Upon order of Mayor George W.hinder there
will be a special meeting of the City Council of the
City of Des Plaines at the City Hall, on Friday,
September 7th,1934 at 8:00 P.M.
The purpose of the meeting is to consider
further bids on Water Revenue Bonds, and such other
matters as may need immediate attention:

Mayor Kinder then stated that the Council is ready
to receive further bids on Water Revenue Bonds to yield
$85,000.00 cash for the purchase of the Cater Well. The
best bids were as follows:
A.C.Allyn & Co - 30 day option to sell the bonds

C.W.McNear & Co - bid to purchase bonds at net
coat of 5.1%

provided the debt service in any year does not exceed
the amount available therefor, based on present oper-
ating revenues and expenses of operation, maintenance
and depreciation.
Said Bonds to be dated the first day of the month
during which the City expects to acquire possession and
take over the operation of the property,and to be in
denominations of One Thousand Dollars 1,000.00) each;
both principal and interest to be payable at the office
of the City Treasurer of the City of Des Plaines.
IT IS UNDERSTOOD that the bonds will be payable
solely from the income and revenues of the water works
plant and system, and will be issued under authority
of an act passed by the general assembly, known as
House Bill 899, being an amendment of the Act of 1899.
IT IS ALSO UNDERSTOOD that in addition to the bonds
herein referred to, the City of Des Plaines is contemplating
issuing and delivering to the United States Government,
Seventy -Eight Thousand Dollars ($78,000.00) par value
four per cent (4%) water revenue bonds, which will be on a
parity with the bonds herein contemplated known as Series
A, and are to mature serially from one (1) to ten (10)
years from date of issuance.
IT IS FURTHER AGREED that we will at our expense,
obtain the legal opinion on said bonds, and furnish
the necessary blank bonds.
IT IS EXPRESSLY UNDERSTOOD that this offer is
contingent upon our obtaining from Chapman & Cutler (at
our expense'", their unqualified opinion on the legality
of the proceedings authorizing the issuance of said bonds.

IT IS FURTHER UNDERSTOOD AND AGREED that we
have the right to withdraw from our undertakings
herein if within ninety (90) days from the date of
this agreement, said bonds are not ready for delivery
to us as per the terms hereof.
IT IS FURTHER UNDERSTOOD AND AGREED that the
issuance of the bonds contemplated herein, is subject to

(PWA) of proceedings relative t o execution
of loan and grant Agreement appertaining
to loan of Seventy-eight Thousand Dollars
$78,000.001.
2. Passage and approval of Ordinance or Ordi-
nances authorizing issuance of said Seventy -
Eight Thousand Dollars ($78,000.00), four
per cent (4%) bonds, and the bonds herein
contemplated, and
3. Results of referendum, if any is required.
As an evidence of our good faith, we hand you
herewith certified check for Five Thousand Dollars
$5,000.00) which you agree to hold uncashed, pending
our compliance with the terms hereof, and whichvae
agree shall be retained by you as liquidated damages
in the event of our failure to comply with the terms
hereof.
In the event the terms of this agreement are
fully complied with by us, then said check is to be
applied toward the purchase price of the bonds herein
contemplated.
Further agreed that said bonds so issued shall
be callable at a premium of irk% in their inverse
numerical order.

RESOLUTION
WHEREAS, the City of Des Plaines, Cook County,
Illinois, is contemplating purchasing its source of
water supply commonly known as the "`Cater Well", and
WHEREAS, the City Council is contemplating
taking the necessary legal action to authorize the
issuance of Water Revenue Donds to realize sufficient
money with which to purchase said *Cater Well", and
WHEREAS, WILLIAM H.CATER, owner of said "Cater
Well", has agreed with this City Council to accept
Eighty -Five Thousand Dollars (485,000.00) cash for said
well, equipment and property, and
WHEREAS, the City C

for the purchase of sufficient water revenue bonds
to realize Eighty -Five Thousand Dollars ($85,000.001
to complete said purchase, and
WHEREAS, C.W.McNear & Co. has submitted a bid
whereby it agrees to purchase from the City of Des
Plaines $92,500.00 par value 40 Water Revenue Bonds
for $85,000.00, in accordance with the terms and sub-
ject to the conditions of a contract, a copy of which
is attached hereto, and made a part hereof, and
WHEREAS, the City Council believes it to be to
the best interest of this City that said bid be accepted;
THEREFORE, BE IT RESOLVED by the City Council of
the City of Des Plaines, that the bid of C.i'.McNear & Co.
to purchase $92,500.00 par value 40 City of Des Plaines
Water Revenue Bonds for $85,000.00 be accepted.
BE IT FURTHER RESOLVED that the Mayor and the
City Clerk be and are hereby authorized and directed
to execute on behalf of this City, a contract with the
said C.W.McNear & Co., a copy of which is attached
hereto and made a part hereof.

