RELIEF:
Alderman Bishop further reported that his
special committee on unemployment and relief will meet
Mr. Joseph Moss, Director Of the Bureau of Public
Welfare of Cook County, in a conference at Evanston,
Illinois on Tuesday, September 11, 1934 at 9?'00 A.M.,
and asked that his committee meet at the City Hall,
at 8:15 or 8:30 on that morning and drive to Evanston
with him.
Kenneth Meyer, City Attorney, then reported
that he attended the recent meeting of the representatives
of the Cook County Area and Country Towns Association
held atywood, Illinois. He reported that intensive
work is being done by this association to prevent annex-
ing the suburbs to the City of Chicago.
The motion was made by Alderman Bishop and
seconded by Fulle to adjourn. The motion was voted
upon by acclamation, whereupon the Mayor declared the
motion carried and the Council regularly adjourned.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON THE 17th
DAY OF SEPTEMBER,A.D.1934 AT THE HOUR OF
8100 P.M.
The meeting was called to order by Mayor George
W'.Kinder with Aldermen Ahbe, Carroll, Pflughaupt, Fulle,
H uxmann, Bishop, Frederick, Neal, Schwanbeck and Meins-
hausen responding to the roll call.
Mayor Kinder then introduced Mr.Leonard Detwiler
and Mr.J.Healy who presented a beautifully illuminated
and framed copy of the Constitution of the United States
to the council from the Des Plaines Post No.36 of the Ameri-
can Legion as a part of the Constitution Day excercises.
THE JUDICIARY AND ASSESSMENT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE COMMITTEE through its
chairman Alderman Huxrnann reported that Motorcycle Officer
Edwin Meyer has sufficiently recovered from his broken leg
to serve as desk sergeant in the police headquarters.
He further reported that Officer E.Drexler and J.Wigham
deserve praise for the capture of several robbers caught
burglarizing the Pure Oil Service Station at Cumberland.
It was found necessary to remove one of the robbers who
was severly wounded to Bridewell Hospital in Chicago
which entails an expense of 43.00 per day to the City for
each day the prisoner is kept there as stated in the follow-
ing proposed contract which was read by the Clerk:

THIS AGREEMENT MADE AND ENTERkD INTO THIS 10th day of
September A.D.1934 by and between the City of Chicago by
its Board of,lnspectors of the House of Correction of the
City of Chicago, party of the first part and the CITY OF
DES PLAINES a municipal corporation in the County of Cook
and State of Illinois by its MAYOR and CITY COUNCIL party
of the second part.
WITNESSETH: That the said party of the first part
for and in consideration of the payments to be made as
in hereinafter set forth hereby gree to receive and keep
in the House of Correction, of the City of Chicago any
and all persons who may be sentenced to the said House
of Correction by any Court, Police Justice, Justice of
the Peace or other Magistrate for any violation of any
ordinance or by-law of the said CITY OF DES PLAINES the
said prisoners to be delivered to the said House of
Correction without expense to the said party of the first
part, by the party of the second part or by its authorized
agents or constable.,
AND IT : I5 HEREBY AGREED by ;and"on the::part of-thesaid
second party, in consideration of these premises, to pay
to the said party of the first part at the rate of THREE
DOLLA.RS(.00) for each and every person, for each and
every day so kept in the said House of Correction during
the time said prisoner or prisoners shall remain confined;
payments to be made by the said party of the second part to
the said party of the first part in manner following, to
wit: on the First day of January, April, July and October
of each year during the continuance of this contract in
full for all amounts due to said dates respectively, and
it is hereby mutually agreed by and between the parties
to this contract that it shall remain in full force and
effect from the date of its execution until 10th day of
September 1935 and until the said party of the first part
by its Board of Inspectors, or thesaid party of the second
part, by its CITY COUNCIL after said last mentioned date
shall give notice to the other party hereto of its intention
to terminate this agreement, and shadd any prisoners be in
said House of Correction committed thereto as by this con-
tract proposed, whose terms of commitment shall not then
have expired, the provision of this contract shall be
binding as against each of the parties hereto so far as
the care of said prisoners by the said party of the first
part, and paying for such care by the party of the second
part is concerned, until the expiration of the terms of
imprisonment of each of such prisoners.
AND IT IS HEREBY MUTUALLY AGREED that the said
prisoners shall during the terms of said imprisonment be
subject to the rules and regulations of the said House of
Correction, and the ordinances of the City of Chicago, as
authorized by the Statute of the State of Illinois in such
cases made and provided.
IN WITNESS WHEREOF the said party of the first
part by and through its Board of Inspectors of the House
of Correction has caused these presents to be signed by
the Chairman of said Board of Inspectors and Superintendent
of said House of Correction and the said party of the second
part has caused these presents to be signed by its MAYOR,
the MAYOR of the CITY OF MFS PLAINES and Clerk of said CITY
on the day and year first above written.

