The meeting was called to order by Mayor George V.
Kinder, with Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann,
'ishop, Friott, Frederick and Meinshausen responding to the
roll call. Alderman Enzenbacher arrived shortly after the
roll call.
Mayor George W.Kinder then presented Mr. Leonard
Detwiler, commander of the Des Plaines Post #36 of the American
Legion, who introduced Mr.Charles Garland, chairman of the
Americanization Committee of the American Legion, Post No.36.
Mr. Garland presented to the City a new flag for the City Park
in behalf of the local post of the American Legion.
The Clerk then read the following reportst

The Judiciary and Assessment Committee had no report
to offer.
Alderman Huxmann, chairman of the Police and License
Committee reported that while increased patrolling by the
police squad car has somewhat increased the total gasoline con-
sumption, yet the increase is less than would ordinarily, be
expected.
Alderman Huxmann, chairman of the Police Committee,
further reported that the police have been instructed to order
all such as have awnings lower than 7 (seven) feet to raise
them to at least 7 (seven) feet above the walk level.

The Streets and Sidewalks Committee had no report to
Alderman Ahbe, chairman of the Committee on Public
Works, Buildings, and Plats then submitted the following report
which was read by the Clerks
RE: The matter of permitting Mr.i'abian and Mr.Grambauer
to finish the Sewer Atlass at a cost of $160.00, we
recommend and authorized Mr. Fabian and kr. Grambauer to
complete this plat, the expense to be born by the Vehicle

was called on the motion with the following result: Ayes;

The Sewer, Drainage, and Sanitation had no report
to offer.
Alderman Bishop, chairman of the Fater Committee,
reported that the City of Park Ridge had been approached
on the matter of furnishing Des Plaines water "stand-by*
service. This was done, Alderman Bishop reported, because
there are not sufficient funds in the Water Department at
this time, to make the much needed repairs on the Norma
Well pump, and should some.ng happen to the Cater Well
additional service would be needed.
Alderman Bishop, chairman of the Water Committee
also reported that owing to the extremely dry weather
several wells have been filled with City water at a cost
of one dollar ($I.CC) to the well owner. Alderman Bishop
reported that in several cases, when such wells were filled,
a very disagreeable odor emanated from the wells. He
asked that the Health Department investigate these cases
where the odor was noticed in order that the City may not
be held liable for contamination of these wells.
Alderman Bishop, chairman of the Water committee
also reported that the matter of the City's paying a 2%
occupational tax to the State for the sale of water to
consumers, is in the hands of the City Attorney who is
preparing an opinion on this matter.
The Fire committee had no report to offer.

The City Council of Des Plaines at its meeting
January 29th, 1934, passed a resolution designating a
system of arterial streets. This resolution was approved
today, in part, and the arterial streets are described
as follows:
,ARTERIAL ST.#1 Beginning at Howard Avenue and extending
northwesterly along Dean Street to Lee
Street.
ARTERIAL ST.#2 Beginning at the south corporate limits
and extending north along White Street
to Ellinwood Street.

ARTERIAL ST.#3 Beginning at River Road and extending
west along Harding Avenue to liorthwest
Highway.
ARTERIAL ST.#4 Beginning at Wolf Road and extending
easterly along Thacker Street to River
Road.
Approval has been withheld on the designation
of Prairie Avenue as a part of the arterial street sys-
tem because it closely parallels E.linwood Street which
carries a great deal of traffic. Approval has been
withheld on that portion of arterial street #4 begin-
ning at Wolf Road and extending west along Thacker
Street to the west corporate limits, as this has been
designated as State Aid Route 126 extension.
Approval has also been withheld on that
portion of Arterial Street #4 beginning at River Road
and extending easterly along Thacker Street to Busse
Highway, because a considerable expenditure of money
would be necessary for building a bridge over the
Des Plaines River and to obtain a crossing of the C.
i.W.Railroad in order to open this street.

Gentlemen$
The Division of Highways has planted trees
on some of the state roads in the neighborhood of
your municipality, and it now devolves that during
the dry summer months it may be necessary to water
them in order to preserve their lives and facili-
tate their growth.
Believing that your community is interested
in our efforts to improve the highways in your neigh-
borhood, we are asking that we be permitted to obtain
water from some of the outlying hydrants of your
water system. As you know at some of these places
dead water stands for some time, and it is necessary
to flush the hydrants. There is part of this vats
water that we would be very glad to get. I am not
sure just how much water would be required, but I
believe it would not be an amount in excess of that
ordinarily drained for flushing out your water mains.

