It is to be held September 9th and our School will get all donations received in Maine Township if your Council willbe kind enough to allow us this privilege. Unless successfully contested in the courts, the 1935 Utility Gross Receipts Tax applies to municipal plants as well as private plants. The validity of this Act, as it applies to municipal plan, will be thoroughly consider- ed at our 1935 convention at Quincy, September 19,20 and 21, at which time the convention will decide for or against starting a test suit concerning the 1935 Act. In the meantime, all *unicipalities should make arrangements to pay the tax under the law to avoid penalties. Whether you absorb the tax or add it to your water and electric bills is a matter of policy for each local council to decide, depending upon the financial condition of your local municipal government. For your information, Commissiioner 597 Spaulding of Springfield has decided that the tax on electric bills will be absorbed by the Electric Depart- ment, but that the tax on Water bills will be added to such bills, as the Water Department cannot absorb this tax without throwing its financial plan out of balance.