The motion was made by Alderman H uxmann and seconded by
Ahbe to enter into this contract and to authorize the
Mayor and City Clerk to execute the same in the name of
the City of Des Plaines. The roll was called on the motion
with the following result: Ayes; Aldermen Ahbe, Carroll,
Pflughaupt, Pulle, Huxmann, Bishop, Frederick, Neal, Schwan-
beck and ]te inshatisen. Nayll: None. The Mayor thereupon
declared the motion carried.
Alderman H uxmann, chairman of the Police Committee
further reported that plans are under way to institute a
marksmanship school for the police, and that Dr. C.J.Hill
has agreed to act as instructor if arrangements can be made
to provide ammunition.
THE STREETS AND SIDEWALKS C 0]ITTEE th r o ugh i t s
chairman Alderman Frederick, reported that the cost of install-
ation and maintenance of the flasher "stop" lights on Miner
Street as suggested by the State Highway Department are as
follows:
Installation of four (4) flasher lights 0150.00 to *200.00
Maintenance and electric current 7.00 per month.
The motion was made by Alderman Frederick and seconded by
Carroll to instruct the Clerk to write the State Highway Depart-
ment informing the department that the City cannot bear
the cost of installation of these lights, but that the City
is willing to maintain the lights and provide electric
current for the same. The motion was voted upon by accla-
mation, whereupon the Mayor declared the motion carried.
THE COMMITTEE ON PBULCI WORKS,BUILDINGS AND PLATS
through its chairman, Alderman Ahbe, submitted the following
counter -petition and report which was read by the Clerk:
To the Honorable Mayor and
City Council of the City of Des Plaines,Illinois
Gentlemen:
We, the undersigned, property owners adjacent
to the property of the Standard Oil Company respectfully
requext your Honoraie body to refuse permit for the
installation of three 20,000 gallon storage tanks for
gasoline and other oils, believing that this installation
will do untold damage to property values in the vicinity
and also constitute a menace to the lives and property in
this district.
Believing you have the best interests of those
who have invested in homes, we trust you will refuse the
petition for this installation.

REPORT OF THE BUILDINGS & PLATS COMMITTEE
Regarding the letter and petition presented by
Standard Oil Co asking a permit to install several
large tanks at their bulk station on Webford Ave,
the Committee on P+biie Works, Buildings and Plats
has investigated and found that overground tanks
should prohibited by ordinance and due to the great
fire hazzard.
We, your committee on Buildings and Plats, therefore
recommend: that if any additional tanks are to be installed
by the Standard Oil Co. at Webford Avenue that they be
put below the surface of the ground, and that the request
for over ground tanks be denied.

Frederick to concur in the recommendations conned in
the above report and deny the Standard Oil Company's

THE SEWER DRAINAGE AND SANITATION COMMITTEE had
no report to offer.
THE WATER COMMITTEE through its chairman, Alderman
Bishop transmitted to the members of the Council an invi-
tation extended by the Johns -Manville Company to visit its
plant at Waukegan in order to see the process of manufacture
of the new "Transite" water pipe. It was informally agreed
to visit this plant on Thurdsay evening, September 2C,1S34
at 7:CC P.M.
RIVERVIEW STREETS: Alderman Schwanbeck reported
that the streets south of Oakton Street are in very bad
condition. He further reported that there are many high
weeds in the parkways south of Oakton Street, which should
be cut. Mayor hinder referred these matters to the Streets
Committee.
NAVY REQUEST TO USE COUNCIL CHAMRFRS: The Clerk
submitted a request from Postmaster Arthur Larson, asking
permission to use the Council Chambers for recruiting
purposes for the U.S.Navy on Monday evening September 24,
1934 at 8:00 P.M. The motion was made by Alderman Huxmann
and seconded by Neal to grant this request. The motion was
voted upon by acclamation, whereupon the Mayor declared the
motion carried and the request granted.
MOSQUITO ABATEMENT: The Clerk then read the follow-
ing letter:

quito Abatement District, and as it is the desire of

the officers of the Suburan Area and Country Towns Asso-
ciation to pass along to Cook County Municipalities
any news affecting their interest, we are sending you a
copy of this report.
As your Municipality would seem to be greatly affected
by conditions in the Des Plaines River which you will
want to correct, you will unquestionably want to either
be present personally or send a representative to the
meeting spoken of on Thursday next September 20th at the
Board Room of the Sanitary District S10 South Michigan Ave.

Mr. Charles S.Stewart, chairman of the Clean Streams Commission
explained the purpose of the proposed meeting. Mayor Kinder
called for volunteers to represent Des Plaines at this meeting
with the result that Alderman Huxmann and City Attorney iwieyer
agreed to accompany Mayor Kinder as representatives of Des
Plaines.
HEALTH INSPECTOR: The Clerk then read the following
proposed ordinance for first reading:

