PLAINES, HELD IN THE COUNCIL CHAMBERS
ON THE 21st DAY OF NOVEMBER 1932, A. D.
AT THE HOUR OF 8 O'CLOCK P. M.
The meeting was called to order by Mayor Charles Harnmerl
with Aldermen Collet, Abbe, Pflughaupt, Dean, Hinder, Lacey, Priott
and Meinshausen responding to the roll call. Allderman Enzenbacher
arrived shortly after the roll call.

Mr. Maloney attorney, however reported that since traffic is to move
in both directioes on Center Street in the- future, the original traffic
ordinance is sufficient, and a new ordinance is therefore unnecessary.
The Sower Drainage & Sanitation Committee had no report to
offer.

The motion was made by Alderman Lacey and seconded by Collet to accept
this bond & Warrakt as outlined above, as a last resort to collect
this bill which would otherwise be absolutely uncollectable. The roll

Ahbe, Oollet, Pflughaupt, Dean, Kinder, Lacey, Friott, Enzenbacher
and Meinshausen Nays; None. The Mayor Thereupon declared the motion
carried.

The Clerk then read the following resolution:-
R:ESOLUTIO N
VBEREAS, a bill has been intrOduced in the Legislature of
Illinois providing for the creation of a metropolitan district
territorially co -extensive with Cool County, as an additional
municipal corporation with powers generally conferred upon muni-
cipalities as described in the said act; and
WHEREAS, the creation of such a new municipal body would
only tend to increase the burdens already upon the suburban
property and would, to a marked degree, deprive the residents of
suburbs af the right to home rule and the rjight to dispose of
their local matters unhampered by outside authorities; and
WHEREAS, it would be a detriment and serious injury to
the development of suburban committies of such an act were to
become a law.
BE IT, THEREFORE, RESOLVED by the City Council of the
City of Des Plaines, that it is the sense of the City Council of
the City of Jes Plaines that every effort be made for the purpose
of preventing such a bill from becoming a law of the State of
Illinois, and that the Mayor appoint a committee of five (5) to
cooperate with other suburban communities surrounding Chicago
in an effort to prevent the passage of a_ny such bill, and that
the City Council and all City officers take any and all a teps

which may assist in the,,_ defeat of such,segislation. ,
BE IT FURTHER RESOLVED that this Resolution shall be in
full force and effect from and after its passage and approval
according to law.

to put this proposed ordinance on passage.the roll was called on the
motion with the following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt,
Dean, Kinder, Lacey, Friott, Enzenbacher and Meinshausen. Nays; None.
The Mayor thereupon declared the motion carried. The motion was then

WHEREAS, the City of Des Plaines has passed an ordi-
nance for the issuance of tax anticipation warrants payable
out of the Tax levy for the Year of 1931 for the necessary
and ordinary expenses lawfully chargeable to the General
Corporate Fund, Fire Protection Fund, and Public Library
Fund, respectfvely.
BE IT, THEREFORE, RESOLVED: That the Mayor and City
Clerk of the City of Des Plaines be and they are hereby
authorized and empowered to issue tax anticipation warrants
.in denominations of from Fifty q50.00) Dollars to One Thousand
($1,000.00) Dollars each, against the following funds in the
.following amounts:

Gentlemen:
I have been instructed to communicate to you the following
resolution adopted by the library Board at their meeting of
November 17th, as follows. That whereas the Illinois Library
Law is definite upon duties of library boards to conduct their
own affairs and handle their own funds, and whereas the library
hoard committee discussed the matter thoroughly with the City
Council on November 15th, and was assured by them that there
,is no reason why this course of procedure should not be followed
Aka in previous years.-- Be it therefore resolved that we,
,the library board, petition the city council to go on record as
mg' agreeing to allow the library beard to function according to
the stature, as soon as the present indebtedness has been dis-
charged and monies are again .available. ---- And be it further
resolved that in a spirit of co-operation with the city council
we acceed to their demand for a ten percent reduction in all
library salaries.

