CALL TO ORDER:
The meeting was called to order by Mayor George W.
Kinder, presiding, with Aldermen Carroll, Pflughaupt, Tulle,
Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and Campagna
responding to the roll call. Alderman Ahbe was absent. The
Clerk thereupon reported nine aldermen present and one
absent.
READING OF THE GALL OF MEET ING : The Clerk then read the
following call for special meeting a copy of which was delivered
by messenger to Mayor George W. Binder and each of the aldermen
more than 24 hours before the time set for the meeting.

Upon the call of Mayor George W.Kinder
there will be a special meeting of the City Council
of the City of Des Plaines in the Council Chambers
on Friday evening, August 2nd, 1935, at 8:00 o'clock
P.M.
The purpose of this meeting is to pass a
resolution formally approving the plans and specifi-
cations for our Water Works project, and to dispose
of all possible routine business so that the next
regular meeting may be reserved principally for the
opening of bids.

and consent to meeting as signed by all members of the Council:

We, the undersigned, being all of the members of the
City Council of the City of Des Plaines, County of Cook,
Illinois, do hereby jointly and severally waive notice of the
time, place, date and purpose of a special meeting of the
Mayor and City Council of said City, to be held the 2nd
day of August, 1935 at 8:00 P.M. in the Council Chambers, City
Hall in said City of Des Plaines and consent to the holding
of such meeting and to the transaction of any and all business
that may come before such meeting.

APPROVAL OF PLANS AND SPECIFICATIONS: The City Clerk reported

that plans and specifications for the construction of the
proposed improvements and extensions to the municipal
waterworks system in and of the City of Des Plaines which
were prepared by W.H.Allen, City Engineer and 4.Albert
Robinson, Consulting Engineer, have been submitted for pre-
sentation to the Mayor and City Council. The said plans
and specifications were thereupon presented to the Mayor
and City Council and the members thereof examined and
discussed the same.
The Clerk then read the following proposed reso-
lution in full:
RESOLUTION ADOPTING PLANS AND
SPECIFICATIONS FOR CONSTRUCTION
OF IMPROVEMENTS _AND EXTENSIONS
TO THE MUNICIPAL WATERWORKS SYS-
TEM AND DIRECTING THE FILING OF SUCH
PLANS AND SPECIFICATIONS IN THE OFFICE
OF THE CITY CLERK.
WHEREAS the Mayor and City Council of the City
of Des Plaines, County of Cook, Illinois, have examined
and given full consideration to the plans and specifi-
cations for the construction of improvements and exten-
sions to the municipal waterworks system in and of the
City of Des Plaines prepared and submitted on the 21st
day of Januar, 1935 by W.B.Allen, City Engineer and
T.,Albert m'.Robinson, Consulting Engineer, and
WHEREAS it is deemed advisable and for the best
interests of the City of Des Plaines that the proposed
improvements and extensions to the municipal waterworks
system be constructed pursuant to and in accordancd
with the said plans and specifications;
NOW THEREFORE, BE IT RESOLVED by the Mayor and.
City Council of the City of Des Plaines, (County of
Cook, Illinois) that the plans and specifications for
the construction of improvements and extensions to the
waterworks system of the City of Des Plaines prepared
and submitted on the 21st day of Jannary,1935 by W.H.
Allen, City Engineer, and J.Albert 'n.Robinson, Consulting
Engineer, and consisting of 27 pages of plans and 117
pages of specifications be and are hereby approved and
adopted.
BE IT FURTHER RESOLVED that said plans and speci-
fications be forthwith filed in the office of the City
Clerk and from and after such filing be open to the in-
spection of the public.

The motion was made by Alderman Lemke and seconded by
Macpckie that the said proposed resolution, approving
pland and specifications for the proposed water works
improvements, be finally passed and adopted as read.
The Mayor put the question on the adoption of the said
resolution, whereupon the Clerk called the roll on the
said question with the following result: Ayes; Aldermen
Carroll, Fflughaupt, Fulls, Bishop, MacLuckie, Frederick,
Lemke, Schwanbeck and Campagna. Nays; None. The Mayor
thereupon declared the motion carried and the resolution
approving the plans and specifications for the proposed
Water Works improvements passed and adopted. The Mayor
then signed the said resolution in approval thereof.
The Mayor then called upon the chairmen of the
various standing committees of the Council for reports
regarding their respective departments.
THE JUDICIARY AND ASSESSMENT COMMIT'rB1 had no report
to offer.
THE POLICE AND LICENSE COMMITTEE had no report to offer.
THE STREETS AND SIDEWALKS COMMITTEE presented the
following recommendation which was read by the Clerk:

