06/06/1932574 MINUTES OF THE REGULAR MEETING 07 THE CITY COUNCIL OF THR CITY OF DRS PLAI]!IES, HELD IN THE COUNCIL CHAMBERS ON THE SIXTH DAY OF JUTE, 1932. AT THE HOUR OR 8 O'CLOCK P. M. The, meeting sae called to order by Mayor Charles Hammerl, with Aldermen Ahbe, Collet, VflOgibupt, Dean, Ht can, Kinder, Lacey, Iriott, and M'einshausen responding to the roll call. Alder.- man lder-man Enzenbacher entered the meeting shortly after the roll call. The Clerk then read the following reports for the calendar month of Nay 1932t... Report of C. A. Wegner, Chief of Police. Report of Edgar J. Friedrich, City Clerk. Report of Otto Rerses, City Treasurer. These reports were referred to the Finance Committee by the Mayor. Alderman Abbe chairman of the Police & Licence Committee reported that a Mr. Anderson was injured bg a Des Plaines police car. Mr. Anderson was taken to the Des Plaines Emergency Hospital, and the accident reported to the insurance company. ' Alderman Lacey, chairman of the Water Committee reported .that he would submit a revised ordinance revising the water rates for the water to be taken from the Cater well. He also reported that the repair of the pump at the Cater well is practically completed, and that the pump should be in service in a few days. The remaining standing committees of the Council had no reports to offer. Mayor Hammerl then introduced Mr. Billings, representing the National Safety Council, who urged the Council to co-operate in the organization and support of a local safety commission. Mr. Maloney, attorney for the City then reported that he has been working on the fupplemental assessment to Assessment No. 95. and that he mill be ready to present the matter in the near future. May Hammerl, thereupon announced that the matter would be considered in an adjourned meeting to be held on Tuesday evening June 14, 1932 at 8:00 P. M. Mr. Maloney also reported that the offer of the Council to W. W. S. Moore to allow him *1000.00 for extras on Ellinwood Street widening and paving job, was rejected by Mr. Moore. The motion was made by Alderman Huamann and seconded by Lacey tat in- struct Mr. Maloney to file a final certificate of cost on the im- provement known as the "Widening and Paving of Ellinwood Street between Lee Street and Des Plaines Avenue". The roll was called on the motion with the following result: Ayes; Alderman Ahbe, Collet, Yflughaupt, Dean, Huxmann, Kinder, Lacey, Friatt, Enzen- bacher and Meinshausen. Nays; None. The Mayor thereupon declared the motion carried. alderman Lacey chairman of the Water Committee, reported that he has investigated the matter of the apparently eahorbitant water bill of the Premier Rose Gardens, and has found the bill correct. He recommended that payment of the entire bill be demanded. Alderman Collet chairman of the Streets & Sidewalks Committee reported that nothing further has been done regarding the claim of Richard Guenther. The motion was made by Alderman Pflugbaupt and seconded by Kinder to authorize the Mayor and City Clerk to draw a warrant for $50.00 in full settlement of the claim of Richard Guenther. The roll was called on the motion with the following results byes; Alderman Ahbe, Collet, Pflughaupt, Dean, 575 Kinder, Friott, Ensasbacher and Meinshausen. Nays; Alderman Lacey. Alderman Huxmann did not vote. The Mayor then declared the motion carried. The Clerk then read for second reading, the follitwing proposed ordinance: - 1N ORDINANCE BE IT ORDAINED by the Mayor and City Council of the City of Des Plaines, County of Cook and State of Illinois.; SNCTIO 1: That Chapter 17, Article V, Section 641 of the Revised Ordinances of the City of Des Plaines for the year of 1928 be and the same is hereby amended to read as follows: • '* It shall be unlawful for any person, firm or corporation to conduct the business of drayman, carter or express man, or t• carry, transfer or haul any goads, wares and merchandise in the City of Des Plaines, for hire or compen- sation, without first having obtained a license therefor, application for.such license shall be, made to. the City Clerk and shall designate • therein the name of the licensee, the location, his address, and the number of vehicles intended to be used by him. ° SECTION 2: This ordinance shall be in full force and . effect from and after its passage and approval according to law. SECTION 3: That all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. Passed this 6th day of June. A. D. 1932. The Clerk then read the following proposed