MINUTES OF THE REGULAR MI7TING OF THE
CITY. COUNCIL OF THE CITY OF DES PLAIiES
HELD IN THE COUNCIL CHAMBERS. ON THE 6th
DAY OF MAY,A.D.1935 AT THE HOUR OF 8:00 P.M.
GALL TO ORDER:
The meeting was called to order by Mayor George
W.Kinder with Aldermen Ahbe, Carroll, Fflughaupt, FUlle,
Hnxmann, Bishop, Frederick, Schwanbeck and Meinshausen
responding to the roll call. Alderman Neal was absent
during the entire meeting.

The Clerk then read the following reports'

Mayor Kinder ordered these reports placed on file.
REPORTS OF STANDING COMMITTEES: None of the standing committees
of the Council had reports to offer.
APPROVAL OF MINUTES: The motion was made by Alderman Bishop
and seconded by Pflughaupt to approve the minutes of the
regular Council Meeting held April 15,1935, as well as the
Minutes of the adjourned Council Meeting held. April 22, 1935,
as written. The motion was voted upon by acclamation where-
upon the Mayor declared the motion unanimously carried and
the said minutes approved as written.
APPROVAL OF BILIS: Aldertan Pflughaupt, chairman of the
Finance Committee then presented the following proposed
resolution which was read by the Clerk:
RESOLVED THAT THE FOLLOWING BILLS ARE DUE AND
PAYABTP, AND THAT THE MAYOR AND CITY CLERK BE
INSTRUCTED TO ISSUE PROPER VOUCHLRAARRANTS IN
PAYMENT OF SAME. SAID WARRANTS TO BE RELEASED

The motion was made by Alderman Pflughaupt and seconded by Tulle
to adopt this proposed resolution approving bills. The Mayor put
the question and the roll was called on the motion with the
following result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt,
$u11e, r-Iuxmann, Bishop, Frederick, Schwanbeck and Meinshausen.
Nays; None. The )ayor thereupon declared the motion carried
and the resolution approving bills unanimously adopted.
WORDS OF FAREWELL: were then spoken by retiring Aldermen M:eins-
hausen and Ruxmann.
ADJOukNMENT SINE DIE: Tie motion was then made by Alderman
$uxmann and seconded by Tulle that the Council adjourn sine die.
The motion was voted upon by acclamation, whereupon the Mayor
declared the motion carried and the Council adjourned sine die.
ADMINISTERING OFFICIAL OATHS: Mayor George W.Kinder then
administered the oath of office of City Clerk, Edgar J.Friedrich,
who in turn administered the oaths of Mayor George mi.hinder and
the ten aldermen.
CALL TO RE -CONVENE: Mayor George W.Kinder thencalled the new
Council to order with. Aldermen Ahbe, Carroll Pflughaupt, Fulle,
Bishop, MacLuckie, Frederick, Lemke, Schwanbeck and Campagna
responding to the roll call.

The motion was made by Alderman MacLuckie and seconded by Frederick
that this invitation be thankfully accepted. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion
carried, and the invitation accepted. The Mayor, Clem, Treasurer
and nine of the Aldermen reported as able to be present at this
Lionts meeting.
APPOINTMENT- OF STANDING COMMITTEES: Mayor Kinder then announced

RESOLUTION DESIGNATING DEPOSITORIES FOR
TAX MONEYS OF THE CITY OF DES PLAINES,
COOK COUNTY, ILLINOIS
WHEREAS, Otto '.J.Benrich, City Treasurer, of the
City of Des Plaines, State of Illinois, has pursuant
to the terms of an Act of the General Assembly of the
State of Illinois recently adopted, and now in full
force and effect, requexted the 1Jfayor and City Council
of the City of Des Plaines to designate a Bank or Bank*,
or other depository in which the Funds and Moneys received
by him in the collection of taxes may be deposited; and
WHEREAS, the following designated Banks have furnished
copies of the last two sworn statements of resources and
liabilities, as furnished to the Comptroller of Currency
and/or Auditor of Public Accounts;
NOW, THEREFORE, Be It Resolved by the Mayor and City
Council of the City of Des Plaines, aforesaid, that._the
following named Banks are hereby designated as Depositories
in which the funds and moneys received by Otto W.J.Henrich,
City Treasurer, of the City of Des Plaines in the collection

Be it Further Resolved that if such funds or moneys are
deposited in a Bank herein designated as a depository, the
amounts of such deposits shall not exceed Seventy -Five percent
of the Capital Stock and Surplus of such Bank and said
Otto W.J.Henrich shall not be discharged from responsibility
for any such Funds or Moneys deposited in any Bank in excess
of such limitation.

