The meeting was called to order by Mayor Charles Hammerl
with Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, LaceY,
Friott, EnzenbaOger and. Meinshausen responding to the roll call.
The Clerk then read the report of City Collector, Fritz
Wettin, dated February 18, 1933 reporting collections to February
18, 1933.
The Judiciary and Assessment Committee had no report to offer.
The Police & License Committee had no report to offer.

The motion was made by Alderman Pflughaupt and seconded by
Meinshausen to approve these plats. The roil was called on the motion
with the motion with the following result: Ayes; Aldermen Ahbe, Collet,
Ahbe, Plfughaupt, Dean, Huxmann, Kinder, Lacey, Friott, Enzenbacher and
Meinahausen. Nays; None. The Mayor thereupon declared the motion carried,
and the plats approved,

Committee then submitted the following report, which was read by the

At 315 PM., Feb.13, 1933, Mr. "frank Gaebel and his
assistant Mr. Wm. Wodack were driving Cheverlot Garbage Dump Truck.
south on River Road on their route to the inainerater and as they
approached Keeney Ave., there were two automobiles coming towards
them from the south driving north. They pulled their truck over to
the right side of the road and were standing still waiting for the
two car mentioned to pass so that they could turn left on to
Keeney Ave., to go over the river to the incinerator.
While standing still a milk truck owned by L.V.Schissler
of Lombard Ills. License x686 - 1932 drove up from behind them,
applied his brake and due to the slippery condition of the pavement
and the speed at which he was driving, skidded into our truck
knocking it accross the street, damaging the Body, Cab and frame.
The Cost of repairs as estimated by the Des Plaines Motor Sales
are $140.00
This milk truck was driven by Harry Shissler and his
helper Mr. Anthony Coletta, both of whom admitted their liability
at that time.
The accident was witnessed by Mr. James Crier, West
Clienry Ills. License 197-733- 1932 and Michael Sushel 5719
Bernice Ave., Chicago Ills. License 81-867 -1933.

Report of Chairman.
As the insurance carried by the City does not cover damage done to
our own automobiles I recommend that the City Atty be instructed
to make demand of L. V. Shissler, Lombard Ills. for $140.00 to
cover the repairs to our truck and to sue for this amount if
necessary.
The motion was made by Alderman Ahbe and seconded by Dean to refer this
letter to Mr. Maloney, attorney. The motion was voted upon by accla-
mation, whereupon the Mayor declared the motion carried.

We represent the Bankers Life Company of Des Moines,
Iowa, as well as other bondholders, whos combined holdings amount
to practically all of the outstanding bonds against this warrant.
This money, as I understand it, was diverted by a former treasurer.
Whether it was used for other municipal purposes, or not, is a
matter of no monent. We have been deprived of the use of this
money and wa have nn different occasions sent some of our associ-
ates to Des Plaines to request the payment of this money and like-
wise to request the City of Des Plaines to start a suit against
the surety on the former treasurer's bond.
Unless arrangements are made to apply to our bonds that
portion of the money which is due us we shall file a bill for an
accounting in this warrant.

RESOLUTION
BE IT RESOLVED by the City Council of the'City of
Des Plaines, Cook County, Illinois, that the City Clerk be
and he is hereby directed to, at each meeting of the City
Council, present to the City Council all bills recieved
by the City Clerk in the interim between meetings so that
the council may take action on bills presented as the same
accrue. •
BE IT FURTHER RESOLVED that the City Clerk be and
he is hereby directed to prepare and keep a register of all
bills and claims against the City of Des Plaines, making
record of the date when such bills or claims were presented
to the City, the date when the bills or claims were presented
to the City Council, and the disposition of such bilis when
presented to the City Council.
BE IT FURTHER RESOLVED THAT in the event there is not
sufficient funds in the hands of the treasurer to -pay' bills
approved by the City .Council, the City Clerk may issue
anticipation warrants for passed the salary of a -city employee
in a sum not exceeding $100.00 without the specific direction
of the City Council for the payment of any specific bill:
Provided, the issuance of such warrants which have been auth-
orized by resolution or ordinance of the City Council shall be
approved by the Mayor and the Chairman of the Finance Committee.
In case any such warrants issued in payment of passed due salary
in the sum not exceeding $100.00 issued without first having
authority of the City Council to issue such specific warrants,
the fact of the issuance of such warrants shall be reported to
the City Council at its next succeeding meeting.
BE IT FURTHER RESOLVED that this Resolution shall be in
full force and effect from and after its passage and approval
according to law.

CIPAL CODE OF DES PLAINES OF1928.

