The meeting was called to brder by Mayor Hammerl, with
Aldermen Ahbe, Collet, Pflughaupt, Dean Huxmann, Kinder, Lacey,
Priott, Enzenbacher and Meinahausen responding to the roll call.
Alderman Ahbe Chairman of the Police and License Comm-
ittee reported that Motorcycle Officer Richard Knabb met with
a serious accident, while apprehendihg a speeding car. Officer Knabbts
leg was broken, and he was serwerly bruised in many places. He
further reported that the speeders were held for hearing before the
grand jury.
Alderman Lacey, Chairman of the Water Committee reported that
the pumping'equipment at the Cater Well has been dismantled for repairs,
and cleaning.
•
The remaining standing comhittees of the Council had no'reports
to offer.
The Clerk then kead the following letter:

On April 2nd, 1932 out club sent a'letter to your Hon-
orable Council suggesting the formation of a local Safety Com-
mission. We are very much interested in knowing What action if
any has been taken in regard to this plaft.
It is our thought that a Commission Of the type sug-
gessted, would be worth while asset to this community. Safety
movements in other communities have proven very'successful.
We would appreoiate knowing what action you have taken
If you have any further suggestion,we shall be gald to know of
them.

Mayor Hammerl stated that a committee has met and deliberated upon
this matter, and that a definite recommendation, regarding this
matter would be forth coming in the near future.
The Clerk then read the following proposed resolution:
RESOLUTION IXESIGNATING FIRST NATIONAL BANK DES PLAINES,
ILLINOIS, DEPOSITORY FOR CITY TREASUMR.
There was considerable discussion regarding this resolution after
which the motion was made by Alderman Kinder and seconded by Lacey
to refer the resolution to the Finance Committee with instructions
to report at the next meeting of the Council. The roll was called
on the motion vglth the following result: Ayee: Aldermen Ahbe,
Collet, Pflughaupt, Dean, Huxmapn, Kinder, Lacey, Yriott, Enzenbacher
and Meinshausen. Nays: None. The Mayor thereupon declared the motion
carried.

The Clerk then read the following report of the Pinance
REPORT OF TIX FINANCE COMMITTEE.
TO THE MAYOR AND CITY COUNCIL
OP TIE ' CITY OF DES'-PLAINES:
The Finance Committee of the City of Des Plailites, to
whom was referred a resolution to increase the duties of
City Clerk to include'the.eollection of special assessments
and to furnish the City Clerk with additional help to perform
the said duties, desires to report that it has met to discuss
said matter and has consillted the City Clerk in reference thereto.
Your committee has considered the question of the advisability
of placing the responsibility of the collection of special
assessments upon the City Clerk and the possibilities of the
City Clerk discharging the said duties. Your Committee desires
to report that the City Clerk of the City of Des Plaines was
employed as a fulltime officer so that the Clerk would be at
all times available to the City. Hall in Des Plaine*. Your
Committee is of the opinion that this plan has worked to the
best interests of the City and that it should be continued.
' Your Committee further finds that the time of the City
Clerk is now entirely consumed in the handling of his present.
duties and that he would not, without neglecting his present
duties, be able to give any time to the Collecting of special
assessments.

