MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF DES
PLAINES, HELD IN THE COUNCIL CHAMBERS
ON THE 6TH DAY OF MARCH 1933. AT THE
HOUR OF 8 O'CLOCK P. M.
The meeting was called to order by Mayor Hammerl, with
Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, Friott,
Enzenbacher and Meinshausen, responding to the roll call. Alder-
man Lacey arrived shortly after the roll call.
The Clerk read the following Officers' reports:
The report of Chief of Police, L%. A. Wegner for February 1933.
The report of E.J. Friedrich, City Clerk, for February 1933.
The report of City Treasurer, Otto Rexses, For February 1933.
The report of City Collector, Fritz 'yettin dated February 28,1933.
None of the standing committees of the Council had reports
to offer.
The Clerk then read the following resolution:

WHEREAS, request had been made to the City Council of
the City of les Plaines to authorize and direct the City Clerk
to accept certificates issued by the Des Plaines Ierchants
Relief Association in the payment of corporate obligations in-
cluding water bilis; and
WHEREAS, in view of the present emergency, any measures
which may relieve the conditions created by this emergency are
desirable, and it is believed that acceptance of the said cer-
tificates -may in some measure furnish relief.
BE IT THEREFORE, RESOLVED by the City Council of the
City of Des Plaines, that the City Clerk be and he is hereby
authorized and directed to accept certificates issued by the
said Des Plaines Mercahants Relief Association in payment of
corporate obligations and including water accounts Providing,
however, that the City Clerk shall not at any tim have oh
hand in excess of Three Hundred ($300.00) Dollars in the cor-
porate funds-- general and special, and in excess of One Hundred
Fifty (150.00) Dollars in the water fund.
BE IT FURTHER RESOLVED that the City Clerk shall from
time to time disperse and deliver said certificates to any of
the employees or creditors of the. City of Des Plaines who shall,
accept the same in full at par of their obligations.
BE IT FURTHER RESOLVED that the City Clerk shall keep
a true and accurate account of the reeeipts of the said cer-;
tificated, and shall report to the City Council at each meeting,
the number of such certificates received and the effect the
adoption of this plan may have upon the cash condition of the
City of Des Plaines.
BE IT FURTHER RESOLVED that this resolution shall be in
full force and effect from and after its passage and approval
according to law.

to adopt this resolution. The roll was called on the motion with

Alderman Huxmann. The Mayor thereupon declared the motion carried,
and the resolution adopted.

of the Aldermen of the City requesting that affidavits
be obtained from the holders of bonds in Special Assessments
No. 100. In order that this request may be complied with,
I am enclosing herewith forms of affidavit to be signed by
the holders of bonds in this improvement.
Kindly present this matter to the next Council meet-
ing so that compliance with this request will appear of
record.

The motion was made by Alderman Huxmann and seconded by Collet to

REGULATING THE OPERATION OF COFFEE
HOUSES AND ORDINARIES
The motion was made by Alderman Huxmann and seconded by Pflughaupt
to adopt this ordinance. The roll was called on the motion with
the following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt,
Dean, Huxmann, Kinder, Lacey, Friott, Enzenbacher and 11einshausen
Nays; None. The Mayor thereupon declared the motion carried and
the ordinance adopted. The motion was then made by Alderman Huxmann
and seconded by Lean to publish the above ordinance in the Des Plaines
Suburban Times, The roll was called on the motion with the following
result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann,
Kinder, Lacey, Friott, Enzenbacher and Meinshausen. Nays; None.
The Mayor thereupon declared the motion carried.
The Clerk then read the following proposed ordinance for
seconded reading: -
AN ORDINANCE
REgUIRING A LICENSE FEE OF RETAIL BEVERAGE
DEALERS IN THE CITY OF DES PLAINES, COOK
COUNTY, ILLINOIS, AND PROVIDING A PENALTY
FOR THE VIOLATION THEREOF.

The motion was made by Alderman Huxmann and seconded by Dean to
refer this proposed ordinance to the License Committee. The
motion was voted upon by acclamation, whereupon the Mayor declared
the motion carried.
The Clerk then read the following proposed ordinance
for seconded reading:
AN ORDINANCE
AMENDING ORDINANCES RELATING TO
LICENSES.
The motion was made by Alderman Ahbe and seconded by Meinshausen
to refer this proposed ordinance to the Council as a committee -
of -the -whole for consideration at a meeting to be held Monday
March, 13, 1933. The motion was voted upon by acclamation, where-
upon the Mayor declared the motion carried.
The Clerk then read the following proposed resolution:
RESOLUTION
BE IT RESOLVED by the City Council of the City of
Des Plaines, Cook County, Illinois, that the City Clerk be
and he is hereby directed to, at each meeting of the City
Council, present to the City Council all bills received
by the City Clerk in the interim between meetings so that
the council may take action on bills presented as the same
accrue.
BE IT FURTHER RESOLVED that the City Clerk be and
he is hereby directed to prepare and keep a register of all
bills and claims against the City of -Oes Plaines, making
record of the date when sudh bilis or claims were presented
to the City, the date when the bills or claims were presented
to the City Council, and the disposition of such bills when