As per telephone conversation of this.
morning I am enclosing you herewith Indemnity Bond of this
Company, in duplicate, to cover the reissuance of three.
bonds of $1,000 each which were stolen from us on February.
twenty-second last. You will note that the -form used in
this indemnity Bond is the same as that furnished the City
Treasurer of Des Plaines covering the payment of coupons
which were stolen from us at the same time these bonds
were taken. We would appreciate itvery much if you would
take care of the passage of an ordinance by. the City Council
at it's next meeting which we understand will be
November twenty-first, allowing the reissuance of these
stolen bonds.
If you desire any further information
in the matter we shall be most glad to furnish it, and we
thank you in advance for your consideration.

furnished to the City of Des Plaines a bond to protect said
City of Des Plaines from any loss by reason•of the issuance

Dear Sir: -
This is to call to your attention our request of
last June regarding protection at the Public Schools. We
have had no reply from you in regard to same.
In the event our request did not reach you, we
will repeat same herewith.
Considerable complaint has reached this Board in
regard,to speeding and reckless driving on streets near the
Public Schools, This is dangerous for the school children
and this Board feels that this danger can be minimized by
better traffic regulation. Realizing that your police force
in inadequate to station and officer at each school, this
Board herewith asks you to appoint the Superintendent and
the Janitors as Deputy Police. They are E. R. Selleak, Fred
Grewe, Martin Grewe, H. E. Friott and Frank Jakesch.

Endeavoring to promote the safety of children
attending the Junior High School, this Board herewith asks
for permission to place barricades half way across Thacker
Street at both the east and west lines of the Junior High
School property. These barricades will be placed on oposit
!sides of ThackerStreet so that they will face oncoming
traffic. This will compill traffic to slow up and go around
the barricade.

Gentlemen:
At a regular meeting of the Des Plaines Safety
Council a dangerous condition was discussed which exists at Lee St.
and the Chicago and North Western Railroad Tracks due to the
location of a sign bearing the names Arlington Heights and
Evanston. The sign is so located that strangers stop on the tracks
to read the directions.
It was thought by the Safety Council that the danger could
be eliminated if the sign were moved to the south side of the
tracks we therefore suggest that the matter be brought to the atten-
tion of the proper authorities so that this hazard may be removed.
This Council would like to cooperate with your•Council in
every possible manner, and at this time would like to offer its
services in safety matters to you.
This Council understnads that it can make suggestion only to
your Honorable body, and if given the opportunity will endeavor to
make them as constructive and as much to the interest of the city
and its people as is possible.

Gentlemen:
IN have completed our traffic studies on Northwest
Highway, State Bond. Issue Route 19 in the City of Des Plaines,
and are forwarding a plan to your City engineer,.Mr. Carter
:enkins. These studies have had as their purpose the improvement
in the method of controlling Mid regulating.traffic through the
'business section of Des Plaines.
I shall appreciate your consideration of the proposed,
plan and favorable action on the same. We will cooperate with
you in any way possible and carry out the provisions of the pro -
'posed plan az speedily as possible after an agreement is reached.

Mayor Hammerl referred this matter to the Council as a committee -
of -the -whole, and announced that the matter will be considered
in a meeting of the Council as a Committee -of -the -whole to be
held Monday, November 20, 1932 at 8:P. M.in the City Clerkts

Gentlemen.: -
At a special meeting of the 4th ward Protective Ass'n
Consisting of the executive board and various Committees, it was
suggested that a resolution be drawn to be presented at the next
council meeting for discussion. In view of the fact that no ade-
quate protection has been provided for the crossing at Des Plaines
River Road as yet. Bd it resolved, that until such time, those.
various safety devices, as suggested by the Railroad Company be
-
installed, that the above said. City Council be instructed to refer
back to an ordinance adopted by them about 3j2- or 4 years ago that
the speed limits through Des Plaines be reduced to 15 miles per,hour for
passenger tains and 12 miles per hour for freight trains.
Be it also resolved, that more adequate protection be provided
for the crossing at Pearson St. Lee St. and Graceland Ave. after
dark. In this we refer to the danger lantern now in use by the
crossing watchman, which we maintain, through accurate checking,
is not visable, more than 25 feet from the crossing, especially.
where there is an automobile approaching from the opposite
direction. This, more especially refers to the lantern of the
crossing man a_t Des Plaines Ave. It was suggested that a
latern somewhat/ larger than the standard type used on farms
wit.a. globe of red glass be provided, so that whatever angles,.
the autos approach the crossings this light would be visable.
This resolution must not be construea, as to criticism of the
acts of the officials of this city but because of the fact that these
matters are continuously brought to our attention by members
of our organization, as well as residents' of the various parts
of Des Plaines and we insist on some sort of action by our City
Council.

