call TO ORDER: The meeting was called to order by -Mayor
deorge W.kinder, presiding with Aldermen Ahbe, Carroll,
Pflughaupt, Fulle, Huxmann, Bishop, Frederick, Neal, Schwan-
beck and Meinshausen responding to the roll call. The Clerk
reported all Aldermen present.
REPORTS OF OFFICERS The Clerk then presented the following
reports:
The report of ,Chief of Police Howard A.Becker for Jan.1935.
'The 'report 'of Edgr J.Friedrich,City Clerk for Jan.1935
The report of Chas.M.Larson;City Treasurer, for Jan.193,of
which each member of tree Council had been supplied a copy
in advance.

REPORT ON MOTOR FUEL TAX ALLOTTMENT: The Clerk .then r ead the
following notice:

Dear Sir :
Your allotment of Motor Fuel Tax for the month
of December 1934 is 4758.00.
Ernst Lieberman
Chief Highway Engineer.
He reported further that the"total allotment for the City of
Des Plaines for the riod beginning January 1,1934 and ending
December 31,1934 is 11,071.56 of which none has been spent
to date, leaving the total allotment of $11,071,56 still to
the City's credit.
THE JUDICIARY AND ASSESSMENT COMMITTEE: had no report to offer.
THE POLICE AND LICENSE COMMITTEE had no report to offer.
THE COMMITTEE OF PUBLIC WORKS, BUILDINGS AND PLATS had no
report to offer.
THE FIRE COMMITTEE had no report to offer.
THE COMMITTEE ON SEWER, DRAINAGE & SANITATION through its
chairman, Alderman Meinshausen, reported that the cheoker-
board fire wall in the Incineration combustion chamber has
been repaired and that no further complaints regarding smoke
have been received. He reported further that adding to the
heighth of the smoke stack seemed impractical.
THE WATER COMMITTEE through its chairman,Alderman Bishop,
reported that the City has pumped 2,281,000 gallons from
the Norma Well into the Chicago and Northwestern Railroad tank
during January 1935, and that at the rate of six cents (64
er thousand gallons as agreed upon, the City will receive
136.86 for January.
PAVING AND WIDENING NORTH LEE STREET: The Clerk
then read the following proposed resolution:
RESOLUTION
WHEREAS, after duly advertising for bide for the
paving and widening Lee Street from Perry Street to
he alley lying north of Miner Street, and

WHEREAS, on the 19th day of November 1934 a contract
for said paving was let to the 0 & W Construction Company,
subject the approval of the Illinois State Highway Depart-
ment, and
WHEREAS, said Illinois Department of Highways has
,by its letter of January 24,1935 rejected said award to
the 0 W & Construction
Co.
THEREFORE BE IT RESOLVED THAT the award heretofore
made to the 0 & W.Construction Company be and is hereby
revoked.
The motion was made by Alderman Frederick and seconded by Pflug-
haupt to pass and adopt this proposed resolution. The Mayor
put the question, and the Clerk called the roll with the
following result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt,
Fulle, Huxmann, Bishop, Frederick, Neal, Schwanbeck and Meins-
hausen. Nays; None. The Mayor thereupon declared the motion
carried and the resolution adopted.
The motion was then made by Alderman Huxmann and
seconded by Bishop that the Council reject all bids received
for the widening and paving of Lee Street from the alley first
north of Miner Street northward to Perry Street ( also known
an Section 1 -CS of State Bond Issue Route #46); and that the
Clerk be directed and instructed to -return such certified or
cashier's checks of bidders as.he may have in his possession
and get a receipt therefor; also to return the completion bond
given by the 0 & W.Construction Company. The question was put
by the Mayor, and the roll was.called by the Clerk with.the
following result; Ayes; Aldermen Ahbe, Carroll, Pflughaupt,
Fulle, Huxmann, Bishop, Frederick, Neal, Schwanbeck and Mei ns-
h,usen. Nays; None.. The Mayor ,thereupon declared the motion
carri ed .
MERCHANT'S CLEARING HOUSE ASSOCIATION SCRIP: The
Clerk reported that this clearing house wishes to collect
the usual 3% exchange from the City on its assignments. The
motion was made by Alderman Bishop and seconded by Frederick
td instruct the Clerk to continue to accept these assignments
until further notice. 'hie motion was voted upon by acclamation.
whereupon the Mayor declared the motion carried.
REQUEST FOR DIS-ANNEXA.TION FROM CITY: Mayor Kinder
reported members'of a delegation of property owners from the
extreme northwest section of the City expressed their desire
td dis-annex from the City. Tb e Mayor referred this matter
to the City Attorney for 'attention.
RAILROAD CROSSINGS AND GRADE SEPARATION: ' W.H.Allen,
City Engineer;; then reported that the County Highway Department
is' making studies of the railroad crossing's and hignway cross-
ings in Des Plaines with a view toward developing a comprehen-
si've plan of procedure. He reported that such things as ele-
vating the Northwestern, and Sob Line Railroad's tracks and
• the construction of an elevated' super -highway along the North-
western tracks are being considered. He stated that the
nature and extent of these imprbvements will depend largely
upon how the public will re-act'to these proposals.
• 1935 APPROPRIATIONS: Mayor Kinder then called the
Finance Committee's attention tb the necessity of beginning
work on the 1935 Appropriation Ordinance.
The motion was made by Alderman Huxmann and seconded
by'Pflughaupt to instruct each committee chairman to submit to
the Clerk before the next council meeting an estimate of his

