BUILDING NEW MUNICIPAL BUILDING: The Clerk then read the following letter: KENNETH G.MEYER August 23 1935 City Council City of Des Plaines Des Plaines,,Illinois Gentlemen: In accordance with your request for an opinion as to the procedure in connection with the sale of the City Hall property, l beg to advise that the Illinois Statutes provide that said City has the right to sell its property unless said property was granted to the City by the government. The procedure for the sale is for the Council to pass an ordinance by three-fourths of all the aldermen, which ordinance shall specify the location of the real estate and provide for the publishing of a notice for the receiving of bids for the purchase of said land. The notice must be published once each week for three success- ive weeks, the first publication to be not less than thirty days before the date provided for the opening of bids, and the City Council has the right to reject any and all bids. With respect to the leasing of any City pro- perty, I wish to advise that the City has the right to make a lease for not exceeding ninety-nine years; how- ever, any lease for more than five years cannot be made without the same procedure being followed as is outlined above for the sale of City property. Mayor and City Council City of Des Plaines,lllinois Gentlemen: Referring to the matter of the new City Hall, which I discussed with the Council, as a Committee of the whole, I have looked into .the matter and make the following suggestions and recommendations. The present City Hall, which was built in 1891, has served the City very well until the last ten or twelve years and now it has become entirely inade- quate for City purposes. The Clerk and Treasurer's office is overcrowded. Vault space is entirely too small. The Police Department is located on the second floor and the Tail in the basement. lib Provision is made for housing police cars. The Fire Department needs additional room, especially for firemen's sleeping quarters. kio space can be provided for Mayor's office and other executive offices. The City owns the property at the corner of Grace - land and Miner Streets, on which the present library is located, and this property is large enough to permit the construction of a modern, municipal build- ing and still maintain a park. The City Library is now overcrowded and requires an increase in space. I would, therefore, suggest that the City proceed with the sale of the present City Hall Property, which is probably the most valuable piece of property in town, using the money so secured, to- gether with a Federal grant, to construct a modern, municipal building which will house the Library, Fire department, police department, water depart- ment, and all City offices, together with the Council Chamber and Committee rooms. If this suggestion meets with your approval, I re- commend the following steps be taken: 1. Sale of Property. List the property for sale with all brokers licensed to do business in the City of Des Plaines exclusively, for 60 days and agree to take any legal steps necessary to procure a clear title, without additional cost to the purchaser. Sell the property for not less than 4i50,00G.00, which should include a proper commission to the broker. A suggested form letter will be furnished the Clerk. 2. That the City, in order to employ an Architect, institute an architectural competition to be based on design only, fixing the total amount of money available, including all fees, asking for a low building of suburban aspect to provide space for the Public Library, Fire Department, the Police, the Water Department, the Clerk and Treasurer, committee room and Mayor's office and a suitable council chamber. A suggested form letter will be furnished the Clerk. 3.1 recommend that a jury, not exceeding 5 persons - preferably 3, be chosen to study the designs submitted and make recommendations to the City Council. 4.1 recommend the appointment of a Citizens Advisory Committee to be selected from the civic organizations and business men of the City of Des Plaines such as: 612 Planning Commission, Zoning Board of Appeals, Library Board, American Legion, Veterans of For- eign stars, Lions' Club, Elkts Club, Women's Club, Garden Club and other Church, Civic and business mens' organizations. 5. FIRE UNDERWRITER • S RECOMMENDATIONS: IONS: The Clerk then read the following letter: 615 September 3 1935 The Honorable Mayor and City Council City. of Des Plaines,Illinois Gentlemen: Subject: Report #11, Chicago Board of..Underwriters. On November 17th,1932 the Chicago Board of Under- writers- made a survey and inspection of the City's Fire hazards as well as the City's general fire protection with the object in view of establishing a grading under the National Board of Fire Underwriters. The result of this inspection was that the City of Des Plaines was given a grading of class 6. At the time this report was submitted it was ordered placed on file by the Council. The reason for calling this report to your honorable body at this time is the fact that it contains a list of recommendations some of which are very timely and signifi- cant. I refer particularly to the recommendation that a ten inch water main be installed in Lee Street from Aon- quin Road to Miner Street. This 1 consider timely because of the proposed re -paving and widening of Lee Street and the possibility of getting Federal aid to carry on our part of the work. Another timely recommendation is the one urging the appointment of a building inspector to properly enforce the building code. Still another recommendation whichseems timely is the one urging the appointment of an electrical inspector and the adoption of the Nation Electrical Code for the City. I am calling these matters to your attention in order that the Council may be well informed and that such action may be taken as the Council deems necessary. SUBURBAN AREA AND COUNTRY TOWNS ASSOCIATION: Mayor joinder called the Council's attention to a bulletin from the Suburban Area and Country Towns Association giving notice of a meeting of the Association to be held on September 11,1935 at which, among other matters, the matter of forcing the County Treasurer to remit to taxing bodies every 30 days, will be discussed. The Mayor urged the members of the Council to attend this meeting.
