THE JUDICIARY AND ASSESSMENT COMMIT'i.a; : The Clerk then
read the following report:
To Chairman Ahbe - Judiciary and Assessment Committee, at
the meeting of the City Council, held December 2 1935 the
following matter was referred to your committee;
Your Committee was instructed to get prices on a
blanket public liability insurance policy to cover
the liability of the City arising from allowing'
signs over sidewalks.

Your Committee on Judiciary & Assessment has investigated
the above and has found: that the cost of the policy to
cover all signs as listed by the police department, will
be 475.00 for liability not to exceed 45,000.00 per person
and not to exceed 410,000.00 for more than one person.
Policy to cover liability not to exceed 410,000.00 per
person and $20,000.00 for more than one person will cost
the City $85.00. annually.
We,your Judiciary and Assessment Committee therefore re-
commends That for the small difference in cost of the
policy, that the 485.00 policy be purchased and arrangements
have been so made and policy ordered.

Alderman Lemke. (Alderman Carroll and Frederick were not

clared the motion defeated, and ordered the proposed ordi-

CHICAGO TIME: The motion was made by Alderman
Pflughaupt and seconded by Ahbe to instruct Kenneth G.Meyer,
City Attorney, to draft an amending ordinance with the ob-
jecit in view of making the official time of the City of
Des Plaines identical with that of the City of Chicago.

Dem' Mayor Kinder:
Sincenpat of our serious or fatal accidents in this
City have been at railroad grade crossings, it is an
Unfortunate fact that so long as we have an important
railroad line crossing our streets at grades and
especially the crossing at Des Plaines Avenue and
Lee Streets, these will always be considered hazards.
However, those individuals, involved, with the except-
ion of one, were not residents of Des Plaines, and,
therefore, this Council's deliberations on the important
subject have been with a view of bringing all these
crossings up to safer standards and we would appreciate
that consideration be given to:
1.Placing railroad gates at all crossings within
the city's loop.
2.Flood lighting each crossing at night.
3.Railroad not to place oil on street crossings
and dispense with the use of the board type of
crossing, using only the metal or concrete slab
type of crossing.
4.The State Highway Department to mark the approach
with caustion black and white markings on the
highway 100 feet each side of the outer rail.
5.The City of Des Plaines to makr the same as
No. 4 at all street grade crossings
6.Wolf Road presents another hazard, however, due
to tis location: high approach from the west and
fact traffic on the Northwest Highway, the motor-
ist seems to make this crossing more cautiously
than others. However, we are given to understand
that the project under which the underpass is
being constructed will be resumed in the near
future and completed early this Spring, which
should eliminate all hazards at this crossing
and we have been unable to find or offer any other
temporary safety expedient that would be of any
value pending the completion of the underpass.
We, therefore feel that this crossing is reason-
ably safe.
7.The present manual type of flasher lights for
the crossing at Des Plaines Avenue has apparently
outlived its purpose as a safety measure at
this crossing, and in our opinion presents as great
a hazard as did exist prior to its installation.
From actuallobservation, motorists will invari-
ably start their cars across the tracks before
the flasher stops. Should the crossing flagman
choose to change his position for his own safety,
and start toward the direction of his hut due to
a center track train approaching from the west
at a time when a west bound traints last coach
has completely crossed the highway, the motorist,
now accuatomed to starting across (assuming the
flagman was returning to his hut to turn off the
flasher) would drive into the path of the on-
coming east bound train. it is very evident that
a safety device that is more effective than the
present one is necessary, and it recommended
that immediate steps be taken to remedy this out-
standing hazard. It is further recommended
that the automatic flasher and gates are the safety
answertall our railroad crossings within the loop.
Considerable debate has been carried on at all our
meetings relative to laying the foundation for acci-
dent prevention in our community motor traffic. In
this respect, numerous suggestions have been offered
among them being
1.Curve lines at the intersections of Des Plaines
Avenue and Minor Streets - Ellinwood.and Des Plaines -
Pearson -Minor and Ellinwood. Lee Ellinwood and
Miner Lee, also Ellinwood - Center Streets.
2.Center lines
Ellinwood Street; Center Street and Pearson Street.
3..Stop signs on pavement
Ellinwood - Pearson - on southeast side of Pearson,
making Ellinwood Street a through street.
4.Ellinwood - Lee - east and west side of Lee Street on
Ellinwood.
Ellinwood - Des Plaines west side of Des Plaines on
Ellinwood.
Minor - Des Plaines - east and w est side of Des Plaines.
4.Caution signs
4 ft. x 4 ft. ( with red reflectors) southeast
corner Graceland and Miner.
Slow sign painted on pavement about 2b0 feet east of
Des Plaines on Miner.
5.State Stop Signs with Red reflectors
At each intersection along Keeney Avenue.
6.Red Reflectors,
North Side of Keeney at White Street.
7.Walk Lanes
on Lee Street at Lutheran Church for Children crossing'
from Church to School and vice versa.
It will be noted that our suggestion is to make Ellin -
wood a through street rather than a stop street at Pearson.
We consider this an essential change from a safety stand
point because most of our railroad crossing accidents
occured to north bound motorists and at this crossing one
such accident was recorded. The sop, we believe, should
be made before entering Ellinwood rather than before enter-
Pearson.
It seems that the present color of paint used for the
marking of parking space is satisfactory for that purpose,
but for center lines and walk markings, the color appears b
be dead, and it is suggested that consideration be given
to the use of the bright color yellow now being used on the
boulevard system in Chicago.
Since the engineering element cannot be omitted from
any of the above suggestions and in the absence of any
competenticcal traffic engineer, we would appreciate the
City Engineer or ene of his staff to become actively inter-
ested and work closely with the Accident Prevention Bureau
and Safety Council on Traffic Signals, signs and physical
improvements; further in this connection, these matters
can be more fully considered and planned if a conference
can be arranged with the Rilroad Companies, the State High-
way Safety Engineer and possibility of the members of our