Gentlemen;
We the committee on "Parking Regulations "
after considerable deliberation have the following -
resolution to submit for your consideration or approval:
One hour parking in the entire Loop Area bounded
by Lee-PearsonvPrairie-and Park•.lace defined as
follows:
1.1iiner Street both sides of street between Lee
and Pearson.
2.Ellinwood Street both sides of street between
Lee and Pearson.
3.Lee Street both sides of street between Prairie
and Park Place.
4.Center Street both sides of street between
Prairie and Ellinwood Street.
5.Pearson Street both sides of street between
Prairie and Park Place.
6.Prairie Avenue between Lee and Pearson Streets
No parking at any time.
New signs will be placed at intervals in these
restricted areas and parking regulations are
to be enforced by our Police Dept.
Cooperation by our auto driving public will be
greatly appreci .ed.

The motion was made by Alderman Pflughaupt and seconded by
Bishop that these recommendations be concurred in. A motion
was however made by Alderman Carroll and seconded by Schwanbeck
that these recommendations be recomthtted to the Streets and
Sidewalks Committee. The motion was voted upon by acclamation
whereupon the Mayor declared the motion to re -commit carried.
THE COMMITTEE ON PUBLIC WORKS,BUILDINGS AND PLATS reported
that several bids have been received for repairing the City
scale and recommended accepting the following proposal:

To the Honorable Mayor and

Des Plaines, Illinois
Gentlemen:
We propose to repair your city sale at the
City Hall in Des Plaines,illinois, putting it into first
class order and guaranteeing its good condition for a
period of two years for the sum of 495.00.

By good condition, we mean filing, or where nec-
essary, replacing the beveled pivotswith new ones.
Over haul the weigh -beam, putting the entire scale
into perfect order, and setting up the entire scale
ready for weighing.
It is further understood that the above price
does not include the following items;
1.Replanking the platform.
2.Taking the parts into the repair shop and
returning these parts to the City hall at
Des Plaines.

The motion was made by Alderman Frederick and seconded by
Campagna that the Clerk be instructed to write a purchase
order accepting this proposal. The Mayor put the question,
and the roll was called by the Clerk with the following
result: Ayes; Aldermen Carroll, Pflughaupt, Fulle, Bishop,
MacLuckie, Frederick, Lemke, Schwanbeck and Campagna. Bays;
None. The Mayor thereupon declared the motion carried.
THE SEWER DRAINAGE AND SANITATION COMMITTEE had no
report to offer.
THE FIRE COMMITTEE through its Chairman, Alderman
Campagna, suggested a "Fire Prevention Week" for Des Plaines.
The motion was made by Alderman Campagna and seconded by
Frederick to request the Mayor to issue a proclamation de-
claring the last week in September as "Des Plaines Fire Pre-
vention Week." The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
THE FINANCE COMMITTEE through its Chairman Alderman
Pflughaupt presented the following proposed resolutions
RESOLUT ION
WHEREAS, the following duly designated bank has
furnished the City Council of Des Plaines with a copy
of its bank statement as furnished to the Auditor of
Public Accounts as of lune 29,1935.
THE NORTHERN TRUST COMPANY OF CHICAGO
BE IT RESOLVED, after consideration of this
statement, the bank be continued as the depository for
the funds of the City of Des Plaines.

DISCONNECTION WHOM CITY: The Clerk then read the
following proposed ordinance for second reading:
AN ORDINANCE DISCONNECTING
CERTAIN LANDS FROM THE CITY
OF DES PLAINES, COOK COUNTY,
ILLINOIS.
The motion was made by Alderman. Bishop and seconded by rflug-
haupt to finally pass and adopt this proposed ordinance. The
Mayor put the question and the Clerk called the roll with
the following result: Ayes; Aldermen Carroll, Pflughaupt, Tulle,
Rishop, MacLuckie, Frederick, yemke, Schwanbeck and Campagna.

