-Minutes of the REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINS
HELD IN THE COUNCIL CHAMBERS ON THE 2nd
TAY GF OCTOBER,A.D.1933 AT TEL OJR CF
8:00 P.M.
The meeting was called to order by Mayor George
W.Kinder, with Aldermen Ahbe, Collet, Dean, Bishop,`Friott,
and Meinshausen responding to the roll call. Aldermen
iJflughaupt, Frederick and Lnzenbacher entered the meeting
shortly after the roll call, while Alderman Huxmann was
absent for the entire meeting.
The Clerk then read the following reports:
1.The report of Edgar J.Friedrich,City Clerk for
calender month of September,1933.
'.The report of H.A.Becker, Ohief of Police, for the
calendar month of August,1933.
3.The report of H.A.Becker, Chief of Police, for the
calendar month of September,1933.
4. The report of Chas. M.Larson, City Treasurer,for
the calendar month of September,1933.
The Mayor and each of the Aldermen was supplied with a
copy of the Treasurer's report.
The Judiciary and Assessment Committee had no
report to offer.
The Police and License Committee submitted the
following report which vas read by the Clerk:
Regarding the bids received on the new police squad car,
the Police Committee reports that of the bids received all
of the dealers in the City of Des Plaines, it appears that
the most advantageous purchase would be of a Dodge, Six cyl-
inder Sedan, at a price of 3398.00, plus the present Chevrolet
police car, in which conclusion of the committee the Chief
of Police, Aoward Becker concurs and recommends such purchase;
such lid. being ,made by Melzer Auto Sales, Inc.
We, the Police Committee therefore recommend: that the
bid of Me1uer Auto Sales,Inc. be accepted and that the Chief
of Police be authorized to cor_::,unicate such purchase by deliver-
ing to said bidder the. present Chevrolet police car, payment
of the cash difference to be made out of funds in Ai; he,r.ds,
not any part of any funds in the treasury of the City of Des
Plaines, or in which the City has any right or interest to
title of such new police car to be in the City of Des Plaines
free and clear of any incumbrance or claim.

The motion was made by Alderman Bishop and seconded by
Collet to accept this report and concur in its recommendations.
The roll was called on the motion with the following result:
Ayes; Aldermen Ahbe, Collet, bishop, Friott, Frederick, and
leinshausen. Nays; Alderman Dean. The Mayor thereupon de-
clared the motion carried.
The Streets and Sidewalks Committee had no report
to offer.
The Committee on Public Works and Buildings had no
report to offer.

Alderman Bishop, chairman of the Water Committee,
also reported that a past due bill of some ;113.00 has been
collected from Kilburn Bros., but stated that another bill due
the City from Milburn Bros. is really due from Cook County on
work which Milburn Bros. did for the County. The motion was made
byAlderman Meinshausen and seconded by Friott to instruct the
City Engineer to prepare a letter to the proper Cook County
authorities asking the County to remit as soon as possible,
said letter to be signed by the City Attorney and attested by the
City Clerk. The motion was voted upon by acclamation, where-
upon the Mayor declared the motion carried.
The Clerk then announced that he has received several
bids on repainting the water tank and standpipe. The motion
was made by Alderman Frederick and seconded by Collet to open
these bids. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried. The bids were opened
and read by the Clerk as follows:

The motion was made by Alderman Pflughaupt and seconded by
%rederick to refer these bids to the taster Committee for
consideration, and report at the next regular meeting of
the Council. The motion was voted upon by acclamation, where-
upon the Mayor declared the motion carried.
The Clerk then read the following recommendation
of the Zoning Board of Appeals:
RECOMM NDATION
To the Honorable Mayor and City Council of
the City of Des Plaines
Des Plaines,Illinois
Gentlemen:
The Zoning Board of Appeals of the City of
Des Plaines, at a regularly held meeting after due notice
thereof given according to law, have considered the request
of certain property owners to rezone the following des-
cribed premises, to -wit:
The Easterly 200 feet of Lots 1 and 2 in
Garland's Division, also all of Lots 9,10
and 16 in Garland's Division, also that
portion of Lots 2 and 3 in Phillipine Ahbe's
Division lying northeasterly of a line drawn
paaallel to Rand Road 141.94 feet south and
West of said Rand Road, all located in Section
16, Township 41.gorth, Range 12, East of the
Third Principal Meridian.
from Residence District, Area District A to Commercial District
Area District C, and we do hereby recommend that the petition of
said property owners be granted.
ZONING BOARD OF APPEALS

Alderman Frederick,chairman of the Fire Committee
submitted a proposed contract of the Leneral Fire Hose Co.
for 500 ft. of 2t" "'Defender" -treated fire hose at a cost of
$375.00. The Clerk read this proposed contract upon which
Alderman Frederick, chairman of the Fire Committee, recom-
mended that this contract be entered into by the City. The
motion was made by Alderman Meinshausen and seconded by Frederick
that the Council authorize the Mayor and City Clerk to sign
this proposed contract in the name of the City. The roll
was called on the motion with the following results Ayes;
Aldermen Abbe, Collet, Pflughaupt, Dean, Bishop, Friott,
Frederick, Enzenbacher, and meinshausen. Nays; one. The
Mayor thereupon declared the motion carried.
The Sewer Drainage and Sanitation Committee had
no report to offer.
Alderman Bishop, chairman of the water Committee
submitted the following letter which was read by the Clerks

To the Chairman of the water Dept.

