03/13/193353 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, GELD INTHE CITY CLERK'S OFFICE ON TBE 13th,DAY OF MARCH 1933. AT THE HOUR OF 7:30 O'CLOCK P. M. The meeting was called to order by Mayor Charles Hammerl, with Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, Lacey Friott and Meinshausen responding to the roll call. The various pending business license ordinances were descussed and changes were suggested. Mr. Maloney, attorney.. was then instructed by general consent to re -draft these proposed ordinances, making the changes suggested, and to dubmit these ordinances for second reading at the Meeting to be held Mrach 20, 1933. Upon the suggestion of Alderman Huxmann,Mr. Maloney, attorney, was instructed tp prepare an ordinance for the next council meeting revising the Dog License ordinance so as to 'change the dog license fee for male dogs from three dollars to two dollard, and the fee for female dogs from five dollars to three dollars. The following proposed ordinance was then discussed: AN ORDINANCE BE IT ORDAINED by the City Council of the City of Des Plaines, Cook County, Illinois; SECTION 1: That on and after April 30, 1933, at the expiration of the term of the present treasurer of the City of Des Plaines, the salary and compensation to be, after the said date, paid to the City Treasurer of the City of Des Plaines, shall be the sum of Twelve Hundred Dollars $3.200.00) per annum, payable monthly, and the City of Des Plaines shall pay the cost of the official bond of the treasurer. SECTION 2: That fifty per cent (50%) of the said com- pensation paid to the said treasurer and also all of the salsary paid to one assistant to the treasurer, whose duty shall be the handling of the collection of special assessments shall be charged by the City to the special assessment fund, and there shall be paid out of the special assessment funds to the corporate funds, for the purpose of reimbursing the salary paid to the said treasurer and to one assistant to the treasurer, salaries paid to the said treasurer and assistant to the treasurer: Provided, however, that the amount charged to the said special assessment funds shall not exceed two per cent (2%) of the moneys collected on account of Special assess- mentd in any one year; and Provided, however, that no money shall be paid from the special assessment funds to the cor- porate funds of the City unless such funds shall be available in the special assessment fund. SECTION 1: That all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. SECTION 4: That this ordinance shall be in full force and effect from and after its passage and approval according to law. PASSED this day of February, A. D. 1933. The motion was made be Alderman Ahbe and seconded by Collet to in- struct Mr. I' ,aloney, attorney, to change the proposed ordinance so as to make the salary of $1800.00 per year instead of 31200.00 per year, and present the changed ordinance for second reading on March 20, 1933. The roll was called on the motdon with the follow- ing result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, Lacey, Friott, Enznebahcer and Meinshausen. Nays; None. The Mayor thereupon declared the motion carried. The Clerk then read the following proposed ordinance for first reading: ti The ORDINANCE BE IT ORDIANED by the City Council of the City of Des Plaines, Cook County,.Illirois; SECTION 1: That the assistants to the City Treasurer of the City of Des Plaines be and they are hereby required to furnish to the City of Des Plaines a Fidelity bond in the sum 6f Five Thousand Dollars in form as may be required by the Mayor and City Council of the City of Des Plaines. Premium for said bonds to be paid by the City. SECTION 2: That the compensation of each of the said assistants to the City Treasurer shall be as follows: One (1) assistant the sum of 80.00 per month, payable semi-monthly. One (1) assistant the sum of $ 80.00 per month, payable semi-monthly. SECTION 1: That this ordinance shall be in full force and effect From and after its passage and approval according to law. Clerk then read the following resolution: WHEREAS, the following duly designated banks have furnished us with copies of banks statements and furnished to the Comptroller ,of Currency and the Auditor of Public Accounts as of September 20, 1932. First National Bank of Des Plaines, I11. • BE IT RESOLVED, after congideration of these statements, the banks be continued as the depositories for the funds of The City of Des Plaines. This resolution was refiErred to the Finance Committee•by the Mayor for report at the;next regular Meeting of the Council. 55 The Clerk then read the following letter: March 13, 1933. Mayor 'and City Council of the City of Des Plaines, Cbok County, Illinois. Gentlemen: ' In the past there has been some discussion as to the method of handling the funds of the Library Board, At the present session of the Legislature; there was introduced in the House, house bill No, 257 which provides for the pay— ment of moneys for the support of'a library directly to the Library Board. This bill provides, however, that the Library Treasurer shall be required to give bond for the protection of this money. The bill as it is drawn apparently recognizes the fact that the proper practice at the present time is to pay the money to the Gity or Town Treasurer as has been practiced in the City of Des Plaines. The bill has passed first reading in the House. I am furnishing this information so that any one interested in having all of the Library funds turned over to the Library Board may urge their representative in the House or Senate to support the passage of this bill. I am sure the City will be gald to be relieved of the responsiblility of this fund if it can be turned over to the Library and properly protected as required by law. Very truly yours, DBM : C L D. B. MALONEY. The Iayor suggested that the facts contained in the letter be given some publicity in the local newspaper. The suggestion was made by Alderman Huxmann that the Clerk write the telephone company asking that the officials of the City be given free telephone service. The following proposed ordinance was discussed and read for first reading: AN ORDINANCE MAKING APPROPRIATIONS TO DEFRAY THE EXPENSES„ OF THE CITY OF DES PALINES FOR MUNICIPAL PUR- POSES, DESIGNATED THE "ANNUAL APPROPRIATION BILL" FOR TIE FISCAL YEAR COr„ iENCING JANUARY 1, 1933 AND ENDING DECEMBER 31, 1933.
