.MINUTES OF TFC SPECIAL MEETING OF
THE CITY COUNCIL OF THE CITY OF DES
PLAINSS, HELD IN THE COUNCIL CHAMBERS
ON THE 30th, DAY OF MARCH, 1933. AT THE
HOUR OF 8e'CLOCK P. M.
More than 24 hours before the time set for this meeting
the following notice was delivered by Ul S.- Mail to Mayor Hammerl
and each of the Aldermen:
March 25th, 1933.
Dear Sir: -
You are hereby notified that upon call of
Mayor Hammerl, there will be a special meeting of the
City Council at the City Hall on Thursday evening,
March 3Oth, 1933. at 8:00 P. M. `
The Purpose of the meeting is to pass an
ordinance to license vendors of legalized beer, and
to consider such other matters as may come before
the council.

'The meeting Ids called to order by 'Mayor Charles Hammerl,
with Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, Lacey,
Firott, Enzenbacher and Meinshausen, responding to the roll call.
Mayor Hammerl then announced that the purpose of this
meeting is to take such action as may be advisable to control the sale
of 3.2% beer.
Alderman Kinder then submitted the following proposed
- ordinance, which was read far first reading by the Clerk:
AN ORDINANCE TO, AMEND SECTION 1175, ARTICLE
1 OF CHAPTER 28 OF TI "REVISED ORDINANCES
OF THE CITY OF DES PLAIN'S,* APPROVED MARCH 28,
A. D. 1928:
The motion was made by Alderman Huxmann and seconded by Kinder 'to
put this proposed ordinance on passage. The motion was then made
by Alderman Ahbe and seconded by Collet to strike out the words
"in volume* and instead insert the words "b'y weight". The roll was
called on the amendment with the following result': Ayes; Aldermen
Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, Lacey, Friott,
Enzenbacher and Meinshausen. Nays; None. The Mayor thereupon declared
the amendment carried. The roll wa's then called on the notion"to put
on passage" with the following result; Ayes; Aldermen Ahbe, Collet,
Pflughaupt, Dean, Huxmann, Kinder, Lacey, Friott, Enzenbacher and
Meinshausen. Nays; None. The Mayor thereupon declared the motion
carried, and declared a motion to pass this proposed ordinance now
in order. The motion was made by Alderman Ahbe and seconded by Collet
.to pass this proposed ordinance as amended, The roll was called on
the motion with the following result: Ayes; Aldermen Ahbe, Collet,
Pflughaupt, Dean, Huxmann, Kinder, Lacey, Friott, Enzenbacher and
Meinshausen. Nays; None. The Mayor thereupon declared the motion
carried and the ordinance passed.
The motion was then made by Alderman Enzenbacher and seconded
by Ahbe to instruct the Clerk to issue a regular monthly financial
report of the Library Fund to the Library Board. The roll was called
on the motion with the following result: Ayes; Aldermen Ahbe, Collet,
Pflughaupt, Dean, Huxmann, finder, Lacey, Friott, Enzenbacher and Mein-
shausen. Nays; None. The Mayor thgreupon declared the motion carried.,
The motion was made by Alderman Enzenbacher and seconded by
Ahbe to instruct the Mayor a nd City Clerk to sell to the Earle Fund
of the Des Plaines Public Library, 1932, Libman Tax Anticipation
Warrants the total sum of $300.00. The roll was called on the motion
with the following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt,
Dean, Huxmann, Kinder, Lacey, Friott, Enzenbacher and Meinshausen.
Nays; None. The Mayor thereupon declared the motion carried.
The motion was made by Alderman Enzenbacher and seconded by
Huxmann to issue 1932 Library, Tax Anticipation Warrants to the em-
ployees of the Public Library for back salaries in lieu of cahs in
the following amounts: Elsie Earle, Librarian $475.00, Catherine,
Hines, Asst. Librarian $241.00 and Albert Kranz, Janitor $83.00._
The roll was called on the motion with the following result: Ayes;
Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, Lacey,
Friott, Enzenbacher and Meinshausen. Nays; None. The Mayor thereupon
declared the motion carried.
At this point Alderman Enzenbacher excused himself from the
meeting. `
Mr. Maloney, attorney; then read'for first reading an ord-
inance seeking to license and control the sale of 3.2% beer in Des
Plaines. The entire ordinance was discussed freely by the Council.
The motion was then made by Alderman Huxmann and seconded to amend
this proposed ordinance so as to set the license fee for bottled
beer, left blank in the proposed ordinance, at $15.00 and draft beer
at $35.00 from date of issuance of such license to July 1, 1933.
.The roll was called on 'the motion with the following result: Ayes;
Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, Lacey,
(Friott, and Meinshausen. Nays; None. The Mayor thereupon declared
the amendment carried.
The motion was then made by Alderman Huxmann and seconded
by Dean to amend the proposed ordinance so as to set the license fee
for brewery distributors at $50.00 from date of issuance of such
license to July 1, 1933. The roll was called on the motion with the
following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann,
Kinder, Lacey, Friott, and Meinshausen. Nays; None. The Mayor there-
upon declared the amendment carried. `
The motion was then made by Alderman Meinshauden and seconded
by Collet to amend the proposed ordinance so as to set the license fee
for wholesale beer distributors at $40.00 and for wholesale beer dis-
tributors carrying on a retail business in connection therewith at
,`065.00 from date of issuance of such licenses to July 1, 1933. The
roll was called on this amendment with the following result: Ayes;
Aldermen Ahbe, Collet, Pflughaupt, Dean, Hxumann, Kinder, Lacey,
Firott, and Meinshausen. Nays; None. The Mayor thereupon declared the
amendment carried.
The motion was made by Ailderman Huxmann and `seconded` by
Collet that the Council odjourn. The motion was voted upon by accla-
mation whereupon the Mayor declared the motion carried and the Council
regularly adjourned.