May we have your permission to day water
from any of these hydrants designated by you at
various times during the summer when the lack of
rain would make the watering of our trees and
shrubs a necessity.

ILLINOIS EMERGENCY RELIEF COMMISSION

Dear Sir:
During the month of April, men assigned to your
project were relief men taken automatically
from the CWA lists. That policy made it possible
for us to assign to all project holders in
Cook County approximately 33,000 men. During
man limitation on Work Relief funds will not
permit assignment of over 30,000 workers. Since
the projects authorized call for about 50,000
workers during May, it is evident that in
general only about two-thirds of the total
labor requisitions can be filled during May.
Further assignments in May will be subject to
these restrictions.
First, the Relief Administrators have ruled
that we can assign no person to a Work Relief
Job unless the Case Worker has investigated the
family and approved their eligibility for relief
since April lst,1934.
Second, in general, workers from families whose
monthly budgets are in excess of $ 50.00 will not
be assigned, in order to get the maximum number
of people to work in the limited amount of money
available.
At present, the Assignment Office has approvals
for only 10,000 persons for work relief. The
additional 20,000 will have to be secured from
the relief districts. With their present load
of new relief cases, it will be impossible for
the relief districts to produce more than a
thousand per day. This means to project oper-
ators that some time may elapse before we can
hope to get men to you.
We know that we have many important pieces of
work to get under way. However, it will make our
problem much less if you will be patient an4 give
us a little time in which to get assignments out
on this new basis.

Alderman Pflughaupt, chairman of the Finance
Committee then announced that the members of the Finance
Committee are requested to meet for a few minutes at the
close of the Council Meeting.
City Attorney, Kenneth G.''eyer, reported that he
has proposed contract between the Banker's Life Co of
Des Moines Iowa and the City of yes Plaines, agreeing that
certain bonds in Special Assessment ►o. 62690e paid in
full, instead of pro -rating payments on same The motion
was made by Alderman Bishop and seconded by Friott to refer
this said contract to the Finance Committee together with the
City Treasurer. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
City Attorney, Kenneth G.Meyer, then gave an oral
opinion on the matter of storing machineray at the corner of
First Avenue and Prairie Avenue. He reported that in his
opinion the property is being put to non -conforming use and the
owner should be ordered to remove his machinery. The motion
was made by Alderman Huxmann and seconded by Frederick to in-
struct the Clerk to order the owners of the lots on First and
Prairie Avenues to remove the machinery now stored on these lots.
`j'he motion was voted upon by acclamation, whereupon the Mayor
declared the motion carried.
Alderman Bishop reported that the Prince Ice Cream
Castles Inc., which is now building a building on Lee Street,
on the site of the twiner Tom 'thumb golf Course, has asked
the Council to put no parking" signs in front of its place
of business. In return for this cooperation these people
agree to make their lot a public parking place. The matter was
referred to the Police and License Committee by the Mayor.
At this point retiring Aldermen Collet, Dean, Friott
and Enzenbacher each addressed a few words of farewell to the
Council. The motion was then made by Alderman Huxmann and
seconded by Frederick that the Council adjourn sine die. The
motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried, and the Council adjourned sine die.
The oaths of office of Aldermen -elect
Jr., Fred A.Fulle, Raymond M.Neal, mod Theodore
were administered by the Clerk, whereupon Mayor

Dear Sirs
There are now available for distribution
many paintings produced under the Public Works of
Art Project. You may be familiar with this inter-
esting program of the present Administration, and
you may aware that during the winter the Government
has employed about 2,500 American artists throughout
the nation to produce works suitable for the embellish-
ment of public buildings. The artists have been employed
at craftsmen's wages and the resulting work has become
the property of the Unted States Government. Any
buildings which are supported wholly or in part by
taxation are eligible for some of these works. Our
Region, comprising the States of Illinois Ainnesota
and Wisconsin, maintains headquarters in Room 1144
at I35 South LaSalle Street, Chicago. During the month
of May we have on exhibition hundreds of interesting
works of art which building committees may view and
for which they may state preferences. After all re-
quests have been received, the works will be distrib-
uted as equitably as possible.
Will you kindly call this to the attention of your
local school board, library board, hospital board
and so forth. If authorized committees, represent-
ing these groups, will write to us immediately or
call us at Randolph 6068, we shall be glad to confer
with them.

labels denting that they have been executed under
the Public Works of Art Project and will be stamped
on the back "Property of the United States Government".
