02/10/193332 MINUTES 08 THE USUAL laETING OF THE CITY COUNCIL OF THE CITY OF DSS PLAINES, HELD IN THE OFFICE OF THE CITY CLERK ON THE It th, BAY OF FEB- RUARY, 1933. AT THE HOUR OF 8 OMCLOCK F. M. Mere than 24 hours before the time of this meeting Mayor Charles Hammerl sf Wad all of the Aldermen were notified that a special meet- ing would be held on Friday, February 10, 1933 at 8400 P. M. in. the City Clerk's office for the purpose of reducing the 1931 tax Levy. The meeting was called to order by Mayor Charles Hammerl, with Aldermen` Ahbe, Collet, Pflughaupt, Dean, Huxmann, Lacey, Friott, Enaen- bacher and Meinshausen responding to the roll call. Mayor Hammerl then stated that the 1931 Tax Levy seems too high and should be reduced. The Clerk then read the following proposed ordinance for first readings ORDINANCE WHEREAS, the City Council of the City of Des Plaines did on the 44th day of 6eptember, A. D. 1931, pass its annual tax levy ordinance for the City of Des Plaines, providing for the levying of taxes for general corporate purposes, special purposes and for bond funds; and WHEREAS, during the year 1931 the City did not expend the amounts appropriated for various Iturposes, and that there are also uncollected taxes for the year of 1930, and that it is possible, therefore, to meet the obligations of the City of Des Plaines with a lesser -sum than vas levied for the year 1931, and that it is the desire of Snd to the interest of the property owners of the City of Des Plaines that a reduction be made in the tax levy for the year of 1931. BE IT, THEREFORE, ORDAINED by the City Oouncil of the City of Des Plaines, Cook County, Illinois; SECTION 1 s That the Tax Levy Ordinance of the City of Des Plaines for the year of 1931 passed on the 14th day of September, 1931, be and the same is hereby amended by reducing the said Tax Levy the sum of 20%, to be pro -rated over all levies in the wiad Tax Levy Ordinance excepting in Article III for retirement of Principal and Intrest on the Municipal Debt making a total reduction in the said Tax Levy Ordinance over corporate purposes and special purposes, of the sum of $11,365.00 SECTION 2: This ordinance shall be in full force and effect from and after its passage and the approval thereof according to law. PASSED this day of February, A. D. 1933. AYES: NAYS: APPROVED this day ofFebruary, A. D. 1933. ATTESTED and FILED this day of February, A. D. 1533. City Clerk. Mayor of the City of Des Plaines Cook County, Illinois. The motion was made by Alderman Huxmann and seconded by Alderman tiocassaux somtxm Enzenbacher to put the above proposed ordinance on passage. The roll was called on the motion with the following results Ayes; Alder' melt Ahbe, Collet, Pflughaupt, Dean, Huxmann, Lacey, Friott, Enzen- bacher and Meinshausen. Nays; none. The Maker thereupon declared the motion carried. The motion was then made by Alderman Hxumann and seconded by Ahbe to adopt this ordinance. The roll was called en the motion with the following result: Ayes Alderman Ahbe, Collet, Pflu- ghaupt, Huxmann, Dean, Lacey, Friott, Enanabacher and Meinshausen. Nays; None. The Mayor thereupon declared the motion carried and the above proposed ordinance adopted. 33 Permission was then granted Mr. Arthur Wiedeman represent- ing the Des Plaines Merchants Relief Association to address the. Council and outline in a generalway the operation of this association. Reit urged the Council to investigate the possiblities of the plan and suggested that the association's Assignments be accepted by the City for payment of, water bills, vehicle licenses and if possible, special assessment bills. lar. Wiedeman agreed to present his plan to the Council in writing as soon as possible, Alderman Huxmann then pointed out that the privilege of creditors getting vehicle licenses from the City in return for bills due them, is being abused. The motion was therefor made by Alderman Hmann and seconded by Pflughaupt to issue licenses on this basis only to the person to whom the City owes a bill. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. Mr. Maloney attorney, then reported on the possibility e purchasing the Cater ell and building a reservitir at the well. He �p suggested that the project be financed by issuing some $80,¢00.00 of vtater Fonds, and some $50,000.00 of General Obligation Bonds.ipv Carter Jenkins engineer, then submitted a detailed survey of the engineering phases of the proposed project. The survey showed the cost of the reservoir to be about $55,000.000, 37% of which is the cost of labor. It further showed that if the Cater Well were purch4- ed, and a reservoir °instructed, an annual saving of $18,000.00 0� Could be affected, No action was taken in the matter. Alderman Ahbe then presented the request of the Des Plaines Park Distric, asking that the park District be given a free vehicle license for its truck, or at least that the fee be reduced from eight dollars to two dollars. The motion was made by Alderman Mein- shausen and seconded by Pflughaupt that .the Park ig,oard be required to purchase its vehicle license at the regular rate. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. The Council then discussed the letter of the Unemployed Council dated .Tanuary 30, 1933 and spread upon the minutes of the Council meeting of February 6, 1933, presenting fourteen itemized re- quests to the Council Each request was treated sparately by the Council in an informal discussion, after which the Mayor instructed the Clerk kis to reply to the letter in writing.
