HELD IN THE COUNCIL CHAMBERS ON THE 3rd
DAY OF JUJ A.D.1935 AT THE HOUR.OF 8:OC P.M.
ROLL CALL: The meeting was called to order by
Mayor George \ .Kinder, with Aldermen Ahbe, Carroll, Pflug-
haupt, Tulle, Bishop, MacLuckie, Frederick, Lemke, Schwan-
beck and Campagna responding to the roll call. The Clerk
thereupon reported all aldermen present.
CEI'dTElVNIAL PAGEANT: :payor Kinder then introduced -
Mr. T.R.Foui'kes, chairman of the Talent Committee of the
Des Plaines Centennial Pageant, who requested that the
members of the Council consent to participate in the Cen-
tennial Pageant to be staged at Earle Field on the evenings
of June 2C, 27 and 28th. The motion was made by Alderman
MacLuckie and seconded by Pflughu-xit to accept the invitation
and participate in the Centennial Pageant as requested by
Yr. Foulkes. The Mayor put the motion to a vote by accla-
mation. All voted "Aye", none voted "Nay". The Ma.yor
thereupon declared the motion carried.
CENTENNIAL -USE OF STRE,TS : Kenneth G .Lye r
addressed the council in behalf of the Centennial Committee
asking permission to use the streets of the City for various
Centennial activities such as parades and carnivals. He
stted however that the committee has not definitely decided
which streets are to be used. The motion was made by Alder-
man Pflughaupt and seconded by Tulle to refer the matter of
granting permits for the use of City Streets for Centennial
activities to the Police and License Committee' with full
power to act. The Mayor put the motion to a vote by accla-
mation. All voted "Aye," none voting "Nay". The Mayor
thereupon declared the motion carried.
REPORTS OF OFFICERS: The Clerlt then presented the
folloving reports:

THE JUDICIARY AND ASSESSMENT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE COMMITTEE had no report
to offer.
THE STREETS AND SIDE''ALi 3 C0ii CITT1Th thro ugh its
chairman, Alderman Frederick, reported that in accordance
with the Mayor's request at the last meeting of the Council,
the downtown streets have been cleaned. He further reported
that a program of systematic street cleaning is being planned
by the Streets Committee..
THE COMMITTEE ON PUBLIC WORKS, BUILDINGS AND PLATS
reorted through its chairman, Alderman MacLuckie, that the
committee recommends the granting of the petiton filed by
William Seegers, Emma Seegers, Henry Oehlerking, William
H.Pohlman and Carolina Pohlman asking permission to dis-
connect their respective properties from the -City of Des
I'laines. The motion was made by Alderman IuacLuckie and
seconded by Ahbe to grant this petition. The Mayor put
the question, and the Clerk called the roll with the follow-
ing result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Tulle,
Bishop, MacLuckie, Frederick, Lemke, Schwanbeck, and Campagna.
Nays; None. The Mayor thereupon declared the motion unanimously
carried.

The motion was then made by Alderman Ahbe and
seconded by Lemke to instruct the City Attorney.to prepare
an ordinance. providing for this dis-annexation, and submit
such ordinance to the Council at its next regular meeting.
The Mayor put the motion to a vote by acclamation. '.11
voted "Aye", none voting "Nay." The Mayor thereupon declared
the motion unanimously' carried.
THE SEWER, DRAINAGE :LTD SANITATION C 0L ,iITTEE through
its chairman, Alderman Lemke, reported that bids for garbage
trucks have been received. The motion vas made by Alderman
Lemke and seconded by Frederick to proceed to open these bids.
The Mayor put the motion to a vote by acclamation. All voted
"Aye", none voting "Nay". The Mayor thereupon declared the
motion arried.
The Clerk then opened the bids and read them as

Committee 'with power to act. the Mayor out the question, and the

THE WATER COMMITTEE had no report to offer.
THE FIRE COMMITTEE through its chairman, Alderman
Campagna,, reported that there are still prospects of being able
to arrange to purchase the gzzadruyale fire truck from A Century
of Progress.