ordinance for first reading: AN ORDINANCE CREATING A BOARD OF LOCAL IMPROVEMENTS POR THE CITY OF DES PLAINES, COOK COUNTY ILLINOIS, AND DESIGNATING THE MEMBERS THEREOF. The Clerk then read the following letter: June 4, 1932. Honorable Mayor and City Council City of Des Plaines Des Plaines, Illinois, 576 Gentlemen: Your honorable body, on the twenty-third of May, was kind enough to confer upon me, by unanimous vote, the appointment as City Engineer. Later at the meeting you also approved the contract submitted for my services as Engineer. I have been advised that there might be some legal questions involved in apparently holding two positions -- that of a city employee and also that of being hired by .,contract. I am therefore suggesting that City.Engineer be rescinded and that under the provision of the contract mentioned. my appointment as my services be retained which was approved as Very sincerely, CARTER JOINS. The motion.was made by Alderman Pflughaupt and seconded by Collet that the appointment of curter Jenkins as City Engineer be rescinded, and that Carter Jenkins services be retained only as provided by his contract with the City. In accordance with the precedent established at your last regular meeting in December 1931, I am again agreeing to a to reduction in all fees paid to me under the terms of my contract just approved. I hereby agree to a reduction of of i% making a total of 4$ to be paid on special assessments and bond issue work begun on or after June 1, 1932 to continue for the life of the present contract; for all services rendered other than special assessment and bond ussue work a reduction of 140 is hereby agreed to. All statements and bills to be rendered for w o rt done on or after June 1, 1932 will be billed at the . contract amount, but there will be noted on.each a credit in the amount specified above in order not to change the terms of the written contract. Baughman, Mayor of Marseilles, 111. urging Des Plaines to join the Municipal Gas Protective Association and there by assist in the attempt to affect a reduction in gas rates. The motion wasmade by Alderman Huxmann and seconded by Kinder to instruct the City Clerk to write Mr. Bougbman asking for a list of member municipalities of the association, and stating that the Council is interested in lower gas rates, and that the City of Des Plaines will join the association if the association shows that it has a goad representation of the municipalities. of northern Illinois. 577 The roll was called on the motion with the following result; ayes; Aldermen Ahbe. The motion was made by Aldermen Huxmann and seconded by Meinshaueen to instruct Carter Jenkins to make an investigation and report to the Council on the possibility of reducing telephone rates in ?es Plaines. Engineer, Carter Jenkins addressed the Council asking official action attempting to induce the State Highway Department to pave a streach of approximately 40 ft. at the intersection of Higgins Road and the Soo Line tracks, as a safety measure. Te motion was made by Alderman Huxmann and seconded by Ahbe to instruct Mr. Maloney to draft an appropriate resolution regarding this matter and submit it to the Council. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. The motion was made by Alderman Enzenbacher and seconded by Alderman Collet to confirm this appointment. The motion was voted upon by acclamation, where- upon the Mayor declared the motion carried. The motion was made by Alderman Ahbe and seconded by Lacey to approve the minutes of the regular Council meeting Of May 16, 1932. and of the special Council meeting of May 24. 1932. as written. Alderman Huxmann asked that the minutes of the meeting of May 16, 1932E his statement regarding the island at Webford and istingt Arlington Avenues be corrected to read'" Alderman Huinann, stated • that in the opinion of several citizens, who approadhhed him, the island at Webford is dangerous and should be removed eta." This corr- ection was informally agreed upon. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried, and the minutes approved. Alderman Enzenbacher chairman of the Finance Committee reported that the First National Bank of Des Plaines through its Chasier informed him that the bank cannot establish a trust fund • to protect City funds. He further reported that he had ordered a $60X000.00 depository bond to secure the funds of the City. The motion was made by Alderman Ahbe and seconded by Alderman Collet to adjourn until Tuesday June 14, 1932.
