06/11/1935MINIUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF TI -E CITY OF DES PLAIN'S HELD IN THE COUNCIL CH IERS ON THE lith DAY OF JUlt ,A.D.1935 AT THE HOUR OF 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor George W.Iii.nder with Aldermen Ahbe, Carroll, Pflughaupt, Fulle,-ishop, MacLuckie, Frederick, Lemke, Schwanbeck and Campagna responding to the roll call. The Clerk then read the call of the meeting as follows: June 10 1935 NOTICE OF SPECIAL M TING To th.e Aldermen City of Des Plaines,lliinois Upon call of the Mayor there will be a special meeting of the City Council on Tuesday, evening, June llth,1935 at 8:00 P.M. at the City Hall. The purpose of the meeting is to award the contract on the garbage trucks, and to take care of any other matters that may need attention at this time. Yours truly, EDGAR J.FRIEDRICH City Clerk Because another meeting was scheduled to be held in the Council Chamber:, the Council by general unanimous agree- ment adjourned to the City Clerk's office. The Mayor invited all such as were interested in attending the Council meeting to step into the Clerk's office. After a fe : minutes the Council reconvened in the City Clerk's office vyith all aldermen present. PURCHASE OF GARBAGE TRUCK: The Clerk then read the following report: To the Uhairman John Lemke- Sewer,Drainage and Sanitation Committee, at the meeting of the City Council held June 3,1935 the following matter was referred to your committee: The bids opened June .,3,1935 for new garbage truc0. E.J.FRIEDRICH June 11,1935 \Ie, your Committee on Sewer, Drainage, & Sani- tation recommend: the purchase of ONE Dodge truck • complete with Woods body .and G 1 hoist in accord- ance with specifications furnished for the collection of garbage. if two trucks are needed another truck as above is to be ordered within thirty days of date of purchase of the first truck at the same price. The Dodge truck company is the lowest responsible bidder from bids opened June 3,1935. I.W.LEEEE T HEC . S CH 'y A1' BE CK C.a.BISHOP Committee The motion was made by Alderman Frederick and seconded by Lemke to concur in this report and instruct the Clerk to place the order with the .elzer Auto Sales at a price of = 935.00. The Mayor put the question and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, rflughaupt, Tulle, Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and campagna. Nays; Alderman Ahbe. The Mayor thereupon declared the motion carried. TOILETS FOR TAVERNS: Alderman Lemke expressed the opinion that the premises of ail retail liquor dealers in Des Plaines should be equipped with two toilets; one for men, and one for women. The motion was made by Alderman Frederick and seconded by MacLuckie to refer this matter to the Police and License Committee with instructions to study and investi- gate the tavern situation and cooperate with the City Attorney in preparing an amending ordinance embodying such changes as the committee deems advisable to make. The Mayor put the question, and the Clerk called the roll with the following result: Ayes; Aldermen Ahbe, Fulle, MacLuckie, Frederick, and Campagna. Nays; Aldermen Carroll, 1"flughaupt, Bishop, Lemke, and Schwanbeck. The Clerk reported a tie vote. Mayor Kinder thereupon cast his vote as Nay", and declared the motion defeated. CHANGING VOUCHER -WARRANTS: The Clerk reported that certain warrants have been drawn in favor of D.F.;.00re and Company, brokers for compensation insurance premiums, for policies carried with the U.S.Casualty Company. The U.S. Casualty Company has notified the City that D.F.Moore and Company no longer is its agent and requests that the warrants be voided and re -written. The motion was made by Alderman Ahbe and seconded by Fulle to refer this matter to the City Attorney for investigation and recommendation. The Mayor put the motion to a vote by acclamation. All voted "Aye," none voting "Nay". The Mayor thereupon declared the motion carried. 1935 TAX LEVY: The Clerk then distributed to the members of the Council, a tabulation of suggested 1935 Tax levies by departments as prepared by the Finance Committee. After some discussion the motion was made •by Alderman Fulle and seconded by Ahbe to instruct the City Attorney to prepare the 1935 Tax Levy Ordinance in accordance with the tabulation presented. The Mayor put the motion to a .vote by acclamation. All voted "Aye", none voting "Nay". The Mayor thereupon declared the motion unanimously carried. CITY "IOAT FOR CENTENNIAL; Mr. Bryan Melzer, chair- man of the Parade Committee for the -Des Plaines Centennial addressed the Council urging the Council to enter a float in the Centennial Parade, and introduced a representative of the Unique Float Company who quoted several prices on floater of various designs. The motion was made by Alderman rflug- haupt and seconded by Frederick not to enga:e this company for providing a float. The Mayor put the motion to a vote by acclamation. All voted "Aye", none voting "Nay" the Mayor thereupon declared the motion carried. The motion was then made by Alderman Fulle and seconded by `Lemke that the City enter a float in the Centennial Parade, and to instruct the Superintendent. of Public ?Works to arrange for such float. The Mayor put the motion to a vote by acclamation. All voted "Aye",' none voting "Nay." The Mayor thereupon d eclared the motion carried. Mayor Kinder appointed Alderman MacLuckie as a committee of one to cooperate with the superintendent of Public Works in arranging for this float. RECONDITIONING NORMA W , L: Mr. L.x.Thorne of .L.'horne & Co. reported about the Norma Well that it would require about 4275.00 to "shoat" the well and 0400.00 for each of two cleanings. The motion was made by Alderman Bishop and seconded by Lemke.to authorize and direct the Water Committee to order ' .L.' horne & Co. to proceed v:ith repairing and reconditioning, the Norma Well as per contract already executed. The Mayor put the question, and the Clerk called the roll with the following result: Ayes; Aldermen Carroll, Pflughaupt, Fulie, Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and Campagna. Nays; None. (Alderman Ahbe was absent during this roll call.) The Mayor thereupon declared the motion carried. AUTHORIZING PAYROLL: The motion was made by Alderman Pflughaupt and secondd by Lemke that inasmuch as there seems to be no need of holding the regular Council meeting on June 17,193b, the Mayor and City Clerk be instructed to draw the proper voucher -warrants in payment of the regular payroll for the first half of June,193b. The Mayor put the question, and the Clerk called the roll wit :i tree following result: Ayes; Aldermen Carroll, Pflug- haupt, Fulle, Bishop, MacLunkie, Frederick, Lemke, Schwan- beck, and Campagna. SALE OF OLD SQUAD CAR: The motion was made by Alderman Carroll and seconded by Lemke to authorize and direct the City Clerk to advertise for bids for the purchase of the old Dodge squad car for cash, bids to be returnable July 1,193b. The Mayor put the motion to a vote by accla- mation. All voted "Aye", none voting "Nay".
