MINUTES OF THE REGULAR M1TING OF THE CITY
COUNCIL OF THE CITY OF DES PLAINES HELD IN
THE COUNCIL CHAMBERS ON THE 6th DAY OF
AUGUST,A.D..1934 AT THE HOUR OF 8100 P.M.
The meeting was called to order by Mayor George
W.Kinder, with Aldermen Ahbe, Fulle, Huxmann, Frederick,
Neal, Schwanbeck and Meinshausen responding to the roll call.
Aldermen Carroll, Pflughaupt, and Bishop were absent.
The Clerk then read the following reports;
1.The Report of E.J.Friedrich,City Clerk,for the Calendar
month of July 1934.
2.The Report of H.A.Becker,Chief of .'olice for the Calendar
month of July,1934
3.The Report of Chas.M.Larson,City Treas.for July,1934 was
submitted in duplicated form to all members of the Council.
THE 3UDICIARY AND ASSESSMENT COMMITTEE had no report
to offer.
THE POLICE AND LICENSE COMMITTEE, through Alderman
Huxmann, its chairman, reported that Officer Edwin £eyer is
still in the hospital, but that the cast has been removed
from his leg and that he is progressing nicely.
THE STREETS AND SIDEWALKS COMMIITTEI had no report
to offer.
THE COMMITTEE ON PUBLIC WORKS, BUILDINGS AND PLATS
had no report to offer.
THE COMMITTEE ON SEWER, DRAINAGE AND SANITATION
through its chairman, Alderman Meinshausen, reported that
thistles are still being mowed.
THE FIRE COMMITTRF HAD NO REPORT TO offer.
THE WATER COMMITTEE had no report to offer.
The Clerk then read the following letter:

We are in recept of your letter of the
18th instant calling our attention to the condition
of the pavement on River Road just south of the Chi-
cago Northwestern Railroad tracks and we are sending
your letter on to our field engineer for whatever
action he thinks it requires.
I believe that we will be able to make any
necessary repairs from our maintenance fund which
would of course leave your gas tax fund free for
use on some other road, but if there is some reason
why we will not be able to make the repairs we are
asking Mfr. Catt, our field engineer to get in touch
with you direct.

Dear Sir:
It is the opinion of the officials of this
department at Springfield, that if the State furnishes
the stop signs and standards and other equipment nec-
essary for the installation proposed at the inter
section of Lee Street and Miner Street in your City,
that the installation and operating costa be assumed
by the City of Des Plaines,
I am enclosing herewith a sketch showing
the equipment and arrangement of the installation pro-
posed.
I will appreciate receiving from you at
your first opportunity an expression from the City
Council whether or not an agreement such as indicated
above can be effected between this Department and
your City.

The motion was made by Alderman Huxmann and seconded by
Pelle to authorize and instruct the Streets and Sidewalks
Committee to get proposals covering the installation of
the flasher type stop signs as outlined in the above letter.
The motion was voted upon by acclamation, whereupon the Mayor
declared the motion carried.
GAS TAX FUNDS - Widening North Lee Street
The Clerk then read the following letter:

Gentlemen:
In response to your instructions to
submit at this meeting a statement of the total
of the City's share of the Illinois Motor Fuel
tax, accrued to date, I herewith submit the
following statement:

as well as the following proposed resolution:
RESOLUTION
BE IT RESOLVED by the Mayor and City Council
of the City of Des Plaines, Cook County, Illinois,
That Lee Street (SBI Route 46), from the
alley first north of Northwest Highway,(SBI Route 19)
northerly a distance of approximately 700 feet, to
Perry Street;
Be improved by the removal of the existing
curbs and gutters; by excavating the existing parkways
and laying upon the area so excavated a reinforced Port-
land cement concrete pavement eight inches (8") in
thickness, thickened on each edge to ten inches (10");
constructing a combination reinforced Portland Cement
concrete curb and gutter along the outer or parkway
sides thereof; adjusting, rebuilding, relocating and
replacing the necessary inlets, catch basins and man
holes within the excavated area; and doing such other
necessary work as may be required to make a finished
improvement.
The Width of the completed roadway between
the road way faces of the curbs shall be 42 feet.
The work to be done shall be equal to or
better in quality than that required under the "Stan-
dard specifications" of the State Highway Department
of the State of Illinois for similar work.
The estimated cost of this work is X6,000.00.
BE IT FURTHER RESOLVED that the City Engineer
be and he is hereby instructed to prepare the necessary
plans, specifications and estimates, and submit them to
the State Highway Department for their approval and
authorization of construction.
BE IT FURTHER RESOLVED that the State Highway
Department is hereby requested to obligate the said
amount of '6,000.00 for the purpose from the motor fuel
tax funds as provided for in House Bill 110.553 of the
58th General Assembly of the State of Illinois.
The motion was made by Alderman Frederick and seconded by
1einshausen to adopt this proposed resolution. The roll
was called on the motion with the following result: Ayes;
Aldermen Ahbe, Tulle, Huxmann,Frederick, Schwanbeck,
and Meinshausen. ways; None. The Mayor thereupon declared
the motion carried and the resolution adopted.

by Frederick to grant the request contained in the above
letter. The roll was called on the motion with the follow-

THE VOLUNTEERS OF AMERICAN
July 27 1934
To the Mayor and City Council
Des Plaines,Illinois
Gentlemen;
The volunteers of America respectfully re-
quest permission to hold their llth annual "Heart
tag sale in Des Plaines on Saturday September 29th.
This will be our only "once a year appeal in your
city.
The voluntary gifts received from such
sales are used in our state-wide work for destitute
women with children whose husbands are in penal insti-
tutions, and not provided for by other organizations.
These cases come to us mostly through the Wardens or
Chaplains, Catholic or Protestant.
Mrs.Booth's recent visit to the State prison
at 'Toilet gave emphasis to the work of our organization.
Thanking you for your past co-operation and
hoping for its continuance to the extent of giving us
this opportunity to present our work in your community.

