HELD IN THE COUNCIL CHAMBERS ON THE
19th DAY OF FERRUARY,A.D.1S34 AT THE HOUR
OF 8:C0 P.M.
The meeting Imps called of order by Mayor George
W.Kinder, with Aldermen Collet, Pflughaupt, Dean, Huxmann,
Bishop, Friott, Frederick and Meinshausen responding to the
roll call. Alderman Ahbe entered the meeting shortly after the
roll call.
The Clerk then read the following letter:

Gentlemen:
The American Brotherhood for the Blind
reiues:ts permission to hold a "Flower Day" sale
in Des Plaines on Saturday March 10th or 17th.
The funds received are used to purchase
materials for the blind to work with in their
homes anywhere in the State. The Brotherhood dis-
poses of these products to the best advantage for
the blind and without profit to the organization.
The American Brotherhood continues the
publication of Braille books which for the past
ten years have been given free to all Libraries
for the blind; also our monthly "Braille Story
Magazine", a source of great pleasure to its sight-
less readers. We are ready to render service to
any blind person in need of such help as we can
give.
Hoping for an opportunity to present our
work to your community through a "Flower Day" sale,

that the request made in the above letter be granted. The
motion was voted upon by acclamation, whereupon the lu°ayor

Alderman Bishop, chairman of tie Vater Committee
submitted an invoice from Wm. Cater in the sum of 4140.66 for
damages suffered at the Cater well due to the failure of a
bearing. Mr. Bishop reported that he has studied the Cater
contract and has concluded that the City is rot liable for
the bearing failure. The motion was therefore made by
Alderman -bishop and seconded by Frederick that the Clerk
return this invoice to 1r. Cater, informing nin that
the Council refuses to acknowledge this bill as a debt of
the City. The roll was called on the motion with the follow-
ing result:. Ayes; Aldermen Ahbe, Collet, rflughaupt, Dean,
Huxmann, .Bishop, Friott, Frederick and a.einshausen. Nays;
None.
The motion was made by Alderman Bishop and seconded
by Collet to approve the minutes of the regular meeting of
February 5,1c34 as well as of the special meeting of February
lst,1c34 and of the adjourned meeting of February 13,1c34 as
written. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried and the minutes approved.
The Clerk then read the following proposed Business
License Ordinance for second reading.
LICENSE ORDINANCE
AN ORDINANCE AMNDING CERTAIN ORDINANCES
RELATING TO LICENSES
The motion was made by Alderman Ahbe and seconded by Collet
to adopt this proposed ordinance. The roll was called on
the motion with the following result; Ayes; Alderman Ahbe,
Collet, Pflughaupt, Dean, Huxmann, bishop, Friott, Frederick,
and Meinshausen. Nays; None. The Mayor thereupon declared
the motion carried and the ordinance passed.
The Clerk Then read the following proposed resolution:
RESOLUTION
BE IT RESOLVED by the City Council of
the City of Des Plaines that the City Clerk be
and he is hereby authorized to allow the follow-
ing credits on business license fees for the year
IS'34, to -wit:
If any business licensee,except beer or
liquor licensed operates a motor or other vehicle
exclusively for delivery of merchandise in connect-
ion with the business of such licensee, said licen-
see, except beer or liquor licensee, shall be allow-
ed a credit on his business license in the amount
of the City of Des Plaines Motor Vehicle license
paid prior to the issuance of such business license,
on the motor or other vehicle of such licensee.
If any licensee, except beer or liquor
licensee, operates a motor or other vehicle for the
delivery of merchandise in connection with the busi-
ness of such licensee and such vehicle is also used
for other purposes, than the delivery of such
merchandise, then said licensee, except beer or
liquor licensee shall be allowed a credit on his
business license in an amount equal to one-half
(i) of the vehicle license paid prior to the issuance
of such business license on the motor or other vehicle
of said licensee.
BE IT FURTHER RESOLVED, that on all busi-