The motion was made by Alderman Huxmann and seconded by
Ahbe to adopt the proposed resolution as read. The roll
was called on the motion with the following result: Ayes;
Aldermen Ahbe, Carroll, Pflughaupt, Fulle, Huxmann, Bishop,
Frederick, Neal, Schwanbeck and Meinshausen. Nays; None.
The Mayor thereupon declared the motion carried and the
resolution adopted, and signed the said resolution in
approval thereof. The Clerk then attested said signature
of the Mayor. Mr. R.W.Erbe, representative of C.W.McNear
and Co. then signed the contract in the name of C.W.McNear
and Go. Mayor George W.Kinder signed the Contract in the
name of the City of Des Plaines, which signature was attested
by -Edgar J.Friedrich, City Clerk, who impressed thereon the
corporate seal of the City of Des Plaines.
INVESTIGATE MILK STATIONS:
The motion w as made by Alderman Huxmann and
seconded by Frederick to instruct the Board of Health to
investigate all milk depots or stations in Des Plaines and
report such cases which the Board finds dangerous to
public health. The motion was voted upon by acclamation,.
whereupon the Mayor declared the motion carried.
TAG DAY -PARK RIDGE SCHOOL FOR GIRLS;

My dear Mr. Fulle:
As a friend of the Yark Ridge School for Girls May
I again appeal to you for your valued assistance.
Last year your City Council graciously allowed the
Federated Charities to tag in Des Plaines, all
fund collected thereby to be turned over to the
School for Girls.
We have just learned that our school will again
participate in this Tag Day this year. The Tag Day
is September 13th and again Maine Township donations
to this cause will go to the school. I know many
Des Plaines people are interested in the school
and its work for orphan girls.
Therefore, lkir.File, I am a gain asking if you will
present the request to the city council, of which you
are now a member, that the Charities be allowed to
conduct that Tag Day on September 13th.
I regret the late hour of making this request but we
just found out about our participation in this Tag
Day again and therefore our late request. 1 hope
your city council will again be favorable to this
request.
The Park Ridge school for girls, you may be interested
in knowing is filled to its capacity, some 130 girls
be taken care of. This is our limit. At the. same
time revenues have been greatly decreased and we
are hard pressed to accommodate and take care of the
girls in the manner in which they should be taken care
of. The aid that can be extended us in this Tag Day
will help greatly.
I am positive of the friendship of many of your citizens
in the School and the interest many of them have taken.
Thanking you, Mr. Fulle, for at,ain helping us out.

The motion was made by Alderman Frederick and seconded by
Bishop to grant this request. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried
and the request granted.
CCC EMPLOYMENT:
Alderman Bishop, chairman of the special committee
on unemployment and relief reported that a Mr. Streff of one of
the Civilian's Conservation Corpse Camps has requested some
sixteen Des Plaines tradesmen to sign up for five or six
months for service in one of these camps at a salary of $30.00
per month plus board and lodging. He reported further that
he has recommended about thirty men to Mr. Streff from the
list of unemployed compiled during survey of unemployed
recently conducted by the Committee.

RELIEF:
Alderman Bishop further reported that his
special committee on unemployment and relief will meet
Mr. Joseph Moss, Director Of the Bureau of Public
Welfare of Cook County, in a conference at Evanston,
Illinois on Tuesday, September 11, 1x34 at 9700 ,AM..,
and asked that his committee meet at the City Hall,
at 8:15 or 8:30 on that morning and drive to Evanston
with hien.
Kenneth Meyer, City Attorney, then reported
that he attended the recent meeting of the representatives
of the Cook County Area and Country Towns Association
held at maywood, Illinois. He reported that intensive
work is being done by this association to prevent annex-
ing the suburbs to the City of Chicago.
The motion was made by Alderman Bishop and
seconded by i'ulle to adjourn. The motion was voted
upon by acclamation, whereupon the Mayor declared the
motion carried and the Council regularly adjourned.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON THE 17th
DAY OF SEPTEMBER,A.D.1S34 AT THE HOUR OF
8:00 P.M.
The meeting was called to order by Mayor George
W'.Kinder with Aldermen Ahbe, Carroll, Pflughaupt, Fulle,
Huxmann, Bishop, Frederick, Neal, Schwanbeck and Meins-
hausen responding to the roll call.
Mayor Kinder then introduced Mr.Leonard Detwiler
and Mr.T.Healy who presented a beautifully illuminated
and framed copy of the Constitution of the United States
to the council from the Des Plaines Post No.36 of the Ameri-
can Legion as a part of the Constitution Day excercises.
THE JUDICIARY AND ASSESSMENT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE COMMITTEE through its
chairman Alderman Huxmann reported that Motorcycle Officer
Edwin Meyer has sufficiently recovered from his broken leg
to serve as desk sergeant in the police headquarters.
He further reported that Officer E.Drexler and J.Wigham
deserve praise for the capture of several robbers caught
burglarizing the Pure Oil Service Station at Cumberland.
It was found necessary to remove one of the robbers who
was severly wounded to Bridewell Hospital in Chicago
which entails an expense of 43.00 per day to the City for
each day the prisoner is kept there as stated in the follow-
ing proposed contract which was read by the Clerk:
