CALL TO ORDER: The meeting vas called to order
by Mayor George W.Kinder presiding, with Aldermen AhUe,
Carroll, Pflughuupt, Fulle, Bishop, MacLuckie, Fre ierick,Lemke,
Schwanbeck, and Campagna responding to the roll call.
READING THE CALL OF THE MEETING: The Clerk then
read the following call of the meeting as well as the waiver
of notice and consent to meeting:

NOTICE OF SPECIAL MEETING
To the Members of the City Council
City of Des Plaines,Illinois.
Upon the call of Mayor George W.Kinder there
will be a special meeting of the City Council of the
City of Des Plaines at the City Hall on Monday even -
in;, September 30,193b, at 8:00 o'clock P.M.
The purpose of the meeting is to take action
necessary in connection with the proposed Reservoir
and Softener Project, as well as to deliberate upon
such other matters as may need attention.
The meeting will be called to order promptly at
8:00 P.M. and an attempt will be made to..make the
meeting brief.

WAIVER OF NOTICE AND CONSENT TO MR TING
We, the undersigned, being all of the members
of the City Council of the City of Des Plaines, County
of Cook, Illinois, do hereby jointly and severally
waive notice of the time, place, date and purpose
of a special meeting of the payor and City Council
of said City, to be held the 30th day of September,
1935 at 8:00 o'clock P.M. at the City Hall in said
City of Des Plaines, and consent to the holding of
such meeting and to the transaction of any and all
business that may come before such meeting.

RESERVOIR AND SOFTENER PROJECT: Mayor binder address-
ed the Council reporting that the P.W.A. has definitely in-
formed the City that it is impossible to grant the City an
additional grant of 412,842.78 required to start construction
of the proposed Reservoir and Softener, but that a grant of
30% of 412,842.78 could be obtained. This Mayor hinder stated,
would make it necessary for the City to rase an additional
:12,842.78 for the said project.

ifi yor Linder stated further .that because immediate
action is demanded by the P.W.A. to avoid cancellation of
the City's original grant, the P.uv.,A,.. advises the City to
immediately deposit in our local bank the entire 412,842.78
of which 30f would be returned to the City in the. form of
additional grant.
The motion was made by Alderman MacLuckie and seconded
by Carrollto deposit the entire 412,842.78 in the First
National Bank of Des Plaines, as suggested, said deposit of
412,842..78 to be composed of loans from such funds as can
afford to make such loans. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion unani-
mbusly carried.
Mrayor Kinder then requested the Finance Committee
to study the question asta how the necessary :12,842.78 shall
be raised, and to make its recommendation.
After studying the question the Finance Committee
through its chairman, Alderman Pflughaupt, submitted the follow-
ing report which was read by the Clerk:
We, your committee on Finances, have studied the
question of depositing sufficient funds in our bank to in-
sure prompt action in the construction of the proposed
Reservoir and Softener Project and do hereby recommend
that Otto W.J.Henrich, City Treasurer be instructed and
directedto transfer as a loan from the Water Department,
45,000.00; from the Road and Bridge Account 41,100.00; from
the Public Benefits Account 43,750.00; from the garbage
Account :2,000.00; from the Vehicle Account, 41,000.00;
and that the said transfers aggregating 412,850.00 be
deposited in a special bank account to be known as "Con-
struction Account for P.W.A.Project #7270", and that the
funds in the said bank account be set aside for. the: express
purpose oficonstructing the Cityrs proposed Reservoir and
Softener Project known as P.W.A.Project #7270.
The motion was made by Alderman Frederick and Seconded by
Campagna that this report of the Finance Committee be con-
curred in The Mayor put the question and the•Clerk called
the roll with the following result: Ayes; Aldermen Ahbe,
Carroll, Pflughaupt, Fulle, Bishop, MacLuckie, Frederick, Lemke,
Schwanbeck and Campagna. Nays; None. The Mayor thereupon
declared the motion carried and the report unanimously concurred
in.
WARNING CONCERNING RABIES: Mrs.L.A.Willer, Secretary
of the Board of Health, and Health inspector of the City,
reported at length that a case of rabies was discovered in
Des Plaines and that as a result several dog§ are under obser-
vation, and several children are receiving anti -toxin injections.
She voiced the opinion of the Board of Health that the threat
of a rabies epedemic is serious and recommended that the Mayor
issue a proclamation ordering a quarantine of all dogs for 30
(thirty) days.
At the requext of Mayor Kinder, the City Attorney
prepared and read the following proposed proclamation:
PRO CLAMAT I0N
WHEREAS, there is present in the City of Des Plaines
one known case of a dog infected with rabies, and
WHEREAS, this city is faced with the danger of an
epidemic of rabies unless severe and drastic measures are
taken at once, to prevent serious consequences to the resi-
dents of this City,
THEREFORE, I as liayor of the City of Des Plaines, pur-
suant to the request of the Board of Health.of the City of
Des Plaines, and under the powers and. provisions contained
in the laws of the State of Illinois and Ordinances of the
City of Des Plaines, do hereby proclaim a quarantine of
all dogs in the City of Des Plaines from September 30,1935
to October 30th,1935 both inclusive.
During said quarantine all dogs in this city must be
confined to the premises of the owner or keeper thereof un-
less on leash in the control of the owner or keener thereof.
Any person violating the provisions of this procla-
oration will be punished according to law.