City Council on Street and Sidewalk Work in planning these
fundamentals for safety. From past experience it is
apparent that the hazards mentioned above, particularly
our railroad crossings, have involved visitors or out-
of-town motorists passing through our city, which is
evidence that the hazards are not sufficiently brought
out to caustion them.

The proposed Ordinance seeking to amend the OnE HOUR
PARKING ORDINANCE by including the north side of
Miner Street West of Lee Street as well as the South
side of .11inwood East of Pearson St.
The proposed ordinance was given first reading buty
the d raft has not been completed. Your problem
then is first of all to inform the City Attorney
as to just what should be included in this amending
ordinance.

gated the above and has found: That by amending the
Ordinance to include parking regulations on the.
side of Miner Street w. of Lee St. as well as the

completely covers the restricted areas.
Your committees also suggest that a paragraph be
inserted stating that there is no enforcement of the
one hour parking laws on either Sunday nor Holidays
other than adhering to diagonal parking as provided
by our ordinance.

Thursday January 23,1936, by waiving parking restrictions in the
vicinity of the Masonic Temple for the day. The motion was voted

PRESIDENTS BIRTHDAY BALL: Alderman Frederick
explained the purpose of the .iirthday Ball for the President
to be held January 30,1936 at the Maine Township High School
Gymnasium, and urged all to attend.
APPROVAL OF MINUTES: The motion was made by
Alderman Pflughaupt and seconded by Frederick to approve,
as written, the minutes of the regular Council meeting
held January 6,1936. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the said minutes
approved.
ANNOUNCEMENT: Mayor Kinder announced that the
Council will meet as a committee of the whole in the City
Clerk's office immediately after the close of this session
to prepare the 1936 Appropriation Ordinance and to meet with
representatives of Jonathan Cook & Co. regarding bill for
the audit of Special Assessments f75 and #77 presented by
the said company.
