The meeting was called to order by Mayor Charles HarnmerI
with Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, Lacey,
Friott, Enzenbacher and Meinshausen responding to the roll call.
The Clerk then read the following reports of City Officials: -
The Report of C. A. Wegner, Chief of Police, for
Mar. 1933.
The report of E. J. Friedrich, City Clerk for March 1933.
The report cf Fritz Wettin, City Collector dated March 17 &21.
The report of Otto Rexses, City Treasurer for March 1933.
These reports were referred to the Finance Committee by the Mayor.
The Judiciary & Assessment Committee had no report to offer.
The Police & License Committee had no report to offer.
The Streets & Sidewalks Committee had no report to offer
Alderman Pflughaupt chtirman of the Buildings and Plats Committee
then submitted the following letter:
To the Mayor and City Council,
Des Plaines, Ill.

Gentlemen: -
I would like Permission to construct a 3 car
garage on the Kufke farm, back away from the street and in
consideration of this, I would take down the large barn and
garages which is next to the sidewalk.
Hoping this will meet with your approval as it will be a
great benefit to the community,

The motion was made by Alderman Lacey and seconded by Meinshausen
that the Council grant a free building permit to Elmer M. Blume,
in consideration of the' removal of the barn referred to in the
above letter. The roll was' called on the motion with the following
result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann,
Kinder, Lacey, Friott, Enzenbacher and %einshausen.,Nays; None.
The Sewer Drainage & Sanitation Committee had rio report to offer.
The Water Cbmmittee had no report to offer.

Alderman Kinder, chairman of the Fire Committee reported that
the fire siren needs repair and asked the Council's permission to
make these repairs. The motion was made by Alderman Huxmann and
seconded by Ahbe to authorize the- Fire Committee to make such ex-
penditures as are necessary to properly repair the fire siren. The
roll was called'on the motion with the following result: Ayes; Alder-
man Ahbe,Collet, Pflughaupt, Dean, Huxmann, Kinder, Lacey, Friott,
Enzenbacher and l:einshausen. Nays; None. The Mayor thereupon declared
the motion carried.
The Clerk then read the following letter: -
Apr. 2nd, 1933.
.Honorable Mayor and City Council,
City of Des Plaines,
Illinois.
Gentlemen:
At the last council meeting, I was directed to
turn in a recommendation for the elimination of
three street lights in the First Ward. This has not
been an easy task to perform as the number of lights
have already been drastically reduced.
I believe however, that the three lights
listed below may le 'safely eliminated without undue
inconvenience:
Illumination for stop light at Perry Street
and River Road.
Illumination for sewage pump house at Lee
Street and River Road.
Street light on stone Street between Wolf
Road and Stratford Road.
In my inspection of the lights, 1 further
recommend that the lighting of the two stop signs at
Thacker Street and Center Street be abandoned and
that the overhead light at prariei and Center Street
be removed since ornamental post lights provide all
illumination necessary.

concurr in the report and that the lights mentioned be eliminated.
The motion was then made by Alderman Kinder and seconded by Huxmann
that this motion be tabled. The motion "totable",was Noted upon
by acclamation, whereupon the Mayor declared the motion "toTable"
carried.
The Clerk then read the following letter: -
Honorable Mayor & City Council,
City of Des Plaines,
Illinois.
Gentlemen:
In accordance with directions received at
the last council meeting, I am submitting herewith
an offer to survey d field monument all angle
points and property corners of both the northerly
and southerly street lines of Prairie Avenue, be-
tween Pearson street and River Road: together with
the preparation of the necessary plat and simpli-
fication if possible of the present long and tedious
land descriptions, and to record said plat after
its ay.proval by your honorable body. The recording
fees shall be borne by the City.
The scope of this work will entail the
setting of 16 concrete angle monuments and 14 lot
corners.' The angle monuments will consist of a 6"
reinforced concrete column, having in its top a copper
bolt properly marked to establish the line, while the
lot corners will consist of heavy iron pipe.
The concrete monuments will be set to con-
form to the grade of the street proposed by the im-
provement plans previously submitted to the council.
All of the above work I offer to do for the
sum of $290.00, payment of which may be made if it is
necessary in 1932 Tax Anticipation Warrants.

