09/05/1933The Clerk reported that he has received a bill for
$1.00 from the Soo Line Railroad, to cover the fee for under-
ground lease for the Water main under the Soo Line Tracks
*on Algonquin Road from August 1,1933 to August 1,1534.
Alderman Bishop reported that he has investigated
the City's relation to the N.R.A. and has authentic
information that the City does not come under this act.
Mayor Kinder then introduced. Postmaster Otto
Henrich, who announced that there will be a meeting in
the Council Chambers on Wednesday, August 23, 1933 at
8:00 P..==.to organize a local N.R.A. committee for Des
Plaines, and asked 1C0% cooperation in this movement.
The motion was made by Alderman Frederick and..
seconded by -bishop to adjourn. The motion was voted
upon by acclamation, whereupon the Mayor declared the
.'notion carried and the Council regularly adjourned.

The meeting was called to order by Mayer George
W.Kinder with Aldermen Ahbe, Collet, Pflughaupt, Dean,
Huxmann, Bishop, Yriett, Frederick and Meinshausen res -
pending to the roll call. Alderman Enzenbacher entered the
meeting later during the session.
The Clerk then read the City- Clerk's rep•rt'fer
the' calaudar month of August 1933 , and handed each Alderman
a copy of the City Treasurer's report for the calendar month
of August 1933.
The Judiciary and Assessment Committee had no report
to offer.
Alderman Hu/mann, chairman of the Police and License
Committee reported that Sergeant T.O'Donnell passed away while
on duty as desk sergeant on Sunday, August 27, 1933. be
promised to report soon on the request for a Beer license made
by the Des Plaines Recreation Parlor, as well as on the matter
of the request for permission to conduct a tag day made by
the Chicago Children's Benefit League.
The Committee on Public Works and Buildings had
no report to offer.
Alderman Frederick, chairman of the Fire Committee
reported that bide on 1000 feet of fire hose have been received.

refer these bids to the Fire Committee and the Fire Chief
for tabulation and recommendation. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion

The Sewer, Drainage and Sanitation Committee had
no report to offer.
Alderman Bishop, chairman of the Water Committee
reported that the bids on reconditioning the pumping equipment
at the Norma Well were too vague and indefinite to be acted
upon, and therefore asked that consideration of this matter
be delayed.

Alderman Frederick/vf the Band Committee, stated,
that inasmuch as there is apparently no more Municipal Ban,
he would recommend that the office of "representative of the
Band Committee* be stricken from the ordinances of the City.
Mayor Kinder stated that a repeal ordinance, repealing the
particular section of the City Ordinances dealing with this
matter would have to be passed in order to make such a change.
The Clerk then read the following proposed ordinance
for second reading= -
PROVIDING FOR THE ISSUANCE OF TAX ANTICIPATION
WARRANTS AGAINST THE TAXES LEVIED FOR THE FISCAL
YEAR OF 1933, 7OR GENERAL CORPORATE FUND, PUBLIC
BENEFITS, FIRE PROTECTION, PUBLIC LIBRARY, GARBAGE
AND BOND FUNDS.

The motion was made by Alderman Pflughaupt and seconded by
Ahbe that this proposed ordinance be passed. The roll was
celled on the motion with the following results Ayes;
Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Bishop,
Friott, Frederick and Meinshausen. Nays; None. the Mayor
thereupon declared the motion carried and the ordinance
passed.
Mayor Hinder then stated that he has an announce-
ment of the Convention of the Illinois Municipal League
to be held at Peoria, Illinois on October 19th and 20th,
and asked whether the Council desires to send a delegation
to this convention. The motion was made by Alderman Bishop
and seconded by Pflughaupt that because of lack of funds no
delegation be sent to this convention. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion
carried.
The Clerk then read the following proposed resolutions
RESOLUTION FIXING AMOUNT OF TREASURER'S BOND
WHEREAS, the Uity Council of the City of Des Plaines
has by ordinance designated the places ofdepositfor
all moneys of the City of Des Plaines in the hands of
the City Treasurer, and the City Treasurer has been
discharged from responsibility for all such funds and
moneys deposited in said designated depositories, and
WHEREAS, the Statutes of the State of Illinois have
been amended to provide that the Treasurer's bond
shall not be fixed at a less sum than one-fifth(115th)
of the estimated tax and special assessments for the
current year;
THEREFORE, be it resolved by the City Council, City
of Des Plaines, that the bond of the City Treasurer for
the current year of 1933, be in the penal sum of not
less than one fifth (i/5th) of the estimated tax and
special assessments for the current year of 1933.
BE IT FURTHER RESOLVED that one-fifth (i/5th) of the
estimated tax and special assessments funds be fixed
at the sum of $20,000.00.
The motion was made by Alderman Huxmann and seconded by
Pflughaupt to adopt this proposed resolution. The roll
was called on the motion with the following results Ayes;
Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Bishop,
Friott, Frederick and Meinshausen. Nays; none. The Mayor
thereupon declared the motion carried and the resolution
adopted.
The Clerk then read the following proposed ordinance
for first readings
AN ORDINANCE
Be it ordained by the City Council of the City of
Des Plaines, in Cook County, in the State of Illinois'
(1) That Section 535 of Article Six of the Code of
General Ordinances known as the Municipal Code of the
City of Des Plaines of 1928, be and the same is hereby
amended by striking out of the first sentence in said
section the words "Fifty ($50.00) and inserting in
place thereof the words *Twenty-five 325.00).
(2) All Ordinances and parts of ordinances in conflict
herewith are hereby repealed.
(3) This ordinance shall be in full force and effect
from and after its passage according to law and shall
relate back as to said Section 535 as of January 1,
A.D. 1933.
Passed by the City Council of the City of Des
Plaines, Cook County, Illinois this 5th day of
September, A.D. 1933.

Frederick to add the name of Alderman Bishop to the pay
roll. The motion was voted upon by acclamation, whereupon
.the Mayor declared the motion carried. The motion was trade
by Alderman Huxmann and seconded by Meinshausen to adopt
this resolution. The roll was called on the motion with the
following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt,
Dean, Huxmann, bishop, Friott, Frederick, Mnzenbacher and
Meinshausen. Bays; None. The Mayor thereupon declared
the motion carried and the resolution adopted.
The motion was made by Alderman Huxmann and seconded
by Meinshausen to instruct the Clerk to advertise for bids
from Des Plaines automobile dealers on a new Police squad
car. Bids to be returnable on September 18th, 1933, and are to
include a bid on the old Chevrolet squad car. The motion
was voted upon by acclamation, whereupon the Mayor declared
the motion carried.

Alderman Enzenbacher reported an attempted rape
on Center Street on the South Side and suggested more
police patrolling of this section. The motion was made
by -Alderman Huxmann and seconded by znzenbacher to offer
a $550.00 reward for any information leading to the arrest
and conviction of the person attempting this rape. The roll
was called on the motion with the following results Ayes;
Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Bishop,
Friott, Frederick, znzenbacher and Meinshausen. mays; none.
The Mayor thereupon declared the motion carried.
The motion was made by Alderman Huxmann and
seconded by t'flughaupt to approve the minutes of the regular
meeting of August 21, 1933. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried.

by Pflughaupt that anyone wishing access to the City's special
assessment records must first have consent of the Council.

the contest of election of Hobart Ahbe as Alderman,
