The Meeting was called to order by Mayor George
.Kinder with Aldermen Ahbe, Carroll, Pflughaupt, Pullet
Huxmann, Bishop, Yrederick, Beal, achwanbeck and Meinshausen
responding to the roll call.
THE JUDICIARY AND ASSESSMENT COMMITTEE had no
report to offer.
THE POLICE AND LICENSE COMMITTEE through its
chairman, Alderman Huxmann, submitted the following report
which was read by the Clerks

The Police Committee with the approval
of the chief of Police hereby recommends the em-
ployment of one additional man, as a desk sergeant
commencing August lst,1934, placing all men in the
department on an eight hour daily basis.

Frederick to concur in the recommendation contained in this
report. The roll was called on the motion with the following

Nays; None. The Mayor thereupon declared the motion carried

the `thief of Police has given, over the time he could
be reasonably expected to serve, hereby recommends
that he be given a furlough, with pay, from July 29th

THE STREETS AND SIDEWALKS COMMITTEE. The motion
was made by Alderman Frederick, chairman of the committee
and seconded by Pflughaupt to instruct the Clerk to write
the State Highway Department asking them to repair the sunken
portion of the roadway on Des Plaines Avenue adjacent to
the retaining wall just south of the Chicago and northwestern
Railroad tracks. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
THE COMMITTEE ON PUBLIC WORKS,BUILDINGS AND PLATS
had no report to offer.
THE FIRE COMMITTEE had no report to offer.
THE S.WiiH ,DRAINAGE AND SANITAT ION COMMITTEE thr o ugh
its chairman, Alderman Meinshausen reported that a mower is
available and suggested that thistle' in the parkways be
cut by city employees with this mower. The motion was made
by Alderman Huxmann and seconded by Pflughaupt to authorize
the Committee to proceed as suggested. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion
carried.
THE WATER COMMITTEE had no report to offer.

To the Honorable, the Mayor and
The City Council of the City of Des Plaines,
Des Plaines, Cook County, Illinois
Gentlemen:
1 have received the communication of your
City Clerk, Mr. E.J.Friedrich, enclosing a copy of a
resolution passed by the City Council of the City of
Des Plaines on the 4th day of tune,1934, in which the
attention of THE Sanitary District of Chicago is directed
towards the conditions of the Des Plaines River in the
Vicinity of your city.
As President of the Board of Trustees, i am
not unmindful of the fact that the Des Plaines River
needs cleaning up. 1 have directed the attention of
our Jngineering Department to this and believe that they
are alive to what is needed to correct the situation.
However, at the present time, there are no funds available
which can be allocated to this worthwhile project, because
the Government has directed all our energies towards
proceeding with those projects which are required by the
U.S.oupreme Court decree in the Lake Level case. As
the work on the West and Southwest Treatment plants and
sewers proceeds and additional funds become available,
I have no doubt but that your situation will receive
the attention that it deserves.

ILLINOIS MUNICIPAL LEAGUE
July 10,1934
TO THE MAYOR AND COUNCIL:
Since our letter to you of June 26th, with
reference to contesting the Liability of municipalities
to pay the 2% Retailers' Occupation Tax, the group of worth
Shore Municipalities in Cook and Lake Counties has asked
the League to perform the clerical work and undertake other
necessary arrangements whereby the municipalities of these
two counties can join in the case which will be filed in
the Circuit or Superior Court of Cook County.
Accordingly, therefore, if you decide to participate
in the cost of contesting the liability of your municipality
to pay this tax, you will send your check and resolution
of authority to the League, as indicated in our letter of
June 26th, but your municipality will join in the case
arising in Cook County rather than in the case arising in
Sangamon County. It is thought to be better procedure
to have the municipalities in Cook and Lake Counties join
in the Cook County case and the municipalities in the rest
of the State join in the Sangamon County case.
If your council has not yet taken action on this
matter and you desire to do so, kindly forward the League
your resolution of authority, changing Sangamon County
to Cook County, together with your check, and the name
of your municipality will be attached to the Cook County
bill for an injunction to restrain the collection of the
tax.

