MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
DES PLAINES, HELD IN THE COUNCIL CHAMBERS
ON THE 17th DAY OF JULY,1933, AT THE HOUR
OF 8:00 P.M.
The meeting was called to order by Mayor George
Kinder, with Aldermen Collet, Pflughaupt, Dean, Huxmann, bishop,
Friott, Frederick and Meinshausen responding to the roll call.
Aldermen Ahbe and Enzenbacher were absent.
Alderman Friott, chairman of the Judiciary and
Assessment Lommittee reported that the following surety bonds
have been examined by the committee and that the committee
recommends their approval:
The Bond of Chas.M.Larson,L easurer-Collector for $75,000.
The Bond of Harold Ahbe,Collector`s Assistant for 5,000.
The Bond of Grace Rexses,Treasurer's Assistant for 5,000.
The Bond of Pearl goelling,Stenographer for 2,000.
The motion was made by Alderman Friott and seconded by Meins-
hausen that these bonds be approved. The roll was called on
the motion with the following result: Ayes; Aldermen Collet,
Pflughaupt, Dean, Huxman, bishop, iriott, Frederick and Meins-
hausen. Hays; None. The Mayor thereupon declared the motion
carried, and the bonds approved.
Alderman Huxmann, chairman of the Police and License
Committee reported that all license ordinances will be strictly
enforced in the future. The motion was then nide by Alderman
Huxmann and seconded by Bishop to insert a notice in the local
newspaper, serving notice publicly that anyone indebted to
the City for licenses of any kind will be required to 'take
payment in full before August 1,1933. The motion was voted
upon by acclamation whereupon the Mayor declared the motion
carried.
Alderman Huxmann, Rhairman of the Police and License
Committee then reported that`the Police squad car is in -bad
condition, and that it is thought it would be wise to bray a
new car rather than to repair the old one. The motion was
made by Alderman Huxmann and seconded by meinshausen to grant
the Police Department the privilege to raise money by means
of dances or other activities, for the purpose of buying a
new squad car or such other equipment as may be necessary
for the Police Department. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried.
Alderman Collet, chairman of the Streets and Side-
walks Committee reported that the streets Department is still
busy patching Center Street.
Alderman Dean reporting for Alderman Ahbe, chairman
of the Committee on Buildings Plats and Public Works, stated
that the committee recommends that the proposed changes in
the Police headquarters be made. The motion was made by
Alderman huxmann and seconded by Friott to accept this recom-
mendation and to refer this matter to the Police Committee for
further action. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.

The motion was then made by Alderman Huxmann and
seconded by Meinshausen to refer the matter of the changes in
the City Offices to the Council as a committee of the whole
for further action. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
Alderman Meinshausen, chairman of the Sewer,Drainage,
and Sanitation Committee reported that the sewers of the City
are being thoroughly cleaned.
The Committee on Water and water Mains had no report
to offer.
Alderman Frederick then addressed the Council in be-
half of the municipal Ban, stating that the members of the
Band are under the impression that the Council accepted the
Band's offer twee letter in Council minutes of February 1,193 2)
to give a series of weekly summer concerts for the months of
4une, July and August for the sum of ;800.00, and asked whether
it would not be possible to pay the Band this $800.00. Alderman
Huxmann replied that no such agreement regarding concerts has
been made with the Band.

This matter was referred to the Finance Committee by the Mayor.
The Clerk then read the following resolution:

RESOLUTION
WHEREAS, under an Ordinance passed by this City
Council on the 15th day of June,A.D.1931, creating the
office of Commissioner of Canada Thistles, it is pro-
vided that the compensation of such Commissioner shall
be such sums of money as may be fixed from time to
time by the city Council not exceeding Six (46.00)
Dollars per day; and
WHEREAS, it is the desire of the City council
of the City of Des Plaines to employ Albert Reck
to act as Commissioner of Canada Thistles in and for
the City of Des Plaines for a term expiring on the
day of , A.D.1 ; and
WHEREAS, the sum of *2.50 per day for eadit full
full day necessarily spent in the performance of the
duties of Commissioner of Canada Thistles is deemed
a just and reasonable compensation for such services;
THEREFORE, BE IT RESOLVED, that the Mayor and
the City Clerk be and are hereby authorized to execute
on behalf of the City of Des Plaines a contract of
employment with Albert Reck employing the said
Albert Reck as, Commissioner of Canada Thistles for
a term expiring ,i '2g/far—at a compensation of *2.50
for each full d -'y necearily spent in the performance
of the duties of Commissioner of Canada Thistles.
The motion was made by Alderman Huxmann and seconded by
Meinshausen to adopt this resolution. The roll was called

or other similar joint charity group in your
community, we are taking the privilege of imposing
upon your office by enclosing our check herewith
for 4205.73, which is an amount collected in your
Community by our Company during the period that
the 3A Sales Tax was operating in Illinois, with
the hope that.you will have your Secretary divide
this money and distribute same to such charity
organizations as have the official approval of the
City officials.