Tour Committee further reports that the collection of
assessments by the City Collector for the last year has been
lessened because of the many delinquencies to special assess-
ments, but the work is increasing by reason thereof. The
City Collector is not only required to keep a complete set
of records and furnish the treasurer with a complete report
of assessments collected, but is also required to copy all
assessment rolls into his records and to make a delinquent
return. Be is then required to check this delinquent return
in the County Treasurer's office, and to check the records in
the County Treasurer's office on all remittances made. This
frequently requires the Collector to spend much time in this
office of the County Treasurer in Chicago. These duties re-
quire the services of someone who has technical experience of
knowledge in legal descriptions. At certain periods of the
year the work of the City Collector is lessened.
Your Committee further reports that the City Clerk has
been elected by the people of the City to perform certain
duties not including the duties of City Collector. The appro-
priation ordinance for the year 1932 does not provide an
increase in the'salary to be paid a City Collector, nor does
it provide for any additional assistants to the City Collector.
The assisitant to the Collector is now being paid by the
Collector. There is, therefore, no appropriation out of: -which
any salary could be paid an assistant to the City Clerk to
handle special assessment collections.
Your Committee further reports that the duties of the
City Treasurer and the duties of the City Collector in some
respects involve a duplication of effort. The City Treasurer
would to a large extent simplify his work if he had the super-
vision of the work of the City Collector. In addition to this,
the City Treasurer is not necessarily a full time employment
and he would have time to make the necessary check of records
in the County Treasurer's office.
Your Committee is therefore of the opinion that the duties
of City Collector and the duties of the Treasurer should be
merged and that both of the officers be placed on a salary
basis and that an assistant to the treasurer be employed to
be known as a deputy treasurer who would assist in the doing
of the work of the treasurer and the collection of assessments,
and also assist the City Clerk. The provision as to qualifi-
cation for both the office ofCity Trea,scurer and the Deputy
Treasurer should require that both persons have experience in

municipal accounts, have experience with legal descriptions,
and that they be able to check records of the County'Treasurerts
office and the Recorder's office and otherwise .perform all of T
the neoessary duties in -connection with that office.
Your Committee is further of the opinion that when these
two departments have been combined, the salary of the treasurer
be reduced to a sum not to exceed $260.00 per month and that
the salary of the deputy treasurer be fixed at a sum not to
exceed $150.00 per month.
Your committee further reports that such an arrangement
would not only result in a substantial saving tea the City of
Des Plaines, but would also result in a more efficient hand-
ling of this uepartment.

Your Committee further reports that the term of the City
Treasurer expires on April 30, 1933 and that his salary is
fixed: at the sum of $3300.00 per year until that date, and
the duties of the City Treasurer are also fixed by the terms
of the ordinance under which he was elected and do not include
the duties here proposed to be fixed on the treasurer. Con-
sidering all of these conditions, it mutt was recommended by the
Mayor of the City of Ides Plaines in his message to the City
Council that a new arrangement commence atter April 30, 1933.
Your Committee is of the opinion that in' view of all of
the utters above set out, commencing May 1, 1933 i 8 the
earliest date when this arrangement could be placed in force
and that the recommendation of the Mayor should be accepted
and that an ordinance should be prepared and submitted to
the City Council providing that the Treasurer, after April
30, 1933, handle all of the said duties and that the Council
employ a deputy treasurer to assist in the said work, and that
the qualifications of the said officers or employees bei as
in this recommendation set out.
Tour Committee therefore recommends tha t the resolution
heretofore introduced, providing for changing the duties of the
City Collector, at this time be not passed.
Tour Committee further recommends that it be authorized
to further consider this matter for the purpose of bringing
in a subsequent recommendation on the duties and qualifications
of the treasurer and also as to whether or not the treasurer
shsi be appointed or whether he should be elected.

Committee then reported that Mr. Richard Guenther, who has a claim Jag
against the City for an accident suffered several years ago, is will-
ing to settle his claim for 150.00 The motion was made by Alderman
Pflughaupt and seconded by Collet to pay Mr Guenther $50.0Q in full
settlement of his claim. The motion was then made by Alderman Kinder and
seaondeoedby of t"aLacey tpostpone action in this matter until next regular
. The rail was dialled on the motion to post-
pone with the following result: Ayes; Alderman Ahbe, Collet, Dean, Hux-
mann, Kinder, -Lacey, Priott, Enzenbacher and Mejnshausen. Nays; Alder-
man Pflughaupt, The Mayor thereupon decalred the motion carried, and
.the matter posponed.
.City Engineer, Carter Jenkins then addressed the Council
recommending that the following street lights be removed from Service:

The motion was made by Alderman Huxmann and seconded by Collet to order
that the above recommendation be complied with, The roll was called