Dear Sirs
In reference to the electrical work necessary
to operate alarm from Des Plaines Avenue' Water tank to
Thacker Street Station.
1 propose to install float switch, relays and
etc., for the sum of One Hundred Twenty Five Dollars. The
rental of lines from Middle States Telephone Company
would be approximately Two Dollars per month. This is
necessary to operate relay from water tank to Telephone
office jacks, then to Thacker Street Station and alarm.
An alternative would be a relay, float switch
and 1000 watt lamp on top of Tank whcih could be seen from
the Thacker street station. This would cost about Seventy
Five dollars.

The motion was made by Alderman Bishop and seconded by Pflug-
haupt instruct the Mayor and City Clerk to order Johnson's
Electric Shop to install the float switch with alarm at the
Thacker Street Pumping Station as agreed in the above letter for
the sun of $125.00. The roll was called on the motion with the
following result; Ayes; Aldermen Ahbe, Collet, Pflughaupt,
Dean, Bishop, Friptt, Frederick, Enzenbacher and heinshausen.
Nays; None. Tips Mayor thereupon declared the motion carried.
Alderman Bishop, chairman of the water Committee,
inquired regarding a reported arrangement with the receiver
of the State hank to supply the water for the bank building
in return for the bank providing quarters for the Cook County
Welfare Bureau in the building. Alderman Enzenbacher stated that
such an agreement had been entered into by former Mayor xammerl.
Alderman Bishop then agreed to study the matter and submit
the water committee's proposal to the Council at a future date.

"AN ORDINANCE TO CLASSIFY, REGULATE AND RES-
TRICT THE LOCATIONS OF TRADES AND INDUSTRIES
AND THE LOCATION OF BUILDINGS DESIGNED FOR
SPECIFIED USES':; TO REGULATE AND LIMIT THE
INTENSITY OF THE USE OF LOT AREAS AND TO RE-
GUTATE AND DETERMINE THE AREA OF YARDS, COURTS
AND OTHER OPEN SPACES WITHIN AND SURROUNDING
SUCH BUILDINGS, AND TO ESTABLISH THE BOUNDARIES
OF DISTRICTS FOR THE SAID PURPOSES AND PRESCRIBING
PENALTIES FOR. THE VIOLATION OF ITS PROVISIQNS"

The motion was made by Alderman i'flughaupt and seconded
by Meinshausen to recommit this recommendation to the
Zoning Board of Appeals. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
Alderman Ahbe reported that Garland Place is
in very bad condition. The motion was made by Alderman Ahbe
and seconded by Yrederick to authorize the Street Committee
to enter into an agreement with Milburn Bros. to scarify
and roll Garland Place for a cost not to exceed $75.00,it
being understood however that the work is not to be paid
for in cash, but that the $75.00 be credited on Milburn
Bros.' past due water bill. The roll was called on the
motion with the following result: Ayes; Aldermen Ahbe,
Collet, Pflughaupt, Dean, bishop, Friott, Frederick, Enzen-
backer and Meinshausen. Nays; None. The Mayor thereupon
declared the motion carried.
Alderman Pflughaupt, chairman of the Finance

Committee reported that as a result of a special demand
upon the County Treasurer for special assessment moneys
held by the county authorities, the City has received
a check in the sum of $ 5,830.96..
Aderman Pflughaupt further reported that an
attempt has been made to sell Tax Anticipation Warrants
to the Northern Trust Co. of .hicago, but that the attempt
was unsuccessful.
The Clerk then read the following resolution
of which the Mayor and each alderman had been given a copy:
RESOLVED THAT THE FOLLOWING BILLS ARE DUE
AND PAYABLE AND THAT THE MAYOR AND. CITY
CLERK BE INSTRUCTED TO ISSUE PROPER VOUCHER -
WARRANTS IN PAYMENT OF SAME. SAID WARRANTS
TO BE RELEASED UPON ORDER OF THE FINANCE
COMMITTEE WHEN FUNDS ARE AVAILABLE.

The motion vas made by. Alderman Pflughaupt and seconded
by Collet to adopt this resolution. The roll was called
on the motion with the following results Ayes; Aldermen
Ahbe, Collet, Pflughaupt, Dean, Bishop, Friott, Frederick,
Enzenbacher, and Meinshausen. Nays; None. The Mayor there-
upon declared the motion carried, and the resolution adopted.
Alderman Dean asked what use had been made of the
44,000.00 recently borrowed from the Vehicle Fund and Road
and Bridge Fund. The motion was made by Alderman Ahbe and
seconded by Collet to instruct the Finance Committee to re-
port on this matter at the next regular meeting of the
Council. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried.
The motion was made by Alderman Frederick and
seconded by Collet to adjourn. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion
carried, and the Council regularly adjourned.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON THE 16th
DLO' OF OCTOBER, A.D. 1933 AT THE HOUR OF
8:00 P.M.
The meeting was called to order by Mayor George
1'.Kinder with Aldermen Ahbe, Collet, Pflughaupt, Dean,
Huxmann, Bishop, Friott, Frederick and Meinshausen res-
ponding to the roll call. Alderman Enzenbacher entered
the meeting shortly after the roll call.
The Judiciary and Assessment Committee had
no report to offer.
Alderman Huxmann, chairman of the Police and
License Committee reported that the Committee had a meeting
with the business men who have not paid their 1933 business
licenses,in which the matter was fully discussed. Be re-
ported further that it was made clear that all 1933 busi-
ness licenses must be paid at the present rate, and that
if these rates are not equitable, steps will be taken to
revise the licensing ordinance so as to make it effective
January 1, 1933. He stated further that as far as the
Police and License Committee is concerned, the Council
order instructing the Police to issue summons to such as
have not paid their 1933 business licenses, still stands.