in effect.
We want you to know that we keenly appreciate the
assistance you are rendering in effective distri-
bution of this fund, for which kindly accept our

The motion was made by Alderman Huxmann and seconded by
keinshausen to authorize the Mayor to endorse the check
mentioned in the above letter, and personally disburse the
funds to such charitable purposes as he )(sees fit. The
motion was voted upon by acclamation, whereupon the Mayor
declared the motion carried.

WEST SIDE IMPROVEMENT ASSOCIATION OF
DES PLAINES
July 10,1933

I have been instructed to write you,pro-
testing against the encissive whistling on the"Belt
Line Railroad". Traffic on this road has "picked up"
of late, and most of it is at night. The line crosses
several "hi -ways" which are not protected in any way.
The consequence is a constant whistling which/the night
makes
hideous with its din. gost of the engineers do not
seem content to whistle for each crossing, but seem to
hold the whistle down from the time they approach River
Road and leave higgens and vice versa. One night lately
between the hours of 12 and 2 A.k• we counted 88
blasts.
Any action you might take in presenting this matter
before the Railroad authorities concerned(gorthwestern
or any other bodies interested will be greatly appreciated.

The motion was made by Alderman Pflughaupt and seconded by Meins-
hausen to refer this letter to the Judiciary Committee. The motion
was voted upon by acclamation, whereupon the mayor delcared the motion
carried.

Alderman Collet, chairman of the Streets Committee
reported that the matter of widening Prairie Avenue at the
intersection of Arlington Avenue has been investigated and
that it appears to be a more difficult matter than it appears
to be at first glance. The Mayor thereupon recommitted this
matter to the Streets Committee with instructions to have
Carter Jenkins, engineer investigate the matter.
The motion was made by Alderman Pflughaupt and
seconded by Aleinshausen to instruct the City Clerk to write
the Soo Line Railroad calling attention to the poor condition
of the Soo Line crossings in the City, and asking that these
crossing be repaird as soon as possible. The motion was
voted upon by acclamation, whereupon the Mayor declared this
motion carried.
Alderman Huxmann then read the following report:
Regarding the matter of arranging to print the newly
adopted "Beer" Ordinance, your Committee on Police and
License has investigated and has found that the Jeer
Ordinance be printed on the back of the form fur
application for beer licenses. We recommend that the said
ordinance be so printed and that W.'.'abian and Associates
be ordered to do such printing at the price of $15.00.

The motion was made by Alderman Ruxmann and seconded by
Friott that the report be concurred in. The roll was called
on the motion with the following result: Ayes; Aldermen

the motion carried.
Alderman Pflughaupt, chairman of the .inance
Committee reported that 1r. Larson, City Treasurer, has
secured two more bids on the work of determining how much
of the Qity's moneys are being held by the County Clerk's office -
one for 37, of the money's realized, the other for 20 of the
money& realized. He reported further that the City attorney
and City measurer will further investigate the 20 bid.
Alderman Pflughaupt, chairman of the Finance
Committee, announced that a meeting of the .Finance Committee,
together with the City Clerk and City Treasurer is to be
held in the City Clerk's office on Friday, July 22, at 8:0Q
P.M., and asked that the Clerk write Alderman Lnzenbacher
notifying him of this meeting.
The Clerk then presented the following resolution,
each Alderman and the Mayor havinif been furnished with a
list of bills in question:
RESOLVED THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK BE
INSTRUCTED TO ISSUE PROPER VOUCHER -WARRANTS IN
PAYMENT OF SAME. SAID WARRANTS TO BE RELEASED
UPON ORDER OF THE FINANCE COMMITTEE WHEN FUNDS

The motion was made by Alderman Pflughaupt and
seconded by Collet to approve the minutes of the regular
meeting of July 3, 1933 as well as the minutes of the post-
poned regular meeting of July 5, 1933 as written. The motion
was voted upon by acclamation, whereupon the Mayor declared
the motion carried.

