09/06/1932627 MINUTES OF THE REGULAR ETING . OF THE CITY COUNCIL OF THE CITY OF IES PLAINES, HELD IN THE COUNCIL CHAMBERS ON THE 6th, DAY OF SEPTEMBER, 1932. AT THE HOUR OF 8 O'CLOCK P. M. The meeting was called to order by Mayor Charles Hamnerl, with Aldermen, Ahbe, Collet, Pflughaupt, Dean, Huxmann, Kinder, loacey, Priott and Meinshausen responding to the roll call. Alderman Enzen- bacher entered the meeting shortly after the roll call. The Clerk then read the following Report of chief of Police C. A. Wegner Report of City Llerk, E. J'. Friedrich Report of City Treasurer, Report of City Collector; These reports were referred to reports: for the ealandor month of August, 1932. for the calandor month of August, 1932. Otto Rexses for the calandor month of August, 1932. Fritz Wettin up to August 29, 1932. the Finance Committee by the Mayor. • The Judiciary and Assessment Committee had no report to offer. . Alderman Collet, chairman of the Streets and Sidewalks Committee reported that his committee has again taken the matter of the south side sidewalks under consideration and is investigating to a certain how many assessable lots have been forfeited. He also reported that the parkway trees in Webb's Subdivision have been trimed and that more trees will be trimmed soon. • Alderman Ahbe chairman of the Police and License Committee reported that the Police Department is badly in need of a new squad car. This matter was referred to the Police Committee by the Mayor for further investigation and report. The Committee on Public Works and Buildings had no report to offer. Alderman Dean chairman of the Sewer, Drainage and Saniaation Committee reported that the City of Park Ridge has now three trucks delivering garbage to the incinerator instead of two, as before, making it impossible to burn all the garbage with the present -help. The motion was made by Alderman Ahbe and seconded' by Lacey to refer this question to the Sewer, Drainage and Sanitation Committee with power to a et. The motion was voted tpon by acclamation, whereupon the Mayor declared the motion carried. The WaXter Committee had no report to offer. The Fire Qommittee had no report to offer. The Band Committee had no report to offer. Alderman Huxmann then inquired regarding the mater of the City's insurance, which was referred to the Judiciary Committee some eight months ago, Whereupon Alderman Enzenbacher chairman of the Jud- iciary and Assessment Committee reported that because of the City'•s favorable experiences, with the present insurance company,.in the prompt payment of claims, the Committee feels'that the City should have the insurance in the bands of the present company. 'He.further reported that he expects a substantial reduction iri premiums, and that he expects to hear soon, how much of a reduction can be made. Alderman Huxmann then expressed dissatisfaction with the committee's report, and asked that it be made a matter of record that in his opinion the Committee has not acted in accordance with the Council's instructions. Alderman Enzenbacher Chairman of the Judiciary and Assessment Committee then reported that the surety bonds of City Collector, Fritz Wettin, and of Marjorie Collet, Stenographer are Satisfactory. The motion was then made by Alderman Enzenbacher and seconded by Ahbe to approve these bonds. The roll was called on the motion with the 628 following result: Ayes: Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmann Kinder, Lacey, Friott, Enzenbacher and Meinshausen. Nays None. The Mayor thereupon declared the motion carried, and the bonds approved. The Clerk then read the following letter: Des Plaines City Cou-icil Gentlemen: ' Pursuant to your suggestion, the yibary Board has advertised for bids for painting the exterior of the Library. All bidders were warmed that immediate payment could not be expected. Several who inquired did not bid. Those who bid are as follows. Carl Eglund bid $90.00 Chas. MacLuckie addressed the Council, He =mended the Cou01 for having the trees in Webbs subdivision trimmed and also suggested that a one way traffic rule be adopted for Center Street between Ellinwood Street and Prairie Ave. Mr. MacLuckie promised to submit his statement to the Council in writing. 