11/13/1934CHICAGO & NORTHWESTERN R.R..TRACKSs Alderman Frederick raised the question of more adequate protection to the public at the Des Plaines Avenue crossing of the Chicago and Northwestern Railroad tracks. The motion was made by Alderman Huxmann and seconded by.aeinshausen to instruct the Clerk to write the Chicago and Northwestern Railroad Company asking them to send representatives to confer with the Council regarding the matter of providing more protection at their Des Plaines Avenue crossing. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. LIST OF VOUCHERS PAID: The motion was made by Alderman Huxmann and seconded by Pflughaupt to direct the City Treasurer to submit with his mont.aly report a state- ment of vouchers paid during each month, showing the amount disbursed and to whom paid. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. APPROVAL OF BILLS: The Clerk then read the following proposed resolution as amended by the Finance Committee: RESOLVED THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYO R AND CITY CLERK BE INSTRUCTED TO ISSUE PROPER VOUCHER - WARRANTS IN PAYMENT OF SAME. The meeting was called to order by Mayor George W. Kinder, with Aldermen Ahbe, Carroll, Pflughaupt, Pullet Huxmann, Frederick, Yeal, Schwanbeck and Meinshausen responding to the roll call. Alderman Bishop was absent during the entire meeting. The Clerk read the following call of the meeting, a copy of which had been delivered by messenger to the Mayor and each of the Aldermen more than 24 hours before the time of the meeting: November 10 1934 NOTICE OF SPECIAL MEETING To the Mayor and Aldermen of the City of Des Plaines,Illinois Upon call of Mayor George W.Kinder, there will be a Special Meeting of the City Council of the City of DesPlaines on Tuesday evening, November 13th,1934, at 8;00 P.M. The purpose of the meeting is to consider the matter of authorizing an audit on certain Special Assessment, and such other matters as may need the Council's attention. E.I.FRIEDRICH City Clerk 435 Kenneth G.Meyer, City Attorney, then reported that as per instructions of the Council he had the following proposals to sub -mit for auditing the City's special assessment accounts: Arthur Young & Go quoted $35.00 per day per man. Thulin,Johnson & Frazer quoted $25.CC per day per man. Jonathan Gook & Go quoted 20.00 per day for senior accountant and $10.00 per day for a Junior accountant as per the following letter. We will make this special investigation using a senior and junior accountant at the rates of $20.00 and $10.00 respectively per diem. We will use accountants- from our staff that are thoroughly experienced in municipal accounting. In order to satisfy the Council that we will not run up the expense of this work, we could undertake it on the basis of conferring with you after the charge for our time reaches a certain agreed figure. At this conference we could there give you a very close estimate of how much more it would take to complete the investigation. should you desire references we refer you to the following Cities: City of Moline City of Rock Island City of Blue Island City of Wheaton City of Barrington Respectfully submitted JONATHAN COOK & COMPANY By Edward r .Eaunten The motion was made by Alderman Frederick and seconded by Meinshausen to authorize and instruct Kenneth U.Meyer, City Attorney, to engage for the city the firm of Jonathan Cook and Company to audit Special Assessments, numbers 62654, 75 and 77 at the rate of $20.00 per day per senior accountant, and $10.00 per day per junior accountant, provided however, that after working on this audit for one week Jonathan Cook and Com- pany set a lump sum price for the remainder of the auditing work.