Frederick to postpone action on this request until the next
regular meeting of the Council. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion
carried.

Dear air:
Tor the purpose of furthering the extension
and use of Recovery Scrip in this vicinity we would
like to hold an open air mass meeting in the City
of Des Plaines, Saturday, &ugust 11,1934 at 8 P.M.
There are about 15 merchants in Des Plaines
interested in this scrip program, who would like to
request of the City Council a permit to block off
and use that portion of Lllinwood Street, east of
Graceland to Lee Street.
The program calls for a parade in the after-
noon, followed by a band concert and speaking in the
evening. No charges or collections will be made.
This entire program is for the benefit of
stimulating local interest in the use of Recovery Scrip.
If any further information is necessary we
have a representative present.

Frederick to deny the request contained in the above
letter. The roll was called on the motion with the
following result: Ayes; Alderman Huxmann and Frederick.

hausen. The Mayor thereupondeclared the motion defeated.
The motion w as then made by Alderman Ahbe and seconded by
Meinshausen to grant this request. The roll was called
on the motion, to grant the request, with the following
result: Ayes; Aldermen Ahbe, Fulle, heal, Schwanbeck and
Meinshausen. Nays; Aldermen Huxmann and Frederick. The
Mayor thereupon declared the motion carried and the
permit granted.
The motion was made by Alderman Frederick and
seconded by Huxmann to arrest all such as have not paid
their 1934 3usiness,Vehicle or Dog Licenses. The roll
was called on the motion with the following result: Ayes;
Aldermen Huxmann, Frederick, heal and Meinshausen. Nays;
Ahbe, Fulle and Schwanbeck. The Mayor thereupon declared
the motion carried.
The motion was made by Alderman Ahbe and seconded
by Fulle to instruct the Police and License Committee to
submit to the Council a list of such as have not paid their
1934 Business Licenses, as well as a list of such as have
paid them. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
The Clerk then read the following resolution:
RESOLUTION
A RESOLUTION APPROVING PLAT OF Oakton Street
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF Des Plaines, Cook County, Illinois,
that the plat showing dedication of the proposed
Oakton S ;reet Plat 253-B , as submitted by
the County Superintendent of Highways to the Mayor
and City Council of the City of Des Plaines, and
the same is hereby in all respects approved, and
BE IT FURTHER RESOLVED that a copy of this
resolution signed and certified be forthwith for-
warded to the County Superintendent of Highways and
the Board of Commissioners of Cook County.

The motion was made by Alderman Meinshausen and seconded
by Frederick to adopt this proposed resolution. The roll
was called on the motion with the following result:

The Clerk then read an announcement of the
21st Annual Convention of the Illinois Municipal League
to be held at Springfield,llinois on October 18,19 and
20, 1934. The letter was ordered placed on file by the
Mayor.

For 393,500 City of Des Plaines,Illinois
Water Revenue Bonds to be legally issued bearing
interest at the rate of 6; payable skirl -annually
at some bank in Chicago to be mutually agreed upon
maturing approximately from 1945 to 1958 -the date of
the bonds and the maturities to be outlined in the
loan and the grant agreement when received from the
P.W.A. at Washington, we will pay your par and accrued
interest from the date of the bonds to the date of
their delivery in Chicago to us.
The offer is subject to the approval of the
legality of the issue by ieessrs.'Chapman & Cutler of
Chicago whose final approval we will pay for as
well as the printing of the blank bonds.
The offer is also subject to the result of
an election which we understand may be necessary.
If our proposition is accepted we will put
up a good faith deposit check of 2% to be held by
you pending the result of the election also our
proposal to carry out our part of the agreement.
If the election carries the check may be applied
as part part payment --if the election does not
carry the check is to be returned to us.

and Water Committees. The motion was voted upon by accla-
mation, whereupon the Mayor declared the motion carried.
The motion was then made by Alderman Meins-
hausen azd seconded by lulle to approve the minutes of
the regular Council Meeting held Monday, July 16,1934,
as well as the minutes of the Special Council meeting
held Monday, July 30,1934 as written. The motion was
voted upon by acclamation, whereupon the Mayor declared
the motion carried and the minutes approved.
The Clerk then presented the following proposed
resolution of which each member of the Council had a copy:

DUE AND PAYABLE AND THAT THE MAYOR AND

Mr.H.L.Rietz Local insurance agent explained that the Associated
Indemnity Corporation of California cancelled the City's auto-
mobile Liability policy as well as its workmen's compensation
insurance policy and that D.F.Moore & Co., inc. has placed this
insurance with the United States Casualty Co. The motion was
made by Alderman Meinshausen and seconded by Frederick to
instruct the Mayor and City Clerk to draw the proper voucher -
warrant in payment of the above invoice. The roll was called
on the motion with the following result: Ayes; Aldermen Ahbe,
Fulle, Huxmiann, Frederick, Neal, Schwanbeck and iieinshausen.
Nays; None. The Mayor thereupon declared the motion carried.
The motion was made by Alderman Ahbe and seconded
by Meinshausen to adjourn. The motion was voted upon by accla-
mation, whereupon the Mayor declared the motion carried and
the Council regularly adjourned.