630 The Clerk Then read the following letter: September 6, 193. Stateof Illinois,)ss County of Cook An inquisition was taken for the People of the State of,Illinois, at Oehlers & Des Plaines Gity Hall in the Gity of Des Plaines in said County of Cook, on the 13th, & 24th day of August A. D. 1932. From the testimony presented we the Jury zszonnougrnks* believe this occurende was an accident andrecommend that the City of Des Plaines require the Chicago & North Western Rail , - road to immediately install Safety gates and bells at thee dangerous intersection to avoid further accidents at this point. The motion was made by Aldermen Huxmann and aeconded by Pflughaupt to instruct the City Clerk to irite the northwestern Railroad Co., asking the road th comply with this recommendation of the coroner's jury. The motion wasvoted upon by acclamation whereupon the haler declared the motion carried. • The Clerk then read the following letters; - Hon. Mayor & City Council. There has been considerable discussion recently as to what is going to happen relative to the unemployment situation this winter. If no financial arrangements are considered for the future relief especially where it is noted that welfare or- ganizations are not certain as to the amounts available for dis- tribution from their headquarters and have to reduce their average allotmenta of those looking to them for maintainance due to lack of funds. 631 At this point is is suggested that the Mayor & Oity Council take it upon themselves to see that an increased fund be appro- priated so that the allott ent of 50% per head now prevailing would be at least increased so that they receive and average of from 7516 to 41.00 per person per week. We also recommend that ways and means be provided for tic relief tasures by arranging for a laon from the Reconstruction Finance Corporation the amount to be decided on by the Mayor & City Council, this Fund to be deposited in a local Bank and known as the *Municipal Fund" directly under the supervision of the administration at all times. This fund is not to be used to defray any other City expenses but to be used only for the purpose of taking care of; the City inemployed as heretofore stated. It is said there is considerable work to be done in the Municipality practically in all departments and we suggest that unemployed men both property owners and renters be put to work at a 400 hourly, rate and paid .weekly out of this fund same to be charged against the Various departments of the City for work done. By this means the city will receive a return revenue by having the taxes and special assessments as well as water bills paid into their treasury. We suggest that a complete financial statement be rendered by the supervisor of this fund to the City Council the first meeting of every month, this report to be published. It is also suggested that as soon as moneys for taxes etc begin coming in that various departments pay back their obligations to this fund in cash or tax anticipation warrants. We believe that immediate action should be taken in arranging for this lona so as to insure positive relief for the unemployed of our city during the winter months at least. This letter is submitted only for the relief of humanity and we pray that the honorable Mayor and City Council consider it only as such. also the following; Hon. City Council, Des Piaines, Ill. Gentlemen: At the last meeting of the SECOND WARD IMPROVEMENT ASSOCIATION, it was suggested that_the Secretary write the City Council relative to the possibility of the City securing some financial assistance from the Reconstruction nelief Fund which might enable the City to offer come sort of employment to the Citizens of our City in order that they might be able to provide the necessitis of life during the coming winter months. Owing -to the fact that we .are not familiar with the method of proceedure in handling this matter, we trust that the City Council may have some means of investigating the workings of this fund so that our more u*fortunate neighbors mau be enable to provide for their families without the humilia- tion of accepting chanty. The Clerk then read the following letter:. Honorable Mayor & City Council It has been suggested that the Emerson Rilief Headquarters now located at the Central school should at the beginning of the School term be moved to the City Hall because it is believed that the Nurses of the welfare Asstn have sufficient to do in looking after the welfare of the children of the school which are their duties. The supervisor of the Emerson elief Fund should be assisted in this work by the unemployed men in this City both in attending to the allottments and investigation of needy cases, their compen- sation to be the register allottment for relief. It is especially urged that the men make the appeals for aid and also call for their weekly allowances due to the fact that there are times when men are employed that women continue in their request for relief when it is not neccessary,.this practice should be stopped at once. There are several other means whereby the unemployed could possibly obtain some relief, omit is that the City Clerk write a letter to Mr. wm. Jusse at Mt. Prospect 111 and to Mr.Hamer E. .dird of Arling- ton Heights III requesting them that they arrange for the employment of local help in