APPROVAL OF BILLS: In the absence of Alderman
Pflughaupt, chairman of the Finance Committee, Alderman Fulle
submitted the following proposed resolution of which each
alderman had been supplied a copy:
RESOLVED THAT THE FOLLOWING BILLS ARE DUE
AND :SAYABLE AND THAT THE MAYOR AND CITY CLERK
BE INSTRUCTED TO ISSUE PROPER VOUCHER - WARRANTS

The motion was made by Alderman'ulle and seconded by Lemke
to adopt this proposed resolution as read. A motion was
however made by Alderman MacLuckie and seconded by Carroll
that the main motion be amended by striking the following

The Mayor put the question on the amendment a4d the Clerk
called the roll with the following result: Ayes; Aldermen

and Campagna. Nays; None. The Mayor thereupon declared the
amendment carried.
The motion was then made by Alderman Carroll and
seconded by MacLuckie to re -commit this proposed resolution
as amended to the Finance Committee for report at the next
meeting of the Council. The Mayor put the question on the
motion to re -commit, and the Clerk called the roll with the
following result: Ayes; Aldermen Carroll, Fulle, Bishop, MacLuckie,
Frederick, Lemke, Schwanbeck and Campagna. Nays; hone. The
Mayor thereupon declared the motion carried.
APPROVAL OF MINUTES: The motion was made by Alderman
Tulle and seconded -by Bishop to approve the minutes of regular
Council meeting of July 15,1935 as written. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried, and the said minutes approved.
NORMA WELL: Alderman Bishop, chairman of the Water
Committee reported that the work of re -conditioning the Norma
Well pump has been successfully completed, and that even
though the well was not "shote, yet it is producing about 600
gallons per minute, which was the production of the well when
the present pump was originally installed.
SURETY BONDS -FIRE AND POLICE COMMISSIONERS: The Clerk
then read the following proposed resolution:
RESOLUT ION
WHEREAS the statutes of the State of Illinois,
and the ordinances of the City of Des Plaines require
that Fire and Police Commissioners give bond for the
faithful performance of their duties; and
WHEREAS the Fire and Police Commissioners have sub-
mitted their respective surety bonds as follows:

page 36 of the Municipal Code af 1928, and referred the matter
to the committee on Public Works, Buildings and. Plats for study
and report.

order by Mayor George W.Kinder, presiding with Aldermen

Aldermen Ahbe and Pflughaupt were absent, being out of town,
vacationing. The Clerk reported a quorum present.
Mayor 41nder stated that this meeting is an
adjourned meeting for the purpose of receiving the City
Engineer's report regarding the bids for the water works
project opened in the meeting of August 5,1935, and to dis-
pose of such other business as may need attention.

ing a building inspector for the City of Des Plaines.

to the increased activity in building, a building in-

USING BUILDING FOR NON -CONFORMING USE: The Clerk

of the City of Des Plaines
Gentlemen:
I am a resident on Thacker Street in
the 900 block and across the street is the Lister
Products Co. who are manufacturing radio parts
that require the using of circle saws that go
continuously all day.
There are four men working and during the
summer so far have been working from 7:30 AM to 10:00
Pia or 11:00 PM and on Sundays also.
This has become a very great annoyance to
all the residents in the neighborhood.
This is factory work, and 1 feel sure it has
no right in a residential neighborhood.
Trusting this will be taken care of in the
very near future.

As a friend of the Park Ridge School for
Girls may I again appeal to you far your valued
assistance. Last year your City Council graciously
allowed the Federated Charities to tag in Des Plaines,
all funds collected thereby to be turned over to the
School for Girls.
We will participate in this tag day again this
year. It is to be held September 9th and our School
will get all donations received in Maine Township
if your Council willbe kind enough to allow us this
privilege.

You know, being our old friend, how much our
Directors need help in their work of training dependent

3% UTILITY TAX: The Clerk then read the following

To Cities and Villages operating
Water and Electric Plants:
The 1935 Public Utility 3% Gross Receipts Tax (2% after
January 1,1937) requires your first report to be made not
later than September 15th for the period July 1st to August
15th and monthly thereafter.
Unless successfully contested in the courts, the 1935
Utility Gross Receipts Tax applies to municipal plants
as well as private plants. The validity of this Act, as
it applies to municipal plan, will be thoroughly consider-
ed at our 1935 convention at Quincy, September 19,20 and
21, at which time the convention will decide for or against
starting a test suit concerning the 1935 Act.
In the meantime, all *unicipalities should make arrangements
to pay the tax under the law to avoid penalties.
Whether you absorb the tax or add it to your water and
electric bills is a matter of policy for each local council
to decide, depending upon the financial condition of your
local municipal government. For your information, Commissiioner

Spaulding of Springfield has decided that the tax on
electric bills will be absorbed by the Electric Depart-
ment, but that the tax on Water bills will be added to
such bills, as the Water Department cannot absorb this
tax without throwing its financial plan out of balance.

THE COUNCIL CHAMBERS. ON THE 13th DAY OF
AUGUST,1935 AT THE HOUR OF 91.00 P.M.
CALL TO ORDER:
The meeting was called to order by Mayor George W.
Kinder with Aldermen Carroll, Fulle, BiShop, Frederick, Lemke,
Schwanbeck and Campagna responding to the roll call. The
Clerk reported a quorum present. (Alderman Pflughaupt and lilac-
Luckie arrived Shortly after the roll call.) Alderman Ahbe was
absent during the entire meeting.

Upon the call of Mayor George W.Kinder there
will be a special meeting of the City Council of
the City of Des Plaines in the Council Chambers on
Tuesday evening, August 13th,1935 at 9:00 o'clock
The purpose of the meeting is to formally
pass a resolution requesting a larger grant from
Mae Public Works Administration for our Reservoir
Project, and such other business as may come
before the Council.
You will please notice particularly that the
meeting is called for 9:00 o'clock P.M.
