RESERVOIR AND SOFTENER PRO,TECTI.W. i.Allen,
City Engineer, then read the following proposed reso-
lution:
ARESOLUT ION
WHEREAS the City Council of this City has pre-
viously applied to the Federal Administrator of
Public Works for a loan and grant in connection
with the construction of a Water Reservoir and
Softening Plant, and
MIE E AS said ap libation included an amount
to cover legal and engineering fees to be paid from
said loan and grant and
'WHEREAS the rules and regulations of the Public
Works Adminstrator requires they have in their files
a contract between the City and the City Engineer
and City Attorney, authorizing said fees to be paid
from said loan and grant,
THEREFORE BE IT RESOLVED that the City Council
authorize the Mayor and City Clerk to execute a
contract with the City engineer and City Attorney
to pay them for their services in said project the
amount set forth in the application for loan and
grant, out of moneys received from said loan and grant.
The motion was made by Alderman Bishop and seconded by
Lemke to adopt this proposed resolution. The Mayor
put the question and the Clerk called the roll with
the following result: ":yes; Alderman Ahbe, Carroll,
Pflughaupt, Tulle, Bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna. Nays; None. The Mayor
thereupon declared the motion carried and the resolution
adopted.
ALDERMAN FREDERICK then addressed Mr.i.L.
Fabian a citizen in the audience. He was interrupted
however by Alderman MacLuckie who raised a point of
order charging that remarks addressed to a citizen
in the audience are out of order. Mayor Kinder there-
upon declared Alderman Frederick out of order. Alder-
man Frederick then appealed from the decision of the
Chair and moved that the Mayor be not sustained in his
ruling. The motion was seconded by Alderman MacLuckie.
The Mayor put the question and the Clerk called the
roll with the following result: Ayes; Aldermen Pflughaupt,
Fulle and Frederick. Nays; Aldermen Ahbe, Carroll, Bishop,
MacLuckie, Lemke, Schwanbeck and Campagna The Mayor
thereupon declared the motion lost and the Mayor sustained
in his ruling, and Alderman Frederick was called out of
order.
APFROVJL OP MINUTES: The motion was made by
Alderman Ahbe and seconded by Schwanbeck that the minutes

of the regular Council meeting of October 7,1935 be approved
as written. The motion was voted. upon by acclamation,
whereupon the Mayor declared the motion carried and the
said minutes approved.
ADJOURNMENT: The motion was made by Alderman
Ahbe and seconded by Carroll that the Counoil Adjourn.

of Des Plaines will be held on Monday evening,
October 28,1935 at 8:00 P.M. at the City Hall.
' The prime purpose Of the Meeting is to
negotiate with the B-VV_ConsttUction Company
regarding the signing of the general contract
for the Reservoir and Softener Project -
#7270.
The Public Service Franchise renewal
ordinance as well as the Norma -Cater "P" Power
rate contract will be considered, if these con-
tractftdocuments are ready for the meeting.
At the discretionof the Council, other
matters requiring attention may also be consider-
ed.

GENERAL CONTRACT RESERVOIR AHD SOFTENING PLOT:
I.vayor minder then introduced Yr. Beuttas representing the
B -W Construction Co. to whom the general contract (section "A")
for the construction of the Proposed Reservoir and Softener
project 2.ur'.A.Project (7270 had been awarded on October 2,1935
for the contract price of :59,590.00. ;r. Beuttas contended
that delay has made it necessary to carry on most of the
construction under the handicaps of winter Weather, and
renuested that the Council a:ree" to allow tie- B-1(Construction
Co. an additional amount estimated not to -exceed 42500.00 to
cover the -increased cost of construction caused by arise
in v ages and by tinter weather conditions. A lengthy dis-
cussion followed.
The motion vas made by Alderri:n Frederick and se-
conded by Lemke to deny the B -W Construction Company';
reauet for a maximum additional sum of 42500.00 as
requested by 1Lr. Beuttas. The Mayor put the question, and the
Clerk called the roll with the following result: Ayes;
Aldermen Ahbe, Carroll, Pflughaupt, Fulle, Bishop, L.acLuckie,

PETITIONS OPPOSING PARALLEL PING: The Clerk
then read two petitions signed by -the representatives of
?ractica.11y all business houses located on Miner Street and
Lee Street protesting to the ruling prohibiting diagonal -to -
curb parking on these streets as ordered by the State Highway
De-,artmen t.
The motion was made by Alderman Fulle and seconded
by Frederick to refer second petition as read by the Clerk
to the City Attorney with instructions to forward copies thereof
to the State Representatives of this district and to the
Illinois Munici)al League, accompanied by suitable letters. The
motion was voted upon by acclamation, whereupon the Mayor
declared the motion carried.
GENERAL LEDGER CONTROLS IN CITY OFFICES: Alderman
Pflughaupt,-chairm.n of the Finance Committee, then submitted
the following report:
To Chairman kflughaupt,inance Committee at the meeting
of the City Council, held. October 7,1935 the following
matter was referred to your committee:
The matter of setting up General Ledger Controls
in the City Offices.

by MacLuckie that the Council concur in this report. The

C-napagna. E:iys; None. The Mayor thereupon declared the
motion carried and the report concurred in.
SPECIU, AT3ESSI:ErT3 #115 and ;T-116. Kenneth G.
M.eyer, City Attorney, reported that he has received Alien
R.Smart and Comoany's audit reports on Special Assessments
#115 and #116, and thereupon delivered the said audit reorts
to the City Clerk.
PUBIICATICN OF ONE-HOUR PARKING ORDINANCE: Mayor
Kinder called the council's attention to the fact that a
one-hour Parking Ordinance was passed at the last regular
Council meeting, bat that no provisions were made for the
legal „;;ublication of the same.
The motion was made by Alderman MacLuckie and
seconded by Carroll to authorize and instruct the Clerk to
cause the One -Hour Parking Ordinance to be published in the
Des Plaines Journal. The Mayor put the uestion and the
roll was called by the Clerk with the following result: Ayes;
Aldermen Ahbe, Carroll, Fulle, MacLuckie, Frederick; Lemke,
Schwanbeck and Campagna. Nays; Aldermen Pflughaupt,- and
Bishoo. The Mayor thereupon declared the motion c arried.
