171 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES BAINES HFTD IN THE COUNCIL CHAMBERS ON THE 7th DAY OF AUGUST,A.D.1933 AT THE HOUR OF 8:00 P.M. The meeting was called to order by Mayor George W. Kinder with Aldermen Ahbe, Collet, Pflughaupt, Dean, Bishop, Frederick and Meinshausen responding to the roll call. Alderman Huxmann entered the meeting immediately after the roll call, and Alderman Enzenbacher arrived somewhat later. Alderman Friott was absent. The Clerk then submitted the following reports: The report of L.J.Friedrich,City Clerk for •Ju1y,1933 The report of H.A.Becker,Chief of Police for July,1933 The report of Chas.Larson,City Treasurer,for July,15.33 (Each Aldermanieceived a copy of this report) The Judiciary and Assessment Committee had no report to offer. Alderman Huxmann,chairman of the Police and License Committee stated that he has heard rumors that the Police Department expects to buy a new squad car outside of Des Plaines. He branded this rumor as false, and assured the Council that Des rlaines dealers would naturally be given preference. Alderman Collet, chairman of the Streets and Sidewalks Committee reported that the estimated cost of widening out the curve on Prairie Ave., at Arlington Avenue is $252.25. Alderman Huxmann suggested that an attempt be made to induce milburn Bros. to do this work in part payment of their past due water bill of nearly .1,000.00. Mayor Kinder re -committed this matter to the Streets and Sidewalks Committee. The Committee on Public Work and buildings had no report to offer. Alderman Meinshausen, chairman of the Sewer Committee reported that several men are still at work cleaning sewers. Alderman Bishop,chairman of the Water Committee reported that the Cater Well was out of order for about a week, and that the forma Well and the Riverside Well w ere pumped to capacity in order to supply the city with water during the Cater breakdown. He recommended that the Clerk be instructed to write Lane & Bowler for an estimate for re -conditioning the Lane & Bowler pump at the Norma Well. The motion was made by Alderman Huxmann and seconded by Collet to concurr in this recommendation. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Alderman Bishop, chairman of the Water Committee, further recommended that the engineer and the Supt. of Public works be instructed to start at once on the work of laying the Keeney Ave. -Algonquin Rd. water main connection, even though the permit for tunnelling under the Soo Line Tracks has not yet been obt,: obtained. The motion was made by Alderman Huxmann and seconded by Bishop to concurr in this recommendation. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. Alderman Frederick, representative of the Band Committee had no report to offer. 172 • Alderman Frederick, chairman of the Fire Committee, recommended the immediate purchase of 1000 ft. of fire hose. The motion was made by Alderman Meinshausen and seconded by Collet to advertise for sealed bids on 1000 feet of fire hose. Bids to be oened September 5,1933. The roll was called on the motion with the following result: Ayes; Aldermen Ahbe, Collet, :Pflughaupt, Dean , Huxmann, Bishop, Frederick, Enzenbacher and Meinshausen. Nays; None. The Mayor thereupon declared the motion carried. The Clerk then read the following letter: KENNETH G .MEYER August 5, 1933 City Council of the City aF Des Plaines Des Plaines,Illinois Gentlemen: I wish to advise with reference to the new roll to be filed in Des Plaines 100, which provides for rebates that this roll consists of 337 pages, and I understand that Mr. Maloney had previously agreed to prepare the roll for $100.(C. He informs me that the cost of typing the roll and furnishing the paper therefor will greatly exceed this amount, and he has turned the roll. over to ate to have the same typed. I have received bids from various typists to do this work, which bids arrange from $15.00 a week to $175.00 flat for the entire job. Miss Sarah Garretson of Des Plaines, who is out of employment and experienced in this work, has agreed to do same for $15.00 per week on the basis of forty hours a week, and the entire time not to exceed one month. In my opinion and also in the opinion of the finance committee, Miss Garretson would be the most qualified to do the work and she has made the best offer in my opinion. With regard to the special paper required for this roll, Mr. Maloney has some on hand but not enough to cover the entire job, and the cost of the paper as offered to be supplied by Mr. Maloney will amount to $20.00 and this paper will require the typist to type the headings on each column. This will take a great deal of extra time on the part of the girl, and I therefore obtained a bid from the Des Plaines Publishing Company for the paper including all headings and rulings typed thereon, and the Des Plaines Publishing Company has agreed to furnish the paper with the headings thereon for $16.50, this being for 1100 sheets. In view of the fact that copies have to be made of the roll, 1C11 sheets will be required. Miss Sarah Garretson does not have a type- writer so the City will have to furnish a typewriter, which I believe can be rented for 44.00 per month. All of the expenses in this matter are chargeable to the cost of levying and collecting the assessment, which funds are appropriated for. When the roll is completed, it will be turned over to Mr.Maloney for filing, and the matter should not be delayed, and 1 therefore ask for you to act on the matter at once. The Clerk then read the following letter: KENNETH G .MEYER August 7th,1S33 City Council City of Des Plaines Des Plaines,lllinois Gentlemen: I wish to draw to your attention an important amendment to the Cities and Villages Act, namely; Section 4 of Article 6, which has to do with the bond required to #e given by the Treasurer of the City. Under the law as amended the City Treasurer, where the city has be ordinance designated the deposi- tories for the money of the city, can give a bond in the penal sum of not less than one-fifth (1/5) of the estimated tax and special assessments for the current year. If the City Council would pass the necessary resolution to authorize the fixing of the Treasurer's bond in accordance with the amendment 1 believe that