Dear Sir:
There has been transmitted by me to the Board
of County Commissioners a request for a resolution
petitioning the Federal Government to construct with
the funds appropriated many road improvements, consist-
ing of pavements and grade separations within the County
and its various municipalities.
I send to you a copy of the list of these
improvements, particularly calling your attention to
the following improvement that lies wholly within the
corporate limits of your municipality:
River Road - grade separation at C&AWRR
near Miner Street.
I respectfully ask that there be passed by
your body resolutions concurring in this request.

While I deeply appreciate the fact that there are
many improvements not included in this list that may be
locally more desireable or of equal traffic merit, 1 respect-
fully call your attention to the fact that the legal permiss-
ibilities of the County to improve roads and streets within
municipalities is confined solely to those extensions and
continuations of country roads lying wholly outside of the
corporate limits of any City or Village.
Assuring you of my earnest effort to increase the
traffic facilities of your municipality and to increase, as
far as practical, the safety of our streets and roads, 1 am

DOGS WITH RABIES: The Clerk then read the following letter:

May 4,1935
To the Honorable Mayor,
Members of the City Council,
Des Plaines,illinois
Gentlemen:
Reports received from Springfield indicate a rapid
increase of hydrophobia cases throughout the state and
your health department has been asked to take drastic
action to curtail this menace.
At the meeting of the Board of Health held on Nay 2nd
the following resolution was unanimously passed -
"That the Secretary be instructed to write a letter
to the City Council in regard to the increase in cases
of hydrophobia throughout the state recommending that
this body take steps to prevent the spread of this
disease in the city of DesPlaines by taking the
necessary action to rid the streets of stray dogs,
impounding them for a specified period, during which time
these dogs may be reclaimed by owners for whatever fee
the council sees fit to impose. The owners shall also
be warned and instructed to comply with whatever
regulations are in effect. Dispostion shall be made of
dogs not called for within the specified period.
The Board of Health has received numerous complaints
of the large number of stray dogs on the streets and the
seriousness of this situation must not be underestimated.
one or two dogs with rabies could rapidly infect many dogs,
including pets of childred and the ultimate outcome of such a
situation would be a serious menace to this community.
The Board of Health sincerely trusts you will take the
necessary action in this matter.

CIVIL SERVICE RULES: The Clerk reported that he has re
ceived two bids for the printing of the Rules and Regu-
lations compiled by the Board of Police and Fire Commission-
ers. The motion was made by Alderman Ahbe and seconded
by Frederick to proceed to open and read the bids. The
motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.

examination and report. The motion was voted upon by accla-

APPOINTMENT OF SECRETARY OF. BOARD OF HEALTH: Mayor hinder
then announced the appointment of Mrs.L.A.Willer to. the
office Secretary of the Board of Health. The motion was
made by Alderman Bishop and seconded by Frederick to confirm
this appointment. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried and Mrs.
Viller's Appointment confirmed.
RE -CONDITIONING CF NORMA WELL PUMP.: Alderman Bishop,
chairman of the Vater Committee reported that the pump on
the Norma Well should be reconditioned. The motion was made
by Alderman Ahbe and seconded by Pflughaupt to refer this matter
to the Water Committee with power to act, provided however,
that the expense incurred shall not exceed the -sum of 0500.00.
The Mayor put the question and the Clerk celled the roll with
the following result: Ayes; Aldermen Ahbe, Carroll, Pflughaupts

This letter is a request for a compli-
mentary license for the car I drive, which belongs
to the Chicago Tuberculosis .institute of Chicago.
You will no doubt recall that the writer
is the ;public school nurse of Des Plaines and has
in the past enjoyed a complimentary license for the
Institute car --a courtesy widely extended to the
nurses of Cook County, who are employed by the public
schools.
