MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF DES PLAINES H.L1D
IN THE COUNCIL CHAMBERS ON THE 5th DAY OF
MARCH, 1S34 AT ME ROM CF 8:00 P.
The meeting was called to order by Mayor George
W./Cinder With Aldermen Ahbe, Collet, iflughaupt, Dean,
Huxmann, 13ishop, Friott, Frederick and Meinshausen respond-
ing to the roll call. Alderman -a,nzenbacher arrived shortly
after the roll call.
The Clerk then submittea the following reports:

The Judiciary and A$sessment Committee had no
report to offer.
Alderman Huxmann, chairman of the Police and
License Committee reported that Sergeant Hammerl recently
recovered a Pierce -Arrow Automobile, which had been stolen
in jhicago. Notice of the theft was "picked up" on the
squad car radio, which enabled Sergeant Hammerl to recover
the car near Glenview after having chased it at eighty
miles per hour.

Alderman Meinshausen, chairman of the Sewer, Drain-
age and sanitation Committee reported that C.W.A.men are.
still working on the cleaning of sewers and catchbasins and
that when completed the sewers Will oe in better condition
than they have been for many years.
The Water Committee had no report to offer.
Alderman Frederick, Chairman of the Fire Committee
made the motion which was seconded by Collet to authorize
the Fire Committee to purchase a siren for the Fire jhief's
car. The roll was called on the motion with the following
result: kyes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Hux-
mann, Bishop, Friott, Frederick and Meinshausen. Nays; None.
The Mavor thereupon declared the motion carried.
The Clerk then read the following resolution

by Collet to adopt this resolution. The roll vas called

None. The Mavor thereupon declared the motion carried
and 1_roposed ordinance on passage. The motion was then
made by Alderman -bishop and seconded by Collet to pass
and adopt this proposed ordinance. The roll was called
on this motion with the following result: Ayes; Aldermen
Ahbe, Collet, Pflughaupt, Dean, Huxmann, Bishop, Friott, Fred-
erick, Enzenbacher and Meinshausen. Nays; None. The
Mayor thereupon declared the motion carred and the ordi-
nance passed.

Collet to grant the recuest contained in the above letter
and to refer the matter to the Police Dept. The motion was

Dear Sir;
During the past year, a great number of public
Cfficials have become more and more interested
in various ways and means of solving the fin-
ancial problems of their municipalities and
rendering a service to the citizens of their
communities.
Vie have a plan that will aid materially in
solving t1sproblem and at the same time secure
a substantial reduction in the electric light
and power rates for the residents of your city
or village.
Just a short time ago we made a survey of a small
Illinois town of about 25CC population with only
a half dozen stores and no industries whatsoever,
with a view of deterrning what revenue or profit
could be derived by the Village under our plan.
The annual profit resulting to the Village as a
result of our survey amounts to approximately
15,OCC.CC per year plus a substantial reduction
in rates to the consumers of the village.
It is not necessary under our plan to finance
and build a generating plant nor does it increase
your taxes or bonded indebtedness.
If the Franchise of the Public Utility now serving
your Village has expired or is about to expire, it
will be to your advantage to secure full details
of our plan without any obligation on your part.

Huxmann to refer the letter to the Finance Tommittee for
study. The motion was voted upon by acclamation, whereupon
the Myor declared the motion carried.
The Clerk then read the following proposed resolution;
RESOLUTION
WHEREAS, The City Council has heretofore
passed a certain "Resolution alloying certain
credits and discounts on license fees in the
City of Des Plaines; and
WHEREAS, the City Council deems it to be to
the best interest of the City that said credits
and discounts be not granted to any licensee who
is obliged to pay a license fee of only 5.CC.

vided by the Ordinances of , the City of Des Plaines.

The motion was made by Alderman Pflughaupt and seconded
by Dean to adopt this prbposed resolution. The roll as
called on the motion with the following result: Ayes;
aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Bishop,
Friott, Frederick, Enzenbacher and Meinshausen. Nays;
None. The Mayor thereupon -declared the motion carried and
the resolution adopted.
City Attorney, Meyer, reported that he has written
Mr. F.O.Yerrill demanding remittances to the City as per his
agreement, but that so far he has had no response.
Carter Jenkins, City engineer, reported that the
contract for the forty foot pavement, curb, sidewalk, atom
sewer and retaining wall on East -"liner Street from the iner
Street Bridge to Rand Road has been let by Cook County to
Milburn Bros. He also reported that the contract for side-
walk on Miner Street from Rand Road to .eotter Road will soon
be let, and that the ouperior Construction Co. is low bidder.
The motion was made by Alderman Huxmann and seconded by Pflug-
haupt to instruct the City Clerk to write the State Highway
Department sending copies to the contractors on these jobs,
suggesting that local labor be used on these jobs. The motion
was voted upon by acclamation, whereupon the Mayor declared
the motion carried.
The motion was then made by Alderman Huxmann and
seconded by Pflughaupt to instruct the Clerk to write the
Public Sdrvice Co. of Northern Illinois and the Middle States
Telephone Co. asking them to put their wires on East Liner
Street underground before the paving is done. The motion was
voted upon by acclamation, whereupon the Mayor declared the
motion carried.
The Motion was made by Alderman Huxmann and
seconded by Pflughaupt, to instruct the Clerk and
Treasurer to pay the deposit premiums and compensation
insurance premiums of approximately30C.CC out of
such funds as are available in order to prevent cancell-
ation of the policies. The roll was called on the
motion with the following result: Ayes; Aldermen Ahbe,
Collet, rflughaupt, Dean, Huxmann, bishop, Friott,
Frederick, Enzenbacher and Meinshausen. lays; "one. The
Mayor thereupon declared the motion carried.
The motion was made by Alderman Huxmann and
seconded by Meinshausen to authorize the City Clerk to
receive 5C` of Liquor License fees with the application
for license and issue therefore a temporary liquor permit
to May 1,1c34; and that' the balance of 5C% of such license
fee be due May 1,134; and the City Attorney be instructed
to prepare a form of such temporary ;hermit. The roll was
called on the motion with the following result: Ayes;
Aldermen Ahbe, Collet, 1'flughaupt, Dean, Huxmann, _Bishop,
Friott, Frederick, Enzenbacher and tieinshausen. Nays; None.
The Mayor thereupon declared the motion carried.
Alderman Bishop called attention to the fact
that the closing hours for places selling beer and liquors
are not being adhered to in some cases and arged that
these provisions of the Liquor Ordinance be enforced.
The motion was made by Alderman Dean and seconded
by Pflughaupt to adjourn until Tuesday, March 6,1J34 at
8:CC P.M. the motion was voted upon by acclamation, where-
upon the Mayor declared the motion carried.