considerable savings could be made on the bond premium. The Clerk then read the following notice; BEFORE THE ILLINOIS COMMERCE COMMISSION THE WILLET C0MPANY In the matter of an application for a certificate of convenience and necessity to establish a motor truck delivery and pick-up system in the metropolitan dis- truct of Chicago No 22074 173 174 NOTICE The Illinois Commerce Commission has authorized us to notify all parties in the above cause that on August 8,1933 hearings will be resumed. At that time dates will be set for the hearing of further testimony relative to the above cause as the Commission is anxious to com plete hearings on the Willet petition for a certificate of convenience and necessity before the week commencing August 21,1933. The motion was voted upon by acclamation, where- upon the Mayor declared the motion carried. The Clerk then read the following Letter: DES PLAINES PUBLISHING CO. August 7th,1933 Mayor George Kinder & the City Council of the City of Des Plaines Honorable sirs: I have recently been in receipt of a letter from Miss R.K.Badger, superintendent of the Park Ridge School for girls, in which she asks me to advance the interests of the school in Des Plaines. They seek, and 1 wish to heartily endorse, to be permitted to have a Tag Day in Des Plaines on September 11. The Tag Day will be conducted under the auspices of the Chicago Federated Charities, but they will only receive one percent of the total collected here should you grant this request. Ninety-nine percent will go to the Park Ridge School for Girls. I feel that this school is a township enterprise and well worth our support. The Des Plaines Woman's Club has long had the school on their list as a major activity and their letter will also endorse the Tag Day here. A letter from the Junior League also endorses the plan and promises co-operation in putting on the Tag Day here. The School, like most of us, is in dire straits and needs this support from the Federated Charities and from us, and 1 ask you to view these factors when you consider, 1 hope favorably, their request for a Tag Day here on Sep- tember 11. The Clerk then read the following letter: Des rlaines,Illinois August 7,1933 To the Honorable Mayor and City Council of Des Plaines. On Labor Day, September 4,1933 at the Earle Playground, a ball game will be played between the Old Time Baseball Stars of Des Plaines and the present day Des Plaines Boosters. This game is for the sole purpose of creating a Milk Fund known as the Des Plaines School Children's Milk Fund, and the entire proceeds of this game will be turned over to the Parent Teachers Association who will see that the un - fed children are taken care of. We all know it is a hard thing to try to acquire an education on an empty stomach, so 1 at this time ask that the City Council as a whole set this date aside and make their appearance on that date. This is one movement this City of Des Plaines should be for 100°. Alderman Frederick then read the following proposed letter: Mr. F.Sargent,President Northwestern Railway Company Chicago, Illinois Dear Sir: Since the opening of the Fair, quite a X77 number of our citizens have experienced great incon- venience and difficulty in returning after midnight to their homes in Des Plaines. You will no doubt grant that every man in the city and in the suburbs expects to visit the Fair as many times as possible. The man who works every day must do this in the evenings. If he takes the train arriving in Chicago at 6:45 P.M., he must leave the Fair by 10:00 P.M. in order to catch the last train which leaves Chicago at 1045 P.M. This does not give him sufficient time at the Fair to make it worth his while. 1f he stays later and goes home by street car and bus, he does not get home until early morning. This is impractical. We, therefore, strongly feel that the Northwestern Railway Company, as its contribution toward making the Century of Progress a success, and in carrying out the President's N.R.A. program, should either put on another train leaving Chicago about 1:00 A.M. or stop existing through trains for local passengers. We believe that this is a service which will be appreciated by all the towns along the Wisconsin Division, especially during the duration of the Century of Progress, lours very truly, The motion was made by. Alderman Pflughaupt asked that the minutes of the regular meeting of July 17,1933 be corrected so as to show the vote of aldermen Pflughaupt and Dean as "Nay" instead of "Aye" in the second -last paragraph immediately preceding the motion to adjourn. The motion was then made by Alderman Huxmann and seconded by i'flughaupt to amend the minutes of the meeting of July 17th,1933 so as to show the insurance bid of W.L.Plew & Co. in the second paragraph of the report of the Judiciary and Assessment Committee as "75 cents " instead of "96 cents". The roll was called 178 on the motion with the following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, .ishop,Frederick, Enzenbacher and Meinshausen. Nays; Mone. The motion was then made by Alderman Huxmann and seconded by Pflughaupt to approve the minutes of the regular meeting of July 17 and of the special meeting of August 2,1933 as corrected. The motion was voted upon by acclamation, whereupon the Mayor delcared the motion carried and the minutes approved. Alderman Pflughaupt, chairman of the finance Committee, then reported on a meeting of municipal fiscal officers held at the Cook County Bldg. for the purpose of inducing the County Treasurer to permit the local collectors to collect the last installment of th e 1931 real estate taxes. Alderman Pflughaupt ups not certain as to just/the outcome would be. what Mr. Chas.Larson, City Treasurer, then reported orally that he has written Mr. C.E.Crockett,13019 Division Street, Blue Island, Illinois, authorizing him to proceed with the work of ascertaining how much of the City's moneys are being held by the County Clerk. The Clerk then read the following report: To the chairman of the Finance Committee, at the meeting of the City Council held July 5,1933 the following matter was referred to your committee: THE matter of ascerting how much of the City's money io being held by the County Clerk was referred back to your Committee.