SOO LINE R.R.WHISTLING: The Clerk reported that
he has w ritten the Soo Line Railroad asking that excessive
whistling be eliminated. Re then read the Soo Line Railroad's
reply as follows:

Acknowledging receipt of your letter of
July 29th regarding excessive whistling of Soo Line
trains in the vicinity of Des Plaines.
Owing to the increased automobile travel at
excessive speed over street crossings, not only at
Des Plaines but elsewhere, it is not our purpose to
cancel any of our Rules and restrict the whistling
by locomotives for crossing protection.
We regret the unpleasant situation. however,

it is a safety first project which we do not feel would
warrant taking any chances on.

APPROPRIATION VERSUS EXPENDITURES; Mayor Kinder
then called attention to the statement comparing the. 1935
Appropriations with the expenditures incurred, by appropri-
ation items for the first half of the fiscal year beginning
January 1,1935, and urged each committee chairman to study
the statement, especially insofar as it pertains to his
particular department.

Mayor Hinder ordered this communication placed on file.
R.S.GUSE,BUILDING PERMIT: The Clerk reported
that R.J.Guse, who had previously been denied a permit to
build a residence on E.Grant Drive has revised his application
for a permit and has resubmitted such application. Mr. Guse
briefly addressed the Council, whereupon Aayor Kinder referred
the matter to the Committee on Public Works, buildings and
Plats for investigation and report.
STRE2a NUMBERS ON CURBS: The Clerk then r ead
the following letter:

Gentlemen:
We would like to ask for permission to
place house numbers on the curbs in the residential
district of the City of Des Plaines.
Our plan is to stencil the numbers on the
top and face of the curb for the fee of 25%, to be
collected from the resident of the house after all
work has been completed.
We received permission from Lombard and
finished the village with no complaints. If necessary
we can furnish references.

INDACENT EXPOSURE: The Clerk then read
the following letter:
Honorable Mayor & City Council
Gentlemen:
Having been called on the telephone on
several occasions and also approached personally
and sensored for permitting indecent dress of the
female and male sex 1 am herewith referring you to
a paragraph of section 1214 of our Ordinance Book
which reads as follows.
"If any person shall appear in any public
place in a state of nudity, or in a dress not
belonging to his or her sex, or in any indecent
or lewd dress, or shall make any indecent exposure
of his or her person, he or she shall be subject to
a fine of not less than 410.00 nor exceeding 4200.00
for each and every offence.*
I believe we owe it to our mothers, wives,
sweethearts and daughters to insist that the honor of
their sex be upheld and protected and therefore suggest
the enforcement of the above quoted ordinance by our
Police Dept.

SPECIAL ASSESSMENT #66. Kenneth G.'"eyer,City
Attorney, reported th4 he is in need of a verification
of receipts of the seventh installment of Special Aasess-
ment #66 in order to prepare a defense in the case of
Chas. m.Hickman vs. the City of Des Plaines, involving
two $1.000.00 bonds. The motion was made by Alderman
Pflughaupt and seconded by MacLuckie to refer this matter
to the City Attorney and the City Treasurer. The motion
was voted upon by acclamation, whereupon the Mayor declared
the motion carried.

of Des Plaines: Kenneth G.'-eyer, City Attorney asked that
an audit be made of eight Special Assessments involved in
the case of Cedar Rapids Life ins._Co. et al vs. The City
of Des Plaines - Case #34 C 18988 . The Mayor referred
this matter to the Finance Committee and the City Attorney.

COUNCIL OF THE CITY OF DES PLAINES HELD IN
THE COUNCIL CHAMBERS ON THE 5th DAY OF AUGUST
A.D.1935 AT THE HOUR OF 8:00 P.M.
GALL TO ORDER: The meeting was called to order
by Mayor George 1W.Kinder with Aldermen .Bishop, MacLuckie,
Frederick, Lemke, Schwanbeck and Campagna responding to
the roll call. Aldermen Ahbe and Pflughauut were absent
from the entire meeting, while Aldermen Carroll and Fulle
arrived shortly after the roll call.
WATER WORKS PROTECT: The motion was made by
Alderman Bishop and seconded by MacLuckie to suspend rules
of the Council and to instruct the Clerk to proceed with the
opening of the received bids for the proposed Water Works Pro-
ject. The Mayor put the question to a vote by acclamation,
whereupon the Mayor declared the motion carried.
Mayor Kinder then invited all such as may have bids
to submit, to hand them in at once. There being no further bids
to be submitted, the Mayor ordered the bids ripened.
The Clerk opened the bids and read teem. Each bid
was accompanied by a certified check of 10A of the bid and