BE IT ORDAINED BY the City Council of the City of Des
Plaines, Cook County, Illinois;'
SECTION 1: That on and after April 30, 1933, at the
expiration of the term of the present treasurer of the City
of Des Plaines, the salary and compensation to be, after
the said date, paid to the City Treasurer of the City of
Des Plaines, shall be the sum of Twelve Hundred Dollars
($1200.00) per annum, payable monthly, and the City of
Des Plaines shall pay the cost of the official bond of
the treasurer.
SECTION 2: That fifty per cent (50%) of the said com-
pensation paid to the said treasurer and also all of the
salary paid to one assistant to the treasurer, whose duty
shall be the handling of the collection of special assess-
ments, shall be charged by the City to the special assess-
ment fund, and there shall be paid out of the special assess-
ment funds to the corporate funds, for the purpose of reim-
fursing the salary paid to the said treasurer and to one
assistant to the treasurer, salaries paid to the said treasurer
and assistan,`to the treasurer: Provided, however, that the
amount charged to the said special assessment funds shall not
exceed two percent (2%) of the moneys collected on account of
special assessments in any one year; and Provided, however,
that no money shall be paid from the special assessment funds
to the corporate funds of the City unless such funds shall be
available in the special assessment fund.
SECTION 1: That all ordinances or parts`of ordinances
in conflict herewith be and the same are hereby repealed.
SECTION 4: That this ordinance shall be in full force
and effect from and after its passage and approval according
to law.

The motion was made by Alderman Huxmann and seconded by Alderman
Pflughaupt that Mr. Maloney, attorney, furnish each Alderman a
copy of each of the above proposed ordinances. The motion was
voted upon by acclamation, whereupon the Mayor declared the mo-
tion carried.
The Clerk then read the following report of the Finance
Committee:-

To the Mayor and City Council:
In response to the letter of the Des Plaines Publishing
Co. asking that their bill of $782.25 for Special Assessment
printing accumulated for the past eight years, be paid out of
the General Corporate Fund and that the $22,272.73 due the
Special Assessment Fund from the General Corporate Fund be
credited the said amount, your Committee on Finance has in-
vestigated the above and has found: That at this time the
City can only issue 1932 tax warrants to the extent of
$400.00, due to the fact that we must use every precaution
in issuing tax warrants so as not to enhance the financing
of the City, furthermore it is not our idea to set a pre-
cedent.
• We, your Committee on Finance, therefore recommend:
that tax warrants to the extent of $400.00 be issued to
the Des Plaines Publishing Co. as part payment of their
account.

To the Mayor and City Council:
Regarding the letter of Chas. G. Sauers, Gen. Supt. of
the Forest Preserve district, asking that Northwestern Park
be given free water and that the water bill for 1932 be can-
celled, your Committee on Water has investigated the above
and has found: The Water Department is sorely in need of cash
and as our bilis are due and payable monthly and as we are re-
quired to pay our share of all taxes, we your Committee on
Water, therefore recommend: That this request for free water
be denied and that the cancellation of past water bill be
denied.

To the Honorable Mayor
and City Council,
City of Des Plaines,
Des Plaines, I11.
Gentlemen: -
Because of numerous inquiries received by us
in our conduct of the Des Plaines Merchants Clearing House
Association, we submit the following proposal:
Because of the unemployment situation and the
failure of the Des Plaines State Bank, many of our citizens
who heretofore have been prompt in paying their municipal
obligations, find themselves in a position where they have
depleted cash assets and no means whereby they can continue
to pay their water bilis, vehicle tax, dog licenses and
garbage disposal bilis and other civic obligations.
The majority of these people, we believe, are
desirous of meeting these obligations and will meet them
if a means can be provided whereby they can be liquidated.
That this is true is shown by the fact that approximately
a thousand depositors in the defunct state bank, with no.
other purchasing power, have availed themselves of assign-
ments of anticipatory dividends from.the Des Plaines State
Bank.receivership estate, to purchase the necessities of
life and meet past due obligations during the fourteen
months that this plan has been in operation. Seventy seven
individuals and organizations in Des Plaines are accepting
these assignments. These assignments have become what
might be termed, local currency, because of the flexibility
and practicability of the plan as it is now operated. The
plan, itself, is so safeguarded and controlled that we have
removed the possibility of the introduction of spurious
certificated, forgeries and the over disbursement of assign-
ments. The plan has been submitted to the Comptroller of
Currency in the U. S. Treasury Department, the office of
the Auditor of Public Accounts of the State of Illinois,
the United Depositors Association, leading economists and
others who are sympathetically disposed toward it and can
offer no objections ,to its use as an aid in restoring
local credit.
Any assignments accepted by the city for the
aforementioned services, can be handled in the municipal
records in the same manner that cash is now handled. It
can be disbursed with the same ease that cash is now dis-
bursed, to meet local municipal obligations and pay sal-
aries of city employees. This service will be rendered
to the city without cost. All municipal employees ac-
cepting this form of remuneration will receive purchasing
power at par and will not be required to pay the usual
acceptor's discount from which we derive our revenue.
Relative to the payment of water bills, it is
possible that gr. Cater may not desire to accept assign-
ments and will be willing only to take cash for water fur-
nished. Even with this condition existing, it would, in
our opinion, be far better for the city to accept assign -
cents where cash cannot be secured and thus definitely
provide for the collection: of water bills that would
otherwise be unpaid. At the time that the dividend will
be declared and paid by. the receiver, assignments held in
the water fund would then be converted into cash to be
paid to Mr. Cater and thus reduce an interest bearing ob-
ligation that due to economic conditions is being pyramided
and enlarged because of delinquencies. We sincerely hope
that your body can see its way clear to act favorably upon
this proposal. We know that it will afford relief, not
only to'the depositors in the closed state bank, but
also to our municipality and its employees. It is de-
sirous that prompt consideration be given to this pro-
posal and we trust that immediate Action can and will
be taken.