presented to the City Council.
BE IT FURTHER RESOLVED that in the event there is not
sufficient funds in the hands of the treasurer to pay bills
approved by the City Council, the City Clerk may issue
ancitipation warrants for passed due salary of a city
employee in a sum not exceeding $100.00 authorized by the
City Council without the specific direction of the City
Council for the payment of any specific bill: Provided,
the issuance of such warrants which have been authorized
by resolution or ordinance of theCity Council shall be
approved by the Mayor and the hairman of the Finance
Committee. In case any such warrants issued in payment
pf passed due salary in the sum not exceeding $100.00
issued without first having authority of the City Council to
issue such specific warrants, the fact of the issuance of
such warrants shall be reported to the City Council at its
next succedding meeting.
BE IT FURTHER RESOLVED that this Resolution shall be
in full force and effect from and after its passage and
approval according to law.

The motion was made by Alderman Huxmann and seconded by Ahbe to
adopt this resolution. The roll was called on the motion with

The Clerk then read the following proposed ordinance for
seconded reading:
AN ORDINANCE
REPEALING ARTICLE III. AND AMENDING
ARTICLE IV . OF CHAPTER 3 OF THE MUNI-
CIPAL CODE OF DES PLAINES OF 1928.
The motion was made by Alderman Ahbe and seconded by Collet to
instruct Mr. Maloney, attorney, to draft an ordinance fixing the
salaries of the proposed assistants to the City Treasurer, and present
it to the Council in a meeting to be held Monday, March 13, 1933.
The motion was voted upon by acclamation, whereupon the Mayor declared
the motion carried.
The Clerk then read the following proposed ordinance for
second reading:
AN ORDINANCE
BE IT ORDAINED by the City Council of the City of
Des Plaines, Cook County, Illinois;
SECTION I: That on and after April 30, 1933, at
the expiration of the t erm of the present treasurer of the
City of lies Plaines, the salary and compensation to be,
after the said date, paid to the City Treasurer of the City
of Des Plaines, shall be the sum of Twelve Hundred Dollars
01200.00) per annum, payable monthly, and the City of -es
Plaines shall pay the cost of the official bond of the
treasurer.
SECTION 2: That fifty per cent (507°) of the said com-
pensation paid to the said treasurer and also all of the
salary paid to one assistant to the treasurer, whose duty
shall be the handling of the collection of special assessments,
shall be charged by the City bo the special assessment fund,
and there shall be paid out of the special assessment funds to
the corporate funds, for the purpose of reimbursing the salary
paid to the said treasurer and to one assistant to the
treasurer, salaries paid to the said treasurer and assistant
to the treasurer: Provided, however, that the amount charged
to the said special assessment funds shall not exceed two per
cent (2%) of the moneys collected on account of special assess-
ments in any one year; and Provided, however, that no money
shall be paid from the special assessment funds to the cor-
porate funds of the city unless such funds shall be available
in the special assessment fund.
SECTION 3: That all ordinances or parts of ordinances
in conflict herewith be and the same are hereby repealed.
SECTION 4: That this ordinance shall be in full force
and effect from and after its passage and approval according
to law .

The motion was made by Alderman Huxmann and seconded by Pflughaupt
to postpone consideration of this ordinance till Monday, march 13,
1933. The motion was voted upon by Acclamation, whereupon the
Mayor declared the motion carried.
The Clerk then read the following proposed ordinance for first
reading.
AN ORDINANCE
DESIGNATING A POLLING PLACE AND FIXING THE
HOURS FOR THE OPENING AND CLOSING THEREOF,
IN THE CITY OF DES PLAINES.
The motion was made by Alderman Pflughaupt and seconded by Huxmann
to put this ordinance on passage. The roll was called on the
motion with the following result: Ayes Aldermen, Ahbe, Collet,
Pflughaupt, Dean, Huxmann, Kinder, Lacey, Friott, -6nzenbacher and
Meinshausen. The motion was then made by Alderman Enzenbaldher and
seconded by Ahbe to pass the ordinance. The roll was called on the
motion with the following result: Ayes; Aldermen Ahbe, Collet, Pflug-
haupt, Dean, Huxmann, Kinder, Lacey,-eriott, Enzenbacher and Meinshau-
sen. Nays: None. The Mayor thereupon declared the motion carried and
the ordinance passed. l'he motion was then made by Alderman Huxmann and
seconded by Meinshausen to instruct the Clerk to post notices of
election, listing the offices to be filled as required by law, and also
to publish said notice in the local newspaper. The roll was called
on the motion with the following result: Ayes; Aldermen Ahbe, Collet,
Pflughaupt, Dean, Huxmann, Kinder, Lacey, 2riott, Enzenbacher and
Meinshausen. Nays; None. The Mayor thereupon declared the motion
carried.