In Re: Stop and Go Lights at River
Road Crossing.
Gentlemen:
In order to expedite the installation of Stop
and Go Lights near the North Western Crossing at River
Road, I have communicated with the Chicago and North
Western Railway Company and advised them of our willing-
ness to take any steps which would facilitate the
approval by the Commerce Commission of the plan for
installation of these lights.
I have been advised by the Railway Companp
that all of the materials for these Stop and Go lights
have been ordered;. that application has been made to the
Commerce Commission for the approzai of the installation.
This application has been referred to Mr. J. H. Matthews,
Chief Engineer of the IilinofsCommerce Commission, and
he is at the present time attending a convention at Hot
Springs, Arkansas, and I am, 'therefore, unable to learn
the condition of this application. I have, however,
written to Mr. Matthews urging an early disposition of
this matter and advising him 'of the desire of the City
that these lights be installed immediately. Until we
receive some reply from Mr. Matthews, I know of no
further steps which I can take to hasten the installation'
of these lights.

Mr. P. W. Schroeder was then given permission to address the`
Council in behalf of Mr. A. G. Lagerschutte of Barrington regarding a
past due water bill at 1422 Henry Ave. It was pointed out that there
is about $30.00 past due, and that as owner Mr. Lagerschulte is being
held responsible for payment of this hill. Mr. Lagerscbultet, refused
to pay the bill and insisted that the water be turned on. The motion
was made by Aderman Huxmann and seconded by Dean that the water at 1422
Henry Ave. be turned on, provided the *5.00 deposit be paid as required
by ordinance. The roll was called on the motion with the following

The motion was made by Alderman Dean and seconded by Pflughaupt to adopt
this resolution. The roll 'vas called on the motion with the following
result; Ayes ; Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder,
Lacey, rriott, Enzenbacher and Meinshausen. Nays; None. The Mayor
thereupon declared the motion carried, and the resolution adopted..
Alderman Hxumann then called attention to the fact that
a bill of same $900.00 is still payable to the Henderson Sales & Ser -
Title Co. t of Chicago: He further stated that if this work *an be given
to local people it should.by all means be done. The motion was then
made by Alderman Huxmann and seconded by Pflughaupt to instruct the
Police Committee to solicit proposals from local garages for maintain.-
ing the motorcycles of the -Police. The roll was called on the motion

with the following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt,
Dean, Huxmann, Kinder, Lacey, Friott Enzenbacher and Meinshansen
Nays; none. The Mayor thereupon declared the motion carried.
Alderman Ahbe chairman of the Police & License Committee
then reported that Purnell & Wilson had withdrawn their bid on the
police squad car, because they are No longer in a position to accept
1932 Tax Anticipation Warrants as payment. The motion was made by
Alderman Dean and seconded by Collet to accept the bid of the Des
Plaines Motor Sales on a four door 1932 Chevrolet Sedan of *726.00
less *25.00 allowance for the old Ford squad car, and authorize the
purchase thereof with 1932 Tax Anticipation Warrants. The roll was
called on the motion with the following result: Ayes; Aldermen Ahbe,
Collet, Pflughaupt, Dean, Kinder, Oriott, Enzenbacher and Meinshausen.
Nays; None. Aldermen Huxmann and Lacey passed their votes. The
Mayor thereupon declared the motion carried.
Mr. August Shcroeder them addressed the Council, asking
the support of the members of the Council in making the First Annual
Charity Bali, to be held on November 23, a success,.
The motion was made by Alderman Meinshausen and seconded by
Friott to approve the minutes of the regular meeting of November 7,
1932, and of the special meeting of November 15, 1932. The motion was
voted upon by acclamation whereupon the Mayor declared the motion
carried and the minutes approved.