Pflughaupt, Dean, huxmann, Kinder, Lacey, Friott, Enzenbacher and Mein-
shausen. Nays; None. The Mayor thereupon declared the motion carried.
v Mayor Hammerl then raised the question of the widening and paving
of Ellinwood Street, between Lee Street and Des Plaines Avenue. He
introduced Mr. Moore, contractor and Mr. Green his engineer. There
was a lengthly discussion in which Mr. Moore, Mr. Green, Mr. Maloney
attorney for the City and several property owners participated. The
motion was then made by Alderman Kinder and sedonded by Huxmann to
.refer.this controversy to a special committee consisting of the 0ouncil
as a committee of the whole together with Mr. Allen and Mr Jenkins.
.The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried.

empowered to execute contract to the said Carter Jenkins,

AN ORDINANCE
BE IT ORDAINED by the Mayor and City Council of the
City of Des Plaines, County of Cook and State of Illinois:
SECTION 1: That Chapter 17, Article V, Section 641
of the Revised Ordinances of the City of Des Plaines for the
year of 1928 be and the same is hereby amended to read .as
follows:
* It shall be unlawful for any person,
firm or corporation to conduct the business
of drayman, carter or express man, or to
carry,transfer or haul any goods, wares
and merchandise in the City of Des Plaines,
or from any point in the City of DesPlaines
to any point without the City of Des Plaines,
for hire or compensation, with fid
having obtained a license . linf a' a 1i
cation for such license shall be made to
the City Clerk and shall designate therein
the name of the licensee, the location, his
address, and, the number of vehicle intended
to be used by him.*
SECTION 2: This ordinance shall be in full force and
effect from and after its passage and approval according to law.

The Clerk then read as first reading a proposed ordinance providing
that the City pump from its wells near the Des Plaines River and
Ashland Avenue such quantity of water as may be pumped by the use of
the m4nimum amount of electrical current for which the City is chargeable
namely,$69,50 per month; also that the balance of Water needed by the
City shall be taken from the Cater well, and that the water taken from
the Cater well shall equal the sum of 600,oO0 gallons daily, and that
thereafter for any single day shall be taken from the Norma Well, ex-
cepting in eases of emergency; also that the rate to be paid by the City
for the water taken from the Cater Well shall be ten cents per thousand
gallons less the cost of current electricity. The motion was made by
Alderman Huxmann and seconded by Meinshauaen to refer this proposed
ordinance to the council as a committee of the thole for discussion, and
that each alderman be furnished with a copy of this proposed ordinance.
The motion was voted upon by acclamation, whereupon the Mayor declared
the motion carried.

Gentlemen: -
Since the public installation of the Aldermen elect,
at your meeting Monday May, second, many of my friends have
informed me that one of your speakers, a Mr. Wicke, i suppose
as a result of pure ignorance of what is appropriate upon such
occasions, dragged my name into the exercises on a slanderous
way.
He is reported to have said that I had offered David Maloney
something in the nature of a bribe to withdraw his efforts in

in connection with the confirmation of Special Assessment
Warrant #100 in the County Court of Cook County.
May I ask that my denial of any statement of this kind be
given'the same publicity that Mr. Wicke's alleged statement
received. Such a statement is absolutely, false. I can •say
' this slime thi rig with a much agli e r worS.
Hever under any circumstances did I ever offer David Maloney
$500.00 or any other amount to *Lay Off* of any law suit whatso-
ever.
The statement cannot possibly be true for two obvious reasons:
pirst, I do not remember ever having had so much money at one time;
and Second, If i ever had that much money,I certainly would never
give it to David Maloney,
I understand that Mr. Wicke challenged any one to debate the
the topics which he mentioned at that time, in public, Will you
convey to him my acceptance of the challenge. I expect him to
name a: date for this discussion within a reasonable time, say 30
days. Once before he failed to appear under similar circumstances.
If he fails this time I think the Citizens of Des Plaines will
then be able reightly to call him the "greatess Mexican Athlete"
of our community.

