MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF DES PLAINES HELD IN THE
COUNCIL CHAMBERS ON THE 5th DAY OF NOVEMBER,
A.D.1934 AT THE HOUR OF 8:00 P.M.
CALF TO ORDER:
The meeting was called to order by Mayor
George W.Hinder, with Aldermen Ahbe, Carroll, Pflug-
haupt, Fulie, Huxmann, J-ishop, Frederick, meal, Schwan-
beck and Meinshausen responding to the roll call.

OPENING OF BIDS FOR WIDENING NORTH LEE STREET.:
The motion was made by Alderman iishop and
seconded by Frederick that the bids be opened on widening
and paving Lee Street from the alley north of Miner Street
northward to Perry Street. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion
carried. The bids were opened and read by the Clerk.
Following is a tabulation of the totals of the said bids:

The motion was made by Alderman Bishop and seconded by
Meinshausen to refer these bids to Mr. Alien, Engineer
for tabulation and recommendation. The motion was voted
upon by acclamation, whereupon the Mayor declared the
motion carried. Mr. Alien retired to another room and
upon his return reported that E.M.Melahn's bid of $5,968.60
is the lowest bid received, and recommended that the
contract be awarded to the lowest bidder subject to the
approval of the State Highway Department. The motion
was then made by Alderman Huxmann, and seconded by Ahbe
to reject all bids and instruct the City Clerk to re-
advertise for bids on this proposed project. The roll
was called on the motion with the following result:
Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Palle, Huxmann,
Bishop, Frederick, Neal, Schwanbeck and Meinshausen. Nays;
None. The Mayor thereupon declared the motion carried,
and bids rejected.
The motion was made by Alderman Frederick and
seconded by rflughaupt to instruct the Clerk to return
the certified checks to all bidders and get a receipt
therefor. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
THE JUDICIARY AND ASSESSIFNT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE COMMITTEE had no report
to offer.

THE STREETS AND SIDEWALKS COMMITTEE reported
through its chairman, Alderman Fred@fick,that the question
of increasing the number of street lights and decreasing
their size has been discussed with the Public Service
Company of Northern Illinois, but the plan was found
to be impractical. -
STATE SDP -lights along MINER STREET: The
Clerk then read the following letters

Dear Sir:
This Department is now preparing plans
for the erection of electrically illuminated
stop signs at the intersection of Lee Street
and Pearson Street with Miner Street in your city.
Our intentions are to purchase the
equipment complete and install the same.
Attached are three copies of our Standard
Maintenance Agreement form for these signs. Will
you please obtain the proper signatures on each
of the copies and return the same to this office.
The award of contract will be withheld pehding
the execution of these agreements.

The motion was made by Alderman Frederick and seconded
by Huxmann to instruct the Mayor and City Clerk to
execute the agreement mentioned in the above letter in
the name of the City. The roll was called on the motion
with the following results: Ayes; Aldermen Ahbe, Carroll,
Pflughaupt, Firlle, Huxmann, Bishop, Fulle, Neal, Schwan-
beck and Meinehausen. Nays; Mone. The Mayor thereupon
declared the motion carried.
STATE MAINTENANCE CONTRACT FOR STREETS: The
Clerk then read the following Letter:

Dear Sir:
The attached quadruplicate copies of an
"Agreement for Maintenance of City Streets", for the
period beginning July 1,1934 and ending Tune 30,1935,
cover the portions of streets on State Bond Issue
Routes where we may contract for maintenance. Be-
fore this agreement becomes operative it must bear
the corporate seal of the City and be signed by
both the Mayor and Clerk of the City of Des Plaines
and the State Department of Public Works and Buildings.
After all four copies have been signed
by the City and the corporate seal affixed, they

should be returned to this office for the necessary State
signatures. When theme have been s ecured two completely
signed copies will be returned to you.
Our Mr. Norman Beggs is handling City Maintenance
work in this district. Please call upon him for any
information you may desire concerning the contract itself,
or the work to be done under the terms of the contract.