Airman Huxmann suggested that this matter be referred to
Mr. Maloney, attorney, for a legal opinion. Mr. Maloney thereupon
stated that the City has a right to accept the certificated mentioned
in the above letter for past due accounts, but that such certificates
must hot be accepted in amounts that would impair the cash condition
of the,City. The motion was then made by Alderman Huxmann and sec-
onded by Alderman Pflughaupt to refer this matter to the Finance
Committee and the attorney, with instructions to present a planfor
accepting these certificates, in which the limitations mentioned by
Mr. haloney.are safeguarded. The roll was called on the motion with

The motion was made by Alderman Huxmann and seconded by Alderman
Collet to instruct the Mayor to appoint a special committee of three
Jidermen to represent the City at the hearing mentioned. in the above
letter.. The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried. The Mayor then appointed Alder-
men Huxmann, Pflughaupt and Enzenbacher to serve on this committee.
Mr. Peter Kaminga of the Unemployed Council then addressed
the Council, protesting against the order recently issued to the
Police Department to prohibit out-of-town unemployed from attend-
ing local Unemployed Council meetings held at the City Hall. After
some discussion the motion was made by Alderman Huxmann and seconded
by Alderman Pflughaupt that the Unemployed •Council be permitted to
use the City Hall for their meetings, provided the meetings are
orderly, and no out-of-town unemployed be permitted to take an

active part in the meetings. The roll was called on the motion
with the following result: AYES: Aldermen Ahbe, Collet, Pflughaupt
Dean, Huxmann, Kinder, Lacey, Friott, Engenbacher and Meinshausen.
NAYS: None. The Mayor thereupon declared the motion carried.
The motion was made by Alderman Kinder and seconded by
Alderman Meinshausen to approve the minutes of the regular Council
meeting of February 6, 1933 and the special Council meeting of
February 10, 1933. Alderman Pflughaupt called attention to the
fact that he,as a member of the Judiciary Committee, did not sign
the Judiciary Committee report spread upon the minutes of the reg-
ular meeting of February 6, 1933 and signed *Judiciary Committee*,
and asked that this be made a matter of record. The motion was
voted upon by acclamation, whereupon the Mayor declared the motion
carried, and the minutes approved.

The motion was made by Alderman Pflughaupt and seconded by Collet
to adopt this resolution. Thre roll was called on the motion with

NAYS: None. The Mayor thereupon deolared the motion carried and the
resolution adopted. •
Alderman Lacey, chairman of 'the Water Committee reported
that the Water Department employees were dividing their jobs as
much as possible, in accordance with the Council resolution
December 7, 1931. Alderman Ahbe, Chairman of the Police Committee
stated that special police have been employed, but that in general
the job of policeman cannot be divided without impairing the police
service of the City. Alderman Pflughaupt, chairman of the Buildings
Committee reported that only two part' -time employees are employed by
his department, and the salaries paid these two employees is so
email, that there would be no tbject in dividing this work.
Alderman Huxman then addressed the Council, and informed
the Council that some 25 needy families had not received their
allotment of food for several* days because the funds had not
been forthcoming from the Central relief organization. He stated
further that Alderman Meinshausen agreed to supply the necessary
fuod and wait until the relief organization was able to pay for
the same. Alderman Huxmann commended•Alderman Meinshausen for
this charitable act.
The motion was then made by -Alderman Huxmann and seconded

The roll was called on the motion with the following result:
AYES: Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxman, Kinder, Lacey.,
Friott, Enzenbacher and. Meinshausen. NAYS: none. The Mayor there7
upon declared the motion carried.
Che motion was made by Alderman Pflughaupt and seconded -
by Alderman Meinshausen to adjourn. The,mation was voted upon by
acclamation, whereupon the Mayor declared the motion carried,and
the Council adjourned.
