Spaulding of Springfield has decided that the tax on
electric bills will be absorbed by the Electric Depart-
ment, but that the tax on Water bills will be added to
such bills, as the Water Department cannot absorb this
tax without throwing its financial plan out of balance.

ILLINOIS MUNICIPAL LEAGUE CONVENTION: The Clerk
then called attention to the Annual Convention of. the
Illinois Municipal League to be held in Q,uincy,illinois,
September 19,20 and 21,1935. The motion was made by
Alderman Bishop and seconded by Schwanbeck to authorize
and instruct the Mayor to appoint a delegation of three
to represent Des Plaines at the Illinois Municipal League
Convention at Quincy, September 19,20 and 21,1935. _The
motion was voted upon by acclamation, whereupon the Mayor
declared the motion carried. Mayor .index stated that he
would announce the appointment of this delegation at a;
later date.

RESOLUTION
'WHEREAS the City of Des Plaines did heretofore apply
to the Federal Emergency Administrator of Public Works for
the sum of $102,500 under application known as P.W.A. #7270,
for the betterment and improvement of its water supply system,
and
WHEREAS the Federal Emergency Administrator of Public
Works did heretofore in response to said application, authorize
a loan to the City of Des Plaines of 478,000 and a grant of
125,000 or a total of 4103,000, for the bettertnen and im-
provement of said water supply system, and
WHEREAS advertisement for Gids was duly had and the
bids of sundry contractors received by the City Council of
the City of Des Plaines, and
WHEREAS it appears from said bids that the cost of labor'
and material for said contemplated improvements will exceed the
amount heretofore estimated by the City Engineer.
THEREFORE BE IT RESOLVED by the City Council of the
City of Des Plaines that this Council does hereby request the
Federal Administrator of Public Works, to increase the Grant
under P.W.A.Application #7270, to an amount equal to 45yo of
the estimated cost of the labor and material necessary for said
contemplated improvements.
BE IT FURTHER RESOLVED that the City Clerk transmit a
certified copy of this resolution to the Federal administrator
of Public Works.
The motion was made by Alderman MacLuckie and seconded by Lemke
to adopt this proposed resolution. The Mayor put the q*estion,
and the Clerk called the roll with the following result: Ayes; Alder-
men Carroll, Pflughaupt, Fulle, Bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna., Nays;_ None. The Mayor thereupon

RESOLUTION
WHEREAS the rules and regulations provided by
the Federal Administrator of Public Works provide among
other things that the City of Des Plaines shall have a
contract in full force and effect for the purhcase of any
lands necessary upon which to construct improvements con-
templated under public works administration, and
WHEREAS the City of Des Plaines needs additional
land adjoining what is known asCater'Well in the city of
Des Plaines, upon which to construct the contemplated im-
provement for the betterment of its water supply system,
as contemplated under what is known as PWA application (7270.
THEREFORE BE IT RESOLVED by the City Council,
City of Des Plaines, that the Mayor and City Clerk be and
are hereby authorized to execute on behalf of the City of
DesPlaines, a contract for the purchase of the following des-
cribed real estate, to wit:
The South two and one-half acres of the east
three hundred thirty (330) feet of the east
line of the West Half (W ) of the East Half
(E ') of the Southwest quarter (SWC) of Section
Eighteen (18) TownBhip Forty -One (41) Borth
Range Twelve (12), (Except the south one (1)
acre of the east two hundred (200) feet of the
above dexcribed property.)
for the sum of 42,000.00.