ness licenses, except beer or liquor licenses,
issued on or before the 15th day of larch,lc34,
a credit of 30% of the fee, and on all such
licenses,eccept beer or liquor licenses, issued
on or before April 15,1c34, a credit of 15% of
the fee, shall be allowed by said Clerk, pro-
vided such fees are paid in cash or by offset
of bills against said city regularly authorized
to be paid.
The motion was made by Alderman Huxmann and seconded by Dean
to adopt this proposed resolution. The roll was called on
the motion with the following result: Ayes; Aldermen Ahbe,
Collet, Pflughaupt, Dean, liuxmann, Bishop, Friott, Frederick
and Meinshausen. Nays; none. The Mayor thereupon declared
the motion carried and the resolution adopted.
The Clerk then read the following letter:

TO THE CORPORATE AUTHORITIES OF
UNI0I- ALITIES OPERATING MUNICIPAL
LIGHT AND WATER PIAN T S :
The State Department of Finance has refused
to amend its original ruling that the 2% State Sales
Tax is payable by both private and public corporations
selling water and electricity.
Municipalities should now unite to have Section
2 of the Sales Tax Act amended so that the word "persons"
as defined in the Act, will net include municipal cor-
porations within the meaning of the Act. This will re-
lieve municipalities from paying the 2% Sales Tax on
sales of water' and electricity.
The -LEAGUE has asked Governor Horner to include
an item on this subject in his Third Special Session Call
and has a bill already prepared for introduction.
If you want your municipality to be relieved
of the payment of this tax, it is imperative that you
telephone, wire, or write the Senator and three Repre-
sentatives from your District to support the LEAGUE'S
bill on this subject.
If the Call for the Third Special Session has
not been issued by the time you receive this letter, you
should get in touch with the Senator and Representatives
from your District immediately and urge them to wire the
governor to include this item in his Third Special Session
Call.
Let's act quickly and effectively in this matter
and thus insure definite results. There are 461 municipal
water plants in Illinois and 53 municipalE lectric plants,
all of whom would benefit if this proposed amendment,taking
municipal corporations outside the definition of the word
"persons" in the Sales Tax lct, is passed.
After you contact your Senatore and Representatives,
kindly let me know at once what their attitude is.

The motion was made by Alderman Bishop and seconded by Huxmann
to instruct the Clerk to comply with suggestions made in the
above letter. The motion was voted upon by acclamation, whet' e -
upon the Mai=cr declared the motion carried.
The Clerk then read the following proposed ordinance
for first reading:

COOK COUNTY, ILLINOIS
The proposed ordinance was ordered filed for second reading
by the Mayor.
Alderman Huxmann, asked lir. \yells, Superintendent
of Public Works about certain trees which he permitted to be
cut down on the North Side. Mr. Wells reported that the
trees were Box Elders and were planted too close together.
Mayor Kinder, stated that according to an agreement the Park
Board shall in the future issue all permits to cut down trees
in parkways.
Alderman Pflughaupt, chairman of the Finance Committee,
then presented the following resolution, of which the Mayor
and each of the Aldermen were supplied with a copy:

The motion was made by Alderman Pflughaupt and seconded by Hux
mann to amend the resolution by striking from this resolution the
bill of JohnsoT's Electric Shop in the sum of $72C.00 and to then
adopt the resolution as amended. The roll was called on the
motion with the following result: Ayes; Aldermen Ahbe, Collet,
Pflughaupt, I)ean, Huxmann, iishop, Friott, Frederick and Meins-
hausen. flays; None. The I+:ayor thereupon declared the motion
carried and the resolution adopted.
The bills in the sum of $720.00 from .1ohnson's Electric
Shop were then referred to the Finance Committee and the Streets
Committee jointly by the Mayor.
The motion vas made by Alderman Huxmann and seconded
by Frederick to refer the matter of purchases to the Finance
Committee, and that until further notice all purchases be approved
by the respective committee chairmen. The motion was voted upon
by acclamtion, whereupon the Mayor declared the motion carried.
The motion was made by Alderman Frederick and seconded
by Meinshausen to adjourn. The motion was voted upon by accla-
mation, whereupon the Mayor declared the motion carried and the
Council regularly adjourned.
