MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF DES PLAINES HELD IN
THE COUNCIL CHAMBERS ON THE 5th DAY OF AUGUST
A.D.1935 AT THE HOUR OF 8:00 P.M.
GALL TO ORDER: The meeting was called to order
by Mayor George W.Kincier with Aldermen Bishop, MacLuckie,
Frederick, Lemke, Schwanbeck and Catpagna responding to
the roll call. Aldermen Ahbe and Pflughaupt were absent
from the entire meeting, while Aldermen Carroll and. Fulle
arrived shortly after the roll call.
WATER WORKS PROJECT: The motion was Made by
Alderman Bishop and seconded by MacLuckie to suspend rules
of the Council and to instruct the Clerk to proceed with the
opening of the received bids for the proposed Water Works Pro-
ject. The Mayor put the question to a vote by acclamation,
whereupon the Mayor declared the motion carried.
Mayor Kinder then invited all such as may have bids
to submit, to hand them in at once. There being no further bids
to be submitted, the Mayor ordered the bids opened.
The Clerk opened the bids and read them. Each bid
was accompanied by a certified check of 1070 of the bid and
were as follows:

for tabulation; and that W.H.Allen be instructed to report his
findings to the Council on Thursday evening, August 8,1935.

APPROVAL OF BILLS: In the absence of Alderman
Pflughaupt, chairman of the Finance Committee, Alderman Fulle
submitted the following proposed resolution of which each
alderman had been supplied a copys
RESOLVED THAT THE FOLLOWING BILLS ARE DUE
Ai1D PAYABLE AND THAT THE MAYOR AND CITY CLERK
BE INSTRUCTED TO ISSUE PROPER VOUCHER -WARRANTS
IN PAYMENT OF SAME. SAID WARRANTS TO BE RE-
LEASED UPON ORDER OF THE FINANCE. COMMITTEE WHEN
FUNDS ARE AVAILABLE. - Aug. 5th 1935.
The motion was made by Alderman dune and seconded by Lemke
to adopt this proposed resolution as read. A motion was
however made by Alderman MacLuckie and seconded by Carroll
that the main motion be amended by striking the following
items, from the proposed resolution:

The Mayor put tiie question on the amendment a4d the Clerk
called the roll with the following result: Ayes; Aldermen
Carroll, Fulle, Bishop, MacLuckie, Frederick, Lemke, Schwanbeck
and Campagna. Nays; None. The Mayor thereupon declared the
amendment carried.
The motion was then rade by Alderman Carroll and
seconded by MacLuckie to re -commit this proposed resolution
as amended to the Finance Committee for report at the next
meeting of the Council. The Mayor put the question on the
motion to re -commit, and the Clerk called the roll with the
following result: Ayes; Aldermen Carroll, Fulle, Bishop, MacLuckie,
Frederick, Lemke, Schwanbeck and Campagna. Nays; gone. The
Mayor thereupon declared the motion carried.
APPROVAL OF MINUTES: The motion was made by Alderman
Fulle and seconded. by Bishop to approve the minutes of regular
Council meeting of July 15,1935 as written. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried, and the said minutes approved.
NORMA WELL: Alderman Bishop, chairman of the Water
Committee reported that the work of re -conditioning the Norma
Well pump has been successfully completed, and that even
though the well was not "shot", yet it is producing about 600
gallons per minute, which was the production of the well when
the present pump was originally installed.
SURETY BONDS -FIRE AND POLICE COMMISSIONERS: The Clerk
then read the following proposed resolution:
RESOLUT ION
WHEREAS the statutes of the State of Illinois,
and the ordinances of the City of Des Plaines require
that Fire and Police Commissioners give bond for the
faithful performance of their duties; and
WHEREAS the Fire and Police Commissioners have sub-
mitted their respective surety bonds as follows:

Luckie to adopt this proposed resolution. The Mayor put the
question and the Clerk called the roll with the following

Mayor thereupon declared the motion carried and the resolution
passed and adopted.
BUILDING INSPECTOR: Alderman MacLuckie asked whether
there is anything in the ordinances of the City which might
prevent th€ appointment of a Building Inspector. Mayor Kinder
called attention to Article 1X, Section3I03,104, and 10b on
page 36 of the Municipal Code of 1928, and referred the matter
to the committee on Public Works, Buildings and Plats for study
and report.
ADJOURNMENT: The motion was made by Alderman Fulie
and seconded by Lemke that the Council'adjourn to 8:00 P.M.,
Thursday evening, August 8,1935. The motion was voted upon by
acclamation, whereupon the Mayor declared the Motion carried
