Mayor Charles Hammerl called the meeting to order with Alderman Ahbe, Collet, Pflughaupt, Dean, Huxnann, Kinder, Lacey, Friott, Enzneba.cher and Meinshausen responding to the roll call. The Clerk then read the following reports of officers for the calendar month of July 1932: Report of Chief of Police C. A. Wegner, Report of City Treasurer, Otto Rexses, Report of City Clerk, Edgar J. Friedrich. The reports were referred to the Finance Committee by the Mayor. None of the standing committees of the Council had reports to offer. The Clerk then read the following for second reading: A N .OR D I N A N C E PROVIDING FOR THE LEVYING OF AN ASSESS- MENT OF TAXES FOR THE FISCAL YEAR 1932- 1933 FOR THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS. Tile motion was made by Alderman Ahbe and seconded by Collet to pass adopt the proposed 1932 Tax Levy Ordinance as read, The roll was called on the motion, with the following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Dean, Huxmmann, Kinder, Lacey, Priott, Enzenbacher, and Meinshausen. Nays; None. The Mayor thereupon declared the motion carried and the ordinance adopted. reading: The Clerk then read the following proposed ordinance for first ORD I N A N C.E BE IT ORDAINED by the Mayor and City Council of the City of Des Plaines, Cook County, Illinois; SECTION I: That that portion of Webford Avenue Sing Northeasterly of Block 2 and Southwest of Block 10 of Des Plaines Manor Tract #1, a subdivision of part of Sections 17 and 20, Township 41 North, Range,12, East of the Third Principal Meridien, being part of Section 17, Township 41 North, Range 12, East of the Third Principal Meridian, lying Southerly of the Chicago and North Western Railway and East- erly of the Wisconsin Central Railroad and Westerly of the center line of alley East of Blocks 2 and 3 of Phillip Person's Subdivision and said center line of alley produced Northerly to the Southerly line of the right of way of the Chicago and North Western Railway; also the Northeasterly 284 feet of the Southeasterly 200 feet of Block 1 of said Phillip Parson's Subdivision; also all that part of Section 20, Township 41 North, Range 12, lying East of the 'W=isconsin Central Railroad and lying Northwest of the center line of the aforesaid alley and extending Northwesterly from the Northwesterly line of Prairie Avenue, be and the same shall hereafter be known as Laurel Avenue, and that the name of the said street between said points be and the same is hereby changed from Webford Avenue and shall be hereafter known and designated as Laurel Avenue. The motion was made by Alderman G-ollet and seconded by Ahbe to put this proposed ordinance on passage. The Clerk then read the following resolution: RESOLUTI O N WHEREAS, the City of Des Plaines has been requested to afford fire protection to the property of Jacob R. Darnstadt in Section .Twent-nine(29), Township Twenty-four (24) North, Range Eleven (11), Main Township, Illinois; and WHEREAS, the said property is located outside of the City Limits of the City of Des Plaines, and persons outside the City of Des Plaines have heretofore contributed toward the purchase of fire equipment for the City, of Des Plaines, and it is to the best interests of the City that the property bordering on the City of Des Plaines be protected from destruction by fire. • BE IT, THEREFORE, RESOLVED THAT the members of the Fire Department of the City of Des Plaines be and they are hereb .directed and ordered to afford fire protection to the said imoperty of Jacob R. Darnstadt as far as the location 613 of the property and the facilities for fire protection may permit. The Mayor thereupon declared the motion carried and the resolution adopted. The Clerk then read the following Mayor and City Council of the City of Des+ Plaines, Cook County , Illinois. "Gentlemen:.' In Re: Ell letter: August 1, 1932. inwood Avenue Sidewalks, River Road Sidewalks, curb, etc. Following the discussion had at the spettai meeting of the Council last week, I am writing you concerning the work done on the above improvements. With reference to the Ellinvrood Avenue Sidewalks, these pro- ceedings were instituted at the request of the property owners and rgquired the preparation of resolutions, estimates and ordinances, examination of titles and the preparation of roll for the purpose of sending out forty day notices, ob- taining the names of taxpayers and also sending out of forty day notices, after which the improvement contemplated by the ordinance passed Was constructed by the owners privately. On the Des Plaines Avenue Sidewalks, these proceedings have been instituted two or three times by the L,ouncil always at the request of owners or residents of property in the neigh- borhood. Two or three sets of ordinances and resolutions have been prepared and at different times the pamep of tax- payers and owners have been obtained. These proceedings having been abandoned by, the