MINUTES OF THE REGULAR MEETI_TG OF
THE CITY COUNCIL OF THE CITY OF DES
PLAITES, HELD IN THE COUNCIL CHAMBERS
ON THE 7th, DAY OF NOVEMBER, 1932. At
THE HOUR OF 8 O'CLOCK P. M.
The meeting w as called to order by Mayor Charles Hammer',
with Aldermen Ahbe, Collet, Pflughaupt, :Dean, Huxmann, Kinder, Lacey,
Friott and iveinshausen responding to the roll call. Alderman Enzen-
bacher was absent.
The Clerk then read the following:
1 Report of Chief of Police C. A. "iegner for the calendar month of
October 1932.
2 Report of City Treasurer, Otto Rexses for the calendar month of
October 1932.
3 Repott of the City Clerk Edgar J. Friedrich for the calendar month
of October .1932.
4 Report of City Collector, Fritz Wettin, dated October 28th, 1932.
None of the standing committees of the Council had reports
to offer, excepting the Building & Blats Committee. Alderman Pflughaupt
chairman of this committee submitted the following plat for approval
A plat of dedication of Wolf Road
from the C & W. W. R. R. tracks to
Seegers Road.
The motion was made by Alderman Pflughaupt and seconded by Ahbe to
approve this plat, The motion was voted upon by acclamation, whereupon
the Mayor declared the motion -carried.
The Clerk then read the following report:

Ire your Committee on Buildings & Plats therefore recommend:
That_the city is not in financial-positiontohave this work done
at this time. (The bid of Mr. Woolensack of 1150.00 for painting
the exterior of the City Hall.)
The motion was made by Alderman Meinshausen and seconded by Lacey to
accept this recommendations The Motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
In connection with the proposed purchase of a squad car for
for the Police Department, the clerk read the following letter:

Tb.e motion was made by Alderman Ahbe to accept the original •
recommendation of the Police Committee to accept the $585.00 bid
of Purnell & Wilson for a 4 Door Ford Sedan, The motion was not
seconded however, and the Mayor declared the motion lost for want
of a secdnd. There being a decided difference of opinion among
the Aldermen As 'to 'the make of car to be purchased, Mayor Hazrrnerl
ordered that further consideration of this matter be postponed till
the next regular meeting of the Council.

The motion was made by Alderman mann and -seconded by Pflughaupt,
that Mr. Maloney,' attorney be instructed to prepare and present an
ordinance to permit traffic on Venter Street in loth directions, and
to permit parking on both sideS of the street f.or only one and one-
half hours. The roll was called on the motion with the following -
result: Ayes; Aldermen Abe, Collet, Pflughaupt, Dean, Hxumann, Kinder,
Lacey, Friott and Meinshausen. Nays; lone.. The Mayor thereupon de-,
clared the motion carried.
The motion was then made by Alderman Kinder and seconded by
Pflughaupt to refer matter of Center Street traffic, and the proposed
rerouting of busses, now operating on Center Street to the Police &
License Committee. The motion was voted upon by acclamation, whereupon
the Mayor decla red the motion carried.

Vetern's Tag Day permits, and humbly request the Council to
assist the local Pogt once more, by adopting this proposed
resolution. .

RESOLUTION
Regarding issuing of permit to outside Veteran organizations.:
Whereas, it is customary for Des Plaines Post No. 36, the
American Legion, Department of Illinois, to conduct an annual
"Poppy Day", to raise funds for local Relief Work, and
Whereas, the City Council of the City of Des Plaines has
recently recieved,a request from Chateau Thierry Post, D..A.V., for
permission to conduct a Tag Day in the City of Des Plaines, and
Whereas, repeated Ahd numerous Tag Days become a nuisance
and tend to deprive the local Post of'the American Legion of funds
to which it logically has access; and
Whereas, all funds raised by our local post of American Legion
are expended in our comunity for the welfare of its needy; now
Therefore Be It .Resolved, by the hayor and City Councilof
the City of Des Plaines that the rgquest of Chateau Thierry Post
be not granted, and that no permits be issued for conducting Tag
Days to veteran's organizations other than those having an
established unit within the City of Des Plaices.

Gentlemen
At
a meeting of the above club held Oct. 20th, 1932, a resolution
was passed censuring, the City Officals & City Council for their
failure to see that their ordinances (Chap27 Secs 1163,1171,1173)
pertaining to the railroads, within the city limits which specify
the sped of trains passing through the town, & which also states
that the Railroads "shall" provide whatever crossing protection
the aity, Council deems, necessary,were observed.
Within the last few week two distressing accidents have #appened at
the River 4oad crossing on the N. W. Railroad.
In the, last one, one of the residents, of theestSide was killed.
In each case it has been evident that insufficent protection was
provided by the �ailway Company,
It is the opinion of this club that Gates & Lights should be
installed
Any slight delay & tie up in traffic that might be caused by the
closing and opening of gates will be a very trivial matter in
comparison with the added protection and consequent saving of
human lif
We earnestly urge you, Gentlemen to take a most decided stnad in
this matter, at your meeting with the officials of the Railroad.

