HELD IN THE COUNCIL CHAMBERS ON THE 13th
DAY OF FEBRUARY,A.D. 1934 AT THE HOUR OF
8:00 P.M.
More than 24 hours before the time of this
meeting the following notice was sent by messenger to
the Mayor and each of the Aldermen:

you are hereby notified that because today is
a legal holiday (Lincoln's Birthday) the adjourned
meeting of the City Council whichvas 1;o be held to-
night, February 12,1934, is automatically postponed
to Tuesday, February 13,1934.
This notice was sent upon order of Mayor George W.
Kinder.

The meeting was called to order by Mayor George W.
Kinder, with Aldermen Collet, Dean, huxmann, -bishop, Friott,
Frederick and leinshausen responding to the roll call. Aldermen
Ahbe, rflughaot and Enzenbacher arrived shortly after the roll
call.
Alderman 1'flughaupt, chairman of the r'inance Com-
mittee then submitted the following proposed resolution:
RESOLVED THAT THE FOLLOWING BILLS ARE
DUE AND PAYALB E AND THAT 771,E MAYOR AND
CITY CLERK BE INSTRUCT= TO ISSUE PROPER -
VOUCHER WARRANTS IN PAYMENT OF SAME. SAID

The motion was made by Alderna�z Bishop and seconded by
Meinshausen to adopt this proposed resolution. The roll
was called on the motion with the following result: Ayes;
Aldermen Ahbe, Collet, rflughaupt, Dean, Huxmann, Bishop, Friott,
Frederick, Enzenbacher and likeinshausen._Nays; none., The
Mayor thereupon declared the motion carried, and the reso-
lution adopted.
The Clerk then read the following letter:

Feb.13,1934
Mayor Geo.ninder and
Members of the City Council,
Des Plaines, Illinois
Gentlemen:
At a meeting held at 8:25 P.M.Feb.13,1c34
in the Village Hall, at the City of Des Plaines, a
group of "informally discharged" CWA-employees
agreed that a protest should be filed with the City
Clerk for presentation to the Council at its next
regular meeting.
A greivance committee was appointed to
collect the data and greivances of the various dis-
charged employees. These greivances are to be filed
with the Board of Appeals of the Federal Civil Works
Administration.
A resolution was adopted by the assembly as
follows:
RESOLVED That by reason of the adoption by the
Federal Government of A Civil Works Administration
Law, under which all unemployed men or women with
family responsibilities are entitled to respectable
employment according to their ability and fitness,
that the recent "informal discharge" of 48 employees
from Project 451 known as The Weller Creek job is not
in accordance with the recognized regulations and rules
of the Civil Works Administration, and that these men
are all entitled to the formal notice of reassignment
on Form L 16, which will automatically place their name
in the live file for reassignment and will make them
again eligible for relief through the Emergency
Relief Agencies.
BE IT FURTHER RESOLD: That this august body be
respectfully solicited to instruct r..D.r'ells,
Supt. of the Water Dept., who is charged with the
supervision of the above named project as Supervisor,
to immediately and without delay forward by mail or person-
al delivery to each and every one of the discharged
employees his formal notice on the aforesaid Form
L 16, stating thereon in accordance with the laws
pertaining th(zreto what he claims to be "good and
sufficient reasons" for their dismissal.
BE IT FURTHER RESOLVED: That the assembly respect-
fully petition this Council for their support and
assistance in inducing the management of the afore-
mentioned project to re-employ as many of the mar-
ried men who have faily responsibilities and any
other single men with family responsibilities, as
it is possible to arrange, a nd dismiss the single
men whose services were retained, in direct violation
of instructions issued by the C.W.A.officials in

their recent. bulletin ordering certain re-
assignments and dismissals.