THE SALE OF MALT BEVERAGES IN TRE CITY OF DES PLAIIES,
COOK COUNTY, ILLINOIS.
The motion was made by Aldexman Huxmann and seconded by Collet,
that this proposed ordinance be adopted. The roll was called on
the motion with the following result: Ayes; Aldermen Ahbe, Collet,
Pflughaupt, Dean, Huxmann, Kinder, Lacey, Briott, Enzenbacher and
Meinshausen. Nays; None. The Mayor thereupon declared the motion
carried and the ordinance adopted.
The Clerk then read the following proposed ordinance for
second reading: -
A N ORDINANCE
BE IT ORDAINED by the City Council of the City of
Des Plaines,, Cook County, Illinois;
SECTION 1: That on Mid after April 30, 1933, at
the'expiration of the term of the present treasurer of the
City of Des Plaines, the salary and compensation to be,
after the said date, paid to the City Treasurer of the City
of Des Plaines, shall be the sum ofkIxxxx L txxaxialrtI
Seventeen hundred and fifty dollars 01750.00) per annum,
payabel monthly, and the City of Des Plaines shall pay the
cost of the official bond of the treasurer.
SECTION 2: That fifty per cent (50%) of the said
compensation paid to the said treasurer and also all of the
salary paid to one assistant to the treasurer, whose duty
shall be the handling of the collection of special assessments,
shall be charged by the City td the special assessment fund,
and there shall be paid out of the special assessment funds
to the corporate funds, for the purpose of reimbursing the
salary paid to the said treasurer and to one assistant to the
treasurer, salaries paid to the said treasurer and assistant
to the treasurer: Provided, however, that the amount fiharged
to the special assessment funds shall not exceed two per
cent (2% of the moneys collected on account of special assess-
ments in any one year; and Provided, however, that no money
shall be paid from the special assessment funds to the corporate
funds ff the City unless such funds shall be available in the
special assessment fund.
SECTIOI That all ordinances or parts of ordinances.
in conf.ict herewith be and the same are hereby repealed.
SECTION 4: That this ordinance shall be in full
force and effect from and after its passage and approval
according to law.

this ordinance as read. The motion was however made by Alderman Pflugh-
aupt and seconded by Leinshausen to amend this proposed ordinance big
striling out "Seventeen hundred and fifty dollars (($1750.00) and inserting
the words "Two thousand dollard ($2000.00)". The roll was called on
the amendmen0 with the following result: Ayes; Aldermen Ahbe, Collet,
Pflughaupt Dean, Huxmann, Kinder, Lacey, Friott, Enzenbacher and Mein-
shausen. The Mayor thereupon declared the amendment carried. The
motion was then made by Alderman Kinder and seconded by Pflughaupt, to
adopt this proposed ordinance as amended. The roll was called on the

AN ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL of the City of Des
Plaines, Cook County, Illinois;
SECTION 1: That Section 675 of Article V. of Chapter
18 of the Revised Ordinances of the City of Des Plaines of
1928, be amended to read ,as f ollaws :

