Des Plaines Improvement Resolution Mr.Edgar J.Fri_edrich City Clerk Dee Plaines,Illinois 456 Dear Sir: We have received the resolution passed by the City Council on December 3, 134 which pro- vides that one-half of each year's allotment of Motor Fuel Tax funds be used for the purpose of paying Public Benefits assessed against such City property as fronts an State Bond Issue Routes and that the remaining one-half of. the Motor Fuel Tax allotment be used for the it 'rover ent of State Highways within the City Limits. The above resolution makes no speci- fic approrpiation for retirement of obligations or for improvements. We believe that consideration should be given to the improvement of Stte Bond Issue Route 46, Lee Street, between Miner Street and the Soo Line R.R. before 'Motor Fuel Tax funds are used for the retirement of obligations. CONDEMNING BUILDINGS: The Clerk then read the following report: CITY OF DES PLAINES Hon.Mayor & City Council Gentlemen: Referring to the records of 'City Council suggesting an investigation to be made of buildings at 842 Rose Avenue also the shack on First Avenue be- tween Prairie and Rose, we wish to report the following: 31dg. at 842 Rose Avenue is a cottage in rear of lot, was formerly owned by a Robert Dean, ho it is said died about five years ago, and since that time no one has taken any interest in the place and as a conseouence all of the inside partitions have been torn out leaving only the outer shell remaining, which is also in a horrible shape and an eyesore to the neigh- bors in the community. We, the committee, suggest that this building be wrecked but before doing so, suggest that City Clerk 457 write both Mrs. Chao. Dean, 214 E.Pine Ave., Lake Forest, Illinois and Herman Sund, 17C1 Elm- vwood Ave., Wilmette, Illinois,relatives of origi- nal owner, advising them of the Committee's re- commendation and see what they have to say concern- ing this matter. Shack on First Avenue between Prairie Avenue and Rose Avenue, we find this in horrible shape. The cement blocks on both the north and south top end of building about four foot in are torn loose and are apt to break off and fall at any time. It is true that this building. is 4uite a distance from the sidewalk and that the possible breaking and failing of concrete blocks would not injum anyone; but there are more important tnings to consider in this case. Namely, the lives and welfare of the female residents in this community who have to travel along First Avenue at night. To them this situation is a menace, • not so much in the winter but during the summer months this building is populated' by tramps ho.j_ing off of freight trains at this intersection, and where there are tramps there is always a possibility of rape and murder. The opportunity is yours! There is neither cost nor obliation to your City or to you. The fourth National Traffic Safety Contest, being conducted in 1c35, will be as simple and as effective for cities between five thousand and ten thousand population as was the third contest. The cities will: not be required to report on their engineering, enforcement and educational w o r k . But those that go through 1c735 without an automobile fatality on their streets will be listed on a. national honor roll. It is only necessary for your city to enter the contest now and to send a simple report early in 1036 certifying to the number of automobile deaths, if any, which occurrd within the city limits during 1935. While we do not require these small cities to undertake any spEcific activities during the year we offer therm every bit of help on activities that we do to the larger places. SANITARY DISTRICT - SEWERAGE RELIEF: At the request of Mayor Kinder, alderman uuxtnann and Kenneth G.Meyer, City Attorney, reported that they had attended a meeting at the Sanitary District headquarters recently and had learned that while the building of an interceptor sewer as planned for the area along the Des Plaines River, 1.111 oe delayed several years, there is .a possibility that fourteen individual settling basins will be installed along Des Plaines River; one basin for each sewer outlet. Four of the fourteen basins are to be in Des Plaines. Alderman H uxrann reported that according to authorities this plan should give Des Plaines considerable relief. PRESIDENT'S 1935 BIRTTTDAY BALL. Mayor Kinder announced that a committee has been formed and is diligently working on plans for the 19:35 Birthday Ball for the President. The date of the ball is January 3C,1c35. Governor Horner's second annual conference on crime was held in the Centennial Building at Springfield, Illinois, January 5th., 1c35 at 10:00 A.i. The Conference was a business one from start to finish. The principal speaker was the H^norable Governor Henry Horner, who spoke along lines of doing away with the criminal for once and all. An address was made by the Honorable Otto Kerner, Attorney General of the State of Illinois, also an address was made by Joseph B.Keenan, Assistant Attorney General of the United States Department of Justice.