Council, no funds are provided by the assessment for the pyament of any of these services. In view of the fact that the services have been rendered at the request of the proper authorities, and at least in one case the full benefit of the services has been received by the City, I feel that some portion of a fee should be allowed. I would be willing to accept the sum of $100.00 in full compensation for these services. Respectfully submitted, DBM : CL ' D . B. Honorable Mayor and City Council • City -of Des Plaines, Illinois Gentlemen: In accordance with the suggestion made at the last council meeting, I am submitting herewith a statement of costs regarding the Ellinwood Street sidewalks and the sidewalks on the Easterly side of River Road North of Oakton Street. The improvement on River Road has been abandoned by your honorable body after considerable work had been performed by the Engineer and Attorney. In the case of Ellinwood Street the greater part of the work has been put in by the property owners, and I am informed that the small amount on the Northerly side of this street will be abandoned. ELLINWOOD STREET My costs to date on the Ellinwood Street walks including the making of a survey, the preparation of a plat, making an estimate, preparation of the ordinance, staking out of the job, and some supervision during the construction amounts to a total of eighty-seven dollars($87.00). Had the work been put in by special assessment the fee *ould have amounted to seventy- five dollars and forty cents ($75.40). I hereby offer to accept in full settlement of all claims • due to this job the sum of sicty dollard ($60.00). RIVER ROAD WALKS The sidewalks on River Road was originally a part of a major improvement petitioned for by the property owners in 1928, and included the items of curb, parkway grading, a section of sewer, street lights, and sidewalks. • This job was completely performed twice, due to changes desired by property owners and changes necessary from a legal standpoint. After a considerable length of time the improvement was definitely abandoned. The cost of work done on this improvement amount to nine hundred fifty-eiht'dollars ($958.00) as against a fee - provided in that improvement of seventeen hundred seventy-five dollars ($1776.00)i At a later time the engineer was directed to prepare a plan and ordinance for the construction of the sidewalks as a separate improvement. This was done last year and to date my costs on this work have amounted to one hundred sixteen dollars ($116.00). The fee provided for in this abandoned improvement was two hundred twelve dollars and fifty cents ($212.50). I hereby offer to accept the sum of one hundred fifty dollars ($150.00) in full and complete payment of all calims for all of the work done on River Road. Very sincerely, CJ:BB CARTER JENKINS • The motion was made by Alderman Enzenbacher and seconded by Collet to authorize the Mayor and City Clerk to draw a warrant of $60.00 in full payment of the work done byMr. Jenkins on Ellinwood Avenue, and a warrant for $150.00 in full payment of the work done by him on River Road Sidewalks, as a,,reed to in the above letter. Dear Sir: - am enclosing a blueprint of the intersection of Oakton Street and river Road in the City of Des Plaines, and hereby request permission to connect drainage into the city sewers as shown on this plat. WH:ED Yours very truly, WARNER HARWOOD, Asstt Civil Engineer. 615 The motion was made by Alderman Kinder and seconded by Enzenbacher to instruct Carter Jenkins, Engineer to draft a suitable resolution, and that the resolution be adopted. The motion was voted upon by acclamation,, whereupon the Mayor declared the motion carried and the following resolution adopted: RESOLUTION: - Be it hereby resolved that the request of the Cook County Highway Department for permission to connect two new catch Basins for drainage of.the new pavement on Oakton Blvd on the easterly side of Des Plaines Ave., all as shown on the construction plan accompanng said petition, be granted; provided however that the said Cook County Highway Bepartment also construct at its own.expense a new catch basin on the easterly side of river Road at the low point in the street which &s approximately 315 feet south of the south line of 0k$ton Blvd. Be it further resolved that this resolution shall be in full force and effect upon its passage. City Clerk. The Clerk then read the following letter: - Pea Plaines, July 30, 1932. City Council, Des Plaines, I11. Gentlemen: At the last regular meeting of the SECON WARD IMPROVEMENT ASSOCIATION, one of the subjects of diRcussion was the dangerous condition of the stub ends of the streets in the second ward, particularly the west,end of Campbell and Henry Avenues at the Soo Line Tracks. Since the recent retrenchment of lighting, the overhead lights at these points have been discontinued and owing to this condition, it becomes very confusing