ARTICLES OF AGREEMENT, made this day of
August in the year 1935, between Christ Moeller and his wife
parties of the first part, and City of Des Plaines, a munici-
pal corporation, party of the second part.
WHEREAS, City of Des Plaines has made application
to the Federal Administrator of Public Works for a loan and
grant with which to improve its water supply, and
WHEREAS, it is neeessary for the City of Des Plaines
to acquire additional land upon which to construct said im-
provements, and
WHEREAS the purbbase price for such additional land
as is needed for said improvements is included in the loan. and
grant as mentioned,
NOW THEREFORE, it is agreed between the parties hereto
that if the party of the second part shall make the payment
and perform the covenants hereinafter mentioned on its part
to be made and performed, the said parties of the first part
hereby covenant and agree to convey and assure to the said
party of the second part, in fee simple clear of all incum-
brances whatever, including waiver of dower and homestead,ex-
cept as hereinafter provided, by a good and sufficient War-
ranty Deed, accompanied by a Certificate of Title issued by
the Registrar of Titles or merchantable guarantee policy or
complete merchantable abstract of title to the date hereof,
the following described real estate, to wit:

In the event the 1934 and 1935 general tax bilis are
not payable, the taxes for said years shall be estimated on

estimated shall be withheld from said purchase price.

hereto that in the event the money necessary to complete the
purchase as mentioned shall not be available from the Public
Works Administrator by ,1936, then this
contract shall be null and void and neither parties hereto
shall have any cause of action against the other parties hereto.

Carroll to suspend the rules of the Council and put this proposed
ordinance on passage. The Mayor put the question and the
Clerk called the roll with the following result: Ayes;
Aldermen Carroll, Pflughaupt, Fulle, Bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna. Nays; None. The Mayor there-

The motion was then made by Alderman Carroll and
seconded by Frederick to finally pass and adopt this proposed
ordinance. The Mayor put the t gestion and the Clerk called

WM. L. O'CONNELL vs City of Des Plaines: Kenneth G.7 eyer,
City Attorney, then reported having been sewed a summons in the
above case. The motors was made by Alderman Frederick and seconded
by Pflughaupt to instruct the City Attorney to file an appearance
in the said case, designated as wm.L.O'Connell vs the City of
Des Plaines, Circuit Court Case #35C 12906. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion carried.
WORKS PROGRESS ADMINISTRATION:
W.H.Allen, City Engineer, then reported that the
Works Progress Administration of the Federal Government is ready
to receive applications for work projects on the basis that the
Government will pay all labor on such projects, and will
further finance such projects to the extent of paying for materials
up to an amount equal to 25% of the labor cost. Mr. Allen
recommended the following projects:
1.cleaning our Water Mains.
2`.Repa.iring all Buffalo Boxes
3.Building such storm sewers as are necessary.
4.Repairing sidewalks.
The motion was made by Alderman Lemke and seconded by Fulle to
authorize and instruct W.H.Allen, City Engineer, to proceed to
prepare such estimate and application for the project of cleaning
the water mains as is required by the W.P.A. The Mayor put the
question and the roll was called by the Clerk with the following
result: Ayes; Aldermen Carroll, rflughaupt, Fulle, Bishop, Mac-
Luckie, Frederick, Lemke, Schwanbeck and Campagna. Lays; None.
The Mayor thereupon declared the motion carried.
2% FOREIGN INSURANCE TAX: The motion was made by Alderman
Frederick and seconded by Campagna to instruct the City Attorney
to investigate House Bill #662 pertaining to the 2 tax on for-
eign insurance companies, and to report his findings to the
Council. The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried.
ADJOURNMENT: The motion was made by Alderman Frederick and
seconded by Carroll, to adjourn. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried and
the Council regularly adjourned.

The meeting was called to order by Mayor George

Campagna responding to the roll call. The Clerk reported
all members of the Council present.

THE COMMITTEE ON PUBLIC WORKS,BUILDITGS AND PLATS
through its chairman, Alderman MacLuckie, that it seems that
if a Building Inspector is appointed, he should have some
remuneration for his services. he stated that the committee
will present its recommendation at a later date.
THE SEWER, DRAINAGE AND SANITATION COlailIT EE had

THE WATER COMMITTEE through its chairman, Alderman
Bishop, presented the following report, which was read by
the Clerk:

The bulletin from the Illinois Municipal
League regarding the 37 Utility Tax to be assessed
against the Water Dept.

REPORT: Your Committee on Water hae investigated the
above and it has been found necessary to add the 37;
sales tax to each water bill, pending the outcome of
a court test case on the matter.