To the Mayor and City Council of the City of Des Plainest
Gentlemen:
Your Committee on Judiciary and Assessment
has investigated and consideredthe matter of certain
requirements for fire insurance for city property. We
have requested the local insurande agents' bids on
on this insurance.
W.L.Plew & Company have submitted the lowest
for fire5iur�ann,c�eL on the City Hall building, being the
rate of nancgyY {x cents per hundred for $15,000.00
policy for five years. The policy will be issued by
the Home Insurance Company, an old, sound insurance
organization, and we respectfully recommend that this
insurance be placed through W.L.Plew & Company with
the Home Insurance Company at the rate stated.
Mr. II.L.Rietz has submitted a bid on behalf
of the Hartford Fire Insurance Company, at the rate
of $1.00 per hundred for five years on the Riverside
Pumping Station, 921 Des Plaines Avenue, including
pump and equipment, and we respectfully recommend
policy in Hartford Company for $5000.00 to cover this
insurance, lased upon the rate stated.
Mr. H.L.Rietz furnished a binder for the
City Hall fire policy from the expiration of the
previous policy on June 21,1933, while your Committee
was considering this matter and we respectfully rec-
ommend the payment to Mr. Rietz of the earned premium
when billed for the period covered by the binder.
Your Committee has considered the matter
of fire insurance for the Village Ball building in
Riverview. The fact that this is a large frame building
and the character of its use, makes it a very undesire-
able fire risk and a rate of $4.32 per hundred for five
years has been quoted by the Hartford Company. At
present $9,000.00 of insurance has been carried on this
building. Your Committee is of the opinion that such
a sum of insurance on this property is entirely too
much. In view of the doubtful value of the property
to the city, your .Committee is of the opinion that the
cost of insurance could be saved by having no insurance
at all upon this property.

To the Mayor and City Council
of the City of Des Plaines:
Gentlemen:
Your Committee on Judiciary and Assessments has
considered the matter of workman's compensation insur-
ance of the employees of the City of Des Plaines and
reports as follows:
Preliminary to an examination of the question in-
volved all local insurance agents representing companies
who might be interested in this insurance, so far as
your Committee was informed, were invited to submit bids
as to the basis on which their respective companies
would write this insurance. Several agents reported
back to your Committee that their companies did not
desire to submit any bids on this insurance, declining
the business because it was stated that the experience
report on the risk had been unfavorable.
Four bids for this insurance were received by your
Committee: Mr. H.L.Rietz submitted a bid on behalf of
the Hartford Accident and indemnity Company; Mr. O.H.
Tosch, Jr., Associated with C.G.Burkhartsmeyer & Company,
submitted a bid on behalf of the Metropolitan Casualty
Company of New York; the Des'Plaines Realty Company sub-
mitted a bid on behalf of the United States Fidelity
and Guaranty Company; Mr. C.A.Bevans submitted a bid on
behalf of the Iowa Mutual Liability insurance Company.
Summarizing the bids submitted, we report the following:
The bid of the Hartford Company is based upon rates
making a total estimated advance premium of 4512.31; the
bid of O.H.Tosch, Jr., on behalf of the Metropolitan
Casualty Company is based upon rates making a total
estimated advance premium of $492.66; the bid of the Des
Plaines Realty Company, on behalf of the United States
Fidelity and Guaranty Company is based upon rates making
a total estimated advance premium of 12.66($492.66);
the bid of C.A.Bevans on behalf of Iowa Mutual Liability
Company is based upon rates making a total estimated ad-
vance premium of $436.95. From this it appears that the
bid of Mr. Bevans is Iow.
The Committee, however, has carefully considered the
financial statement of the Iowa mutual Liability Company
and finds that this is a small organization, mutual in
character and that from the facts set up in the statement
and the character of its policy, it does not present an
entirely desireable insurance contract.
The bid of the metropolitan Casualty Company and
United States Fidelity Garanty Company are alike, in rates
as to premiums, but the bid of the united States Fidelity
and Guaranty Company, however, is conditional upon the
immediate payment of outstanding premiums, for which we
are advised, the City has no funds and further that they
require an advance premium deposit of $500.00 with a
semi-annual audit. The Metropolitan Casualty Company
will issue their policy on a premium deposit of 4250.00

with a semi-annual audit. Two of the officers of
this company are residents of the City of Des Plaines.
We have carefully examined the financial statement
of this company and find, from the information sub-

ance companies known as the Loyalty Group, all of
high standing, and the residence of two of its offi-
cers in Des Plaines assures the utmost personal
attention to all services under the policy. Your
Committee, therefore, concludes from a careful ex-
amination of all of the matters involved, that the
workmen's compensation insurance of the City of Des
i'laines be awarded to the Metropolitan Casualty
Insurance Company of New York and respectfully recom-
mends that such action be taken at once.
