'%MINUTES OF THE REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF DES PLAIDS HELD IN
THE COUNCIL CHAMBERS ON THE 15th DAY OF
JANUARY, A.D. 1934 AT THE HOUR OF 8:00 P.M.
The meeting was called to order by Mayor
George W.Einder, with Aldermen Ahbe, Collet, Pflughaupt,
Dean, Huxmann, Bishop, Friott, Frederick, and Meinshausen
responding to the roll call.
The Clerk then submitted the report of Charles
[.Larson, City Treasurer for the Calendar month of Decem-
ber,1933, as well as the Treasurer's report for the fiscal
year of January 1,1933 to December 31, 1933. The Mayor
and each of the Aldermen present were supplied with copies
of these reports. The motion was made by Alderman Huxmann
and seconded by Meinshausen to accept these reports and
include the report for the fiscal year of 1933 in the
minutes. The motion was voted upon by acclamation, where-
upon the Mayor declared the motion carried. The report
for the fiscal year follows: --

Alderman Iiuxmann reported that the city scale has
been tested and has been found to be quite accurate, favoring
the purchaser of the load approximately 40 pounds on a 12 -Ton
load.
Alderman Huxmann, chairman of the Police Committee
reported that the draft of the proposed business license
ordinance has not yet been finished. He reported further that
drivers of World's Fair Busses carrying C.W.A. workers have
been arrested for itiacg driving busses which are over -size
and which do not carry the proper State license plates. He
stated that efforts would be made to discourage the use of
these busses in order to give the smaller truck operators an
opportunity for the business of hauling the C.W.A. workers.
The Streets and Sidewalks Committee had no report to
offer.
The Committee on Public forks, Buildings and Plats
had no report to offer.
The Water Committee had no report to offer.
The Clerk then read the following letter:

Mayor & City Council,
Gentlemen:
I have been instructed by the above organization
to write concerning the "dumping" of refuse and garbage along
the streets in the West Side.
umerous complaints have been made and information
given to the Police but the.practice still continues. We also
have further vandalism to report, the destruction of trees in
the Parks in the "villas" subdivision.

This letter was referred to the Police Committee by the Mayor.
Mayor Kinder reported that he has made arrangements for
the"Birthday Ball for the Pres&dent" on January 30, 1934, at the
Maine Township High School Gymnasium. He reported that a com-
mittee of citizens is working out all details for this ball.
Alderman Huxmann reported that a total of some $2,200.00
is required for paying premiums on compensation insurance. The
motion was made by Alderman Pflughaupt and seconded by Frederick
to refer this matter to the Judiciary and Assessment Committee
and the Finance Committee, jointly, with power to act. The motion
was voted upon by acclamation, whereupon the Mayor declared the
motion carried.
Alderman Collet of the Streets and Sidewalks Committee
complained that there are bicycles both on the streets, as well as
on the sidewalks at night, without any headlights whatsoever.
Mayor Kinder stated that he would personally call this ir-
regularity to the attention of the Chief of Police.
Alderman Pflughaupt then read the following letter:

Dear Sir: Re: Bond Retirement Acct
The bonds of the Deep Well Account held by the Logan
Square State Bank in the amount of $2,000.00 due May lst,
1932, with accrued interest for 1 year and 8 months
amounting to $200.00 together with bond held by Johannes
Kolb with a balance due of $350.00 with accrued interest
of $96.50, making a total indebtedness on the Deep Well
Account of $2,646.50.
There is a balance due on an old Incinerattor Bond of
$150.00. There is interest due on January lst,1934
amounting to $360.00 on $16,000.00 worth of bonds, which
are also due on the same date.
There is accrued interest on the Water Works Bonds due
February lst,1934 amounting to `382.50.
There are coupons due on the Corporate Bonds of $1,035.00.
The Well Account is overdrawn at the present time $225.00.
The Corporate Bond Account is also overdrawn $1,443.00.
The total amount of bonds and interest due Jan. lst,1934
and Feb. lst,1934 excepting the $16,000.00 of bonds due
on the incinerator Plant, amount to a total of $6,242.00.
The levy for the Corporate Account for the year 1933 is
125,350.00. 50% of this amount totals $12,675.00 of
which $12,642.86 has been issued leaving a balance of
$32.14.
75°0 of the 1933 levy amounts to $19,012.50 of which
warrants has been issued to the amount of $12,642.86,
leaving a balance of 16,369.64 to be issued.
I therefore make the following recommendation that the
finance committee authorize the City Clerk to issue warrants
amount to $6,300.00 from the Vehicle Fund when such funds
are available from time to time, to take care of the Bond
Retirement Accounts. These warrants to be issued to the
Corporate Account and then re -issued to the Bond Retire-
ment Account.
As funds are remitted by the County Treasurer to the Deep
Well account, these funds can then be paid back to the
Corporate Account and then paid to the Vehicle Fund if
desired.

The motion was made by Alderman Pflughaupt and seconded by
Bishop that the recommendations contained in the above letter
be concurred in, with the specific understanding, however,
that the warrants referred to be used only as suggested in
the above letter. The roll was called on the motion, with
the following result: Ayes; Aldermen Ahbe, Collet, yflughaupt,
Dean, Huxmann, Bishop, Friott, Frederick, Enzenbacher and Meins-
hausen. Nays; None. The Mayor thereupon d eclared the motion
carried.
Alderman Pflughaupt, chairman of the Finance Com-
mittee then submitted the following resolution of which a copy
was in the hands of the Mayor and each of the Aldermen:
RESOLVED THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND
CITY CLERK BE INSTRUCTED TO USSUE PROPER
VOUCHER -WARRANTS IN PAYMENT OF SAME. SAID
WARRANTS TO BE RELEASED UPON ORDER OF THE
FINANCE COMMIT TEE WHEN FUNDS ARE AVAILABLE.

The motion was made by Alderman Pflughaupt and seconded by
Collet to to adopt this proposed resolution. The roll was
called on the motion with the following result; Ayes;
Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, bishop,
Friott, Frederick, Enzenbacher and iileinshausen. Nays;
None. The Mayor thereupon declared the motion carried
and the resolution adopted.
City Attorney Kenneth Meyer then reported that
a hearing will be held before the Illinois Commerce Com-
mission on the application of the Elation to Lake Bus Line°
for a certificate of convenience and necessity to operate
as a motor carrier of passengers between the City of Crystal
Lake and the City of Chicago, and intermediate points. He
stated that the Council on July 18,1932 opposed the granting
of this certificate, and he, as City Attorney, agreed to
represent the City at the hearing at 10:C0 A.ii, Thursday
January 18,1934.
The motion was made by Alderman Pflughaupt, and
seconded by Dean to approve the minutes of the regular
meeting of January 2,1934, and the minutes of the adjourned
meeting of January 8,1934 as written. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion
carried and theninutes approved.
The motion was made by Alderman Bishop and second-
ed by Collet to adjourn. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried,
and the Council regularly adjourned.

THE CITY OF DES PLAINES
Upon call of Mayor George W.Kinder there will
be a special meeting of the City Council in the City
Clerk's Office at 8:00 P.M.on Thursday, February 1,1934.
The-purpost of the meeting is to pass a reso-
lution which the Federal Government requires in con-
nection with our C.W.A.Projects.
The meeting should. be 'very Short, as the
passage of the resolution retlUires only a few minutes.
