 11 per meeting or 68% which is much improved
over the last year. Two members had perfict attendance,
Manz and Spiegler. Chief Petterson and Stangor each missed one
meeting.
We have responded to the following calls, and reports were
sent to the State hire Marshall, for all fires where a loss
of one dollare or more, had been created:

Attendance at fires is based on only 25 calls because the
alarm was not givezon two occassions, and also, no roll -call
is made on unreported, no -damage alarms. Total response 241
men, or almost 10 to a coll, or 56.770, which is also an increase
over the previous year's reponse. Various causes were as
follows: electrical devices, childred playing with matches,
cigarettes, rubbish, sparks on roofs, spontaneous combustion,
furnace pipes, oil -burners, and unknown.

The previous year was a loss of $5,830.00.
Reviewing the year, we find that we have been called upon twice
for the use of our inhalator, once in a drowning case where
we could not be of any assistance. The other was a case of
taking illuminating gas, at which time we were called by one
of our local doctors, and we believe we did much to bring him
back to existance. There were no fatal results from fires, no
firemen injured while on duty, and only one boy burned while
using matches to siffon gasoline from a car. he is again, to
our knowledge, in perfect health. We surely miss the efficient
work �f Fireman Walter Lagerhausen, at our fire. Both of his
legs were broken while working at his private occupation, but
he is well on the way to recovery. We should be, and 1 believe
that the twelve or thirteen members enrolled in the etas, are
very crateful to ir.isadlec, a resident of our City, who is in-
structing us in First Aid work. All though we have not completed
the course, with a determined effort, we should complete the
work within a few more weeks.

Not having received any money from the City Council in over two
years, we now have coming 41760.00 to December 31,1935.
The City Clerk is to be congratulated for his continued effort
in the collection of 2% Foreign Insurance money. The Thomas & Co.,
was employed to collect delinquent accounts. Our Treasurer is
now bonded in excess of the amount of these funds, in accordance
with the City Ordinance. 'temized accounting of this fund is
given below.
Your Secretary recommends an additional purchase of 500 feet of
fire -hose, to bring the supply up to the Underwriters requirements.
Also the conducting of some enterprize to build up our general
fund. The cash balance in this account is 4144.98, the smallest
it has been in years.

Bishop to adopt this proposed resolution. The Mayor put the
question and the Clerk called the roll withthe following

The motion was made by Alderman Ahbe and seconded by Lemke
to concur in the above recommandation and to instruct the Mayor
and City Clerk to draw the proper vouchers- in the total sum of
44,759.90 subject to approval of the P. w.A.resident engineer.
The Mayor put the question and the Clerk called the roll with
the following result: Ayes; Aldermen Ahbe, Carroll, Fulle,
Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and Campagna.
Nays; None. The Mayor thereupon declared the motion carried.
NOTICE TO CONTRACTOR'S SURETY: The motion was
made by Alderman Ahbe and seconded by Frederick to instruct
Kenneth G.Meyer to prepare a letter informing the surety of
the B-W.Construction Co. that the city has paid the B -W Construct-
ion Company :1,073.55 arid that the City expects the .t-W.Construct
tion Company to proceed with its contract. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion carried.

DISBURSEMENT FOR P.W.A.PROJECT #7270: The motion
was made by Alderman Frederick and seconded by Tulle that
the same procedure be used in disbursing funds for P.W.A.
Project 77270 as is being followed in making other City_
disbursements. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
SNOW ON EAST MINER STREET: The motion was
made by Alderman Ahbe and seconded by Fulle to instruct
the Clerk to write the State Highway Department calling
attention to the hazard created as a result of the
Highway Department*s plowing snow off of the street and
piling it upon the sidewalk. The motion was voted
upon by acclamation, whereupon the Mayor declared the
motion carried.

Ahbe and seconded by Fulle to adjourn. The motion was