Dear Mr.Hayor,
In accordance with your request, 1 attended a meeting of the
Board of Trustees of the Sanitary District of Chicago
last Wednesday, Lay 29,1935.
Trustee Woodhull opened the meeting, and called upon
Mr. Harrington to explain what was being done along
the Des 1-laines River. Lr. Harrington reported that
the District was abandoning the attempt to correct the
ijiver pollution by the construction of numerous Imhoff
tanks, and that the ones at Touhy and Oakton, which
have already been dog would be refilled.
The District has made arrangements with the Department
of the Interior to furnish the money to contruct an
Interceptor along the Des ilaines River. If all goes
well, actual construction should begin in October of this
year.
Dams for the impounding of the flood waters of the
river are being considered on the headwaters, but this
may take some time as the necessary purchase of land
and rigth-of-way may take some time.
The rest of the meeting was speeches and congratulations.
Today 1 find the Sanitary District making the surveys
which they Promised last Wednesday.

REPAIR OF CITY SCALE: Alderman Frederick reported that
the City scale is in need of re pair. Mayor Mnder referred this
matter to the Public Works, Buildings and Plats Committee.

ing proposed ordinance for first reading:

BE IT ORDAINED by the Mayor and City Council of
the City of Des Plaines, Cook County, Illinois:
Section 1: That W.H.Allen be and he is hereby
employed and retained as engineer for the City of
Des Plaines under and subject to the conditions of a
contract, copy of which is hereto attached and made
a part of this ordinance.
Section 2: That the Mayor and City Clerk of the
City of Des Plaines be and they are hereby authorized
and empowered to execute contract to the said W.H.Allen,
copy of which is hereto attached.
Section 3: That all ordinances or parts of ordi-
nances in conflict herewith, be, and the same are hereby
repealed.
Section 4: That this ordinance shall be in full
force and effect from and after its passage and the
approval according to lam.

ATTE1 TION:Yr. George hinder
in 1932 the library board paid the premium
for fire insurance on the library building. We drew
a voucher for this amount asking the City Council
to reimburse us when able, as the money was diverted
from the Earle Endowment Fund (See our voucher W41
Apr i 1,1932.) The library board is aware that this
was ordered paid by the City Council in regular session,
that a checkwas drawn for the purpose, but marked void
by the City treasurer and filed away, before payment
was made.
Would you kindly draw another check for this
amount at your earliest convenience as the library board
cannot permanently use this money for other purposes than
the purchase of non-fiction books.

Gentlemen:
The American Brotherhood for the Blind requests
permission to hold a "flower Sale" in Des Plaines on
Saturday, June 15th or 22nd, similar to that held a
year ago. The sale will be sponsored by a Committee
of clergymen, club women, and other prominent citizens.
Devoted solely to the service of the sightless, the
American Brotherhood is a non-profit, non-sectarian
organization, embossing and publishing books and magazines
in Braille, and donating thein to institutions for the
blind throughout the country.
We also render assistance to the blind in many per-
sonal ways not covered by any other organization. Such
help as we give brings brightness and cheer into their
dark and dreary lives. All our services., as yell as
our publications, are available free.
The work of the Brotherhood is supported entirely by
friendly contributions and by the ;proceeds of "Flower
Sales" - the flowers used being r.de by the blind. We
believe the citizens of Des Plaines would welcome the
opportunity to give support to this worthy cause; and
we trust you will grant our request.

POLICE SQUAD CAR: Alderman Carroll, chairman of -
the Police and License Committee, submitted the following
proposal, which was read by the Clerk:

Some time ago we offered a proposal for a new squad
car on a mileage basis. Since that time we are able
to offer a better bid and to equip your police Department
with a squad car on a most economical basis.
We are willing to furnish your Police Department with
a nen Chevrolet black sedan fully equipped, i:.cluding:
two spotlights and a radio; this car to be lettered
and numbered as you may desire. We will furnish all
the insurance necessary to cover this car with the ex-
ception of liability and property damage, which ye
believe would be the obligation of the City of Des
1aines. We will furnish the gasoline, oil, repairs,
and all maintenance necessary to keep this nen car
in satisfactory condition, and will furnish a nen
car at the time we believe it necessary to. replace
the one in use. In this manner; your Police Department
will at all times be equipped with a car in .perfect
mechanical condition.
We could furnish you such a car on a mileage basis,
and our price per mile would be 6%; payable the
first of each month. The minimum mileage in
connection with a proposal of this kind would be
35,000 miles per year. This contract may be can-
celled by either party upon 30 days written notice.
In the event your honorable body is in favor of a.
plan of this kind, we are in a position to furnish
you with a car as outlined at once.

Carroll to instruct and direct the Mayor and City Clerk
to accept this proposal and sign the same in behalf of the
City of Des Plaines.
A motion was then made by Alderman Pflughaupt and
seconded by Schwanbeck to refer this matter jointly to the
Police and License Committee and the Finance Committee together
With the City Attorney. The Mayor put the question on the
motion "to refer", and the Clerk called the roll with the follow-
ing result: Ayes; Aldermen Pflughaupt, Fulle, MacLuckie and
Schwanbeck.. Nays; Aldermen Ahbe, Carroll, Bishop, Frederick,
Lemke and Campagna. The Mayor thereupon declared the motion
"to refer" defeated.
The Mayor then put the question on the main motion
to accept the proposal, and the Clerk called the roll with the
following result: Ayes; Aldermen Ahbe, Carroll, Bishop, Mac-
Luckie, Frederick, Lemke and Schwanbeck.. Bays; Aldermen .eflug-
haupt, Fulle, and Campagna. The Mayor thereupon declared the
motion to accept the proposal carried.
STORK SEWERS: .H.Allen, City Engineer, then addressed
the Council, calling attention to the possibility of the City
being required to provide storm sewers when the Sanitary District
interceptor sewer is built, and suggested that a storm sewer
project be worked out with the r.W.A. if possible. The motion
was made by Alderman Ahbe and seconded by . ulle to instruct W.
H.Allen, City Engineer, to contact the P.W.A. authorities aad
inquire as to what can be done with respect to a storm sewer
project. The Mayor put the motion to a vote by acclamation.
All voted "Aye", none voting "Nay". The Mayor thereupon de-
clared the motion carried.
APPROVAL OF MINUi'ES: The motion was made by Alder-
man Bishop and seconded by .'ulle to approve the minutes of the
regular Council meeting of May 20,1935, as well as the minutes
of the adjourned Council meeting of May 27,1935 as presented.

STREET LIGHTS: Alderman Schwanbeck asked about the
possibility of providing "Stop" or "Danger" signs for various
dead-end streets. He also called attention to several street
lights, which are scheduled to be burning, but which have not
been burning for several nights. The motion was made by
Alderman Carroll, and seconded by Pflughaupt to refer these
matters to the Streets and Sidewalks Committee. Mayor Kinder
put the motion to a vote by acclamation. All. voted "Aye",
none voting flay". The Mayor thereupon ::ecl_:red the motion carried...
SHRUBS IN PARKWAYS: The danger of permitting shrubs
to grow tall in parkways, particularly at street intersections,
was briefly discussed. The matter was referred to tie Streets
and Sidewalks Committee by the Mayor.
INCREASING LI.UCR DEALERS: S: Mayor Kinder reported
that a request has been filed to change the number of retail
liquor dealers permitted from sixteen to eighteen. The motion
was made by Alderman Lemke and seconded by Frederick to instruct
the City Attorney to prepare an amending ordinance which would
increase the number of retail liquor dealers to be licensed,
from sixteen to eighteen. The Mayor put the question and the
Clerk called the roll with the following result: Ayes; Aldermen
Ahbe, Carroll, Pf1uj:baupt, Frederick, Schwanbeck and Campagna.
Nays; Aldermen Fulle, Bishop and iacLuckie. The Mayor thereupon
declared the motion carried.
ADJOURNMENT: The motion was made by Alderman Frederick
and seconded by Pulle to adjourn., The Mayor put the motion to
a vote by acclamation. All noted "Aye", none voting "Nay".. The
Mayor thereupon declared the ion ar ied and the Council regu-
larly adjourned.