RESOLUTION
WHEREAS, By reason of the generaltaxes
levied by this City for the year 1934, not having yet
been collected, and by reason of previous years' taxes
not having been fully collected by this City, there is
not sufficient money in the treasury of this City to
meet and defray the ordinary and necessary a xpenses
thereof.
THEREFORE,BE IT RESOLVED by the City Council"
of the City of Des Plaines, that this City issue tax anti-
cipation warrants, payable out of taxes, when collected,
heretofore levied by said City for special purposes, to -
wit, fire protection, Des Plaines .Public Library, garbage
department and bond retirement forthe year 1934, and that
said warrants, after being executed by the Mayor and City
Clerk as required by law, be sold at par or delivered
to such employees and offiddls to whom this City may be
indebted, as may be willing to accept same in payment of
salaries.
BE IT FURTHER RESOLVED that such warrants
shall not be issued in excess of seventy-five percent
(75%) of the taxes levied for special purposes,to-wit,.
fire protection, Des Plaines Public Library, garbage
department and bond retirement for the year 1934; said
warrant shall bear interest not exceeding six per cent
(6%) per annum from their date until paid, or until
notice shall be given by publication, as provided by
law, that money for their payment is available, and that
they will be paid on presentation; said warrants shall
show upon their face that they are payable solely from.
such taxes when collected, and shall be received by any
collector of taxes in payment of the tax against which
they are issued.
BE IT FURTHER RESOLVED that said warrants
shall be payable in the order of their issuance, when
such taxes have been collected and received by the Gity
Treasurer of this City.

The Mayor asked the Streets and Sidewalks Committee to
give some serious thought to the matter of using some
of these gas tax funds for work on our streets to provide
employment. He also instructed the Clerk to submit a state-
ment of the total of the City's portion of gas tax funds
to the Council at its next regular meeting.
THE FINANCE COMMITTEE through its chairman, Alder-
man Pflughaupt, reported that a definite recommendation would
be submitted at the next meeting regarding the Band's recent
letter asking that the accumulation of funds in the Band
Account be pro -rated among the members of the Band.
Alderman Pflughaupt, chairman of the Finance
Committee then submitted the following proposed resolutions
RESOLVED THAT THE FOLLOWING BILLS ARE DUE
AND PAYABLE AND THAT THE MAYOR AND CITY CLERK
BE INSTRUCTED TO ISSUE PROPER VOUCHER -WARRANTS

Dear Sirs
We are sending you herewith, for your inform-
ation and that of the City Council, our suggestion as to such
possibilities for economy and for increases in cash resources
of the City of Des Plaines as were noted in our recent studies.
Three copies are being sent to permit their
being passed around among members of the City Council and
others. with them we are returning the copy of the city dir-
ectory that Mr. Everett borrowed from Mr.Friedrich.
From the nature of the studies made, it must
be clear that they were not at all of the nature of an audit
or verification of the facts and figures shown by the records.
We have made no attempt to check the accuracy of the facts
and figures furnished to us by your officials either from the
records or by word of mouth, except as checks could be applied
incidentally in the course of the inquiries made, but in
general have accepted the facts and figures given us.
All of the officers and employes of the City
with whom we came into contact were extremely courteous and
cooperative, and we wish to record our appreciation of the
pleasant relations that have obtained.
Atr. Everett is away on a business trip at
present but will be back in Chicago for a few days about
July 13. tie could meet with you and the City Council by
appointment while here at that time, if that is desired.
Monday evening, July 16, might be most convenient. We
shall expect to hear from you if such a meeting is desired
to discuss these suggestions.

meeting held. July 2,1934 as written. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion
unanimously carried, and minutes approved.
Alderman Huxmann, chairman of the Police Committee
reported that Officer Edwin Meyer is getting along nicely, and
that the oast will be removed from his leg in a day or two.
At the request of Alderman Huxmann, Mr. Harvey L.Rietz,
insurance agent, reported that the Associated Indemnity Corporation
is cancelling the City's compensation insurance policy as well
as its automobile liability policy, and that a letter and notice
of cancellation will be in the hands of the City Clerk in a few
days. He stated further that the City has been covered by identical
policies written by the United States Casualty Company, New York
City, at the same rates, by the same broker; and that the policies
dated July 1,1934 have already been delivered to the City Clerk.
The motion was made by Alderman Schwanbeck and seconded
by Meinshausen to instruct the Clerk to write the Soo Line Rail-
road asking that the Prospect Avenue (Park Avenue) crossing be
provided with concrete approaches. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion carried.
The motion was made by Alderman Bishop and seconded
by Aeinshausen to adjourn. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried
and the Council regularly adjourned.

Plaines, and such other matters as may be timely.