Alderman Hinder then reported on the progress made by,the Council re-
garding crossing protection at the '4. & N. W. tracks and Des Plaines
Avenue. He stated that the Northwestern railroad Officials agreed,
in a meeting of the Council as a committee of the whole, held October
26th, 1932, to provide effective protection in the form of impdsing
red "stop" lights, bells, and flashers. The oration was made by Alderi,
man Huxmann and seconded by Collet, to instruct Mr. Maloney to file an
apearance before the Illinois Commerce Commission and consent to the
granting Af the ' . & N. ,r . Railroad'.s petition to install the "stop"

lights and bells Proposed by the C & N. W. Railroad officials. .The
motion was voted upon by acclamation, whereupon the Layor declared the
motion carried.

proposed ordinance on passage. The roll was called on the motion

Dean, Huxmann, Kinder, Lacey, Eriott and T.einshausen. Nays; None.
The Mayor theraapon declared the motion carried. The motion was
then made by Aldermen Ahbe:and seconded by Lacey that the above pro-
posed ordinance be passed. The roll vas called on the notion with
the following result: Ayes;. Aldermen Ahbe, Collet, Pflughaupt, Dean,
Huxmann, Kinder, Lacey, Friott, and Meinshuasen. Nays, None. The
Mayor The Mayor thereupon declared the motion carried, and the
ordinance passed.
The motion was made by Alderman Ahbe and seconded by Collet
to authorize the Mayor and City `'lerk to pay city employees and others
to whom the city is indebted and who desire anticipation warrants, by
means of 1932 Tax Anticipation Warrants, upon approval of the Chairman of
the Finance Committee. The roll was called on the motion with the follows
ing result: Ayes; Aldermen Ahbe, Collet, Dean and Kinder,Nays; Alder-
men Pflughaupt, Huxmann, Lacey, Friott and Meinsh.ausen. The Mayor
thereupon declared the motion defeated.
The motion was then made by Alderman Pflughaupt and seconded
to authorize the Mayor and City Clerk to issue 1932 Tax Anticipation
Irarrants in lieu of cash•to such city employees whom the City owes
back salary, and who may be in a position to use such warrants to
pay their rent etc., or•other wise dispose of them, it being under-
stood however that the names of such employees sh&li subsequently
appear cn.the invoice register to be prepared for the regular Council
meeting of November 21st, 1932, together with the amount of the warrants
issued in each case, in order that the amounts may be regularly approved
by the Council. the roll was called on•the motion with the following
result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder,
Lacey, Friott and Meinshausen. Nays; None.- The Mayor thereupon declared

A proposed contract of the State Highway Deprtment, pro-
viding for State Aid for the maintenance of Miner St. in the sum of
$339.59 annually was presented by Carter Jenkins, Engineer. The motion
was made by 13.derman Hinder and seconded by Dean to authorize and
direct the Mayor and City Clerk to sign this contract in the name
of the City for a period. beginning June 30, 1932 and ending June 30,
1933. The roll was called on the motion with the following result:

The street light at the corner of Kennicott Ct.
and Des Plaines Ave. has been turned off for some time.
It as very .difficult at night to - pick out this_ corner in
turning off Des Plaines Ave. as there is nearly always a streem
of bright lights coming toward you.
This situation is quite hazardous, and a number of
the residents cbf this locality have asked me to see what could
be done.
I.will greatly appreciate anything you can do twoards
adjaasting, thio fifficulty.

Gentlemen:
I represent the Bankers Life Company of Des Moins,
Iowa, holder of all the bonds issued against Special Assessment
Des Plaines Y-). 62694. Our investigation shows that approximately
$6,000.00 collected in principal in this assessment has been diverted
to the payment of bonds against other assessments. This consti-
tutes an unlawful diversion and it is the duty of the City of
Des Plaines to make restituiton.immediately and to take steps to
compel the Treasurers guilty of this diversion, as well a s their
sureties, to join with the minicipality.in making immediate
restitutions, to the end that the bonds coming due December 31st,
1932, together with the interest, '.'.'ill be paid at maturity, I
have notified the surety companies of this condition and have
asked them to make an investigation, to the end that they may
check up with the audit we have made.

adopt this resolution. The roll was called on the motion with the

The Clerk then read the following letter presented for reading
by Alderman Dean:
Extract from Postal Bulletin of June 20, 1932 #15937
DELIVERY OF MONTHLY STATEMENTS, ETC., OUTSIDE THE MAILS
Second Assistant Postmaster General,
Washington June 18, 1932.
The Department is in receipt of numerous reports that en account
of the increase in postage rates individuals and companies are
planing to make deliveries under contract or on a piece -work basis of
monthly bills, statements, etc., for business concerns.
As the private express statutes (sec.1256-1271, Postal Laws and
Regulations) give to the Federal Government the monopoly of the bus-
iness of tarring letters, the proposed method of handling these bills,
eta,; is in violation of the law.
All postmasters and employees of the de-oa.rtment are directed to
promptly report to this office any cases of this nature coming to
their attention.

The motion was made by Alderman Huxmann and seconded by Collet to refer
this letter to Mr. Maloney, attorney, for an opinion. The motion.
w.s voted upon by acclamation, whereupon the Mayor declared the
motion carrted.
Mr. Maloney, Attorney, then presented the matter of
joining with other Cook County cities and villages to oppose the bill
introduced in the State Legislature to create a Metropolitan area.
Mr. Maloney stated that he would prepare a -resolution gegarding this
matter and present it to the Pouncil at the next regular meeting.
The Clerk then states that the City Collectors office is in
need of 2400 Envelopes $81.20, 500 one cent stamps $5.03 and 500 filing
cards #7.00, and thereare no, funds available for this purpose. The
motion was made by Alderman Huxinann and seconded by Pflughaupt to
rei'er this matter to the finance Com.ittee. The motion was voted upon
by:acclamaticn, whereupon the-Layor declared the motion -carried.
The motion was made by Alderman Kinder and seconded by Ahbe
to.approve the.minutes of the regular meeting of October 17, 1932 as
written. The motion was voted upon by acclamation,, whereupon the
Mayor declared the motion carried.