The motion was made by Alderman Bishop and seconded by
Enzenbacher to refer this matter to the Council sitting as
a committee of the whole, to meet with the members of the
committee who signed the above letter, immediately after
adjournment of the Council. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion
carried.
The Clerk then read the following proposed
ordinance for second reading;
ORDINANCE
REG ULAT ING THE SALE OF ALCOHOLIC
LIQUORS IN THE CITY OF DES PLAINES,
COOK COUNTY, ILLINOIS
The motion was made by Alderman Huxmann and seconded by
Dean to pass this proposed ordinance. ter. Joe Hoss, re-
presenting the Illinois Retail Liquor Dealer's Association
was permitted to address the Council, and made a plea for
a reasonable City liquor license. The motion was made by
Alderman Frederick and seconded by Enzenbacher to amend
paragraph 2 of Section 4 of the proposed ordinance to
read 1250.0C" instead of 1300.00". The roll was called on
the motion with the following result: Ayes; Aldermen Ahbe,
Collet, Dean, Bishop, Friott, Frederick, Enzenbacher and
Meinshausen. Nays; Aldermen Pflughaupt, and Huxmann. The
Mayor thereupon d eclared the motion carried.
The motion was then made by Alderman Frederick
and seconded by Enzenbacher to strike out of Section 4 the
paragraph pertaining to a license for the sale of beer only
for $1CC.CC annually. The roll was called on the motion
with the following. result. Ayes; Aldermen Frederick and
Enzenbacher. Nays; Ahbe, Collet, rflughaupt, Dean, Huxmann,
Bishop, Friott and Meinshausen. The Mayor thereupon declared
the motion defeated.
The motion was then made by Alderman Bishop and
seconded by Huxmann to amend Section 13 of the proposed
ordinance by adding a paragraph %hereto requiring at least
one toilet room for men and one toilet room for women in
all places selling beer or alcoholic liquors under the
liquor license ordinances of the City of Des Plaines.
The roll was called on the motion with the following result:
Ayes; Aldermen Ahbe, Collet, rflughaupt, Dean, Huxmann,
Bishop, Friott, Frederick, Enzenbacher and Iiieinshausen.
Nays; None. The Mayor thereupon declared the motion carried.
The motion was made by Alderman Huxmann and seconded
by Friott to Amend Section 3 of the proposed ordinance to
require a fee of $15C.CC instead of 4100.00 for the sale of
liquors in original containers. The roll was called on the

motion with the following result: Ayes; .Aldermen Ahbe,
Collet, Huxmann, Friott, Frederick and Enzenbacher. Nays;
Aldermen Pflughaupt, Dean, Bishop and Meinshausen. The Mayor
thereupon declared the motion carried.
The roll was then called on the main motion,
to adopt this proposed ordinance as amended, with the
following result$ Ayes; Aldermen Ahee, Collet, Pflughaupt,
Dean, Huxmann, Bishop, Friott, Frederick, Enzenbacher and
Meinshausen. Nays; None. The Mayor thereupon declared
the motion carried and the ordinance passed as amended.
Kenneth Meyer, City Attorney, reported that
the Eureka Fire Hose Co., is filing suit for payment
due them for 5CC ft. of fire hose. The motion was made by
Alderman Huxmann and seconded by Meinshausen to instruct
the City Attorney to admit default, and inform the Eureka
Fire Hose Co., that the voucher has been approved and that
payment will be made when funds are available. The motion
was voted upon by acclamation, whereupon the Mayor declared
the motion carried.
The Clerk then read the following proposed ordi-
nance for first reading:

RELATING TO LICENSES
The motion was made by Alderman Ahbe and seconded by Dean
that all aldermen be furnished with a copy of the proposed
ordinance. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.

BE IT RESOLVED by the City Council of tyre City of
Des Plaines that the City Treasurer be and is hereby
directed to pay out all funds received by him after
this date for any business license fees, liquor license
fees and dog liceree fees, only for and in payment of
salaries and wages due all officers and employees of
said city, whose salaries and wages are payable out
of the General Corporate Fund of city and for payment
of premiums as they become die cf present existing
policies of insurance for Workman's Compensation and
Employers Liability and Automobile Liability and
Property Damage.
The motion was made by Alderman Ahbe and seconded by Collet
to adopt this resolution. The roll was called on the motion
with the following result: Ayes; Aldermen Ahbe, Collet,
Pflughaupt, Dean, Huxmann, Bishop, Friott, Frederick .4 Enzen-
bacher and Meinshausen. Nays; none. The Mayor thereupon
declared the motion carried and the resolution adopted.
The motion was made by Alderman Huxmann ands econded
by Collet to adjourn. The motion was voted upon by accla-
mation, whereupon the Mayor declared the motion carried.