department's needs for 1935. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried.
RELIEF WORK PROJECTS: Mayor Kinderm-ported that
he has received a letter from relief authorities briefly
Outlining a new policy of Work Relief. He referred the
letter to a special committee on work projects composed.
of Aldermen Bishop, Meinshausen, Carroll, and W.H.Allen,
City Engineer.
APPROVAL OF MINUTES: The motion was made by Alder-
man Pflughaupt and seconded by Meinshausen to approve the
minutes of the regular Council Meeting held January 21,1935,
as well as the minutes of the Special Council Meeting held
January 31,1935 as weritten. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried
and the aforementioned minutes approved as written.
APPROVAL OF BILLS: The Clerk then read the follow-
ing proposed resolution, of which each Alderman had been
furnished a copy in advance.
RESOLVED THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR &
CITY CLERK BE INSTRUCTED TO ISSUE PROPER
VOUCHER -WARRANTS IN PAYMENT OF SAME.
SAID WARRANT TO BE RELEASRD UPON ORDER
OF THE FINANCE COMMITTEE WHEN FUNDS
ARE AVAILABLE.

The motion was made by Alderman rflughaupt and seconded by
Neal to pass and adopt this proposed resolution. The Mayor
put the question, and the Clerk called the roll with the
following result: Ayes; Aldermen Ahbe, Carroll, Pflughaupt,
i'ulle, Huxmann, Bishop, Frederick, Neal, Schwanbeck and
Meinshausen. mays; None. The Mayor thereupon declared the
motion carried and the resolution adopted.
REPAIRING SIDEWALKS: Mayor :finder reported that
while he has no further information regarding the matter of
repairing sidewalks with the aid of the ' Illinois Emergency
Relief Commission, he will be in a position to offer some facts
at the next meeting of the Council.
ADJOURNMENT: The motion was made by Alderman
Meinshausen and seconded by Fulle to adjourn. The motion
was voted upon by acclamation, whereupon the Mayor declared
the motion carried and the Counci regularly adjourned.

CALL TO ORDER:
The meeting was caller. `_ order by Mayor George
W.Kinder, presiding, with Aldermen Carroll, Pflughaupt,
Fulle, H uxmann, Bishop, Frederick, deal and Meinshausen
responding to the roll call. Aldermen Ahbe and Schwanbeck
were absent during this roll call but arrived shortly after
the beginning of the meeting.
THE JUDICIARY AND ASSESSMENT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE C0 fiMITT1 HAD NO REPORT
TO OFFER.
THE STREETS AND SIDEWALKS COMMITTEE reported through
its chairman, Alderman Frederick, that a reflector sign is
badly needed at the corner of Des Plaines Avenue and Oakton Street.
This matter was recommitted to the Streets and Sidewalks Committee
by the Mayor.
(At this time Aldermen Ahbe and Schwanbeck reported
their presence at the meeting.)
Alderman Frederick reported further that Mr.Leonard
Poyer, of the foyer Service Station has asked the City to remove
a light post in front of his property on Miner Street, and to
eliminate the parkway and provide a continous driveway for
practically his entire frontage. It was reported that this may
involve an e xpense of about $6.00 to the City. The motion was
made by Alderman Yflughaupt and seconded by Meinshausen to refer