The Clerk read a letter of thanks from the Volunteers of Amer-
ica'forating this organization permission to conduct its annual
heart tag -day in Des Plaines. This letter was ordered filed by the
Mayor.
The motion was made by Alderman Huxmann and seconded by Collet
to end a forty day notice to the property owners on Ellinwood Street
west of Lee Street, ordering them to lay sidewalks as recently decided
upon by the Council. The motion was voted upon by acclamation, where-
upod the Mayor declared the motion carried.
Alderman Dean requested that the parking sign on Cora Street
near=Chriat Evangelical Church, be moved from the Ment side of the Street
to the east side. The motion was made. by Alderman Lacey and seconded by
Pflugupt to refer this matter to the. Streets and Sidewalks Committee
for investigation and report.
The motion was voted upon by. acclamation whereupon the Mayor
declared the motion carried.
Alderman Collet, chairman of.the Streets and Sidewalks Committee
reported that repairs amounting to about $30.00 are necessary on the walk
in front of Polka Brothers Theatre. The motion was made by Alderman Hux-
mann and seconded by Kinder that the City make temporary repairs to avoid
liability for a possible accident, and to notify the property owner to
make permanent repairs within ten days. The motion was coted upon by
acclamation whereupon the Mayor declared the motion carried.
City Engineer, Carter Jenkins reported that Mr. Boldt on East Miner
Street insists that the City furnish him with a survey of the property
taken from him fdr the paving of East Miner Street. He estimated the
cost of such a Survey, at $75.00. The.motion was made by Alderman Huxmann
and seconded to instruct the owner to employ his own engineer; and to
instruct Mr. Jenkins City engineer to work with any engineer the owner
may employ. The motion was voted upon .by acclamation, whereupon the
Mayor declared the motion carried.
City Engineer Carter Jenkins was instructed by the Mayor to
represent the City at the hearing on the Wolf Rd -Golf Rd, grade crossing
before the State Commerce Commission on June 15, 1932.•
Upon Mr. Maloneys inquiry as to whether the Council desired
him to represent the City in the gas rate hearing before the State Com-
mercial Commission, the motion was made by Alderman Enzenbacher and
seconded by Collet to instruct Mr. Maloney to attend, this hearing,
but do nothing further unless so ordered by the Council. The roll
was called on the motion with the following result: Ayes: Aldermen
Ahbe, Collet, Pflughaupt, Mean, Huxmann, Kinder, Lacey, Friott, Ensen.-
bacher and Meinshausen. Nays; None. The Mayor thereupon declared
the motion carried.
Alderman Huxmann expressed the opinion that the island at
Webford Ave. and Arlington Ave. is dangerous and should be removed.
This matter was referred to the Streets and. Sidewalks Gammittee by
the Mayor for investigation and repobt.

The motion was made by Alderman Enzenbacher and seconded by Ahbe to
adopt the proposed resolution. The roll was called on this motion
with the following result. Ayes; Aldermen Ahbe, Collet, Pflughaupt,
Dean, Huxmann, Kinder, Lacey,.Friott, Enzenbacher and Meinshausen.
Nays; Nolle. The Mayor thereupon declared the motion carried, and the
resolution adopted.
Mayor Hammerl then uneed the following appointment
Superintendent of Public Sorks» Marvin Weals,
Meter Reader, Water Dept. - Frank-Fiacher.
The motion was made by Alderman Enzenbaoher and seconded by Collet
to confirm these appointments. The motion was voted upon "by accla-
mation, whereupon the Manyor declared the nation c:rried and the
appointments confirmed.
The motion was made by Alderman Enzenbacher and seconded
by Meinshausen,. to issue to the First National Bank 1931 anticipation
warrants in an amount, to enable the City Treasurer to redeem there-
with the remaining 1930 anticipation warrants held by the First Nat-
ional Bank. The roll was called on the motion with the following

The U'ayor thereupon declared the znotioncarried.

Lacey to approye•the minutes of the regular council meeting of May
2, 1932. as written and adjourn.
The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried, the minutes approved and the
Council adjourned.