Des Plaines, Illinois.
Dear Mr. riedrich;
Enclosed herewith you will find bonds num.
ered 92, 93 and 94, Series C, Special Assessment # 140 of the
denomination of 31000.00 each and due Dec. 31st, 1933.
These were the bonds reported to you as stolen from
our office safe on -eeb. 22nd, 1932 and for which duplicates
were issued to us.
There was a piece in the Tribune of the 2nd telling
of the finding of these and some other bonds in the waterof
the Canitary Canal at Howard Street, and noticing the finding
of some Des Plaines bonds we/ inquired and found that the
enclosedwere they.

All the bonds recovered had been stolen and it is
supposed that the robber, not being able to sell or dispose
of them in any other way and being afraid to keep them, took
this, means of getting rid of them.
Unfortunately there were no loose interest coupons
in the lot, as we hoped that they might be the ones which
were stolen at the same time as the bonds.

hereby through its officers requests the placing
of a traffic "STOP" sign at the intersection of
Cora and ',shitcomb atr. for traffic going East on

Reasons:
1. It is a dangerous intersection for the
public in general traveling inthe afore-
said direction.
2. A rather serious accident has already oc-
curred there last summer,
3. In this way we/ seek to protect the members
of our congregation with their little
children as they traffic this corner each
Sunday as well as other days of the weel.

The motion was made by Alderman Lacey and seconded by Ahbe, to refer
this letter to the Streets Committee. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion carried.

That there is no money available in this particular Assess-
ment 1 60 at this time.

There is no arrangement can be made at this time and that

to the conditions of this assessment and that as soon as money
is paid on this installment his bond will be retired.

Mayor Hamrnerl instructed the Clerk to comply with the recommendation
contained in this report.
Mayor Hamrnerl then reported that tr. Garfitld miller has
applied for a permit to build a pigion house at his home on
Des Plaines Avenue, but that a permit was denied because the struc-
ture which is to be built of wood is prohibited because it would
be located in the Fire one. The motion was made by Alderman Pflu-
ghaupt and seconded by hnzenbacher to issue Mr. Miller a permit for
a temporary structure provided 13, agrees to cover it with non-in-
flamable material. Mr. 1"m. ' Oehler, a neighbor to ter. Muller ob-
jected to mu& issuing such a permit. The motion was then made by
Alderman Kinder and seconded by Meinshausen to defer action in thi .
matter till Monday March 13, 1933. The motion to defer was voted
upon by acclamation, whereupon the Mayor declared the motion carr1.

The motion was made by Alderman Huxmann and seconded by Ahbe that

Carter Jenkins, engineer then reported ontthe matter of
the Soo Line -Algonquin Road Crossing stating that a certain type
of crossing had been tentatively agreed upon, but that because of
the Soo Lines going into the hands of the receiver the Soo Line is
now putting forth every effort to evade this agreement, and that
the Soo Line's attitude makes the entire matter indefinite.
The motion was then made by Alderman Ahbe and seconded by
Enzenbacher to prohibit all out-of-town agencies from gathering ald
clothes old furniture, paper etc. in the City. The motion was voted
upon by acclamation, whereupon the mayor declared the motion carried.

The motion was then made by Alderman Meinshausen and
seconded by Huxmann to approve the minutes of both the regular
Council meeting held February 20, 1933 and the special meeting
held March 1, 1933. as written. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried and
the minutes approved.
The motion was made by Alderman Enzenbacher and seconded
by Collet to postpone consideration of the 1933 Appropriation
Ordinance till Monday evening March 13, 1933. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.
The motion was made by Alderman Huxmann and seconded by
Dean that the Council adjourn till Monday March 13, 1933 at 70.0
P. M. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried, and the Council adjourned till Monday
March 13, 1933, at 7:30 P. M.