to a stranger who may be dirving along one of these streets. Just recently a motorist driving down Campbell Ave at a reasonable rate on a dark night rap over the end of the street and his car turned over, fortunately there were no injuries. Would it not be possible, and perhaps profitable, to place some kind of a reflector type warning signal or perhaps a black and white painted barricade at these points 616 to prevent futtre accidents of this kind, This organization will appreciate any attention you may give to this matter. The Clerk then read the following letter: • July 22nd, 1932. Honorable Mayor & Councilmen, City of Des Plaines, • Illinois. Gentlemen: We have been accumulating an open account bill against the City of Des Plaines since November-, 1931, which has now reached the total of $396.10, The items covered by this bill include pringtin for the various departments. Invoices covering these items are in the City Clerk's hands. Due to the present economic stress, it is most essential that we realize cash immediately. Re: Board of Local Improvements Account. Gentlemen: Since January 1925 we have been publishing legal notices on local city improvements without re- ceiving payment. Several times we have checked this bill with the City Clerk and city treasurer and find that most of the other creditors have been paid. We have been unable to get action through the regular channels so take this means of presenting out bill to your honorable body. The amount of our bill is $777.75, an% itemized statement of which is now in the hands of the city Clerk. We will be pleased to accept a warrant for the amount of our bill. I realize that I am a trifle late 617 with this, but with business conditions as they are at present this is the best I can do. City Collector, FritzWffettin-then addressed the Council, stating that Bonds nos. 1, 12, 13 and 14 of the,5th installment of City of Des Plaines, 41:ecial Assessment no. 122 were tendered in payment of special assessment bills for the 5th installment of especial Assessment no. 122, and asking the Council to authorize acceptance of the same. The motion was made by Alderman Hnann and seconded by Collet authorizing the City Collector to accept these bonds upon the approval of the City Attorney. Maloney, then presented Special Assessment bills of Emmanuel ';aura, 1514 Des Plaines Ave. covering the first, sedond, third, fourth, fifth, sixth and seventh installments of Special Assessment no. 99, with interest. 1r. Maloney stated that the intrest has mounted to an amount almost equal to the principal, through no fault of Mr. aura. The motion was made by Alderman Enzenbacher and seconded by Lacey that the City accept I_r. Waura's offer, to pay the principal in full and pay one half of the interest, as payment in full for these installments. Post light, dusk to dawn, on N.W. Corner of Miner St. & River Road. 1 - 100 C. P. Bracket suspension light, dusk to dawn, at intersection of Webford & Arlington Aves. • 1 - 100 C. P. Carter Jenkins, engineer, then reported that the State JIighway Department asks for permission to move the hydrant at the east end of the miner street water main near Rand toad, from its present position, to a position back of the sidewalk. The motion was made by Alderman Huxmann and seconded by Collet to grant the State its request, provided however that it,be done without cost to the City and local labor be used.. The motion was voted upon by acclamation, whereupon the 1 ,iayor declared the motion carried. Carter Jenkins, engineer, also reported that the State .Highway Department has removed the sewer at the Algonquin Road bridge over the Des Plaines river and prefers to re-lay the Sewer outlet_ with properly supporting it. The motion was made by Alderman Huxmann and `"_, � seconded by oollet to instruct Mr. Jenkins to notefy the State Highway Department that the sewer must be properly re-layed and supported with concrete. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. Mayor Harnmerl then announced that the Council will meet as a "committee of the wholef in the City Clerk's Office, on Tuesday, August 9, 1932 at 8:oo P. M. Mayor Hammerl presented the request of several churches to give them authority to direct traffic in the vincinity of their respective churches for the safety of the Sunday school children. The motion was made by Alderman Huxmann and seconded by Collet to authorize those churches which deem it necessary, to designate one of its members to direct traffic during church and sunday school, hours. The motion was voted upon by acclamation whereupon the Mayor declared the nation carried.. The motion was made by Alderman Pflughaupt and seconded by Enzenbacher to instruct the Clerk to notify the various churches of the action of the council regarding directing traffic during sunday school and church hours. The motion was,voted upon by acclamation whereupon the Mayor declared the motion carried.