Section 675: That euery person, firm or corporation
in the City of Des Plaines who has since June 30,
1932, or who shall hereafter act for or on behalf of any,
foreign fire insurance company, whether as agent or as
otherwise, in the sale or negotiation for the sale of
fire insurance or for the collection of premiums for
fire insurance, shall on or before July 1, 1933, and
with the City Clerk of the City of Des Plaines a true
and correct statement and account of all fire insurance
,sold in the City of Des Plaines during the preceding
year, with a statement of the amount of each policy and
the rate of premium on each policy, and. also a true
statement of all premiums collected by such person or
corporation, or preiums collected on behalf of such
person or corporation; aaid statement or account shall be
sworn to by such person, or in the case of a corpora-
tion, by some officer or a gent thereof, resident in the
City of Des Plaines. If any person or corporation shall
fail to file such report on or before July 1, 1933, or
of any year hereafter, it shall be unlawful for such
person, firm or corporation to hereafter transact any
insurance business in the City of Des Plaines. Sa$d
reports shall be retained by the City Clerk, and examina-
tion of said reports by anyone other than the Mayor and
City Clerk shall not be permitted except upon orders of
the Mayor and City Council.
SECTION 2: That all ordinances or parts of ordinances in
conflict herewith be and the same are hereby repealed.
SECTION 3: This ordinance shall be in full force and effect

The volunteers of America request permission to Hold their
Annual Heart Tag Ddy in Des Plaines on Saturday April 1st.
This will be our terse lvth "once a•year" appeal to the citizens
of your community.
We find from experience that it is not wise to lose cont3.at
with the public -nor the newspaper publicity, even tho the
returns are smaller than in former years. We hope for your
continued cooperation.
Tag Day money is used for our state -wise relief of destitute
women with children whose husbands are in penal institutions. These
cases come to us thru Chaplains and Wardens.

Cool County, Illinois.
Gentlemen:
At the last meeting of the City Council, I was
instructed to protest the general tax levied against the
well site.
Because of the law now in effect and the rules
of the Appeal Board, I advised the Council that I assumed
that it would be necessary to pay one-half of this tam
before protesting. I have, however, been able to obtain
permission of the Board to file this protest without the
payrnent of any tax at this time.
This protest has been filed with the Board of
Appeals and is set for hearing on July 8, 1933 at 4:oo
0•Clock P. M. I desire to request that I be furnished
with the plans together with a photograph of the building.

nois Commerce Commission granting the right to construct
Highway 62 across the ado Railroad at grade. I assume
that it will be possible to proceed with this work without
any delay.

Alderman Enzenbacher asked that the Council consider
stoning two or three streets in Riverview. The motion was there -
fare made by ?alderman Enze.nbacher and seconded by Ahbe to refer this
:natter to the Streets & Sidewalks Committee and Carter Jenkins,
engineer, to meet with a Citizens Committee and prepare an estimate
on the work, and submit same to the Council. bmaxm
The motion was made by Alderman Kinder and seconded by
Pflughaupt to instruct.Mr. Maloney, attorney, to prepare an opinion
for the Council as to whether or not the Police Magistr.te can be
put on a salary instead of deriving his remuneration from costs.

The motion was made by Alderman Enzenbacher and seconded
by Meinshausen to instruct the Committee on Buildings investigate and
find ways and means of providing two toilet rooms in Riverview Hail,
one for women and one for men. The roll was called on the motion with

The motion was made by Alderman :nzenvacher and seconded by Collet
that the judges and clerks of election be appointed as per the above

The motion was made by Alderman Lacey and seconded by
Collet to approve the .minutes -of the regular meeting of March 20,
1933 and of the special meeting of March 30, 1933, as written. The
motion was voted upon by acclamation, whereupon the Mayor declared
the motion carried and the minutes approved.
Mr. Fritz Nelson, representing the Salvation Army, was
then given permission to address the Council. He asked for perms
mission to again gather old clothing etc. in Des Plaines, about
one day in four or six weeks. This, he stated, was prohibited
,by a recent order to the Police Department.
The motion was made by Alderman Human and seconded by
Enzenbacher to refer Mr. Nelson's request to the Des Plaines Welfare
Committee for discussion and report. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried.
Carter Jenkins, engineer, reported that he has been assured by
members of the County Board that construction of the walks on Miner
Street east of the Des Plaines River `Mould be begun sometime this
year.
The motion was made by Alderman Lacey and seconded by
Collet to adjourn. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried, and the Council
regularly adjourned.
