.The Mayor then iresented several tentative plans
for affecting a reduction in the cost of street lighting.
The motion was made by Alderman Huxmann and seconded by
Pflughaupt to adopt the plan reducing the number of
lamps 20% to 25% and setting the period of burning "from
dusk to 1 A.M.". The roll was called on the motionwith
the following result: Ayes; Aldermen Ahbe, Collet, Pflug-
haupt, Dean, Huxmann, Bishop, Friott, Frederick , Enzenbacher
and Meinshausen. -Nays; none. The .payor thereupon declared
the motion carried.
Alderman Huxmann, chairman of the Police Committee
asked Sergeant Hammerl to report on the C'Aces,1575 Ellin -
wood Street. Sergeant Ham:rerl reported unsanitary conditions,
drunkenness, and an accident due to improper conduct. The
motion was made by Alderman Frederick and seconded. by Dean
to adopt the following resolution:

WHEREAS, a Malt and vinous Beverage license
was heretofore granted to Gus Palmquist as a retail
dealer Class "A",a t 1b7b Eilinwood Street, Des Plaines
Illinois,..and
WHEREAS, it has been reported to the City
Council that there has been violations of the Crdinance
under which said license was granted, at the address
for which said license was granted; and
WHEREAS, the City Council has duly considered
said violations;
THTRE7ORE, Be it Resolved, by the City Council
of the City of Des Plaines that retail dealer Class
"A", License iNo. 136 , heretofore issued to Gus Palm-
quist, under the provisions of Chapter 28 of theMuni-
cipal Code of the City of Des Plaines as amended, be and
the same is hereby revoked.
It is further Resolved that the City Clerk
notify the Department of Finance of the State of Illinois
of said revocation, as provided by law and that the City
Clerk also notify the said Gus Palmquist of said revo-
cation.

Mayor Kinder then presented the matter of purchas-
ing the Cater Well for consideration. Mr. V'.m.Cater addressed
the Council and Outlined the matter stating that he would
nave to realize $85,00C.00 cash on the sale of the well,
and then introduced Mr. Bacone and Mr. J.McRoberts. Mr. Mc-
Roberts offered to take C3,50C.CC in water bonds. These
bonds to cover the purhhase of the well, the printing of
the bonds, the cost of a Chapman & Cutler opinion and the
sale of the bonds. The motion was made by Aderman Frederick
and seconded by Pflughaupt to instruct the City Attorney to
prepare an ordinance proposing to purchase the Cater Well
with a water revenue bond issue of",,93,bC0.0C, said ordinance
to be presented to the Council at an adjourned meeting of
the Council to be held Tuesday, November 14,1c33 at 8:CC P.M.
at the City Hall of the City of Des Plaines. The roll was
called on the motion, with the following result: Ayes; Alder-
men Ah'e, Collet, Pflughaupt, Dean, Huxmann, Bishop, Friott,

Alderman Pflughaupt, chairman of the Finance
Committee reported on the matter of the proposed ;5,000.00
loan from the First National Bank of Des Plaines,. for
which it is proposed to pledge vehicle license receipts
as security, and to then loan this 5,0CC.CC from the
Vehlcle Fund to the General Corporate Fund and taking
a 1e33 General Corporate -.Fund Tax Anticipation 1 arrant
of ` 5,000.00 as security. The .motion was made by
.Alderman'1iuxrnann and seconded by lileinshausen to refer
this matter to the Finance Committee with power to act.

following proposed ordinance, which was read by the Clerk:

- WHEREAS, the City of Des Plaines is now
purchasing water for the use of its inhabitants from
'�illiam
H.Cater; and
WHEREAS, the City Council of the* City of
L1.3 Plaines deems it to be to the best interests of the
inhabitants of the City of Les Plaines, for the City
of Des Plaines to own said well from which wateris
now being purchased from William. H.Cater; and
WHEREAS, William H.Cater has offered to
sell to the City of Des Plaines said water well
known as the "Cater Well", located at Thacker Street
and the Chicago and Northwestern Railway tracks,
together with the real estate upon which said well
is located known as South One (1) acre of the East
Two Hundred (200) feet of Lot Two (2) in assessors'
Division of fractional Southwest 'C„uarter (S.W.4) of
Section 18, Township 41 North, Range 12, East of
the Third Principal Meridian, in Cook County,Illinois,
and all improvements and appurtenances thereunto
belonging, together with derick, boiler, hoist and
all water pumping equipment appertaining to said
well and necessary to the conveying of water to the
water mains of the City of Des Plaines, free and
clear of all liens and encumbrances, for the sum
of Ninety -Three Thousand rive Hundred (03,500.00)
Dollars; and
WHEREAS, the said. William H.Cater has agreed
to accept said purchase price in water revenue bonds,
provided he can find a buyer or buyers for said bonds,
and to pay allexpense of printing said bonds and opin-
ions of attorneys as to the validity of said bonds
and other expenses incidental to the issuance of said
bonds.
NOW,THERE FORE, Be it Resolved, by the City
Council of the City of Des Plaines that the City of
Des Plaines accept the offer of William H.Cater to
sell said well known as the "Cater ell" together
with the land upon which the same is located with
all buildings and improvements thereon, and all
water pumping equipment and pipes appertaining there-
to necessary to convey water from said well to the
water mains of the City of Des Plaines, free and
clear of all liens and encumbrances for the sum of
Ninety -Three Thousand Five Hundred G193,500.00
dollars, payable in water revenue bonds issued pur-
suant to the provisions of an act entitled "AN ACT
AUTHORIZING ANY CITY, VILLAGE OR INCORPOR.ITED TOWN

OR PURCHASE A WATER WORKS Oh WATER SUPPLY SYSTEM

BE IT FURTHER RESOLVED, that the accept-
ance of said offer of William h.Cater is contingent
upon the passage and adoption of an Ordinance as
provided by Section 3 of the Act of the legislature
hereinbefore mentioned, and a full and cmmplete re-
lease from William H.Cater of all rights, claims
and demands under the contract for the purchase of
water by the city from said William H.Cater, now in
effect between the City of Des Plaines and William
H.Cater
BE IT FURTHER RESOLVED that the City
Attorney be and he is hereby insimcted to prepare
the necessary Ordinance authorizing the purchase
of "Cater Well" as hereinbefore defined, and the
issuance of water revenue bonds for the purchase
thereof in accordance with the provisions of the
act of the legislature hereinbd'ore referred to.
BE IT FURTHER RESOLVED that the acceptance
of the offer of William h.Cater be conditioned upon
the following:
(1) . That Cater furnish and install without
expense to the City of Des Plaines a
new vertical type electric motor of
approximately. 200 (Two hundred) horse
Power, designed and adapted to service
of this nature, at this particular lo-
cation,and subject to approval of the
City Council and City Engineer.
(2).. That Cater furnish, without exepnse to
the City, all detailed information re-
garding the drilling, construction and
functioning of all units and parts of
the well installation, both above ground
and below ground, including drilling
log, all subject to approval of the City
Council and City Engineer.
(3). That Cater at his expense make all nec-
essary changes in the pump assembly to
reduce the output of the well installation
from its present capacity of approximately
1100 G.P.M. to approximately 8CC G.P.M.
subject to approval of City Council and
City Engineer.
The motion was made by Alderman Bishop and seconded by
