MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES HELD
IN THE COUNCIL CHAMBERS CN TYE 20th DAY
OF AUGUST A.D. 15`34, AT THE HOUR OF 8:CC P.M.
The meeting was called to order by Mayor George
W.Kinder, with Aldermen Ahbe,Carroll, Pflughaupt, Fulle,
Huxmann, Bishop, Neal, Schwanbeck and Meinshausen responding
to the roll call. Alderman Frederick was absent.
REPORTS OF STANDING COMMITTEES: Of the standing
committees of the Council none but the water Committee
and the Police Committee had reports to offer.
THE POLICE AND LICENSE CO:"MI TTEE s through its
chairman, Alderman Huxmann reported that:
110 Merchants have paid their 1534 business licenses
100 Merchants -have not paid their 1534 busine: s licenses
of the 10C who have not paid, 75% are in the 5.00 re-
gistration fee Class. --
1801 Vehicle Licenses for 1534 have been collected,
compared with 173c in 1533.
He further reported that Officer Edvtin eyer is
getting along as tell as can be expected and that his leg
is healing nicely.
The motion was made by Alderman Huxmann and
seconded by Ahbe to pay Officer Edwin Meyer his full -salary
less compensation insurance payments for the period he is unable
to work. The roll was called on the motion with the following
result: Ayes; Aldermen Ahbe, Carroll,-'flughaupt, Fulle, Huxmann,
Bishop, Neal, Schwanbeck and Meinshausen. lays; None. The
Mayor thereupon declared the motion carried.
THE WATER COMMITTEE through its chairman Alderman
Bishop, submitted the following report:
WATER C0MMITTxE REPORT
Mr. Mayor and Gentlemen of the Council:
In accordance with our desire to maintain a
comfortable cash balance in the tater account of
the City and because such a balance does not exist
at the present time, the undersigned members of your
\4ater Cor.;mittee have made a study of the accounts
receivable to the Water vent. with the idea in mind
to devise some plan v,ith which to remedy the situation.
Our findings have brought out the facts that the
`rater Dept. has been very lenient with its consumers,
owing water bills, because of distressed conditions
and the great amount of unemployment among our users.
We also have found that this leniency has beenvell
deserved by a goodly number of our unfortunate citizens,
but there are quite a number bf individuals who are
quick to take an unfair advantage of the City, because
of the times, by not paying their water bills and who
are fully able to pay.
In order to remedy this sutuation, vve plan to have
two metallic discs with small holes inserted in meter
and sealed.
This to be done in each case where the bill is more
than 60 (sixty) days past due.

The purpose of this disc is to cut down the
flow of water thru pile lines, thereby making it
impossible to sprinkle lawns or use water in large
quantities conveniently.
The flow of water thru these discs will, over
a period of time give the use plenty of water for
sanitary purposes coocing etc. but will be so incon-
venient that if the consumer has the money to pay his
water bill and has not done so, he will be glad to do
so in order to have the discs removed and his normal
water supply restored.
This method willbring in the much needed revenue
to the department and at the same time protect us from
any criticism of the Board of Health where the complete
shut off of water would be responsible for unsanitary
conditions in the home.
In submitting this report of our intended action
in the above natter we therefore ask the council's
approval or constructive criticism.

Pflughaupt to authorize and direct the Vater Committee -
to carry out the recommendations'contained"in the'above
report. The motion vias voted upon by acclamation, whereupon
the Mayor declared the motion carried.
Aderman Bishop, Chairman of the tater Committee ,
then read the following report:
WATER CCI. !ITTLT REPORT
After making a study of the operating costs
of the -Des .elaines ivater Department, we have found
that the cost of water delivered to the consumer
by the city, has cost us the sum of 61 per IGC cu.ft.
Cur present water bilis have printed on there the
following rates which were established by ordinance in
1925, and which are at the present time incorrect based
on our present day costs.
The bills read as follows:
1st 1C,CCC cu.ft. .33 per 1CC
2nd 1C,CCC cu.ft. .22 per 1CC
in excess of 2C,CCC cu.ft. 4.16t per ICC
From this you will readily see that the city is
losing money and the rate should be changed to show
a small profit to the city to say the least.

In as much as water rates are set by
ordinance bf the City Council, we the members
of your water committee therefore recommend that
the rate be changed -to read
1st 10,00C cu.ft..33 per 100
In excess of 10,OCC cu.ft. per 100
and the City Attorney be instructed to draw up the
proper ordinance to that effect.

THE SPECIAL COMMITTEE ON WORK ELIE'F through
its chairman, Alderman Bishop submitted the following
report:
Mr. Mayor and Gentlemen of the Council.
lome weeks ago a Committee was appointed by
Mavor Kinder to represent the City of Des Plaines
in the current relief situation that exists in
Des Plaines at this time.
You will remember the discussion part of
which vas to the effect that we did not have enough
men (laborers) on relief to complete the flume
cleaning job and the commission asked to send out
men from Chicago and surrounding towns to complete
this work.
Your committee has met and studied this situation
and are of the opinion that the work was created for
the unemployed and needy of Des Plaines with the
confidence that we had plenty of deserving and able men
to complete this work.
The importing of men from Chicago and elsewhere
would cost the City Approximately =I5.00 per day for
car fare an expense we do not approve of, r`irst, because
we have no appropriation that would legalize this ex-
penditure and secondly, why spend this money helping
outsiders when we could better spend the money at home.
Our understanding being that qualifications for
relief are so strict according -to rules set down by
the -relief commission, -a man must be almost destitute
before he will be given consideration.
It was therefore agreed that, in order to go before
the commission With some real facts regarding the relief
needs of the coMmunity and ask for a possible changing
of rules now existing to apply to conditions as they are
we have had published in our local papers a survey quest-
ionaire copies of which are before Council members now.
very enthusiastic response was accorded our re-
auests for this information.

