MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF DES
PLAIEES, HELD IN THE COUNCIL CHAMBERS
ON THE 19th day OF DECEMBER, 1932. AT
THE HOUR OF>8 O'CLOCK P. M.
The meeting was called to order by Mayor Charles Hammerl,
with Aldermen Ahbe, Co&let, Pflughaupt, Dean, Huxmann, Kinder, Lacey,
Friott, Enzenbacher and Meinshausen responding to the roll call.
Alderman Enzenbacher chairman of the Judiciary and Assess-
ment Committee reported that his committee would report in the near
future regareling the matter of merging the office of the City Collector
with that of the City Treasurer.
Upon inquiry of Alderman Huxmann, Alderman Enzenbacher
reported that the City's automobile liability insurance hal been placed
with the sine company at a saving of•approximately $$400.00 or 29%.
Alderman Huxmann contended that the committee did not get competive
bids on this insurance as instructed by the Council. '
Alderman Ahbe Chairman of the Police and License Committee,
reported that officer Imig was bitten by a dog, but that he has been
given the best medical care.

Alderman.Pf lughaupt chairman of the Buildings and Plats
then submitted the following plats for approval:

The motion was made by Alderman Pflgghaupt and second by Meinshausen
to approve both of these plats. The roll was called on the motion with
the following result:- Ayes: Aldermen Ahbe, Collet, Pflughaupt, Dean,
Huxmann, Kinder, Lacey, Friott, Enzenbacher and Meinshausen. Nays; None.
The Mayor thereupon declared the motion carried and the plats approved.
Alderman Pflughaupt then the following plat.

The motion was made by Alderman Pflughaupt and seconded by Lacey to
approve this plat and approve the bill of $$16.00 to Carter Jenkins for
services rendered in connection with this Survey. The roll was called
on the motion with the following result: Ayes; Aldermen Ahbe, Collet,
Pflughaupt, Dean, Huxmann, Kinder, Lacey, Friott, Enzenbacher and
Meinshausen . Nays; None. The Mayor thereupon declared the motion
carried.

The Clerk then read the following:
RESOLUTION'
WHEREAS, the City of Des Plaines has passed an ordinance
for the issuance of tax anticipation warrants payable out of the
Tax Levy for the year 1932 for the necessary and ordinary expenses
lawfully chargeable to the GenerAl Obligation Bonds Fund of the
City of Des Plaines.
BE IT, THEREFORE, RESOLVED: That the Mayor and City Clerk
of the elty of Des Plaines be and they are hereby authorized and
empowered to issue tax anticipation warrants in the sum of
ONE THOUSAND FIFTY ($1050.00) Dollars against the General Obliga-
tion 'Bonds lUnd in the amount of Ten Hundred Fifty (1050.00)
Dollars.
BE IT.FURTHER RESOLVED that the Mayor and City Ckerl be and
they are hereby empowered to sell the aid tax anticipation warrants
or any of them for a sum not less than par, plus accrued interest.
BE IT FURTHER RESOLVED that the Resolution shall be in full
force and effect from and after its passage and the approval there-
of according to laic._

The motion was made by Alderman Ahbe and seconded by Collet to adopt
the above proposed resolution. The roll was called on the motion with
the following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean,
Huxmann, Kinder, Lacey, Friott, Enzenbacher and Meinshausen. Nays:
None. The Mayor thereupon declared the motion carried and the resolution
adopted.
The Clerk then read the following proposed ordinance for re*
zoning portions of Block 6 in River Addition, and Block 3 in J. C. Robin-
son's Addition:

TO CLASSIFY, REGULATE AND RESTRICT THE LOCA-
TIONS OF TRADES AND INDUSTRIES AND THE,LOCA-
TION OF BUILDINGS DISIGNED FOR SPECIFIED USES:
TO REGULATE AND LIMIT THE INTENSITY OF THE USE
OF LOT AREAS AND TO REGULATE AND DETERMINE THE
AREA OF YARDS, COURTS AND OTHER OPEN SPACES
WITHIN AND SURROUNDING SUCH BUILDINGS, AND TO
ESTABLISH TBE BOUNDARIES OF DISTRICT FOR THE
SAID PURPOSES AND PRESCRIBING PENALTIES FOR
THE'VIOLATION OF ITS PROVISIONS. OF THE CITY

Mayor Hammer' then announced that the insurance company has settled,
with Mrs. Knabb for the death of Officer Richard. Knabb. The settle-
ment amounted to about $2100.00.

Mayor Hammerl appointed a committee consisting of Mayor Charles Hammerl
and Aldermen Enzenbacher and Meinshausen to meet with a committee of
the unemployed at the City Hall on Tuesday afternoon December 20.
Alderman Meinshausen then reported that he and Mayor Hammerl
attended the last meeting of representatives of the Cook County
suburbs to organize to appose House Bill 1275, and that Des Plaines will
be assessed not to exceed $10.00 for voting membership. The motion was
made by Alderman Huxmann and seconded by Collet.to authorize the pay-
ment of this fee.. The roll was called on the motion with the following
result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Hunann, Kinder,
Lacey, Friott, Enzenbacher and Meinshausen. Nays; None. The Mayor
thereupon declared the motion carried.
. Carter Jenkins, .engineer, then submitted the following report
on possible reduction.of lighting expense in the•various subdivisions: -

and connections in vaults at own expense.
Estimated Cost of connecting the P.S. Overhead Lighting Circuit
with each of the three Subdivisions Lighting Systems, including
cost of handing Group Trans. of Thacker & Fifth; Lee Street north of
Brown St. and Propsect and Lee St., also stringing 4's pans of 2 -wire

The motion was made by Alderman Huxmann and seconded by Collet to accept
this report, and. to carry out the recommendations contained therein,
effective January 1, 1933. The motion was voted upon by acclamation,
whereapon the Mayor declared the motion carried..
!tarter Jenkins, engineer, then reported that he and Mr. Maloney,
Attorney, represented the City at the Illinois Commerce Commission
hearing on the matter of the Soo Line Crossing of the C. & N.W. Rail-
road, and the Wolf Road Crossing of the C. & N.W. Railroad. Further
hearings were however were set for January 24. The motion was made by
Alderman Lacey and seconded by Ahbe to instruct Mr. Jenkins and Mr.
Maloney to represent the City at the hearings on January 24. The
motion was voted upon by acclamation whereupon the Mayor declared the
motion carried..
The motion was made by Alderman Meinshausen and seconded by
Collet to approve the minutes of the regular Council meeting of Dec-
ember 5,1932a.s written. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried,and the minutes
approved.