the Forrest preserve District here instead of bringing men out of Chicago on County Trucks in the morning and returning them in the eveninge. Let Chicago take care of their own wasimployment situation, the County *an find enough urgent relief cases in the Rural Districts without wasting gasoline and chauffeurs time bringing them from and to Chicago, this is a matter that we should.insist on, especially when an assot. Forrester, a resident of Des Plaines, was asked why colored.menif were used at work in the Forest Preserves he responds with an answer that their.votes counted as much as ours, this might be ture in part but should the colored men of Chicago be given pre- ference over the white men in our communities? We believe that every effort available should. be made by our City officials in the rural districts to insist that our unemployed be provided either with work or the necessary relief this refermaj to Union help as well a s unaffiliated. It was stated in the Council meeting some time ago that paving contractors on local work had agreed to hire local Union help from towns adjoining their work but it has been learned that they have no jurisdiction in hiring help this being done by the business agents of the Union and as their headquarters are in Maywood Ill. the majority of their help is taken from Maywood and surrounding towns and not out of the local communities, why not get in touch with this Union and suggest that local Union help be hired when such are needed. These various points have been brought ott in .general dis- cussions at our meetings and we believe immediate action should be taken to eleviate all possible future hardship and suffering of the unemployed in our community and we hope that the honerable Mayor and city Council will lend their Cooperation in accomplishing some- thing constructive and eliminate this existing condition. The suggestion to move the local Emmerson Relief headquarters was referred to the Police Gommittee by the Mayor, for 638 investigation and recommendation. Carter Jenkins, engineer, then presented a new contract for - power for water pumping proposed by the Public Service Co., of Northern Illinois, and giving a reduction of approximately.22%. The motion was made by Alderman Huxmann and seconded by Friott to refer the contract to Mr. Maloney, attorney, for his opinion. The motion was voted upon: by acclamation, whereupon the Mayor declared the motion carried. yror Hammerl then announced that the Council will meet as a *committee of the whole"` on Monday, September 12, 1932 at 8:00 P. M. to further discuss this proposed contract. Alderman Dean asked that the ornamental post light in front of Hrdlica's Store on Ellinwood St. which was recently eliminated from the circuit be lighted again. This matter was referred to the Streets and Sidewalks Committee by the Mayor. Alderman Collet of the Streets and Sidewalks Committee reported that many of our merchants are careless in the matter of sweeping paper and small refuse upon the public Sidewalks. The motion was made by Alderman Hincmann and seconded by Collet to instruct the Clerk tb write all local business men in an attempt to stop this practice. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried and the minutes approved. Garter Jenkins, engineer, then reported that the City should be granted State aid in the maintenance of Miner Street. The motion was made by Alderman Huxmann and seconded by Collet to in- strct Carter Jenkins, engineer to take the necessary steps toward securing State aid for the maintenance of Miner Street. The motion was voted upon by acclamation, whereupon the Mayor declared the motion aarried. The Clerk then read the following report: - The Water Committee wishes to make the following report: - After a conference with Mr. weiss of the Premier Rose Garden regarding the water bill covering the period between Dec. 1931 and May 1932. In view of the £act that at no time since the City has served the Company water has their bill ever exceeded $450 for the same period. The motion was voted upon by accla- mation, whereupon the Mayor declared the motion carried. • Alderman Pflughaupt Chairman of 'the Building and Plats , Committee reported that conditions in the City Hall, make fumigation necessary. He submitted the following bids for the work of fumigating' Bid No.1 Smithereens Co., Chicago l Ill. $200.00for entire Building. •Bid No. 2- Dr. Harnack Exterminating Co, Chicago, Ill. *68.00 for :basement and.lst floor. • .Bid No. 3 Standard Exterminating Co, Chicago, Ill. $108.00 for entire Bldg. .The motion was made by Alderman Pflughaupt and seconded by Ahbe to .authorize the Buildings and. Plats•Committee to accept Bid No. 3 and •employ the Standard Exterminating•Co. of Chicago to fumigate the entire City Hall.