OF THE CITY OF DES PLAINES,ILLINOIS
The motion was made by Alderman Huxmann and seconded by
Meinshausen to put this proposed ordinance on passage. The
roll was called on the motion with the following result:
Ayes; Aldermen Ahbe, Carroll, Pflughaurt, Fulle, Huxmann,
Bishop, Frederick, Neal, Schwanbeck and 1.":einshausen. Nays;
None. The Mayor thereupon declared the motion carried by
the proper majority and the proposed ordinance before the
Council for consideration. The motion was then made by
Alderman Huxmann and seconded by bieinshausen to pass and
adopt this proposed ordinance. The roll was called on the
motion with the following insult: Ayes; Aldermen Ahbe,Carroll,
Pflughauot, Fulle, Huxmann, Bishop, Frederick, Neal, Schwan-
beck and Meinshausen. Nays; None. The Mayor thereupon declared
the motion carried and the ordinance passed.
Mayor Kinder then appointed Irs. Emelie Stemmermann
to the office of Health inspector. The motion was made by
Alderman Meinshausen and seconded by Deal to confirm this
appointment. The roll was called on the motion with the
following result: AyFs; Aldermen Pflughaupt, Fulle, Huxmann,
Bishop, Neal and Meinshausen. Nays; Aldermen Ahbe, Carroll,
Frederick, and Schwanbeck. The Mayor thereupon declared the
motion carried and theappointment confirmed.
PETITION FOR REFERENDUM ON CATER WELL: The Clerk
then read the following letter:
To the Honorable, the Mayor and the
City Council of the City of Des Plaines,
Cook County, Illinois.
We, the Second Ward Improvement Association of the
City of Des Plaines, Cook County, Illinois herewith
present to the Mayor and the City Council of the
City of Des Plaines, Cook County, Illinois,a petition
of 30 sheets containing 863 names of voters in said
city asking that, before any definite and binding
steps be taken in the matter, a date be set and properly

made public, on which to put to the vote of the people
of the City of Des Plaines, Cook County, Illinois the
question of the purchase of the so-called Cater Well.

VHEREAS, the City Council of the City of Des
Plaines at its meeting on November 20,1933 provided
for the purchase of the Cater Well at a cost of
Ninety Three Thousand, Five Hundred Dollars (°93,000.00)
as a part of a plan for the improvement of the water
system for the City of Des Plaines, the total of
which improvement is reported to be One Hundred 1iinety
Six Thousand Dollars(y196,0CC.0C) ; and
WHEREAS, the men in control of the City of Des
Plaines at this time have prior to the last City Election
of the City of Des Plaines pledged themselves to submit
to the vote of the people of Des Plaines the question
of the purchase of the Cater Well and of the improvement
of the water system of the City of Des Plaines and that
it is the duty of the men in charge of the affairs of the
City of Des Plaines to abide by the promises made to the
people of Des Plaines and to submit such question to the
voters of the City of Des Plaines; and
WHEREAS, the amount provided to be paid for the
said well is considered by some to be in excess of the
reasonable value of said well, and by the payment of the
sum of Ninety Three Thousand, Five Hundred Dollars
($93,000.00), the City of Des Plaines is paying more than
the said well is worth:
THE UNDERSIGNED CITIZENS OF DES PIAINES, do therefore
petition the Honorable City Council of the City of Des Plaines
that the Council do enact an ordinance providing for the
calling of an election in the City of Des Plaines to sub-
mit to the voters of the City of Des Plaines the question
of whether or not the said well should be purchased at
the sum proposed by the City Council and also whether the
stated improvements should be made as proposed by the City
Council and such other matters as may be deemed proper
by the City Council, and that no action be taken by the
City Council in regard to the said matters contrary to the
vote of the people of Des Plaines.

APPROVAL CF MINUTES: The motion was made by Alder-
man Huxmann and seconded by Fulle to approve the minutes of
the regular Council meeting held September 4,1934 as well as
the minutes of the special Council meeting held September 7,
1934 as written. The motion was voted upon by acclamation,

THE SPECIAL COQ, IITTRE ON RELIEF reported through
Alderman Bishop, chairman, that the committee had an interesting
conference with Mr. Joseph Moss, Director aifthe Cook County
Bureau of Public Welfare in Evanston on Tuesday, September
11,1934, and that while several men have been transferred from
food relief to work relief as a result of this conference, yet
Mr. Moss insisted that in order to qualify for relief, appli-
cants must be practically destitute.
A resolution seeking to make the operation of emer-
gency relief more practical and more effective was read by
Alderman Frederick. The Mayor referred this proposed reso-
lution to the Special Committee on Relief.
PAVING NORTH LEE STREET -GAS TAX W.H.Allen, City
'Engineer reported that the final approval from the state for
widening of Lee Street north of Miner Street will no doubt
be forthcoming in the near future.
K & S SALES CORPORATION: The matter of permitting
the K & S Sales Corporation to operate in the City of Des
Plaines was submitted by Mayor Kinder. The motion was made
by Alderman Huxmann and seconded by Schwanbeck to refer the
matter to the Police and License Committee. The motion was
voted upon by acclamation, whereupon the Mayor declared the mo-
tion carried.
CLUTTERING UP WINDSHIELD WIPERS: Alderman Ahbe re-
ported that sticking advertising matter under wind -shield
wipers on parked cars is becoming a nuisance and asked that
something be done to stop it. Kenneth ileyer, City Attorney, gave
an oral opinion that an ordinance prohibiting this practice
would be invalid and suggested that the police attempt to
stop it as much as possible.