ing your advice as to its disposition.

Alderman MacLuckie raised the point of order that consider-
ation of this letter is out of order because the call of
the meeting does not specifically state that this letter
will be deliberated upon. Mayor Kinder explained that con-
sideration of the letter is in order. Alderman MacLuckie
then stated his desire to withdraw- his question on. the
point of order, whereupon. Mayor hinder declared Alderman
MacLuckiets abjection withdrawn.
The Mayor then referred the letter to the Com-
mittee on Public Vorks, Buildings and plats for recommen-
dation and report.

Gentlemen:
Many of the existing severs in the City have become
entirely inadequate to care for and properly carry
off the storm water. This is due principally to the
increase of density of building within the City.
The sewers in this City were designed as combination
sewers, intended to carry both sanitary and storm water
flaw, and the increase in density, that is, the in-
crease in the area of paved streets and alleys and mof
surfaces has so increased the storm water flow that
for sometime past, many sections of the City have
suffered from flooded basements during intense storms.
The Sanitary District of Chicago, in its recent com-
munication to your honorable body, which communication
you embodied in an ordinance, requested the construction,
whenever possible of a separate system of sewers and
it is my recommendation that as a matter of policy
the City continue the use of the present sewers as
sanitary s ewers ,only; and construct storm water sewers
designed to take both the roofwaterand the storm
flow from the streets, connecting them during con-
struction with the catch -basins in the streets, and,
over a period of time, requiring the householder to
connect his downspouts to these storm sewers.
With the construction of the Sanitary district's in-
tercepting sewer along River Road, a. large part of
the stormwater will be discharged into this inter-
ceptor and will fail to reach the river, and the Des
Plaines River needs storm water in order to main-
tain an approximate natural flow therein.
The Works. Progress Administration, through their Mr.
Harvey, has suggested that the City apply to them for
an appropriation to construct these sewers and in
order to give him the detailed information which he
requires with this application, i respectfully request
your authority to make a rough design of these sewers
and an estimate of costs. Also 1 would appreciate an
expression from your honorable body as to what amount,
either in dollars or percentage, the City could appro-
priate for this purpose.

The motion was made by Alderman MacLuckie and seconded by
Campagna to refer this letter to the Sewer Drainage and
Sanitation Committee for study and report. The motion
was voted upon by acclamation, whereupon the.Mayor de-
clared the motion carried.
STREET LIGHTS: Alderman Palle inquired regard-
ing the alleged. moving of lights on White Street near
Keeney Avenue. After some discussion the motion was made
by Alderman MacLuckie and seconded by Carroll to refer
this matter to the Streets and Sidewalks Committee for
consideration and report. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried.
ADJOURNMENT: The motion was made by Alderman
Carroll and seconded by MacLuckie to adjourn. The motion was
voted upon by acclamation, whereupon the Mayor declared the
motion carried and the Council re ularly adjourned.