The motion was made by Alderman Frederick and Seconded by
Meinshausen to authorize and direct the Mayor and City
Clerk to execute the State Maintenance Contract effective
July 1,1934 to June 30,1935 mentioned in the foregoing
letter. The roll was called on the motion with the follow-
ing result: Ayes; Aldermen Abbe, Carroll, Pflughaupt, Palle,
Ituxmann, .Bishop, Frederick, Neal, Schwanbeck and Meinshausen.
Nays; None. The Mayor thereupon declared the motion carried.
THE SEWER DRAINAGE AND SANITATION COMMITTEE had
no report to ofter.
THE WATER CO l'ITTEE reported through its chairman,
Alderman .Bishop, that word has been received from Mr.Frank
Huffman, assistant engineer of the Chicago and Northwestern
Railroad, that the Northtestern officials have approved
the City's proposal charging the horthwestern Railroad 6%
per thousand gallons for water pumped from the Norma Well
into the Chicago and Northwestern Railroad tank, and the
City in turn paying the Chicago and Northwestern Railroad
2% per thousand gallons for all water pumped from the
Nb rma Well into the City's mains --a saving to the City of
about $1,600.60 per year. He reported further that the
formal agreement which will be effective November 1,1934
will be in the Clerk's hands in a few days.
THE FIRE COMMITTEE had no report to offer.
DESIGNATION OF DEPOSITORIES OF CITY FUNDS: The
Clerk then read the following proposed resolution.
RESOLUTION
WHEREAS, the following duly designated banks
have furnished the City of Des Plaines with copies
of their respective bank statements, as furnished
the auditor of Public Accounts, namely:
The First National Bank - Des Plaines,
Statement of October l7th,1934.
The Northern Trust Company - Chicago
Statement of September 29th,1934.
THEREFORE BE IT RESOLVED, by the Mayor and
City Council of the City of Des Plaines, after con-
sideration of these statements, that the herein
before mentioned banks be continued as depositories
of the funds of the City of Des Plaines.

The motion was made by Alderman Bishop and seconded by
Pflughaupt to adopt this proposed resolution. The roll
was called on the motion with the following result: Ayes;
Aldermen Ahbe, Carroll, Pflughaupt, Fulle, Huxmann, Bishop,
Frederick, Neal., Schwanbeck and Meinshausen. Nays; hone.
The Mayor thereupon declared the motion carried and the
resolution adopted.
MIDDLE STATES TELT HONE CO . -BOIL RENEWAL; The
Clerk then read the followings
NEW AMSTERDAM CASUALTY COMPANY
Renewal Certificate
In consideration of an annual premium of
Ten ($10.00) Dollars, New Amsterdam. Casualty
Company hereby continues in force Ordinance
Bond No.20681-647704 in amount Two thousand
($2,000.) Dollars in behalf of Middle States
Telephone Company of Illinois, as Principal, and
in favor of the Village of Des Plaines,Illinois,
as Obligee, for the period of one year commencing
October 13,1934 and ending October 13,1535, sub-
ject to all of the covenants and conditions of
the said bond heretofore issued on the 13th day
of October,1c31.
Provided that the liability of New Amster-
dam Casualty Company, as Surety, for the Principal
to the Obligee shall not exceed the amount above
written, whether loss under this bond shall
occur during the term above named or during any
continuation or continuations thereof, or partly
during that term and partly during any contination
or continuations thereof.

REPAIRING LIGHTS IN CUMBERLAND: The Clerk then
read the following letter:

Dear Sir:
Light bulbs are being maintained in but
a small part of the street lamps in Cumberland
Subdivision, and many of these are without the
protedtion of glass.
The Board of Directors of the Cumberland
Maintenance Corporation suggests that you include
in your relief work the replacement of these glass
panels utilizing the ones in the unused street lights.

ARMISTICE DAY: The Clerk then read the follow-
ing letter of invitation:

Des Plaines Post No.36 The American
Legion extends to you an invitation to join with
them in their Armistice Day Program to be held
this year on Sunday November 11,1934 at the
Junior High School Auditorium.

Council participate in this program. The time
set for the parade formation is IO:CO A.M. at the
American Legion Home on Pearson Street. There
will be a short parade from the Legion Home to
Xunior High School, and we would appreciate a
police escort.

Mayor Kinder urged all aldermen to attend this program,
and referred the request for a police escort for the
parade to the Police Committee.
SIDEWALK APRONS AT WHITE ST. AND ASHLAND AVE:
Alderman u •e su mi ed o the Counci a reques asking
the City to provide sidewalk aprons at the Southwest
corner of White Street and Ashland Avenue. The Mayor
referred this request to the Streets and Sidewalks Committee.
AUDIT OF SPECIAL ASSESSMENT ACCOUNTS: Kenneth
G.Meyer, City Attorney, again informed the Council that
in order to prepare a proper defense in the various suits
filed against the City by the bondholders in various
Special Assessments, it will be necessary to have an audit
made of the Special Assessments involved. The motion was
made by Alderman Huxmann and seconded by Ahbe that Mr.
Meyer, City Attorney, be authorized and directed to call
for bids from three reputable auditing firms and submit
these bids at the next meeting of the Council. The motion
was voted upon by acclamation, whereupon the Mayor declared
the motion carried.
APPROVAL MINUTES: The motion was made by
Alderman Meinshausen and seconded by Huxmann to approve
the minutes of the regular Council Meeting held October 15th,
1934 as written. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried, and the
minutes approved.
PROTECTION OF DES PLAINES AVENUE CROSSING AT
CHICAGO & NORTHWESTERN R.R..TRACKS: Alderman Frederick
raised the question of more adequate protection to the
public at the Des Plaines Avenue crossing of the Chicago
and Northwestern Railroad tracks. The motion was made
by Alderman Huxrnann and seconded byeinshausen to
instruct the Clerk to write the Chicago and Northwestern
Railroad Company asking them to send representatives to
confer with the Council regarding the matter of providing
more protection at their Des Plaines Avenue crossing.
The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried.
LIST OF VOUCHERS PAID: The motion was made by
Alderman H uxmann and seconded by Pflughaupt to direct the
City Treasurer to submit with his monthly report a state-
ment of vouchers paid during each month, showing the amount
disbursed and to whom paid. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried.
APPROVAL OF BILLS: The Clerk then read the
following proposed resolution as amended by the Finance
Committee:
RESOLVED THAT THE FOLLOWING BILLS ARE DUE
AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE INSTRUCTED TO ISSUE PROPER VOUCHER -
WARRANTS IN PAYMENT OF SAME. SAID WARRANTS
TO BE RELEASED UPON ORDER OF THE FINANCE
COMMITTEE WHEN FUNDS ARE AVAILABLE.

The motion was made by Alderman Pflughaupt and seconded by
Huxmann to adopt the proposed resolution as amended. The
roll was called on the motion with the following result;
Ayes; Aldermen Ahbe, Carroll, Pflughaupt, Fulle, Auxmann,
Bishop, Frederick, -Neal, Schwanbeck and Meinshausen. Nays;
None. The Mayor thereupon declared the motion carried and
the resolution adopted.
ADJOURNMENT: The motion was made by Alderman Bishop
and seconded by Frederick to adjourn. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried and the Council regularly adjourned.

13th DAY OF NOVEMBER,A.D.1934 at 8:00 P.M.
The meeting was called to order by Mayor George W.
Kinder, with Aldermen Ahbe, Carroll, Pflughaupt, Fulle, Huxmann,
Frederick, Neal, Schwanbeck and Meinshausen responding to the
roll call. Alderman Bishop was absent during the entire meeting.
The Clerk read the following call of the meeting, a
copy of which had been delivered by messenger to the Mayor and
each of the Aldermen more than 24 hours before the time of the
meeting:

NOTICE OF SPECIAL MEETING
To the Mayor and Aldermen
of the City of Des Plaines,Illinois
Upon call of Mayor George V.Kinder, there will be a
Special Meeting of the City Council of the City of
DesPlaines on Tuesday evening, November 13th,1934,
at 8:00 P.M.
The purpose of the meeting is to consider the matter of
authorizing an audit on certain Special Assessment, and
such other matters as may need the Council's attention.