A total of 371 survey blanks have been received
the tabulation of which told us the following story.
In Des Plaines we have:
• 327 Male Adults, 44 Minors of whom
243 are married, 115 single.
These men have a total of 956 dependents who
look to them for food, shelter and clothing.
% large majority of these men have not worked
in_from 6 months to four years.
You will agree that this is a long time to
keep a family clothed and nourished With t he only
income 'possible odd job and money received from
C. ,u.A.work last winter
Of these 371 who returned survey blanks,347
are unemployed at ,::resent, C7 are on relief, 4 have
applied for relief, 43 are on work relief, 44 are
on food relief and prefer work relief, 281 are physi-
cally able to do manual worx with pick and shovel
until something in their particular trade or occu-
pation turns up.
A total of 105 classified their occupation as
laborers.
Your committee with this information on hand
propose to submit these facts to the "higher ups"
of the Illinois Emergency Relief Committion at the
earliest date we can get an a loointment with then,
with the idea in mind of asking them for a special
ruling on cases such as these, that will qualify
a great majority of them for immediate help and em-
ployment.
\ith these facts me do not expect to perform
a miracle but hope to do something beneficial for
our needy neighbors.
We therefore submit our findings to the Council
as a whole and respectfully ask your approval of
our plan of procedure at the same time we solicit
Your criticism and suggestions for perfection of the
plan.

Ahbe that the Committee be encouraged and instructed to
carry this matter further to the officials of the Illinois
Emergency Relief Commission. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion
carried.
VOLUNTEERS OF AFRICA -TAC DAY. The Clerk then re-
submitted the following letter from the Volunteers of
American, upon action was postponed from the last meeting:

Gentlemen:
The volunteers of Americom respectfully re-
quest permission to hold their llth Annual "Heart
tag sale in Des Plaines on Saturday,September 2°th.
This will be our only "once a year" appeal in your
city.
The voluntary gifts received from such sales
are used in our state-wide work for destitutwomen
with children whose husbands are in penal insti-
tutions, and not provided for by other organizations.
These cases come to us mostly through ;the Wardens
or. Chaplains, Catholic or Protestant.
Yrs. Booth's recent visit to the Sate prison
at Joliet gave emphasis to the work of our organization.
Thanking you for your past co-operation and
hoping forte continuance to the extent of giving
us this opportunity to present our work in your com-
munity.

This willacknowledge your communication
of Aug 11,1c34, relative to my property at First
and Prairie Ave in your fair city - also conveying
to me the demand for immediate action by your City
Council.
While I am very anxious to cooperate with
you in the effort to improve the general appearance
of Des Plaines, I must call your attention to my
limitation in power of action•in the matter. I have
no authority to remove the machinery in question
nor -to order its aemoval. 1 am advised that any
action taken without consent of owner of machinery
would lay all concerned open to liability for possible
or alleged damage to said machinery. 1 cannot risk
this liability.
Permit me to remind you that my promise
to you was not to remove the machinery but to s eek
its removal by the owner. Incase you desire to
communicate directly with that owner I herewith give

Bishop to instruct the Clerk to write to the owner of
the machinery that unless steps are taken'in the next
tvo weeks to move this machinery the City will take
legal action. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
CLEANING LOTS AT G'RA,CELA D & 300 LIiV TRACKS:
The motion was made by Alderman Huxmann and seconded by
Bishop to instruct Kenneth £+eyer, City Attorney, to
investigate the ownership of the machinery and materials
on the lots located on the northeast corner of Graceland
Aven. Oakwood Avenue and the Soo Line Railroad tracks.
The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried.

The motion was made by Alderman Pflughaupt and seconded by
Meinshausen to adopt this proposed resolution. The roll was
called on the motion with the following result: Ayes; Aldermen
Abbe, Carroll, Pflughaupt, Fulle, Hu Tann, Bishop, Meinshausen,
Schwanbeck and Neal. Nays; None. Mayor thereupon declared
the motion carried and the resolutions dopted.
H.O.L.C. LOAN ON IJERRILLPROPERTY: Kenneth Meyer, City
Attorney, reported that Fayette 0.Merrill has expressed his
wish to attempt to get a loan from the Home owners Loan Cor-
poration. The motion was made by Alderman Huxir.nn and seconded
by Pflughaupt to instruct the City Attorney to consent on behalf
of the City,to the full amount of the City's claim, to anything
that will help to get such a loan. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
P.W.A. LOAN FOR RESERVOIR AND SOFTENER PROJECT: Kenneth Meyer,
City Attorney, reported that he has been informed that the Loan
and Grant agreement for the reservoir and softener project has
been mailed from 14iashington, and asked the members of the Council
to stand ready to attend a special Council meeting upon short
notice from the Mayor.
The motion was made by Alderman Bishop and seconded by
Meinshausen t o adjourn. The motion was voted upon by accla-
mation, whereupon the Mayor declared the motion carried and the
Council regularly adjourned.
