ROLL CALL: The mmeting was called to order by Mayor George
T7Rinder with Aldermen Ahbe, Carroll, Pflughaupt, Tulle,
Bishop, MacLuckie, Frederic:, Lemke, Schwanbeck and Campagna
responding to the roll call.
Mayor hinder then stated that the Council veeting
of May 6,1935 was adjourned to this time for the purpose of
holding a hearing on the petition contesting the election of
Aldermen Hobart Ahbe and James J.Carroll.
WITHDRAWAL OF PETITION: The Clerk then read the
following petition:

We, the undersigned electors who have filed a
petition contesting the election of aldermen rlobart
Ahbe and James J.Carroll in the First Ward of the City
of Des Pines) hereby withdraw said petition and request
that no action be taken on same.

The Sisters of the Holy .r'amily of ..Nazareth have been
notified by the Sanitary Water Board of the State of
Illinois to proceed definitely at the earliest possible
date to abate any pollution that they may now be
causing of the Des Plaines River.
In this emergency, please advise if permission may be
granted the Sisters to connect with the Des Plaines
sewer until the completion of the relief sever, which
the Sanitary District of Chicago has in contemplation.

POLICE AND FIRE COMISSION. RULES: Alderman Pflughaupt,
chairman of the 2finance Committee, reported that his committee
has met with the Police and Fire Commission and has discussed
the printing of the Rules and Regulations of the Police and Fire
Commission. The motion was made by Alderman Pflughaupt and
seconded by Bishop to authorize the expenditu e of $36.60 if
100 copies are purchased plus $5..90 for every hundred copies
thereafter. The Mayor put the question and the Clerk called
the roll with the following result: Ayes; Aldermen Ahbe, Carroll,
Pflughaupt, Pulle, Bishop, MackLuckie, Frederick, Lemke, Schwanbeck,
and Campagna. Nays: None TheMayor thereupon declared the
motion carried.
FIRE SAFETY REGULATIONS FOR TAVERNS: The Clerk then
read the following letter:

May 10 1935
My dear Mayor:
Because of the recent roadhouse fire disaster near
Chicago, this department has received numerous re-
quests from. local authorities for fire safety regulations
for taverns, particularly night clubs and dance halls. The
following have been prepared and are forwarded to Mayors
and Village Presidents;
Decorations - No inflammable decorations at any time.

Exits - Not less than two well separated exits (doors,
not windows) and none less than three feet wide. Where
capacity exceeds 100 persons, provide a five foot emergency
exit with double doors and no mullion, and more than one
such exit if capacityvarrants. .in general, the total
width of exit space should approximate five feet per 100
persons. Capacity may 'be figured at the rate of six square
feet of floor space per person. exits should be well
separated, accessible and in plain view.
Exit doors - All doors used for exit must open outward
doors used for emergency exits to be equipped with approved
panic bolts, vhich permit doors always to be opened from the
inside by slight pressure on a bar, though normally locked
from the inside.
Exit signs - Emergency exits to be designated by a
red light or red lettered sign.
Fire Extinguisher - At least one of the 2z gallon soda -
acid type.
Other Hazards - Heating equiNment and electric wiring to
be properly installed and place to be kept clean and free
from rubbish.
Strength of floors - Floors should be built to carry a
live load of 100 pounds per square foot or reinforced to
do so,, This feature should be checked, especially in
buildings which were erected for dwellings, stores or
some similar purpose and have been converted to places of
entertainment :i th dancing and floor shows.
Proper regulation requires frequent inspection. T'o
doubt many communities are maintaining such inspection.
'those which are not should inaugurate such a program,
making a general inspection not:, and following it with
inspections at regular intervals hereafter.
We f1 that fire safety regulation can be administered
most effectively if made part of the general regulation
which cities and villages now exercise over holders of
liquor licenses. Compliance with such regulations should,
we feel, be made a condition re -requisite to the issuing
or renewal of a liquor license and non-compliance at any
time a cause for revocation. In other words, a building
would have to pass fire safety inspection before a
license would be issued and would have to continue to pass
such inspection in order to hold or renew the license. -
Protection of life and property from fire is primarily a
local responsibility and the foregoing suggestions are
submitted for your careful consideration.

the above and has found: Suggest deferring action on
resolution attached due to the fact that the state to-
gether with the Federal Government are already. contemplating

A11UAL AUDIT: Alderman Pflughaupt, chairman of the
Finance Committee, suggested that an audit of the City Treasurer's
and City Clerk's books be authorized. The motion was made by
Alderman Frederick and seconded by Pflughaupt that the Finance
Committee be authorized to solicit bids for auditing the books
of the City Treasurer and City Clerk. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion
carried.
