611 MINUTES OF THE REGULAR 1 ETIBG OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS ON THE 5th, DAY OF DECEMBER 1932. AT THE • HOUR OF 8 OtCLOCK P. M. The meeting was called to orderby Mayor Charles Hammerl, with Aldermen Ahbe, Collet, Pflughaupt, Dean, Kinder, Lacey, Friott, Enzenbacher and Meinshausen responding to ,the roll call. Alderman Huxmann was absent. The Clerk then read the following reports covering the cal- endar month of November 1932. The report of Chief of Police C. A. Wegner, The report of City Clerk, Edgar J. Friedrich,, The report of City Treasurer, Otto Rexses. These reports were referred to the Finance Committee by the Mayor. None of the Chairmen of the various standing committees of the Council had reports to offer, excepting Alderman Lacey chairman of the Water Committee who reported that the Joint Emergency Relief Comm- itte has signified its willingness to cooperate with the Water Depart- ment, in an effort to make it possible for umemployed to pay their water bills, by giving them work. reading: The clerk then read the following proposed ordinance for second A N O R D I N A N C I -. ENTITLED AT ORDINANCE TO CLASSIFY, REGULATE AND RESTRICTTHE LOCATIONS OF TRADES AND INDUSTRIES AM THE LOCATION OF BUII ings DESIGNED FOR SPECIFIED USES: TO REGULATE AtD LIMIT THE INTENSITY OF THE USE OF LOT AREAS AND TO REGULATE =DETERMINE THE AREA OF YARDS, .. The motion was made by Alderman Collet and seconded by Dean that this proposed ordinance be passed. The roll was called on the motion with the following result: Ayes; Alderman Ahbe, Collet, Pflughaupt, Dean, Kinder, Lacey, Friott, Enzenbacher and Meinshausen. Nays; None. The Mayor thereupon declared the motion carried and the ordinance passed. The Clerk then read the following letter: October 11, 1932. City Clerk, City of Des Plaines, Illinois. • Dear Sir: Acting in the capacity of special poll,ceman and in the apprehension and conviction of Henry Mehl of Palatine, Illinois who was discovered in the act of burglarly of windows and doors from buildings on Grant Drive in our city on September 17th, I incurred expenses in the amount of *3.95 In view of the fact that my services are rendered without remuneration from the city, I believe that I am entitled to reimbursement for the items of expense listed below and incurred in this case: Gasoline and Oil $3.34 Telephone Calls' 5 Total $3.95 Yours. Respectfully, WALTER DOPHEIDE The motion was made by Alderman Kinder and seconded by Lacey to refer this matter to the Finance Committee. The motion was voted upon by acclamation, whereupon the Mayor,declared the motion carried. The Clerk then read the following letter: - December 5, 1932. Mayor and City Council of the City of Des Plaines, Illinois. In Re: Ellinwood !Avenue, #52693 Gentlemen: Some months ago you will recall a controversy with Mr. Moore, contractor, on tht paving of Ellinwood Avenue between Lee Street and the Des Plaines River. Subsequent to that time, a final certificate was filed in the County court showing the cost of this job and in conformity with the ordinance. At that time a proceed- ing was pending itt the Circuit Court filed by lien claimants against Moore. This proceeding is about com- pletdd and it is necessary that the voucher delivered by the City of Des Plaines in 1928 be divided and that bonds be issued. Inasmuch as there are not sufficient assess- ments confirmed in this improvement to pay the obligations, bonds can not be issued for the total amount of this voucher until a supplemental is levied. There are at the present time some u$collected assessments in the original proceeding, There is now one bond, past due since December 31, 1931. It is possible that the bond due this year may be paid. It will be necessary that some definite action be taken immediately to place the voucher on de- posit with the Clerk of the Circuit Court in good standing. I, therefore, recommend that a supplemental assessment be instituted to take care of this deficiency as shown by the final certificate of $7,835.88, and that bonds be issued out of the supplemental assessment to cover the outstanding vouchers of $9,617.50 together with interest as soon as the assessment may be confirmed. I will await the instructions of the Council before taking any action in the matter. Yours respectfully, DBM:CL DAVID B. The roll was called on the motion with the following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Lacey, Friott, Enzenbacher, and 11-einshausen. Nays; Alderman Kinder. The Mayor there* upon declared the motion carried. The Clerk then read the following letter: December 2, 1932. Hon. Chas. Hammerl, President, Des Plaines, Illinois. Dear Sir: At a meeting of Cook County Country towns' municipal and civic officials held at the Oak Park Municipal Building, November 22d, a motion was adopted authorizing and instructing the chairman of the meeting to call another meeting at an early date for the purpose of perfecting a permanent organization. Pursuant to that motion you and your council are in- vited and urged to a ttend a meeting at the Oak Park Municipal Building in Oak Park, Lake Street and. Euclid Avenue, at 8 OtClock on l'uesday evening December 13th, for the purpose of perfedting an organization as above proposed. While the immediate pu'rp'ose of this organization will be to oppose the enactment of proposed legislation toclreate a metropolitan district territorially co -extensive with Cook 6�$ County, as provide& in House Bill No. 275 introduced by Represen- tativeSwanson last January, there will be the further and broader pur- pose of always opposing any legislation deemed inimical to the best interests of the communities involved, and the fostering and prompting at all times of such legislation as may seem bene- ficial. Upon the suggestion of Alderman Pflughaupt the Mayor instructed the Streets and Sidewalks Committee to provide signs- on Center Street informing motorists that Center Street a two way street and that park«. ing is allowed on both sides, parallel to the curb. Alderman Lacey then called attention t, o the fact that there are wide cracka on several streets, which should be tarred. The motion was made by Aderman Lacey and seconded by Meinshausen to refer this matter tt the Streets & Sidewalks Committee. The motion was voted upon by acclamation whereupon the Mayor declared the motion Carried. on Miner kept out limit be Alderman Collet voiced objections to. the newspaper stands Street and Ellinwood Street and demanded that they be either of the way, or be revoved from the streets entirely. Alderman Collet also demanded that the 20 mile per hour speed enforced on Miner Street and other business streets. Alderman Collet state& that he has inquired, and has found that the Des Plaines police have authority to arrest motorists who run through the newly installed flasher stop lights at River Read and the C. & N. W. tracks, and therefore demanded that this authority be used. Alderman Priott asked that the matter 6f street lights in Hfimeridan Villas be studied. with a view toward removing such lights as maybe superfluous, from Homerican Villas, and installing them on other streets, where they a.. re badly needed. Mayor Hammerl thereupon instructed Mr. Jenkins, Engineer to investigate this matter. The motion was made by Alderman plfughaupt and seconded by Collet that the City Clerk submit tp tje council at its next meeting a statement of all unpaid bus. The motion was.voted upon by accla- mation, whereupon the Mayor declared the motion carried. 61. Carter Jenkins, engineer,.then presented a plan of the,State Highway Department for revising the.control of traffic on Miner Street and btated that the State Highway Department should like the Council's permission to proceed with the execution of this plan. The motion was made by Alderman Dean and seconded by Collet to grant the State Highway Department permission to proceed with this plan, with the district understanding however, that the City Reserves the right to reinstall the City's signs in their.original position if in the esti- mation of the Council the State's plan is not suitable. The motion was then made by Alderman Ahbe and Seconded by Enzenbacher to amend this motion so as to give the State permission to prodeed with this plan, with the exception that the stop light on Miner Street at Pearson Street be not removed.. The roll was called on the asendieekt with the following result: Ayes; Aldermen Ahbe, Collet and Enzenbacher. Nays; Pflughaupt, Dean, Kinder, Lacey, Friott and Meinshausen . The Mayor thereupon declared the amendment defeated. The roll was then called on the origi- nal motion with the following result: Ayes; Aldermen Collet, Pflughaupt, Dean, Kinder, Lacey,.Friott, Enzenbacher and 2einshausen. Nays; Alder- man Ahbe. The Mayor thereupon declared the original main motion carried Alderman Collet chairman of the /Streets and Sidewalks Comm- ittiee reported that be made a check of traffic at the Junior High School and found that only six automobiles passed in twenty minutes, and that he therefore thinks the erection of barricades, as requested at the last council meeting, unnecessary. The Clerk then read the following:Resolution:- RESOLVED THAT THE FOLLOWING BTLLS ARE DUE AND PAYABTR, AND THAT THE MAYOR AND CITY CLERK ARE AUTHORIZED TO ISSUE THE PROPER WARRANTS IN PAYMENT OF SAME.
